SINGAPORE, 3 April 2023 – Changi Airport Group (CAG), Singapore Airlines (SIA) and the Singapore Tourism Board (STB) re-launched the Free Singapore Tour today after a three-year hiatus due to Covid-19. Three of the existing tours available since pre-Covid-19 - the City Sights Tour, Heritage Tour and Jewel Tour – have been refreshed to include new points of interest. A brand-new Changi Precinct tour will introduce travellers to the interesting sights and sounds of the eastern region surrounding Singapore Changi Airport. Each tour lasts 2.5 hours and will be available daily, with plans to progressively increase to nine tours a day.

With transit and transfer passengers accounting for about 30% of passenger traffic at Changi Airport pre-pandemic, the tour was first introduced in 1987 to enhance the airport’s attractiveness as a transfer hub and to entice transit and transfer passengers to visit Singapore as a holiday destination. In 2019, over 80,000 passengers went on the Free Singapore Tour. The top markets were India, Australia and Indonesia, with Indian and Australian travellers making up more than one third of the total participants.

New Changi Precinct tour to showcase eastern Singapore

The Changi Precinct Tour is a new itinerary that will bring participants to the eastern part of Singapore to visit local community spaces such as the Tampines heartland, and to admire the rustic charms of Changi Village and Changi Beach. It offers a glimpse of how local residents live, and tells the tale of Singapore’s history on this part of the island, away from the usual hustle and bustle of Singapore’s city centre.

Refreshed itineraries to offer travellers new experiences

At the Jewel Tour, in addition to visiting popular attractions like the Shiseido Forest Valley and the HSBC Rain Vortex, participants can now discover more about Singapore’s food heritage through local brands such as Bee Cheng Hiang and Tong Garden, and sample local snacks at the same time. Another new component of the tour is a free guided walkthrough of a digital attraction - Changi Experience Studio - for participants to experience some of its airport-themed games and interactive exhibits.

New pit stops in the City Sights Tour include the Civic District, where travellers will get an introduction to Singapore’s urban development through visits to various national monuments including the National Gallery Singapore, Anderson Bridge and The Padang. The bus route will also pass through the new Marina Bay Financial District enroute to Gardens by the Bay. The Heritage Tour, available from June, will feature places of interest such as the Buddha Tooth Relic Temple in Chinatown, Arab Street and Haji Lane, for participants to gain a more in-depth understanding of Singapore’s unique and diverse multi-cultural heritage.

The refreshed itineraries also highlight sustainability features at some of the locations featured in the tours, to give participants an overview of Singapore’s sustainability efforts. These include the Eco Community Garden at the rooftop of Our Tampines Hub (as part of the Changi Precinct Tour), environmental sustainability initiatives implemented at Gardens by the Bay (as part of the City Sights Tour) and Jewel (as part of the Jewel Tour).

Monster Day Tours has been appointed by CAG, SIA, and STB to run the Free Singapore Tours.

Mr Lim Ching Kiat, Executive Vice President of Air Hub & Cargo Development at CAG, said, “The Free Singapore Tour was very popular among our transit and transfer passengers prior to the Covid-19 pandemic, and we are happy to bring it back with the resumption of travel. For travellers who choose to transit or transfer at Changi Airport, the Free Singapore Tour is designed to give them a glimpse of what Singapore has to offer, including the unique attractions and offerings at Jewel Changi Airport and the neighbouring Changi Precinct which has a rich cultural and historical heritage. Together with our partners, SIA and STB, we hope to welcome more passengers who fly through Changi Airport to enjoy a slice of Singapore through our new tours and world-class attractions and facilities.”

Mr Lee Lik Hsin, Executive Vice President Commercial, Singapore Airlines, said, “We welcome the timely relaunch of the enhanced Free Singapore Tour, which offers a unique transit experience for our customers. We are pleased to continue working closely with CAG and STB to promote the sustainable growth of travel to and through Singapore.”

Mr Chang Chee Pey, Assistant Chief Executive, Marketing Group, Singapore Tourism Board , said, "We are delighted to bring back the Free Singapore Tour through our long-standing partnership with CAG and SIA. It is imperative for us to refresh our tourism offerings to meet the demand for wellness and eco-conscious travel, and cater to travellers seeking deeper experiences. We hope that the tour will inspire transit and transfer passengers to plan a longer trip to Singapore in future, and discover much more of what our vibrant city has to offer.”

Book a tour in advance on new portal

Singapore's Changi Airport Just Brought Back City Tours for Travelers With Layovers — What to Know

Travelers visiting the airport, who have a minimum of a five and a half hour layover, but no more than a 24 hour layover, will be eligible to choose one of four free tours.

For travelers who have debated whether a layover counts as visiting a particular destination, the Singapore Changi Airport will now make sure the answer is always "yes."

The airport, voted number one in the world by Skytrax , restarted offering guided city tours, a traveler favorite that had previously been on hold during COVID-19.

“The Free Singapore Tour was very popular among our transit and transfer passengers prior to the Covid-19 pandemic, and we are happy to bring it back with the resumption of travel," Changi Airport Group’s Executive Vice President of Air Hub & Cargo Development, Mr. Lim Ching Kiat said in the statement. "For travelers who choose to transit or transfer at Changi Airport, the Free Singapore Tour is designed to give them a glimpse of what Singapore has to offer,”

Travelers visiting the airport who have a minimum of a five and a half hour layover, but no more than a 24 hour layover, will be eligible to choose one of four free tours.

The City Sights Tour, Heritage Tour, and Jewel Tour have all been refreshed and updated with new attractions and information. A fourth, new tour titled Changi Precinct has made its debut and will spotlight landmarks east of Changi Airport. The tours take approximately 2.5 hours each, and are offered daily, Singapore’s Changi Airport shared in a statement .

Availability of the tours is first-come, first-served, and pre-booking is highly recommended on the tour’s new website . There is no charge for the tours, but travelers will need to have valid travel documents and may need an entry visa to enter Singapore for the short visit.

While the City Sights, Heritage, and Changi Precinct tours take guests on a guided trip outside of the airport, the Jewel Tour stays right inside Changi. The Jewel Tour, which is popular with aviation enthusiasts, takes a walking tour throughout portions of the 1 million square foot airport. Guests of the Jewel Tour will be treated to new attractions that are airport-themed.

Over 800,000 travelers took one of the tours in 2019, the last full-year of tour operations before the COVID-19 shutdown.

The airport has been globally recognized for the high volume of attractions and activities inside the airport, including a brand new rock climbing gym for travelers of all ages.

Free Singapore tours return to Changi Airport after 2-year hiatus

Jordan Waller

Airline passengers with a long layover at Singapore Changi Airport (SIN) can once again enjoy free tours of the city to pass their time. The free Singapore tours are back after two-year break due to the COVID-19 pandemic.

Launched in 1987 by Singapore Airlines, the Singapore Tourism Board and Changi Airport Group, the tours allow travelers with long layover times to explore the surrounding areas without charge.

With around 30% of (pre-pandemic) Changi passengers classed as in transit or transferring, the tours were a successful tourist board gambit to entice new visitors to the region.

"We are happy to bring [the tour] back with the resumption of travel," shared Lim Ching Kiat, the executive vice president of air hub and cargo development at Changi Airport Group, when he announced the return. "For travellers who choose to transit or transfer at Changi Airport, the Free Singapore Tour is designed to give them a glimpse of what Singapore has to offer."

More than 800,000 tourists enjoyed the tours annually before the 2019 hiatus. At that time, three tours operated (the City Sights Tour, the Jewel Tour and the Heritage Tour), all of which are now reinstated. A new tour, the Changi Precinct Tour, was introduced with the relaunch.

Each tour offers a slightly different flavor:

  • The City Sights Tour showcases the Singapore cityscape with stops at two of the city's landmarks, Merlion Park and Jubilee Bridge.
  • The Jewel Tour includes a curated tour through Changi Airport, taking in various iconic features of the hub, including the HSBC Rain Vortex, the world's tallest indoor waterfall.
  • The Heritage Tour is a condensed deep dive into the history and culture of the area. It includes visits to the Civic District, Chinatown and the Kampong Gelam neighborhood.
  • The new Changi Precinct Tour provides an immersive experience of Singaporean life, taking you through a residential town and quiet village before culminating at Changi Beach Park.

Tours run daily, and each lasts about 2 1/2 hours; there are plans to eventually offer nine tours per day. The tours are recommended for travelers with at least 5 1/2 to 24 hours of free time.

Free Singapore Tour for layover travellers resumes, visits to local residences now included

singapore airport free tour 2023

SINGAPORE - After a three-year hiatus because of the pandemic, the Free Singapore Tour for layover travellers resumed on Monday, comprising four daily guided tours of less than three hours each.

For the first time, visits to local community spaces and residences will be among the itinerary options for transit and transfer visitors who are here for 5½ to 24 hours.

The newest addition is a 2½-hour-long Changi Precinct Tour, which includes stops at Tampines New Town to see local housing, and at Tampines Central Park to catch uniquely designed playgrounds.

Other stops include Singapore’s first integrated community and lifestyle hub, Our Tampines Hub; Changi Chapel and Museum; Changi Village; and Changi Beach Park.

Three returning tours – City Sights Tour, Heritage Tour and Jewel Tour – will have new points of interest.

The City Sights Tour will now include a stop in the Civic District to take in the National Gallery Singapore, Anderson Bridge and the Padang. The bus route will also take visitors through the Marina Bay Financial District en route to Gardens by the Bay.

The Heritage Tour, which will be available from June, will stop at multicultural destinations such as Chinatown, Arab Street and Haji Lane.

On the Jewel Tour, tourists will visit popular Changi Airport attractions such as the Shiseido Forest Valley and the HSBC Rain Vortex, as well as sample snacks and learn about Singapore’s food heritage through local brands such as Bee Cheng Hiang and Tong Garden.

The free tours, which will be run by home-grown company Monster Day Tours, can be booked on the Changi Airport website.

The bus tours – Changi Precinct, City Sights and Heritage – take up to 40 visitors each session, while the Jewel Tour, a walking tour, accepts up to 25 persons for a round.

There are plans to progressively increase the frequency to nine tours a day, from the three starting on Monday, said Changi Airport Group (CAG), Singapore Airlines and the Singapore Tourism Board (STB) in a joint statement.

Transit and transfer passengers accounted for about 30 per cent of passenger traffic at Changi Airport prior to the Covid-19 pandemic, they said.

Over 80,000 passengers went on the free tours in 2019, with travellers from India and Australia making up more than one-third of the total participants.

“The Free Singapore Tour was very popular among our transit and transfer passengers prior to the pandemic, and we are happy to bring it back with the resumption of travel,” said Mr Lim Ching Kiat, executive vice-president of air hub and cargo development at CAG, adding that the tour is designed to give travellers a glimpse of what Singapore has to offer.

Mr Chang Chee Pey, assistant chief executive of the marketing group at STB, said: “It is imperative for us to refresh our tourism offerings to meet the demand for wellness and eco-conscious travel, and cater to travellers seeking deeper experiences.

“We hope that the tour will inspire transit and transfer passengers to plan a longer trip to Singapore in future, and discover much more of what our vibrant city has to offer.”

Before the start of the pandemic, Changi Airport was the world’s seventh busiest in terms of international passenger traffic, managing a record 68.3 million passenger movements in 2019.

The recovery of passenger traffic is on track, with Transport Minister S. Iswaran saying in March that it is expected to return to pre-pandemic levels by 2024.

STB’s forecasts for visitor arrivals in 2023 are bullish, with 2022’s 6.3 million figure expected to double and hit 12 million to 14 million.

Singapore’s international visitor arrivals grew to 957,605 in February, up from 931,652 in January.

While the February figure set a new record since the start of the pandemic in early 2020, it is still significantly below the 1.7 million visitors recorded in January 2020.

Traveling to/from India via Singapore? You can Take a Free Singapore Tour or Explore Changi Airport during Layover

The Free Singapore Tour is back for international transit travelers after three years of the pandemic. Of all major airport layover tours, the Singapore Changi Airport transit tour is the most interesting one . A free city sightseeing tour or a walking tour across the airport is the best to kill a layover (minimum 5.5 hours) at Changi Airport while traveling on Singapore Airlines flights between India and USA . The Free Singapore Tour comprises two city sightseeing itineraries (City Sights Tour), one itinerary exploring the airport (Jewel Tour), and a newly added residential town & village beach tour (Changi Precinct Tour). You can pre-book either of the four tour itineraries.

What are the eligibility requirements for a free Singapore airport or city tour?

All international transit travelers are eligible for the Free Singapore Tour, regardless of their nationality. The first and foremost condition is the layover period or transit time that must be between 5.5 hours to 24 hours. Your transit schedule at Changi Airport should correspond with the tour timings.

How to register for a free Singapore transit tour?

You can register online for the Free Singapore Tour, a guided service. You can pre-book a tour itinerary of your choice under the ‘Airport Guide’ section of the website ChangiAirport.com. Do note that registration or booking is absolutely free.

Is an entry or transit visa required for the Free Singapore Tour?

US citizens do not need an entry or transit visa for a Changi Airport tour or a Singapore City sightseeing tour. Singapore offers 96-hour visa free transit facility (VFTF) to Indians in transit to or from any third country via Changi International Airport. Indian passport holders with a valid US/UK/Canada/Japan/Australia/NZ visa and valid onward flight tickets are eligible for 96-hour visa free transit in Singapore. An entry visa to Singapore is required for an airport layover/city transit tour, if Indian transit travelers do not meet the eligibility criteria for the visa-free transit facility.

Changi Airport Precinct Tour

Among free Singapore airport layover tours for transit travelers, the 2.5-hour Changi Precinct Tour will take you away from the hustle and bustle of the city. The tour will let you explore a “uniquely designed residential town and a quiet village.” the tour starts with a visit to Tampines, the residential town which was once a forested area with swamps.  The town won the UN World Habitat Award for being an exemplary model of local Singaporean life.

The Changi Precinct Tour goes through Tampines Hub, Singapore’s largest integrated community and lifestyle hub with environment-friendly space for food and leisure services. The next stop on the tour is Changi Chapel & Museum where the story of the prisoners of World War II is preserved.

Changi Village and Beach Park is the most beautiful part of Changi Precinct Tour for international transit travelers in Singapore. It is a recreational getaway with pristine white beaches immersed in tranquility, where you can breathe in fresh air, listen to your heartbeats, and drink to natural beauty. This is also a popular place for plane spotting.

Changi Airport Jewel Tour

A 2.5-km walking tour across Changi International Airport. Exploring the world’s best airport (in 2023), from the Control Tower to Canopy Park to the forest valley and indoor waterfall in the Jewel complex, is the best thing to do during transit in Singapore if your layover falls short of city sightseeing. Changi Airport’s Jewel tour starts from the Jewel complex where you can breathe in the calm of the lush green landscape inundated with natural light.

The world’s tallest indoor waterfall at Singapore Changi Airport is the prime attraction of the Jewel Tour. The cascading waterfall doubles up as a light-and-sound show in the evenings. Family travelers with kids can see the magic of aviation through interactive games and immersive projections in the Changi Experience Studio. The Jewel tour ends at Canopy Park on the topmost floor of the Jewel complex sprawling 14,000 sqm. The Canopy Park is a recreational wonderland with a number of attractions for children.

Singapore City Sights Tour

A City Sights Tour makes the Free Singapore Tour a lot interesting for international transit travelers. The 2.5-hour City Sights Tour showcases the modern landscape of Singapore as a most vibrant city. The tour starts from City Hall where there are the Parliament House and the Supreme Court within spitting distance from. It takes travelers through the Civic District where the old national monuments are juxtaposed with the modern skyscrapers.

The Jubilee Bridge is a significant landmark that commands vivid views of the Marina Bay and the city skyline during the City Sights Tour. The tour includes a 30-minute stopover at the Merlion Park, a major tourist attraction without any entry fee. There are many beautiful spots to take photos and selfies for Instagram. Another 30-minute stopover is at the Gardens by Marina Bay where more than 500,000 plants make a horticultural oasis. The Avatar-like Supertrees that add to the dazzles of the night sky are a must see during this tour.

Singapore Heritage Tour

A 2.5-hour Heritage Tour transports you back to the colonial past of Singapore. It includes stopovers at Chinatown and Kampong Gelam home to many architectural marvels. A heritage tour for international transit travelers in Singapore starts from Marina Bay and continues through Central Business District where the city’s iconic hawker center and a thriving night street food zone are located amid modern high-rises.

Integral to the colonial history of Singapore, Chinatown is a 30-minute stopover during the heritage tour. Street murals depicting the lives of locals in the bygone decades do not go unnoticed. This free Singapore tour for transit travelers includes a visit to the Singapore River and its quays, where the economy of the country is believed to have been cradled. Glimpses of the bustling life in this part of old Singapore are simply unmissable.

The next stopover is Bugis, the early settlement of Europeans in Singapore during the colonial era. Some of the country’s oldest churches with towering spires are situated here. This area is also known as Arts District. The heritage tour culminates at Kampong Gelam where the lifestyle of locals is an interface between the traditional and the trendy. This neighborhood is home to some of Singapore’s swanky cafes and ultramodern art galleries.

Hi Ramesh! In our knowledge, British citizens are eligible for visa-free entry to Singapore during transit/layover at Changi International Airport. Kindly note that this is subject to approval by the Immigration and Checkpoint Authority at the airport. We have little idea whether international transit travelers can go out of the airport for city sightseeing, without joining a free tour conducted by the airport.
