Crews in Baltimore, Maryland, are starting to remove pieces of the Francis Scott Key Bridge that collapsed when a ship ran into it last week.

On Saturday, teams of engineers started cutting and lifting steel wreckage from the bridge in the Patapsco River.

The Key Bridge Response Unified Command includes the U.S. Coast Guard, the U.S. Army Corps of Engineers, the Maryland Department of the Environment, the Maryland Transportation Authority, the Witt O’Brien’s representing Synergy Marine, and the Maryland State Police.

Cranes continue to remove the wreckage of the collapsed Francis Scott Key Bridge Saturday as Gov. Wes Moore and several Maryland officials provided updated a press conference.

Gov. Moore says the massive crane, which can lift up to 1,000 tons, is one of at least two used to clear the channel of the twisted metal and concrete remains of the fallen bridge and the cargo ship that collided with it this week.

"The best minds in the world" are working on the plans for removal, Moore said. The U.S. Army Corps of Engineers for the Baltimore District told the governor that it and the Navy were mobilizing major resources from around the country at record speed to clear the channel.

The U.S. Navy will supply four heavy lift cranes, while 10 tugs, nine barges, eight salvage vessels and five Coast Guard boats will also join the effort.

He warned of a long road to recovery but said he was grateful to the Biden administration for approving $60 million in immediate aid. President Joe Biden has said the federal government will pay the full cost of rebuilding the bridge.

THE LATEST RIGHT NOW

  • Cranes arrived overnight in Baltimore, and began the long process of removing the debris of the fallen bridge and cargo ship
  • Four missing workers are still unaccounted for. Coast Guard officials say all four are presumed dead following Tuesday’s collapse.
  • The bodies of 35-year-old Alejandro Hernandez Fuentes and 26-year-old Dorlian Ronial Castillo Cabrera were recovered from a red pickup truck submerged in about 25 feet of water.
  • The focus now turns to investigating what happened and reopening the channel as quickly and as safely as possible.

The iconic Baltimore bridge collapsed around 1:30 a.m. Tuesday when the container ship Dali slammed into a pillar , causing a long span of the bridge to crumple into the Patapsco River.

At least eight people went into the water. Two were rescued, but the other six, part of a construction crew that had been filling potholes on the bridge, were missing and presumed dead.

The search for the missing changed from a search and rescue mission to a recovery mission late Tuesday night, 18 hours after the workers disappeared.

"Based on the length of time that we've gone in the search, the extensive search efforts we've put into it, the water temperature, we do not believe that we are going to find any of these individuals alive, and so this evening around 7:30, we are going to suspend active search and rescue efforts," U.S. Coast Guard Rear Admiral Shannon Gilreath said Tuesday.

The search for the missing turned into a salvage operation Wednesday, as officials said the bridge's superstructure is blocking diver access to the remaining victims.

"We have exhausted all search efforts and the areas around this wreckage, and based on the sonar scans, we firmly believe the (remaining) vehicles are encased in the superstructure and concrete that we tragically saw come down," Maryland State Police Col. Ronald Butler Jr.

Jesus Campos, who has worked on the bridge for Brawner Builders and knows members of the construction crew who died, said he was told they were on a break and some were sitting in their trucks to warm up when the bridge collapsed.

WHAT HAPPENS NEXT?

Gov. Wes Moore submitted an emergency $60 million request for funding from the federal government. He announced Thursday evening that request was approved.

"We want to be clear — $60 million is just a down payment, not the final payment," U.S. Department of Transportation official Shailen Bhatt said.

First, crews will clear debris from the channel, then remove the cargo ship, before removing the rest of the bridge debris from the water. Cranes are on the way to do that. One will arrive Friday, another on Saturday.

Efforts so far have been largely focused on the search for the missing workers. But the focus will soon shift to two main objectives: investigating what happened and reopening the channel as quickly and safely as possible.

National Transportation Safety Board Chair Jennifer Homendy said investigators boarded the vessel and obtained a general timeline of events via the ship's voyage recorder data.

At 1:24 a.m. Tuesday, numerous alarms went off on the bridge, and the VDR stopped. Two minutes later, it started again. That's when the pilots put out the first call for tugboats to assist. At 1:27 a.m., the pilot of the ship ordered the port anchor to drop and radioed that the ship lost power and was approaching the bridge. That's when the U.S. Coast Guard instructed the MDTA to shut down the bridge, and all lanes were closed.

The VRD recorded the collision about two minutes later at 1:29 a.m.

Officials also determined the ship has 56 containers containing 764 tons of hazardous materials that federal agencies are working to address.

"Some of the hazmat containers were breached. We have seen sheen on the waterway," Homendy said.

But according to Moore, there is no indication of any serious threat at this time.

Officials said a preliminary report should be released by the NTSB in 2-4 weeks, with a final report not expected for 12-24 months.

SHIP UNDERWENT ENGINE MAINTENANCE BEFORE CRASH

The ship that crashed into a bridge in Baltimore was undergoing "routine engine maintenance" in the port beforehand, the Coast Guard said.

U.S. Coast Guard Rear Admiral Shannon Gilreath said at a news conference on Wednesday that authorities had been informed that the ship was going to undergo routine engine maintenance before it lost power. But he said authorities were not informed of any problems.

Officials with the National Transportation Safety Board said the cargo ship was carrying hazardous materials.

NTSB Chair Jennifer Homendy says there are 56 containers aboard containing hazardous materials, including corrosives, flammables and lithium-ion batteries.

She said some containers were breached and a sheen there was a sheen in the water that will be dealt with by authorities. She said the voyage data recorder has been recovered.

Homendy said the investigation could take 12 to 24 months but that the NTSB would not hesitate to issue urgent safety recommendations during that time. She said a preliminary report should be released in two to four weeks.

“It’s a massive undertaking for an investigation,” Homendy said. “It’s a very tragic event.”

PORT OF BALTIMORE OPERATIONS

The Maryland Port Administration suspended vessel traffic into and out of the Port of Baltimore until further notice. The port is not shut down and they are still processing trucks inside of the terminals.

Starting Wednesday, the New Vail Street gate will close until further notice. All truck traffic must enter through the Seagirt main gate at 2600 Broening Highway.

The Seagirt main gate will not be extended to 5:30 p.m. on Thursday as previously scheduled. It will close at the normal time of 4:30 p.m.

The Seagirt Marine Terminal will be closed on Good Friday.

NO INDICATIONS OF TERRORISM

Baltimore Police Commissioner Richard Worley said there is no intelligence or any indication that the incident was intentional.

The FBI released the following statement, saying: "There is no specific and credible information to suggest any ties to terrorism at this time. The investigation is ongoing. FBI Baltimore will continue to support our partners at the local, state and federal levels."

The ship underwent 27 inspections since the Dali came into service in 2016. There were no issues until June, when Chilean authorities found deficiencies in propulsion and the auxiliary machinery.

DHS said the Dali lost propulsion as it left Baltimore Harbor, which makes the June inspection particularly interesting.

A STATE OF EMERGENCY

The governor's office released a statement, saying: "My office is in close communication with U.S. Transportation Secretary Pete Buttigieg, Baltimore Mayor Brandon Scott, Baltimore County Executive Johnny Olszewski and the Baltimore Fire Department as emergency personnel are on the scene following the collapse of the Francis Scott Key Bridge.

"I have declared a state of emergency here in Maryland and we are working with an interagency team to quickly deploy federal resources from the Biden administration.

"We are thankful for the brave men and women who are carrying out efforts to rescue those involved and pray for everyone's safety."

Baltimore Mayor Brandon Scott issued an executive order declaring a state of emergency in Baltimore City in response to the collapse starting at 9 a.m. and will remain in place for 30 days, which enables the mobilization of emergency services and resources.

"This is an unthinkable tragedy," Scott said at a news conference early Tuesday morning. "This is a tragedy you can never imagine. Never did you think you would see the Key Bridge tumble down like that. It looked like something out of a movie ... Our focus should be the preservation of life."

"We all awoke this morning to an unspeakable tragedy," Baltimore County Executive Johnny Olszewski said at a news conference early Tuesday morning. "We have a long road ahead, not just in the search and rescue but in the fallout after this."

ALTERNATE ROUTES

Interstate 695 is closed between Maryland Route 157 (Peninsula Expressway) in Dundalk and Maryland Route 10 (Arundel Expressway) in Glen Burnie.

  • Interstate 95/Fort McHenry Tunnel (Maximum height: 14 feet, 6 inches; maximum width: 11 feet)
  • Interstate 895/Baltimore Harbor Tunnel (Maximum height: 13 feet, 6 inches; maximum width: 8 feet)

Vehicles transporting hazardous materials (including propane of more than 10 pounds) are prohibited in tunnels and should use the western section of I-695 around tunnels.

BIDEN: FEDERAL GOVERNMENT WILL PAY TO REBUILD

President Joe Biden spoke on the bridge collapse Tuesday afternoon , saying the federal government will send all the resources needed by the city and state.

"We're with you. We're going to stay with you for as long as it takes. Like the governor said, you're Maryland tough, you're Baltimore strong, and we're going to get through this together, and I promise we're not leaving," Biden said.

US-TRANSPORT-INCIDENT

The president called on Congress to put into motion the federal government paying for the construction of a replacement bridge.

"It's my intention that the federal government will pay for the entire cost to reconstruct the bridge," Biden said.

Buttigieg said the president's plan is to rebuild the bridge and reopen the port. He said the administration is prepared to approve emergency funding upon request from the state.

The Federal Highway Administration released a statement, saying: "The I-695 corridor is a vital connection for people and goods traveling along the East Coast, and we stand ready to offer technical assistance — including emergency relief funding — to help manage traffic and rebuild the bridge as quickly and safely as possible.

"In response to the collapse, the U.S. Department of Transportation and Federal Highway Administration have been actively coordinating with federal, state, and local officials in the region, including the Maryland Department of Transportation, the Maryland Transportation Authority, the city of Baltimore, U.S. Coast Guard, NTSB and others.

"Secretary (Pete) Buttigieg, Federal Highway Administrator (Shailen) Bhatt, and the National Transportation Safety Board (NTSB) are on site today to offer federal support and assistance."

WHAT'S NEXT?

The collapse is sure to create a logistical nightmare for months, if not years, along the East Coast, shutting down ship traffic at the Port of Baltimore, a major shipping hub. The accident will also snarl cargo and commuter traffic.

“Losing this bridge will devastate the entire area, as well as the entire East Coast,” Maryland state Sen. Johnny Ray Salling said.

Transportation Secretary Pete Buttigieg, speaking at a news conference near the site Tuesday, said it was too soon to estimate how long it will take to clear the channel, which is about 50 feet deep.

“This is no ordinary bridge. This is one of the cathedrals of American infrastructure,” he said at a news conference in Baltimore on Tuesday afternoon. “It has been part of the skyline for this region for longer than many of us have been alive.”

Highway signs as far south as Virginia are warning drivers of delays associated with the closure of the bridge.

“Aside from the obvious tragedy, this incident will have significant and long-lasting impacts on the region,” American Trucking Associations spokesperson Jessica Gail said, calling Key Bridge and Baltimore’s port “critical components’’ of the nation’s infrastructure.

Gail noted that 1.3 million trucks cross the bridge every year — 3,600 a day. Trucks that carry hazardous materials will now have to make 30 miles of detours around Baltimore because they are prohibited from using the city’s tunnels, she said, adding to delays and increasing fuel costs.

WHERE IS THE BRIDGE?

The Key Bridge opened in 1977, completing the Baltimore Beltway's circumference around the city. The bridge is southeast of the city proper and spans from Sparrows Point to the southernmost tip of Baltimore.

According to a Maryland Transportation Authority report issued in November, the Key Bridge carried more than 12.4 million commercial and passenger vehicles in 2023.

Federal Highway Administration records show the bridge was last inspected in May 2021, when inspectors rated it in fair condition overall at a rating of six (satisfactory) out of nine on three parameters. These inspections are supposed to occur every 24 months.

The Key Bridge was indeed last inspected in May 2023 and "found to be in satisfactory condition with an overall rating of fair," per a press aide for U.S. Transportation Secretary Pete Buttigieg. That inspection found the bridge was in fair condition as well.

"In light of this tragic loss of life, we are opening a donation account to support these victims' families and the families of the survivors. The money raised will be distributed to the families of those impacted. While monetary support can never replace the loss of a loved one, our goal is to help ease the burden of those affected by this tragedy," the website states.

The cargo ship struck Baltimore's Francis Scott Key Bridge early Tuesday.

A cargo ship crashed into Baltimore's Francis Scott Key Bridge early Tuesday morning, causing a near-total collapse of the span and halting vessel traffic into and out of the Port of Baltimore.

Six construction workers are believed to have fallen from the collapsing bridge into the frigid waters of the Patapsco River below. The bodies of two of the victims have been recovered so far, while four remain missing and are presumed dead, officials said.

What to know about the collapse

The container ship Dali struck Baltimore's Francis Scott Key Bridge at about 1:30 a.m. Tuesday, partially collapsing the bridge , officials in Maryland said.

A local pilot was at the helm of the ship at the time, Maryland Department of Transportation Secretary Paul Wiedefeld said.

The crash appeared to be accidental , not intentional, officials said.

Two construction workers were rescued and six went missing in the immediate aftermath of the collapse, officials said. The bodies of two of the victims were recovered from the water on Wednesday amid ongoing search and recovery efforts, while four remain missing and are presumed dead, officials said.

Mayor warns of heavy rain on Monday

Baltimore was expecting heavy rain on Monday morning, adding to potential delays for commuters already "expecting delays" because of the bridge collapse, the mayor said.

"Baltimore — we know we're already expecting delays due to the ongoing situation with the Key Bridge Collapse," Mayor Brandon M. Scott said on social media.

He added, "With the added complication of this expected weather, please allow for extra time during your commutes and be patient for your fellow Baltimoreans!"

The National Weather Service, which is publishing hour-by-hour forecasts for the area near the Key Bridge response, said Monday morning will bring winds gusts up to 15 mph and an about 92% chance of precipitation, which may taper off after about 9 a.m.

Capt. of the Port of Baltimore is preparing to open a 'temporary alternate channel' in the vicinity of the Key Bridge

The Captain of the Port of Baltimore (COTP) is preparing to establish a temporary alternate channel on the northeast side of the main channel in the vicinity of the Francis Scott Key Bridge for commercially essential vessels.

"This will mark an important first step along the road to reopening the port of Baltimore," said Capt. David O’Connell, federal on-scene coordinator, Key Bridge Response 2024. "By opening this alternate route, we will support the flow of marine traffic into Baltimore."

This action is part of a phased approach to opening the main channel. The temporary channel will be marked with government lighted aids to navigate and will have a controlling depth of 11 feet, a 264-foot horizontal clearance, and vertical clearance of 96 feet.

The current 2,000-yard safety zone around the Francis Scott Key Bridge remains in effect and is intended to protect personnel, vessels and the marine environment. No vessel or person will be permitted to enter the safety zone without obtaining permission from the COTP or a designated representative.

The COTP will issue a Broadcast Notice to Mariners (BNM) via VHF-FM marine channel 16. Mariners are requested to monitor VHF channel 16 for the latest information.

Members of the public may not enter the safety zone unless authorized by the COTP or a designated representative. Those in the safety zone must comply with all lawful orders or directions given to them by the COTP or a designated representative.

About 2,600 guests aboard the Carnival Legend returned from a cruise to the Bahamas, getting off the ship in Norfolk. The passengers boarded 70 buses and were driven four hours back to Baltimore, where many left their cars parked.

"When we left Baltimore, we had to go under that bridge," passenger Viktoriia Aldred told ABC affiliate station WVEC in Norfolk. "The bridge looked amazing and you go under the bridge and you're like 'wow.'"

Baltimore native Michael Lukoski told WVEC he heard the news of the bridge collapse while on the cruise to the Bahamas.

"When I got the news Tuesday morning … you couldn’t believe it," said Lukoski. adding that when he first heard of the bridge collapse "it was like, 'no way.'"

A 200-ton piece of the Francis Scott Key Bridge was removed Sunday from the vast debris field of twisted metal and concrete clogging entry to the Port of Baltimore, officials said.

Tons more wreckage as well as the crippled container ship Dali that crashed into the span and collapsed it still needs to be cleared, Maryland Gov. Wes Moore told ABC News Sunday.

"We're talking about huge pieces," Moore said of the debris crews are cutting up and preparing to remove from the waterway. "I mean, just sitting on the Dali, you're looking at 3,000 or 4,000 tons of steel sitting on top of the ship."

The operation to clean up the disaster site and reopen the channel began on Saturday and continued throughout Sunday, officials said.

Moore told ABC News a timeline hasn't been set on when the channel will be reopened, echoing a statement from Transportation Secretary Pete Buttigieg.

Additionally, crews conducted a “grounding survey” on Sunday to “determine how hard the ground around the Dali is to inform the strategy for pulling it off," officials told ABC News.

At least 1 vehicle still submerged

At least one large vehicle is still submerged under the murky Patapsco River, the Secretary of the Maryland State Police, Col. Roland L. Butler, Jr., said Thursday night.

Officials said they believe the vehicle belonged to the crew that was working on the bridge at the time of the collapse.

Pieces of the bridge, concrete and rebar also are in the water, Butler said.

“It's going to take some time to get to that and it's going to take some time to do carefully, and then to shore that up before we can put an end to recovering whatever's in that vehicle,” Butler said.

Baltimore Mayor Brandon Scott told reporters Thursday night he remains hopeful that the four victims who are still missing will be recovered.

“We remain hopeful that in the course of this salvage work, we are able to recover those who remain missing and bring them home,” Scott said.

Biden says he will travel to Baltimore next week following bridge collapse: Updates

President Joe Biden said Friday he plans to visit Baltimore next week with Maryland Gov. Wes Moore following the recent collapse of  a major bridge that  killed six people  and  shut down a vital shipping port .

Biden confirmed next week’s trip to reporters after landing on Air Force One at Joint Base Andrews after returning from New York. Biden did not say which date he will make the short visit to Baltimore. The president has pledged his administration’s full support as Baltimore recovers from the bridge disaster and said he expects the federal government to cover the full cost to rebuild the bridge.

The announcement came as crews continued to assess  the immense wreckage in the Patapsco River  and as specialized salvage equipment began to arrive.

Some 1,100 personnel from the Army Corps of Engineers, along with highly specialized equipment, were deployed to remove the debris and reopen the nation's largest vehicle handling port. The Chesapeake 1000, the largest floating crane on the Eastern Seaboard, arrived in Baltimore at 11 p.m. Thursday, U.S. Coast Guard spokesperson Carmen Caver told USA TODAY.

"This crane is massive," Moore said. "So is the challenge ahead of us."

Two cranes were on scene Friday with two more expected to arrive in the coming days, Moore said at a news conference. Three heavy-lift barges have also arrived in the Baltimore harbor to hoist the wreckage and haul it away, the Navy announced Friday. The governor said in the coming days, a total of seven floating cranes, 10 tug boats, nine barges, eight salvage vessels and five coast guard boats are expected. 

"Our team went out with the Coast Guard just a few hours ago," Moore said. "To go out there and see it up close, you realize just how daunting a task this is."

The rubble from the bridge, with sharp, “lethal” edges, clutters the floor of the shipping channel, according to the Army Corps of Engineers. The wreckage, some of it 50 feet below the surface in turbid water, is being assessed before being cut into pieces, Lt. Gen. Scott Spellmon, commander of the Army Corps of Engineers, told USA TODAY.

Surveys of the damage have been complicated by the river's strong current and low visibility, U.S. Coast Guard Rear Adm. Shannon Gilreath told reporters.

The bodies of four construction workers who were on the Francis Scott Key Bridge when it collapsed are believed to still be inside vehicles in the wreckage. A crew of eight workers were on break at the time of impact. Two were rescued hours after the crash, and on Wednesday, two bodies were recovered from inside a pickup truck submerged in the river.

Officials suspended the recovery effort because of the dangerous conditions for the search teams. Moore said divers will continue the search when it's safe.

Developments:

∎ Parts of the mid-Atlantic region were under wind advisories Friday as gusts as high as 50 mph were forecast, according to the National Weather Service . Through 8 p.m. winds in the high 30s were expected to lash the Baltimore area.

∎ The U.S. Chamber of Commerce announced it will host a virtual briefing on Monday to hear from industry leaders about the "implications of the port closure, strategies they are implementing to mitigate disruptions, and the path forward on a long-term solution," according to the Maryland Chamber of Commerce .

Officials outline steps to reopen Baltimore port

There are three phases that will allow the Baltimore port to reopen to ships, said Coast Guard Rear Adm. Shannon Gilreath:

  • Reopen the shipping channel
  • Remove the Dali ship
  • Remove the debris from the destroyed Key Bridge from the rest of the waterway

The first part of the plan is underway, with crews doing assessments on the damage both above and below the water, Gilreath said.

Moore said each step of the "remarkably complex operation" will have to be carefully planned. The piece of the bridge currently resting on top of the ship weighs between 3,000 and 4,000 tons, Moore said. It will need to be cut into pieces to be lifted away.

Will the Baltimore port closure impact car prices?

Last year, the Port of Baltimore handled a record 847,158 cars and light trucks, more than any other U.S. port, according to Maryland Gov. Wes Moore’s office. With such an important shipping artery shut down until the wreckage is cleared – a process that some experts said could take well over a month – a big question emerged: Will those costs trickle down to car buyers?

The good news: Most experts said it is unlikely consumers will see a spike in the transaction prices for new vehicles in the near term. But in the longer term, it could get complicated.

"Several factors, including the length of the port’s closure and the capacity of alternate ports, are two key elements," Karl Brauer, executive analyst at  iSeeCars.com  in Los Angeles, told the Detroit Free Press , part of the USA TODAY Network. "Additional variables include how much a given brand relies on Baltimore for both vehicle and supply chain shipments. For instance, it’s likely a brand like Subaru, which is prominent in Northeast markets, faces a bigger impact than Hyundai, which has manufacturing hubs in the Southeast and sells a larger percentage of vehicles in Western states like California."

Bozzella said ways to mitigate supply chain disruptions were learned from the pandemic, when vehicle prices surged, which may quell any harsh impacts from the Baltimore port shutdown. Ivan Drury, director of insights at Edmunds.com, said that while vehicle prices could rise, he emphasized that they would not jump as high as they did during the pandemic.

Tyson Jominy, vice president of data and analytics at J.D. Power, said, given the uncertainty around the port's closure, it's too soon to declare an impact on pricing. However, he is skeptical that an automaker could hike prices much in today’s environment for two reasons: competition and the fact that there are 1.7 million new vehicles on dealership lots across all brands right now, giving automakers sufficient inventory, at least for the two months.

"It is one port, so there are competitive ports where products are sent instead, which would take time and expense, but it’s not as if the entire Eastern Seaboard is down," Jominy said. "That’s the nature of logistics. The people who do this, crisis is their business.”

Investigator recounts cargo ship's 'black box' audio

National Transportation Safety Board investigator  Marcel Muise  recounted audio discovered in the  cargo ship's "black box" at a news conference on Wednesday , providing the most detailed account of the moments leading up to the catastrophic wreck.

◾ Muise said several alarms were heard on the recording just before 1:25 a.m., followed about a minute later by steering commands and rudder orders.

◾ At 1:26:39 a.m., the pilot on duty made a radio call for assistance to tug boats in the area, and 45 seconds later, ordered the port anchor dropped.

◾ At 1:27:25 a.m., the pilot said on a radio call that Dali had lost power and was nearing the bridge. Around that same time, the officer on duty for the Maryland Transportation Authority told officers who were at both ends of the bridge for the road repairs to close traffic, which likely saved lives.

◾ At 1:29:33 a.m., as the powerless Dali was drifting at 8 mph, the VDR recorded "sounds consistent with the collision of the bridge," Muise said. Six seconds later, the pilot reported to the Coast Guard that the bridge was down.

14 containers with hazardous material 'impacted' by crash

Of the 56 containers loaded on the vessel that contained hazardous materials, 14 were impacted by the crash, according to a statement from the Unified Command , which includes the U.S. Coast Guard and the Maryland Department of the Environment.

The statement said an industrial hygienist assessed the containers and found that those affected by the collision were soap products, perfume products, or not otherwise specified resin. First responders also observed a "sheen" around the ship, leading them to establish a 6,000-foot safety zone as well as over 4,000 feet of containment boom to stop the sheen from spreading further in the river.

U.S. Coast Guard officials have said there is no immediate environmental threat and that response teams are conducting visual inspections of water quality and collecting samples for testing.

"Pollution and debris removal operations are on-going," a Unified Command statement published Thursday said. "At this time, no atmospheric hazards have been detected and the unified command continues to ensure safety."

Federal government provides $60M in funding for Baltimore bridge rebuild

The federal government is giving Maryland $60 million in emergency funds to rebuild the Francis Scott Key Bridge, Moore announced at a news conference Thursday. Moore said the state had submitted the funding request earlier Thursday for "initial mobilization, operations and debris recovery efforts."

The U.S. Department of Transportation’s Federal Highway Administration said in a news release that the request was approved within hours and the $60 million in “quick release” emergency relief funds will be immediately available for the Maryland Department of Transportation to rebuild the bridge.

The funds will be used as a down payment for initial costs, according to the Federal Highway Administration, and additional funding will be available as operations continue.

Federal Highway Administration Administrator Shailen Bhatt said the emergency funding would go toward managing traffic and supply chain disruptions, removing debris, and ultimately rebuilding the bridge.

While such funding can take days to approve, President Joe Biden had told reporters on Tuesday that he directed the federal government to "move heaven and earth" to quickly rebuild the bridge.

Experts have said the bridge could take years to rebuild and when it opened in 1977, it  cost $60.3 million – which is equivalent to $316 million today.

Bridge collapse expected to have major economic impacts

The Port of Baltimore is a critical area for America's economy and is ranked as the largest vehicle-handling port in the country. The bridge's collapse on Tuesday immediately blocked shipping lanes and forced the indefinite closure of the port.

The economic impact of the bridge's collapse was estimated to be $2 million in wages a day and 8,000 jobs, according to Transportation Secretary Pete Buttigieg.

Between $100 million and $200 million of cargo passes through the port every day. About 4,000 commercial trucks use the bridge daily, and detours are expected to increase delivery times and fuel costs, according to Oxford Economics.

But with the port's closure, Buttigieg has warned that many longshore workers could be unemployed. Since the collapse, companies have rerouted shipments to other East Coast ports.

The federal government has given Maryland officials the $60 million requested to cover the first steps of responding to  the collapse of the Francis Scott Key Bridge , according to a Federal Highway Administration news release.

Federal Highway Administration chief Shailen Bhatt said the emergency funding would go toward removing debris, rerouting traffic and ultimately rebuilding the bridge.

Here's what else the authorities said in a news briefing this evening:

  • Four directives to recovery: Gov. Wes Moore outlined four main priorities as Maryland looks to recover after the bridge collapse. The directives include: Continued focus on efforts to recover the construction workers presumed dead "to bring a sense of closure to these families," open the channel and restart traffic to the port, taking care of those affected, rebuilding the Key Bridge.
  • Murky water conditions: Moore said the " water is so dark , and debris is so dense, that in most instances our divers cannot see more than a foot or two in front of them."
  • Major resources mobilized: The Army Corps of Engineers is moving the largest crane in the Eastern Seaboard to Baltimore to help clear the channel, and it is expect to arrive later on Thursday evening, Maryland Gov. Wes Moore said. Clearing the channel has been an important goal so trade and traffic through the port can resume. The Army Corps of Engineers plan to cover the full cost of clearing the channel where Baltimore's Key Bridge collapsed, Sen. Chris Van Hollen said Thursday.
  • One larger vehicle detected underwater: There's at least one vehicle of a large size that has been detected underwater, and it is encapsulated by the superstructure of the bridge, concrete and other things, according to Col. Roland L. Butler Jr., the superintendent of Maryland State Police.

There's at least 1 larger vehicle underwater, official says

There's at least one vehicle of a large size that has been detected underwater, according to Col. Roland L. Butler Jr., the superintendent of Maryland State Police.

"There's at least one vehicle, larger in size, that is completely encapsulated by the superstructure of the bridge, concrete," among other things, Butler said Thursday evening. "It's going to take some time to get to that, and it's going to take some time to do that carefully" before divers can go to recover that vehicle, he added.

There have been over 2,400 feet of boom deployed to contain any leaks of pollution in the aftermath of the collapse of the Key Bridge, Maryland Gov. Wes Moore said Thursday.

He said he personally did not see any sheen on the water when he went to assess the situation on site.

Remember: 56 containers with hazardous materials were found on the vessel.

Baltimore mayor says he remains hopeful bodies of other workers will be recovered

Baltimore's mayor said he is still "hopeful" the bodies of the other workers presumed dead will be recovered.

Authorities announced on Wednesday they were pausing search and recovery efforts  for the four other workers presumed dead because debris made it unsafe for divers to continue. Once this next phase of salvage operations is complete and the debris is cleared, divers will search for more remains.

Baltimore Mayor Brandon Scott said that during the salvage operation, he hopes "we are able to recover those who remain missing and bring them home to their families.

The mayor said he directed his administration to work with the governor’s office “on any and every effort that must be taken.”

Army Corps of Engineers will bear the full cost of clearing the channel, Sen. Chris Van Hollen says

The Army Corps of Engineers will cover the full cost of clearing the channel where Baltimore's Key Bridge collapsed, Maryland Sen. Chris Van Hollen said Thursday.

"We all recognize that getting the Port of Baltimore running again at full speed is a priority given all the jobs that are associated with it, all the small businesses, all the other businesses," Sen. Van Hollen said at Thursday's news briefing. "And as the governor pointed out, this is not just a Maryland issue, it's a national and global question."

The largest crane in the Eastern Seaboard is expected to arrive in Baltimore later today, governor says

The Army Corps of Engineers is moving the largest crane in the Eastern Seaboard to Baltimore to help clear the channel, and it is expected to arrive Thursday evening, Maryland Gov. Wes Moore said.

"Under the leadership of Col. (Estee S.) Pinchasin, the Army Corps is moving the largest crane in the Eastern Seaboard to Baltimore to help us," Moore said at a news conference. "It is estimated that will arrive later this evening."

"It's a 1,000-ton crane coming around midnight," Sen. Chris Van Hollen said at the same news conference. "And another 400-ton crane coming Saturday for the operations to clear the channel."

Officials are assessing pieces of the bridge before they pull them out of the water, Coast Guard says

Officials working to remove the collapsed Key Bridge from the channel are conducting a full assessment of all pieces of debris before they can lift them out of the water, Coast Guard Rear Adm. Shannon Gilreath.

This assessment is critical in figuring out how to cut the bridge into the right size pieces so cranes can lift them out, he said.

“We are doing those assessments right now with underwater surveys, with engineering teams back in unified command,” Gilreath said, adding that the assessment is in coordination with several other partners, including the US Army Corp of Engineers.

“That is our number one priority is to reopen the Port of Baltimore as fast as we can, and do it safely,” he added.

Murky conditions are hindering divers' vision during underwater operations, Maryland governor says 

Water conditions are hindering divers' visibility as they conduct recovery operations, Maryland Gov. Wes Moore said Thursday.

"That water is so dark, and debris is so dense, that in most instances our divers cannot see more than a foot or two in front of them," Moore said at a news briefing. "So much of the operation is simply feel."
