Amsterdam blocks construction of new hotels to fight overtourism

Dutch officials are trying to limit the number of tourists flooding amsterdam.

In another attempt to crack down on overtourism, officials in Amsterdam are banning the construction of new hotels in the Dutch capital.

The policy, announced Wednesday, only permits new hotels in a one-in, one-out system, meaning a new hotel can be built only if another closes. New hotels may not exceed the bed count of the previous hotels and must be “better,” per the city’s release, with more modern and sustainable features.

“Amsterdam says ‘no’ to new hotels,” reads a translated statement from city officials. “We want to make and keep the city livable for residents and visitors.”

The effort follows initiatives in Amsterdam to limit the influx of tourists into the city, a destination known for its tolerant drug policies, sex industry and liberated party scene.

In Amsterdam, people are not prosecuted for buying up to 5 grams of cannabis, which can be purchased in coffee shops. For years, city officials have been trying to rein in hordes of “nuisance” tourists, or those who are attracted to the city by the promise of a night of debauchery.

The city council recently implemented the “ tourism in balance in Amsterdam ” policy, which set a maximum number of overnight stays and day visits in the city, capping the annual visitor count at 20 million people per year. Wednesday’s guidance re-ups that regulation; the number of hotel nights in 2023 was 20,665,000, according to the city.

“We are now taking more measures to ensure that the number of hotel stays does not increase even further,” the city’s statement read.

Last year, seeking to curb the rowdy crowds of the Red Light District and offer residents a better night’s sleep, the city cracked down on public pot smoking in the streets and limited the hours of operation for certain restaurants and sex establishments.

Amsterdam also launched a “ Stay Away ” campaign, directly targeting British men between the ages of 18 to 35. The demographic frequents the city for “stag,” or bachelor, parties, which residents say are disruptive .

Also in 2023, city officials adopted a proposal to relocate a cruise ship terminal . In addition to addressing pollution concerns, the move sought to prevent crowds of tourists from flooding the city’s center upon docking.

It’s unclear how the city plans to enforce the new hotel construction policy; according to the release, new hotels already under construction may continue. That includes 26 hotels with existing rights.

FEARS are growing that anti-tourism protests raging across the Canary Islands could hit another Brit holiday hotspot.

Hotel bosses in Benidorm have admitted they are “very worried” by the anger growing amongst island residents but branded holiday homes in Spain a "virus".

Fede Fuster, head of local hotel association HOSBEC, said the demonstrations across the Atlantic archipelago, showed there were serious problems that needed to be addressed.

In a speech in the Costa Blanca resort of Altea, he said: “We watched with concern how people in the Canary Islands protested a few days ago against the ‘negative’ effects of tourism.

“This is serious, it should worry us and occupy our minds. The delicate balance between tourists and residents that we have been able to maintain for decades has been broken.”

Last weekend, huge fury-filled protests were staged across the Canary Islands in a bid to crackdown on cheap tourism and particularly boozy Brits.

In Tenerife , which saw 15,000 turn up, a hunger strike is still ongoing and a new protest is planned for today in the town of La Laguna.

Fuster fumed that those involved who were pointing the finger at hoteliers were confusing the “righteous for sinners”.

Instead, he launched an attack on the expansion of holiday rental homes by claiming: “The genesis of this virus is called the hotelisation of housing and the digital platforms are its carrier.

“In the last 15 years, this type of accommodation has grown from 4,000 beds to more than 400,000 throughout Spain, far outstripping the supply of regulated accommodation.

“And those who are suffering the consequences are our neighbours, our employees, our families, and all of us who compete fairly.”

Benidorm has its own British area known as "Little England" and at certain times of the year UK tourists occupy nearly 50 per cent of all hotel beds in the famous Costa Blanca resort.

Fuster also had a dig at the Spanish government for not making tourism “part of its priorities.”

He argued that tourism should be seen as a “source of wealth for society” rather than a threat.

“Tourist destinations are the best showcase for a country that can boast a high standard of living and great potential when it comes to being an example of sustainable planning and development.”

Canarias Se Agota, the organisation behind last Saturday’s demonstrations across the Canary islands, has organised a new march later today in the northern Tenerife town of La Laguna.

Six men and women affiliated to the protest platform - which rallies under the banner of "The Canary Islands have a limit" - are now on the 17th day of their hunger strike.

Supporters who join the march have been asked to bring a suitcase “to show how locals are being ejected from the islands.”

Many are calling on regional president Fernando Clavijo to answer either their demands or resign.

Yesterday, Tenerife paved the way for tourists to be charged to visit the island’s natural spaces including the iconic Teide mountain starting January 1 next year.

Its politicians voted to introduce the eco tax for non-residents following a viability study.

Tenerife, an island long popular with British tourists, has been at the forefront of the protests linked to the type of mass tourism it attracts.

This week, a leading Tenerife politician urged British and Irish tourists looking for cheap sunshine breaks to go elsewhere for their vacations.

Carlos Tarife, deputy mayor for the island capital Santa Cruz, said holidaymakers interested in staying in their all-inclusive hotels should book places like the Dominican Republic instead.

Earlier this month, anti-tourism graffiti popped up all around the island telling Brits to go home.

"My misery is your paradise" and "Average salary in Canary Islands is 1,200 euros" has been seen splashed across walls.

In an apparent UK backlash, a response left in English on a wall next to a "Tourists go home", a message said: “F*** off, we pay your wages".

The protests organisation, Canarias Se Agota, has insisted it has nothing to do with the graffiti.

In turn, they angrily accused regional politicians of blaming them of tourism-phobia as part of a "dirty tricks" campaign.

RESIDENTS of the largest Canary Island seem to be at war with UK holidaymakers as they blast visitors with anti-tourism graffiti and emerging local campaigns.

Locals have been fuming that they are "fed-up" with "low quality" Brit tourists who only come for the  cheap beer, burgers and sunbathing .

Now, they are demanding a tourist tax, fewer flights to the island and a clampdown on foreigners buying houses.

Some protesters are claiming that their anger is directed at the government rather than tourists as they ask for change.

They claim that AirBnBs and other holiday rentals are driving up the cost of living and that they are sick of the noise, traffic and rubbish that accompany the avalanche of vacationers that visit every year.

Jaime Coello, president of the Telesforo Bravo Foundation, said: "The quality of the tourist product is being destroyed by the investors and the regional government."

Waves of  anti-tourist graffiti has been sprayed across the island  to tell Brits they are not welcome.

Bitter messages outside tourism hotspots read "your paradise, our misery" and "tourists go home".

"Locals are forced to move out and YOU are responsible for that," said a furious printed sign.

Another read: "Tourists go home!"

The brewing chaos coupled with hatred for visitors is now scaring Brit tourists to go on a vacation in Tenerife.

And Jorge Marichal, a hotel chain boss in Tenerife, revealed that  Brits were ringing up out of fear they would not be safe on their holidays to the island .

He said: "One of the problems I am facing is that clients are beginning to call and ask what’s happening here and whether it’s safe."

While the hotel owner said he understands the pain of local people, he added that being "anti-tourist" is not the way to go in.

Amsterdam’s Latest Effort to Fight Excessive Tourism: No New Hotels

The city wants no more than 20 million hotel stays annually. The measure is one of multiple efforts to control the flow of visitors.

Amsterdam has been searching for any way to rein in the number of tourists that visit the city every year.

In March of last year, the city launched an ad campaign specifically targeted at British men between 18 and 35, urging them to “stay away.”

In July, the Dutch capital announced it would bar cruise ships from docking in the city center .

The city has also long tried to control the crowds in its red-light district, where rowdy groups of tourists often cause disruptions to local residents. It has added stricter rules about smoking marijuana . It has banned new tourist shops. And still, the people keep coming.

Now, the city — which is as well known for its canals and 17th century art as for its legal sex industry and easy access to marijuana — has taken one more step to further restrict the explosive growth of tourists: It is banning hotels from being built.

“Amsterdam is saying ‘no’ to new hotels,” the City Council said in a statement. “We want to make and keep the city livable for residents and visitors,” it added.

Amsterdam, which added that it was seeking to keep hotel stays by tourists to under 20 million per year, saw its highest number of visitors before the pandemic in 2019, when there were 25.2 million hotel stays, according to the city’s data.

Last year, that number was exceeded by tourists staying over in Amsterdam, not including stays in short-term rentals like Airbnbs and cruise ships. And the measure also does not take into account daily visitors who do not stay the night.

The ban on new hotels, while sending a clear message about the city’s aim to reduce the number of visitors, is also largely symbolic. The city’s policy on hotel construction was already strict, and there had been only three proposals since 2017 that met Amsterdam’s requirements, according to the city. New hotels that had been approved or were in development — 26 in total — would be allowed to proceed for now.

Under the new rules, a new hotel can only open if another one closes. It also isn’t allowed to add more rooms than were available, according to the city.

“The effect won’t be very big,” said Ko Koens, a professor of new urban tourism at Inholland University in Rotterdam, the Netherlands. He also said that in the long run, the capping of hotels could make them more expensive to stay at.

While this ban alone would not make a huge dent in the number of visitors to the city, Mr. Koens said, taken together with other initiatives it could make Amsterdam a less appealing place to visit. But, he said, “For now, visitors don’t seem to mind.”

In total, Amsterdam has nearly 42,000 hotel rooms that can accommodate more than 92,000 people, according to Statistics Netherlands, a governmental institution that compiles data about the country. (In total, the Netherlands has more than 150,000 hotel rooms.)

Amsterdam’s initiatives to rein in tourism have been largely focused on its crowded city center. But as long as Amsterdam’s airport, Schiphol, continues to be a major European hub, it won’t be easy to keep visitors away from the city.

“There are no simple solutions,” Mr. Koens said. “It’s super complex.”

Amsterdam also announced this week it would start cutting the number of river cruises allowed to dock in its waters. In 2023, that number was 2,125. In 2028, the city wants it to be halved, with no more than 1,150. The city predicts that effort could reduce the number of visitors that come into town by 271,000. This proposal, the city said, is to improve the quality of life for residents and to reduce emissions and crowds.

“The balance in the city needs to improve,” Hester van Buren, a deputy mayor who focuses on the city’s port, said in a statement.

Amsterdam isn’t the only major European destination that has been struggling to get a grip on the growing number of tourists. Venice announced it would charge day-tripping visitors 5 euros ($5.33) to enter the iconic streets of its city center on weekends and some holidays from April 25 through mid-July, its busiest season.

Amsterdam, currently in a busy touristic time because of its famous blooming tulips, has not announced a similar measure, but it is likely there will be more efforts and experiments designed to limit visitors — like the hotel ban.

“Without such a stop, Amsterdam’s center would become one big hotel,” Mr. Koens said. “You don’t want that either.”

Tourism deputy rings up N.B. government's largest 2023 expense account

Moving costs and an $800-a-night hotel help push yennah hurley's expenses over $77,000.

Luxury-hotel stays during an unpublicized trip to London and Paris and a personal move from Quispamsis to Fredericton helped deputy tourism minister Yennah Hurley, the former adviser to Premier Blaine Higgs, amass $77,710 in expenses in 2023.   

It's the largest amount claimed by a senior official in the New Brunswick government for the year, including the premier and cabinet ministers, according to online departmental expense reports.

New Brunswick releases information on expenses paid to ministers and senior government officials quarterly for travel, living expenses, car allowances, accommodations and other costs.  

It calls it an "effort to improve transparency, accountability and enhance the proactive disclosure of information."

In 2023, the largest amount claimed by an elected official for the calendar year was $52,522 by Higgs. That included $10,999 spent on a trip to Europe last May highlighted by Higgs's speech at the World Hydrogen Summit in the Netherlands.

Charges by the premier, however, were eclipsed by Hurley, whose expense claims ran nearly 50 per cent higher.

Hurley is a former small adventure business operator and travel blogger who has been New Brunswick's deputy minister of tourism since 2020.

She was hired in 2019 on a two-year consulting contract by Higgs to work in the Tourism Department and report directly to him on changes that might be made.

One change that came quickly was the firing of the previous deputy minister, Francoise Roy, a month after Hurley began work. Ten months later, Hurley had Roy's old job 

"I am proud that she is working with the people in the department," Higgs said in the legislature in 2019 in defending Hurley's initial hiring.

"I am proud that she is working with the minister because we are going to get things done by thinking differently. I am proud that she is part of the team."

In 2023, reports show, Hurley took several trips on government business both inside and outside Canada.

Expense reports contain little information on the purpose of trips, and Hurley was not made available for an interview.  However, her reports show $21,488 was spent on hotels in multiple locations, including Banff, Quebec City and North Carolina.

According to information provided by the province, the most expensive trip, an eight-day visit to Europe last September was an effort to boost international tourism interest in New Brunswick.

It was also said to be for gathering information on tourism sites of significance that are recognized by the United Nations Educational Scientific and Cultural Organization.

"The purpose of the mission was to discuss opportunities with international tour operators for visits to New Brunswick," Bruce Macfarlane, New Brunswick's senior director for media relations, wrote in response to a request for information about the trip.

"The mission also included site visits and meetings with UNESCO properties and museums with four nights in London and a four-night stay in Paris."

Four Tourism Department representatives went to Europe, according to Macfarlane, including Hurley and the minister, Tammy Scott-Wallace.

The group stayed at the Trafalgar St. James, a London hotel, before eventually moving to Hotel Lumen in Paris.

According to prices advertised online and expense reports submitted by both Scott-Wallace and Hurley, the hotels charge about $800 and $600 per night, respectively.

Hurley's expenses also included receipts for visits to Windsor Castle, Stonehenge, an unspecified British museum, the London Eye, and the Palace of Versailles.  

There appeared to be no specific charges for business meetings during the eight days by either the minister or deputy minister. Hurley's expenses eventually totalled $12,328 with Scott-Wallace charging $10,199.

Isabelle Theriault, the deputy Liberal leader and opposition tourism critic, said she is surprised to hear about the trip.  

By coincidence last September, the Tourism Department was in front of the legislature's public accounts committee two weeks after Hurley returned from Paris, and Theriault questioned her about departmental efforts being made to promote New Brunswick in Europe.   

The trip was never mentioned.

"If I had known I would have asked questions about it," said Theriault.

"If they just came back from those regions in Europe why didn't they tell me, 'We went there to work on how to attract people from those regions.' But they chose not to tell."

Hurley's largest expense in 2023 was not travel-related. After her return from Europe, she sold her house in Quispamsis and moved to Fredericton, ending four years of commuting.

That move cost taxpayers a further $19,321.17 in relocation costs.  

Those included $15,000 for the real estate commission paid on the house Hurley sold, $3,550.67 for movers and $770.50 in legal fees.

According to the New Brunswick government's relocation policy, moving expenses for an existing employee are allowed at the discretion of a departmental deputy minister "if" the employee "is transferred."

Hurley was not transferred to a new job, and she did not take a loss on the sale of her home, which sometimes adds to relocation costs.

Real estate records show the house sold last October for $405,000, well above the listed asking price of $324,900.

Nevertheless, Macfarlane said it was determined Hurley did in fact qualify to have moving expenses covered and emphasized she did not approve her own claim. He declined to say who did.

"As outlined in the relocation policy, in no case can the Deputy Head authorize their own relocation expenses," wrote Macfarlane.

"Another designate approved the relocation expenses within the policy directive. Although we cannot talk about specific cases, the relocation expenses fell within the policy."

Annual 150m Tourists Influx: Saudi Arabia Projects 320,000New Hotel Rooms By 2030

S audi Arabia is projected to have 320,000 new hotel rooms by 2030 as the Kingdom ramps up efforts to accommodate an annu­al influx of 150 million tourists, domestic and international, according to a report by global property consultancy Knight Frank.

This massive expansion of the hospi­tality sector is central to achieving Saudi Arabia’s goal of increasing the travel and tourism industry’s contribution to the economy from nearly 6% to 10% by the end of this decade, the report stated.

The analysis comes on the heels of re­cord tourism numbers for Saudi Arabia in 2022, with visitor spending reaching $23.2bn in the first half of 2023 alone – a 132% jump from last year. International arrivals surged 142% year-on-year to 14.6 million in the first six months.

While nearby Gulf nations like Bah­rain, Kuwait and Egypt emerged as top source markets, Saudi authorities are ex­ploring strategies to attract visitors from further afield, said Turab Saleem, Knight Frank’s head of hospitality and tourism advisory for the Middle East.

“This includes developing cultural and entertainment offerings nationwide to complement existing attractions like the Jeddah F1 Grand Prix and numerous ‘Entertainment Seasons,’” Saleem added.

Notable projects include theme parks like Boulevard World and Qiddiya in Ri­yadh, and Saudi Arabia’s successful bid to host the 2030 World Expo, which is expect­ed to draw 40 million visitors and inject $94.6 billion into the local economy.

The report highlights that 67% of the projected 320,000 new hotel rooms will be upscale or luxury properties, typically requiring one to two staff members per room. This suggests between 232,000 and 387,000 hospitality workers may need ac­commodation as the sector expands rap­idly.

Knight Frank expects Marriott Interna­tional to overtake Accor as Saudi Arabia’s largest hotel operator by 2030, with 26,200 rooms under its management compared to Accor’s projected 25,400 rooms.

“Provision of quality housing for hos­pitality staff will be essential to ensure the success of Saudi’s tourism ambitions,” said Faisal Durrani, Knight Frank’s head of research for the Middle East.

The holy cities of Mecca and Medina are set for a significant hotel boom, with 221,000 new rooms announced, planned or under construction to cater to religious tourists – expected to reach 30mn annually by 2025 and 50mn by 2030.

Knight Frank estimates around $104bn will be required for construction costs alone to realize the 320,000 new hotel rooms nationwide, with $70bn dedicated to the religious tourism hubs of Mecca and Medina.
