New Deal Programs

The New Deal was an amalgam of dozens of programs and agencies created by the Roosevelt Administration and the Congress.

Some came into being by law, some by executive order; some are well known, some are not; some changed names or were amended in mid-course; some lasted only a few years, some still exist.  It can be confusing, and we hope that this list can help sort things out.  The list of programs  is as complete as you will find anywhere.

For each New Deal program, there is a summary of the law, agency, goals and achievements, as well as key actors and legacies.  These are based heavily on primary sources (which are cited) and are as accurate as possible.

Economic Stimulus & Stabilization

Reconstruction Finance Corporation (1932) Created during the Hoover Administration, expanded by FDR. Helped finance public works, industry, and national defense activities.

National Industrial Recovery Act (1933) Created National Recovery Administration (NRA). Legalized industry collaboration for price controls and collective bargaining for labor.

Agricultural Adjustment Act (1933, Reauthorized 1938) Created Agricultural Adjustment Administration (AAA). Introduced measures to reduce crop supply, stabilize prices and support farm incomes.

Electric Home and Farm Authority (1934) Helped Americans purchase electric appliances; worked in conjunction with the TVA and the Rural Electrification Administration.

Income and Wealth Taxes (1934-1941) Greater emphasis on progressive taxation and taxation on wealth; consistent revenue increases achieved.

Federal Credit Unions (1934) Offered Americans cooperative savings and loan opportunities, as well as an alternative to usury.

U.S. Travel Bureau (1937) Helped increase recreational travel & tourism within the United States.

Bank Stabilization & Financial Reform

Emergency Banking Relief Act (1933) Gave the president emergency powers over the US banking system, under which he called a ‘bank holiday’ to allow evaluation of all banks and closure of insolvent ones.

Glass-Steagall Banking Act (1933) Created Federal Deposit Insurance Corporation to insure personal bank accounts Separated commercial from investment banking – The ‘Firewall.’

Federal Deposit Insurance Corporation (FDIC) (1933) Insured bank deposits against bank failure, up to a certain level.

Securities Act (1933) & Securities Exchange Act (1934) Created Securities and Exchange Commission (SEC). Allowed federal regulation of stock trading in public corporations.

Gold Reserve Act (1934) Called in all private gold and created a government hoard (Fort Knox).

Bankruptcy Reform (1934-1938) Protected farms from creditor repossession; aided distressed cities and towns; reformed business bankruptcies; created more personal bankruptcy options.

Banking Act (1935) Restructured and centralized the Federal Reserve Bank.

Public Utility Holding Company Act (1935) Protected consumers from certain rate increases, and also from high-risk speculation activities.

Relief & Welfare

Federal Emergency Relief Act (1933) Created the Federal Emergency Relief Administration (FERA) . Gave financial aid to states to support local relief programs for the destitute.

Federal Surplus Commodities Corporation (FSCC) (1933)   – named Federal Surplus Relief Corporation (1933-1935), then Federal Surplus Commodities Corporation (1935-1940) Distributed surplus food and commodities to those in need.

Railroad Retirement Board (1934) Administers the Railroad Retirement Program, as well as many other benefit programs for rail industry workers.

Emergency Relief Appropriation Acts (1935-1943) Provided funding for New Deal work agencies, especially the Works Progress Administration (WPA) .

Social Security Act (1935) Created a national system of pensions, unemployment insurance and aid to mothers with children, and created Social Security Administration (SSA) to administer it.

Public Works – New Programs

Civilian Conservation Corps (CCC) (1933) Created under Emergency Conservation Act. Put unemployed, unskilled young men to work on rural and park improvements.

Tennessee Valley Authority (TVA) (1933) Created under the Tennessee Valley Authority Act. Planned river basin development based on dams and hydroelectricity.

Public Works Administration (PWA) (1933) Created under the National Industrial Recovery Act . Paid private contractors to build large-scale projects proposed by states.

Civil Works Administration (CWA) (1933) Created by Executive Order as temporary work relief under FERA. Hired unemployed directly to work on local projects; became model for WPA.

Federal Emergency Relief Administration (FERA) (1933) Created under the Federal Emergency Relief Act to award grants to states for works programs to hire the unemployed and provide direct relief payments to the indigent.

Works Progress Administration (WPA) (1935)   – renamed Work Projects Administration (1939) Created by Executive Order to fund state and local public works projects. Hired the unemployed directly and became the largest of all public works programs.

National Youth Administration (NYA) (1935) Created by Executive Order as a subdivision of the WPA. Hired young men and women, both in and out of school, for works programs.

Rural Electrification Administration (REA) (1935) Created by Executive Order to bring electricity to isolated rural areas. Made permanent by Rural Electrification Act (1936) .

Soil Conservation Service (SCS) (1935) Created by Soil Conservation Act (1935) to continue work of Soil Erosion Service (SES) created under Emergency Conservation Act (1933).

Public Works – Expansion of Existing Programs

Bureau of Public Roads (BPR) (1918)  – renamed Public Roads Administration (1939) Built roads in national parks & forests, assisted states with road construction, helped beautify highways, and conducted various transportation studies.

U.S. Post Office Department (1792) Worked with the U.S. Treasury, and later the Public Buildings Administration (PBA) , to create new post office buildings and artworks in post offices.

Bureau of Reclamation (1902) Built dams and irrigation projects in the western states and major river basin projects on the Columbia, Colorado & Sacramento River systems.

Army Corps of Engineers (1802) Built levees, dams and canals across the country, built the Missouri river basin project and made levee improvements along the Mississippi, Ohio and Sacramento Rivers.

Quartermaster Corps (1775) Responsible for the movement of supplies, food, and services to support American troops. During the New Deal, the Quartermaster Corps received substantial funding from both the Public Works Administration (PWA) and emergency relief appropriation acts. 

U.S. Armed Forces and National Defense Industries Improvements to military bases, funding for Naval & Coast Guard vessels, jobs for defense industry workers & tradesmen, energy for airplane production, job training for young unemployed men & women, discipline & leadership skills in the CCC.

Arts & Culture Programs

Public Works of Art Project (PWAP) (1933) Paid for by the CWA and operated by the U.S. Treasury.

Art & Culture Projects of the Federal Emergency Relief Administration (FERA) (1934) Plays, concerts, and artwork.

Treasury Section of Fine Arts (TSFA) (1934) – originally called  Treasury Section of Painting and Sculpture (TSPS) from 1934 to 1938, then Treasury Section of Fine Arts (TSFA) from 1938 to 1939, and then finally just Section of Fine Arts (SFA, located in the newly-created  Public Buildings Administration , from 1939 to 1943 .  Oversaw artworks created to enhance public buildings, notably post offices.

Treasury Relief Art Project (TRAP) (1935) The smallest of the programs to hire unemployed artists to create public artworks.

Indian Arts and Crafts Board (1935) Created to promote and protect Indian arts and crafts.

Federal Project Number One (Federal One) (1935) Created by the WPA to employ artists, writers, historians and other professionals The largest of the arts programs, with five divisions:

— Federal Art Project (FAP) (1935) — Federal Music Project (FMP) (1935) — Federal Writers’ Project (FWP) (1935) — Federal Theatre Project (FTP) (1935) — Historical Records Survey (HRS) (1935)

A reorganization in 1939 changed the names of the first three to WPA Arts Program, WPA Music Program and WPA Writers’ Program, eliminated the Theater project, and made the HRS part of the WPA’s Research and Records Program.

Federal Dance Project (1936) An offshoot of the Federal Theatre Project, created to provide special opportunities for unemployed dancers.

National Youth Administration Dance Group (1936) A small performing arts division within the NYA.

Historic Preservation

National Archives and Records Administration (1934) America’s national repository for historic documents, photographs, and other records.

Historic Sites Act (1935) Made the conservation of historic sites a responsibility of the National Park Service and gave it power to survey, select and preserve buildings and sites of national significance.

Historical Records Survey (HRS) (1935) Inventoried federal, state, and local records; work product is used today by historians, researchers, and genealogists.

Public Works Programs Reorganization

U.S. Treasury, Public Buildings Branch (PBB) (1933) – called Public Works Branch from 1933-1935, then Public Buildings Branch from 1935-1939 Part of new Procurement Division created to consolidate federal building activities. Managed the construction and repair of most federal buildings. Managed Treasury Section of Painting & Sculpture and Treasury Relief Art Project .

Bonneville Power Administration (BPA) (1937) Created by Bonneville Power Act. Managed electric power grid and sales from the Columbia River project.

Public Buildings Administration (PBA) (1939) Created under the Reorganization Act of 1939 to manage all federal (non-military) buildings, taking over the work of the U.S. Treasury Procurement Division.

Federal Works Agency (FWA) (1939) Created under the Reorganization Act of 1939 as an umbrella agency to administer existing public works programs, including the PWA, WPA, USHA, PRA (BPR), and PBA.

Federal Security Agency (FSA) (1939) Created under the Reorganization Act of 1939 to manage a number of federal agencies & offices, including the the CCC, the NYA, and the Social Security Board.

Rural & Farm Assistance

Agricultural Adjustment Act (1933, Reauthorized 1938) Created Agricultural Adjustment Administration (AAA) for price stabilization and income support through government purchases, marketing boards, and land retirement.

Farm Credit Act (1933) Created Farm Credit Administration (FCA). Oversight of all farm credit programs & refinancing of farm mortgages.

Farm Security Administration (1937) Provided low-interest credit and other services to farmers in need.

Virgin Islands Company (1934) Rehabilitated the sugar and rum industries of the Virgin Islands; reduced unemployment; provided various farm services and loan programs; coordinated with a homesteading program.

Shelterbelt Project (1934) A large tree-planting project in the Great Plains, to protect against wind erosion and to provide work for the unemployed.

Resettlement Administration (RA) (1935) Evolved from earlier emergency relief legislation. Created planned communities for Americans whose livelihoods had been upturned by the Depression; rehabilitated overused land; made loans to farmers.

Soil Conservation Act (1935) Created Social Conservation Service (SCS) to help build soil protection and water conservation works, following on success of emergency Soil Erosion Service (SES).

Rural Electrification Act (1936) Preceded by Executive Order creating  Rural Electrification Administration (REA)  (1935); brought electric grid to distant rural areas.

Bankhead-Jones Farm Tenant Act (1937) Provided aid to tenant farmers and sharecroppers.

Housing Aid & Mortgage Reform

Home Owners’ Loan Act (1933) Created Home Owners’ Loan Corporation (HOLC). Provided financial assistance to home owners and the mortgage industry.

Alley Dwelling Authority (1934) Improved housing for low-income residents of Washington, DC.

National Housing Act (1934) Created the Federal Housing Administration (FHA) to guarantee mortgages with banks Created the Federal Savings & Loan Insurance Corporation to act like Federal Deposit Insurance Corporation (see above) for Savings and Loan institutions.

United States Housing Act (1937) Created U.S. Housing Authority (USHA) to build public housing.

National Industrial Recovery Act (1933) Insured the right of workers to organize, provides for a national minimum wage and outlaws child labor.

Wagner-Peyser Act / U.S. Employment Service (1933) Abolished and then re-formed the U.S. Employment Service (USES) into a more efficient agency; The USES helped reconnect jobless workers to the labor market.

National Labor Relations Act (Wagner Act) (1935) Reaffirmed the right of collective bargaining, with rules and enforcement by a National Labor Relations Board (NLRB).

Social Security Act (1935) Provided unemployment insurance and social security taxes on payrolls and paychecks.

Fair Labor Standards Act (1938) Restored rights lost when the National Industrial Recovery Act was overturned by the Supreme Court: minimum wage and no child labor.

Health & Public Safety

Food, Drug, and Cosmetic Act (1938) Improved public safety for consumers.

National Cancer Institute Act (1937) Created the National Cancer Institute within the National Institute of Health.

Public Health Projects (1933) Construction, direct services, research assistance, and public information to aid public health.

Land & Wildlife Conservation

Federal Parks Reorganization (1933) Transferred all national monuments and battlefields under the National Park Service by Executive Order, as well as federal buildings in Washington D.C.

Fish & Wildlife Conservation Acts (1934) Created bird and wildlife refuges on federal land and created a sound funding system for purchasing marginal farmlands for new refuges.

Soil Conservation Act (1935) Created Social Conservation Service (SCS) to help stop soil erosion and water loss on degraded farmlands, continuing the work of the emergency Soil Erosion Service (SES).

Taylor Grazing Act (1935) Ended free grazing on federal lands and created regulated grazing districts across the country, administered by a new Grazing Service in the Department of the Interior.

Regulation of Trade, Transport, & Communications

Repeal of Prohibition (1933) 21st amendment to the Constitution approved by Congress, followed by states.

Export-Import Bank (1934) Created to help facilitate trade with other nations; Began as two banks, consolidated into one in 1936.

Reciprocal Trade Agreement Act (1934) Led to trade agreements with 19 countries between 1934 and 1939.

Communications Act (1934) Established Federal Communications Commission (FCC) to regulate radio spectrum.

Robinson-Patman Act (1936) Also called the “Anti-Price Discrimination Act”; strengthened rules against monopolistic control and pricing (chiefly aimed at chain stores); complemented by Wheeler-Lea Act (1938).

Civil Aeronautics Act (1938) Established the Civil Aeronautics Authority (CAA); later split into the Civil Aeronautics Board (CAB) to regulate carriers and the Civil Aeronautics Administration (later, the Federal Aviation Administration) to control air traffic.

Indian Lands & US Territories

Indian Reorganization Act (1934) Land returned or added to tribal holdings, development of tribal businesses promoted, a system of credit established, a return to self-governance.

Puerto Rico Reconstruction Administration (PRRA) (1935) Large-scale public works program, hired thousands of unemployed men & women, long-lasting improvements to infrastructure, education, health, agricultural land, etc.

Indians in Oklahoma and Native Alaskans (1936) Extended provisions of the Indian Reorganization Act to these areas.

Civil & Criminal Justice

Civil Rights Section, Department of Justice (1939) Investigated civil rights and civil liberties violations. Forerunner to today’s Civil Rights Division.

Education & Civic Engagement

Federal Forum Project (1936) Brought Americans together to discuss current events and problems.

The Complete Guide to Booking Travel Online

There’s a lot to navigate when researching and booking travel online.

My first travel adventure was to Venezuela. I booked the ticket with a travel agent over a pay phone. The agent searched a dozen flight itineraries over a few days, all so I could save $15.

Times have changed. Today, flight searches start online , often on your mobile device. Passengers book either directly with the airline or hotel or with online travel agencies. Rarely do we get on the phone. In fact, American Airlines and United Airlines charge $25 to make a domestic flight booking by phone. And pay phones hardly exist anymore.

So, what is the best way to book online? Here is our complete guide to online travel agencies, search tools, and the variety of booking options available on both mobile devices and desktops.

What is an OTA?

An online travel agency, or OTA, is a website or mobile app that allows users to search for and book travel services such as flights, hotels, car rentals, cruises, and activities. The booking is made directly with the online travel agency but confirmed by the service provider, such as an airline or a hotel. As a customer, your relationship is with the OTA.

What are the main OTAs?

Many online travel agencies nowadays are owned by two main companies: Expedia and Priceline. The Expedia Group is the largest online travel agency in the United States with 70 percent market share, according to travel data firm Phocuswright. Expedia Group operates Expedia.com , Orbitz, Hotels.com , Trivago, CheapTickets , Hotwire , Vrbo , and Travelocity .

Priceline is a major competitor to Expedia, with global revenues larger than the Expedia Group. The company owns Priceline.com, Booking.com, Cheapflights, Momondo, and Kayak—the latter two being metasearch engines (more on that below).

There are also independent newcomers such as Hopper (a mobile-only booking tool) and Kiwi.com (which allows you to book flights on air carriers that don’t normally have a commercial relationship).

Are OTA fares lower than booking directly?

Generally, no. The fares that are displayed by an OTA will be similar if not slightly more expensive when compared to an airline’s website. They’re usually only a few dollars higher or lower. The OTAs charge a booking fee to the airlines, and often that fee is passed directly to consumers. For example, Lufthansa tacks on an additional $18 to any booking made through an OTA for Lufthansa flights. The same flights are exactly $18 cheaper on the airline’s website.

Where you can score a good travel deal through an OTA is when booking a last-minute hotel and flight package. Many OTAs have cut agreements with airlines allowing last-minute travelers to access lower rates than are typically available when passengers book a flight alone.

Are all airlines available to be booked through OTAs?

No. Many OTAs do not display flights from some of the low-fare leaders. For example, Southwest and Allegiant flights are not available through OTAs; the same goes for Ryanair in Europe. And, earlier this year United Airlines threatened to pull out of Expedia altogether, only recently signing a multi-year agreement to stay in. The airlines would rather not lose any margin to online travel agencies in an already low-margin industry and would rather maintain a direct relationship with the customer.

Are smaller OTAs safe to use?

Expedia and Priceline are the two largest players in the online booking space, but there are dozens of independent OTAs, such as CheapOAir, OneTravel, JustFly, and SmartFares. Confusingly, you might actually stumble on ads for these OTAs while using Expedia or Priceline sites. That’s because the larger OTAs earn revenue through advertising, sending passengers to smaller OTAs and charging those OTAs for the favor.

Buyer beware: some of these lesser-known OTAs are masters at hidden fees. For example, a flight search on JetBlue allows for free seat selection in many instances. If you perform the same search on FlightNetwork, an independent OTA, and select a seat, you will be charged an additional $25—despite the fact that JetBlue doesn’t charge a seat selection fee if you book directly.

What if you need to change your itinerary?

Itinerary changes are often a pain. If your plans change, it won’t matter whether you’ve booked directly with an airline or with an OTA—you’re going to pay fees for the privilege, if you can even change your ticket at all.

For example, CheapTickets.com, which is part of the Expedia Group, charges $25 to change or cancel a ticket if that change is requested after 24 hours of making the booking—it is free if you do so within 24 hours of booking. However, the fees go up from there. JustFly, an independent OTA, charges a $75 fee for changes to domestic flights in addition to airline change fees, plus the difference in fare, for tickets that can be changed. For an international trip, the fee rises to $200. That means to change an international flight with Delta (which charges a $100 change fee) booked through JustFly, you’ll be assessed $300 in fees, plus the difference in fare. At that rate, you may as well book a new flight. FlightNetwork indicates in its terms of service that changes may incur a change fee but doesn’t specify what those fees are. That hardly makes the few dollars you saved by booking with the OTA in the first place worth it.

What is an OTA price match policy?

To assure travelers that they are getting the lowest fare possible, many OTAs have a price match policy. The rules vary and so do the benefits.

For example, if you book with Orbitz and find a less expensive flight, car rental, or activity on any U.S.-based website within 24 hours of your booking, Orbitz will refund you the difference you paid. And it works: I have personally found a flight in the same class, on the same airline, for the same origin and destination cities, and requested Orbitz to refund the difference of around $35. Within a few weeks, I received a check in the mail. A similar program applies for CheapOAir, but there’s a catch—the price difference must be found on a major OTA such as Expedia or Travelocity.

Expedia has a particularly good price match policy, but you have to pay extra for it at the time of booking. Expedia offers the price match option as an add-on that costs between $5 and $30 when you book. With the price match applied, if the airfare on Expedia drops between 120 days of the flight and up to six hours before the flight, Expedia will automatically refund you the difference in fare. Unfortunately, fares generally do not drop substantially as the travel date approaches, so while this might give you peace of mind, it’s probably not worth the expense.

How do Google Flights and other travel metasearch engines work?

Frequent fliers are likely familiar with websites such as Google Flights, Kayak, Momondo, or Skyscanner. On these websites, passengers search on the site but are redirected to the service provider to complete the booking, such as an airline, rental car company, or hotel.

Metasearch started with a product called ITA Matrix, which is a tool for searching airfares online but not for actually booking online. ITA Matrix allows for multi-city searching, such as setting two different departure or arrival airports, and for offering a calendar view of fares for easier comparison. That company was acquired by Google in 2011, and savvy travelers swear by it to help find the least expensive fares online. Most consumers are more familiar with Google Flights, which has gained traction more recently not least because it has the benefit of being displayed first in search results on Google.

Metasearch engines receive distribution fees from the airlines for sending traffic to the supplier websites. There are no additional hidden fees for using a metasearch engine because you’re booking directly with the airline or hotel.

A major benefit of the metasearch engines is their price tracking tool, which lets users know whether the displayed fares are low, average, or high for the flight, allowing travelers to make a more informed decision on whether to book a flight or not . Google Flights and Kayak, for instance, both have price tracking tools.

Why not just book directly?

The airlines would definitely much rather you book directly with them. Over the past five years, they have gotten much better at marketing and selling their product directly to consumers online and through mobile sites and apps. But in the past, they weren’t so good at it. In fact, Delta, Northwest, United, American, and Continental got together to invest $145 million to launch Orbitz in 1999 to counter the threat from Expedia. Now Orbitz is owned by Expedia.

The airlines also try to encourage customers to book directly so that they can maintain a closer relationship with them. It allows carriers to connect bookings with loyalty programs and create special offers and discounts catered to individual passengers.

There is another benefit to booking directly. The U.S. Department of Transportation requires carriers to hold a reservation at the quoted fare for 24 hours without payment or allow a reservation to be cancelled within 24 hours without penalty, so long as the booking is made at least seven days before travel. The law applies, however, only to U.S. and foreign air carriers that have websites marketed to U.S. consumers. This means that, in theory, an online travel agency does not have to offer such a policy, although most OTAs do.

What are the options for booking on your mobile device?

Airlines and the major OTAs all have apps to help you book and manage your trip on your mobile device, but their functionality is lacking compared to these websites’ desktop editions. For example, Expedia’s app doesn’t allow you to view flights on a month-view calendar. Kayak has an app with more bells and whistles and a better user interface, including a month-view calendar with color-coded pricing. It also has a handy “augmented reality” function to help you see if your carry-on bag will fit in the overhead bin (a feature originally developed by KLM). Point your phone’s camera at the luggage, and it’ll give you the dimensions.

While apps are improving and gaining in popularity, you still might find it easier to locate the best deals on flights and hotels by using your desktop, where you can have multiple tabs open and have all the available search tools at your disposal. Apps are fine for booking directly with an airline once you know which flights you want to book.

If you’re determined to use your mobile device, you may want to look into Hopper. Hopper is a mobile-first flight booking tool that has a solid price prediction tool. You can research travel options and book directly on the app. Another benefit of Hopper: Of its team of 300 employees, nearly half are dedicated to customer support and are based in Canada versus some OTAs and airlines that outsource much of their customer service further afield.

Like many travelers, I enjoy a flight deal as much as the next person, but I also don’t like any added hassle. I typically start my travel searches using the ITA Matrix or Google Flights to get a general sense of the fares. It helps to know what is a good deal and what is expensive for a particular route. I do my research, typically on a desktop computer. When I’m ready to book, I’ll book directly with the airline. I’ve found that customer service is better when booking directly with the service provider. But I’ve also saved money by using OTAs and have booked with them, too. Whichever way you choose to book, you can be safe in the knowledge that finding and purchasing travel online is a lot easier today than searching for a deal with a travel agent on a pay phone.

I went to New Deal travel agency for booking the Cappadocia balloon ride and 2 days of tour. Like any agency they tried selling me various other services. Since they offered me really good price on the balloon ride, I thought they would offer other services as well at a good price, but I was wrong. I should have declined to take more tours with them, but did and they heavily overcharged me, and when questioned, they wouldn't refund any of the cost or let me talk to any supervisor / manager - whatsoever. Not happy with their up-sell tactics. Both Ugur and Erkan were very rude as well when I asked to speak with the manager and said it's impossible. Ugur did take me to a restaurant though (as soon as I had purchased their tours) when I was looking where to eat. But turned to be not so helpful when questioned about their pricing. The guide was also late for both the days in Cappadocia and I had to constantly message them to find out what was happening. The tour takes you to a bunch of places that sell ceramics, carpet, onyx etc... which is typical of a travel agency arranged tour I guess - at least you can see / learn how these things are made. There is no obligation to purchase anything - but good to be aware where your time will be spent. Green tour is the only tour you need a tour guide for. Open air museum is something you can visit on your own if you are in goreme and do NOT need to pay for a travel agency.

New squatter bills proposed in New York to track and charge trespassers

A group of New York City councilmembers are throwing their support behind two new bills that would deal with "squatters" in the city and state. This is in addition to changes that have already been made recently to state property law.

The first, is a New York City bill that would require police, 911, 311 and other city agencies to track all squatter calls to know how often and where it's happening.

"They are not tenants, they're squatters, they should be separate from tenants," said Councilmember Susan Zhuang who wrote the bill.

More than a dozen councilmembers have co-sponsored the legislation.

This spring, state lawmakers voted to revise property law to define tenants to exclude squatters after a series of 7 On Your Side Investigations.

"This is a really great first step and I considerate a huge win," Senator Jessica Scarcella-Spanton said.

She filed a bill to expand on the changes that have already been made.

Her bill would allow prosecutors to charge squatters with criminal trespassing and give tenants rights after 60 days, instead of 30 days.

"We want to add this enhancement so that people know that not only do squatters not have rights but it also has criminal repercussions attached to it," Senator Scarcella-Spanton said.

On Thursday, Councilmember Zhuang also filed a resolution in support of Senator Scarcella-Spanton's bill.

City councilmembers weighed in on the new legislation during a press conference on the steps of City Hall Thursday afternoon.

"It's unacceptable that homeowners have to spend thousands of dollars going into court to protect which is rightfully theirs, which is their own home, their own property," Councilmember Julie Menin said.

Not everyone's in favor of the proposed bills. Some housing advocates worry the new laws could chip away at the rights of every day tenants.

Bill supporters say the rights of tenants can be protected while also protecting small property owners.

Last-minute travelers can take comfort that an airline has plenty of deals available for a summer getaway.  Allegiant Airlines , a discount carrier based in Las Vegas, recently began offering hundreds of last-minute flight deals with wide availability through August 2024 to popular summer destinations including Austin, Chicago, New York City, Orlando, and more.  Passengers can visit Allegiant’s sale page , and enter their desired departure city to find deals from their home market, and even set a budget for the maximum amount they would like to pay for flights. There is no scheduled end date for the sale, and fare prices are subject to change.  Travel + Leisure spotted a wide availability of flights to and from popular Florida summer destinations including:

  • Austin to Sarasota - $46
  • Chicago to Destin / Fort Walton Beach - $58
  • Kansas City to Tampa - $52
  • Kansas City to Destin - $53
  • Kansas City to Punta Gorda - $54

The fares provided are in Allegiant's "Basic" category of fares, which only include one personal item, and not a carry-on or checked bag. For an added fee, passengers can add these options to their fare.   For travelers seeking summer destination inspiration, Allegiant also has dozens of deals available from Los Angeles to Kalispell, MT, which is near Glacier National Park . Travelers can also save on flights to Las Vegas, NV from Austin, TX, Des Moines, IA and Grand Rapids, MI.  Allegiant is known for its expansive route map and non-stop service to smaller communities.  “We have a long history of providing a great service at an attractive price for our customers,”  Allegiant's President Greg Anderson said in a May 2024 earnings call . “And, our differentiated model is focused on being the only nonstop carrier on the vast majority of our 525 routes.”

Lee Gabler , the talent agent and former co-chairman and managing partner at Creative Artists Agency who orchestrated pioneering television deals, died June 3 in Los Angeles of a brain injury. He was 84 years old.

The agency eventually evolved into ICM (International Creative Management) and by 1970 Gabler had risen through the ranks to executive vice president. He transferred to the Los Angeles office and became head of the worldwide Television Department, representing clients such as Weinberger-Daniels-Brooks, MTM, and Bruce Paltrow. He helped to establish co-financing with MTM for his client Jim Brooks, which enabled the Oscar winning film Terms of Endearment to be greenlit.

In 1982, CAA enlisted Gabler to strengthen the agency’s television arm and by 1989 he was head of the division, transforming it into the most powerful television agency department in Hollywood. In 1996 he was appointed co-chairman and managing partner of CAA. He closed out his 25+ year tenure there in 2007 to join David Letterman’s production company, Worldwide Pants, Inc. as a consultant.

Over the course of his career, Gabler negotiated some of the television industry’s most high-profile and historic deals, including orchestrating David Letterman’s surprise move from NBC to CBS to the Ed Sullivan Theater for Late Show with David Letterman . The move changed the late-night landscape forever and kickstarted late-night programming at CBS. Gabler not only doubled Letterman’s salary but, in a groundbreaking move, also won his client complete ownership of the show.

Late Show with David Letterman became the most successful late-night program on CBS, won six Emmy Awards and ran for over two decades.

Gabler and the division represented Aaron Spelling, for whom he orchestrated deals for Beverly Hills 90210 a nd Melrose Place; Paul Junger Witt, Susan Harris and Tony Thomas’ Witt/Thomas/Harris Productions; Brian Grazer and Ron Howard’s Imagine Entertainment; Steven Spielberg’s Amblin Partners; Jerry Bruckheimer, John Wells, and many other prolific producers. Under Gabler’s leadership, CAA reached a record number of 52 television shows on air in one year.

Additional titles that Gabler helped shepherd to success during his time with ICM and CAA include perennial classics such as Taxi, The Mary Tyler Moore Show, White Shadow, Tales from the Crypt, and Moonlighting. Gabler’s work continued to bring the most popular and critically acclaimed shows of all-time to television, including ALF, Sabrina the Teenage Witch, Northern Exposure, The West Wing, House, CSI: Crime Scene Investigation, Band of Brothers, Mad Men, 24, Sex and the City (with ICM), and Everybody Loves Raymond. Gabler was instrumental in negotiating the deals for shows still currently airing in The Amazing Race and American Idol .

One of Gabler’s most extraordinary deals came with John Wells’ ER , which is the second longest-running primetime medical drama, and most awarded medical drama in American TV history.

Gabler’s clients considered him as a trusted advisor, and he helped to establish and support the careers of many agents.

Born May 3, 1940, in New Jersey, to parents Milt, a Grammy winning producer and composer, and Estelle Gabler. Gabler spent his childhood largely between the Bronx and Westchester County, graduating from Mamaroneck High School and from SUNY Buffalo.

Gabler founded, with his wife Elizabeth, the Gabler Promise Scholars Writing Program at the University of California at Santa Barbara to support students from historically under-resourced communities in writing, and similarly, the Gabler Writing Partners Program at NYU/Gallatin School, which offers writing support for Gallatin students.

Gabler served on the board of the USC School of Cinematic Arts, The Television Academy of Arts and Sciences, and the USO, traveling to Afghanistan and Iraq on two separate Christmas visits to boost the morale of deployed troops.

Gabler is survived by his wife of 35 years, Elizabeth, President of 3000 Pictures at Sony Pictures Entertainment. Other survivors include sister Melina Gabler, daughters Annalise Gabler and Jennifer Gabler Rawlings, and grandchildren Ryan, Cameron, Nikki and Sophie. He was preceded in death by daughter Melissa Robin Roemer.

Funeral services will be private followed by a Celebration of Life later this summer. In lieu of flowers, the family suggests supporting UCLA Neurosugery.

He was one of the most inspired,  creative, and respected executives at CAA,  while at the same time earning the   deep trust from his clients as well as the respect of the individuals he was dealing with on the other side of the fence. His easy-going style, coupled with wonderful instincts allowed him to lead the CAA Television Department to new heights on a consistent basis.  All this was accomplished while leading a cooperative, tightly knit group that were always a pleasure to work with in building the business. He will be missed by all that he touched.”

A major sellers’ market is predicted with all but a few bottom-dwellers having a case for contention. Heck, even our star-crossed Mets are just 3 ¹/₂ games out of the final wild-card spot.

Just five teams are almost certain sellers (Marlins, White Sox, Rockies, Angels, A’s) with a few more on the buy-sell border (Mets, Red Sox, Blue Jays, Astros, etc.), resulting in a relatively short list of stars having a decent chance to be dealt. Here’s our list, in order of potential return (with chances to be dealt: good = more than 50 percent, average = 50 percent, fair = below 50 percent).

1. Luis Robert, White Sox CF: The White Sox are actively seeking packages for Robert, and with two team options at a club friendly $20 million and just $63M to go through 2027 (assuming the options are exercised), he combines control and talent like no one else out there. Worry over injury history is the negative heard. But many need outfielders (Dodgers, Phillies, Royals, etc.) Chances to be dealt: Good.

2. Mason Miller, A’s RP: The flame-throwing closer hit 103.7 mph and has five-plus years of control. Chances to be dealt: Fair.

3. Garrett Crochet, White Sox SP: Few could have predicted the former reliever’s rise. Chances to be dealt: Average.

4. Jesus Luzardo, Marlins SP: He’s a 25-year-old lefty with two more years of team control. Chances to be dealt: Good.

5. Tyler Anderson, Angels SP: Believe it or not, his 3.3 WAR leads all pitchers. Taylor Ward and Carlos Estevez also could go. Chances to be dealt: Good.

6. Erick Fedde, White Sox SP: Yes, the White Sox just might have the best sale. Looking like a bargain at $7.5M with a year to go. Chances to be dealt: Average.

7. Jazz Chisholm, Marlins CF: Talented player who probably killed his chances to go to the Dodgers with his nonsensical tirade about old pro Miguel Rojas. Chances to be dealt: Fair.

8. Pete Alonso, Mets 1B: Mets fans might have revolted if the team was even .500, but it’s survivable now. David Stearns will emphasize winning over personal feelings. Luis Severino and Sean Manaea also could bring decent returns. Chances to be dealt: Average.

9. Kenley Jansen, Red Sox RP: The borderline Hall of Famer surely wants to be on a contender. A Dodgers return makes sense. Chances to be dealt: Average.

10. Tyler O’Neill, Red Sox OF: Injury stalled his big start, but he’s back. Nick Pivetta also could go. Chances to be dealt: Good.

U.S. Clears Way for Antitrust Inquiries of Nvidia, Microsoft and OpenAI

The Justice Department and the Federal Trade Commission agreed to divide responsibility for investigating three major players in the artificial intelligence industry.

Federal regulators have reached a deal that allows them to proceed with antitrust investigations into the dominant roles that Microsoft, OpenAI and Nvidia play in the artificial intelligence industry , in the strongest sign of how regulatory scrutiny into the powerful technology has escalated.

The Justice Department and the Federal Trade Commission struck the deal over the past week, and it is expected to be completed in the coming days, according to two people with knowledge of the matter, who were not authorized to speak publicly about the confidential discussions.

Under the arrangement, the Justice Department will take the lead in investigating whether the behavior of Nvidia , the biggest maker of A.I. chips, has violated antitrust laws, the people said. The F.T.C. will play the lead role in examining the conduct of OpenAI, which makes the ChatGPT chatbot, and Microsoft , which has invested $13 billion in OpenAI and made deals with other A.I. companies, the people said.

The agreement signals intensifying scrutiny by the Justice Department and the F.T.C. into A.I., a rapidly advancing technology that has the potential to upend jobs, information and people’s lives. Both agencies have been at the forefront of the Biden administration’s efforts to rein in the power of the biggest tech companies. After a similar deal in 2019, the government investigated Google , Apple , Amazon and Meta and has since sued each of them on claims that they violated antimonopoly laws.

For months, Nvidia, Microsoft and OpenAI largely escaped the brunt of the Biden administration’s regulatory scrutiny. But that began to change as generative A.I., which can produce humanlike text, photos, videos and audio, burst onto the scene in late 2022 and created an industry frenzy.

Regulators have recently signaled that they want to get ahead of developments in A.I. In July, the F.T.C. opened an investigation into whether OpenAI had harmed consumers through its collection of data. In January, the F.T.C. also started a broad inquiry into strategic partnerships between tech giants and A.I. start-ups, including Microsoft’s investment in OpenAI and Google’s and Amazon’s investments in Anthropic, another young A.I. company.

Still, the United States lags behind Europe in regulating artificial intelligence. European Union officials agreed last year on landmark rules to govern the fast-evolving technology, focused on the riskiest ways in which it can be used. In Washington last month, a group of senators released legislative recommendations for A.I., calling for $32 billion in annual spending to propel American leadership of the technology but holding off on asking for specific new regulations.

The discussions between the F.T.C. and Justice Department over the A.I. companies entered their final stages within the last week and involved the senior levels of both agencies, said one person with knowledge of the discussions, who is an F.T.C. official.

Lina Khan, the chair of the F.T.C., said in a February interview that when it came to A.I., the agency was trying to spot “potential problems at the inception rather than years and years and years later, when problems are deeply baked in and much more difficult to rectify.”

Spokeswomen for the F.T.C. and the Justice Department declined to comment. Microsoft and OpenAI didn’t immediately respond to requests for comment. A representative for Nvidia declined to comment.

Nvidia, OpenAI and Microsoft have been in the spotlight as some of the biggest winners of the A.I. boom, which has raised questions about their dominance.

Nvidia, a Silicon Valley chipmaker, is the primary provider of graphics processing units , or GPUs, which are components adapted for A.I. tasks like machine learning. After A.I. took off, tech companies raced to get their hands on Nvidia’s GPUs, doubling and tripling its sales. Nvidia’s stock price has soared more than 200 percent over the past year, and the company’s market capitalization exceeded $3 trillion for the first time on Wednesday, surpassing Apple.

Industry players have grown worried about Nvidia’s dominance, two people with knowledge of the concerns said, including how the company’s software locks customers into using its chips, as well as how Nvidia distributes those chips to customers.

Microsoft, the world’s most valuable public tech company, has also become a leading purveyor of artificial intelligence. It owns 49 percent of OpenAI, which vaulted into the public consciousness with the 2022 release of ChatGPT . The chatbot’s ability to respond to questions, generate images and build computer code captivated people and quickly made the start-up one of the most prominent companies in the tech industry.

Microsoft has woven OpenAI’s technology into its own products. A.I. now generates answers for users of its search engine, Bing, and can help build presentations and documents in PowerPoint and Word. (The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to A.I. systems.)

Microsoft’s A.I. deals have attracted scrutiny for giving one of the biggest tech companies influence over an emerging technology, while some in the industry have raised questions about whether the deals are structured in a way that allows Microsoft to avoid direct review by regulators.

Microsoft structured its minority stake in OpenAI in part to avoid antitrust scrutiny, The Times has reported. Microsoft also reached a deal in March to hire most of the staff of Inflection AI , another A.I. start-up, and license its technology. Because the deal was not a standard acquisition, it may be harder for regulators to scrutinize.

Last week, the Justice Department’s antitrust division organized a conference about A.I. at Stanford University. In his opening remarks, Jonathan Kanter, the top antitrust official at the agency, pointed to “structures and trends in A.I. that should give us pause.”

“A.I. relies on massive amounts of data and computing power, which can give already dominant firms a substantial advantage,” he said.

California lawmaker, water agencies reach deal on water-theft fines

The bill would increase fines for those who illegally take water, but stop short of expanding the State Water Resources Control Board’s powers over decisions on water rights.

SACRAMENTO, California — California Assemblymember Rebecca Bauer-Kahan this week removed the most controversial parts of her bill to expand the state’s ability to fine illegal water diverters, resolving a yearslong fight with public water agencies and farmers.

What happened: After Monday’s amendments, Bauer-Kahan’s AB 460 (23R) would still increase the penalties for those who steal water or exceed their allotted share during times of drought. But it no longer expands the Water Resources Control Board’s overall power to investigate and punish what it sees as violations of water rights, which business and water groups said last year would have robbed them of due process.

Water users have already begun dropping their opposition. The East Bay Municipal Water District; the Valley Ag Water Coalition, which represents irrigation districts in the Central Valley; and a half-dozen smaller water utilities and irrigation districts from across the state said the amendments addressed their concerns in letters to Bauer-Kahan on Tuesday that her office provided to POLITICO.

More groups are likely to confirm they are removing their opposition by the end of the week, according to their representatives. POLITICO agreed not to name the groups because they hadn’t yet formally told Bauer-Kahan.

Now an independent company again, Barstool Sports is pursuing new media deals, with talent agency UTA set to represent it and its founder, Dave Portnoy, as well as its roster of in-house creators.

The irreverent and often controversial digital sports brand has become a powerhouse among young men, with a large presence on social platforms like TikTok and X, as well as YouTube. It also produced a number of podcasts in the sports and culture space, including the popular Pardon My Take .

Just three years later, after inking a deal with ESPN to launch ESPN Bet, Penn sold Barstool back to Portnoy for $1.

“For us, for Barstool, for the first time in forever, we don’t have to watch what we say, how we talk, what we do,” Portnoy said at the time. “It’s back to the pirate ship. And by the way, I am never going to sell Barstool Sports ever. I’ll hold it till I die.”

The media company would go on to ink a sports betting deal with DraftKings.

Barstool has explored media deals before. It secured some college sports rights in recent years, and streamed the NYPD vs. FDNY annual hockey game.

Since the split with Penn, however, it has leaned into its culture and sports creator focus, led by its staff.
