Following the reopening of Singapore and Malaysia land borders for fully vaccinated travellers on 1 April, the Land Transport Authority (LTA), together with the Singapore bus operators (SBS Transit Ltd, SMRT Buses Ltd and Transtar Travel Pte Ltd), will resume the cross-border bus services and taxi operations from 1 May 2022.

At present, fully vaccinated travellers may cross the borders (i.e., Causeway and Second Link) via private vehicles, such as cars and motorcycles. All fully vaccinated travellers, and non-fully vaccinated children aged 12 and below, are permitted to enter Singapore without the need to undergo border health measures, such as testing and quarantine.

Fully vaccinated travellers and non-fully vaccinated children aged 12 and below will no longer be required to take a pre-departure test (PDT) and unsupervised self-administered Antigen Rapid Test (ART) after arriving in Singapore, nor serve a Stay-Home Notice (SHN). This applies to fully vaccinated Malaysian cargo delivery personnel as well.

Fully vaccinated travellers will not be required to apply for entry approvals such as Vaccinated Travel Pass. They must have valid travel documents, such as their passports and Vehicle Entry Permits 1  (VEP), before arrival at the Checkpoints. Travellers can use the Vaccination Check Portal on the  SafeTravel website  to submit their digital vaccination certificates in advance.

From 1 May 2022, commuters travelling to Johor can either board a taxi at the Queen Street taxi terminal or book one through taxi companies with licensed cross-border taxi drivers. For more information, please refer to  LTA’s press release .

1 Travellers driving foreign-registered cars and motorcycles must apply for a Vehicle Entry Permit (VEP) via VEP Digital Services on LTA’s OneMotoring website. They must also have LTA’s approval email and a valid Autopass card before entering Singapore. Foreign-registered vehicles without a valid VEP, LTA’s approval email and a valid Autopass card will be turned back. To facilitate smoother traffic flow, we will no longer accept applications for VEP or Autopass card at the Checkpoints. For more information, please refer to LTA’s  website .

Planning to cross the causeway? Here's all you need to know about the Singapore-Malaysia land border reopening, from 1 April 2022.

Singapore and Malaysia will reopen their land border from 1 April 2022, allowing fully vaccinated travellers to cross with no testing, quarantine or travel insurance requirement. This covers all modes of travel , including private cars, motorcycles and walking.

Prior to the pandemic, more than 415,000 people crossed the Woodlands Causeway and Tuas Second Link daily, with short trips making up the bulk of movements.

Land travel to Malaysia

Fully vaccinated.

All travellers to Malaysia must be fully vaccinated , as defined by the following table:

For example, someone with 2 doses of Pfizer would be considered fully vaccinated if he/she is aged 18-59 years old, but partially vaccinated if he/she is 60 years or older.

Children aged 17 and below are considered to meet the vaccination requirement, regardless of actual vaccination status. 

MySejahtera app

Travellers to Malaysia must:

  • download the MySejahtera app ( Android | iOS )
  • create an account (when registering, enter the Malaysia  address you’ll be staying at)
  • complete the digital pre-departure form via the “Traveller” icon on MySejahtera
  • verify their COVID-19 vaccination certificate.  

Most of the steps are pretty self-explanatory, except perhaps the last one. Anyone who was vaccinated outside of Malaysia needs to upload and verify their digital vaccination certificate before departure.

This can be done via the MySafeTravel portal , and involves uploading the QR code of your vaccination certificate.

Singapore travellers are only required to upload a single QR code; the instructions say to choose the last EUDCC one on your cert (i.e. Dose 2 for double dosed travellers, Dose 3 for triple dosed travellers). In my case, my “offline QR verification (EU DCC-compatible)” code wasn’t accepted, so in the end I used the one labelled “online QR verification” and it went through just fine.

Once approved, it takes about two days for your MySejahtera app to be updated.

Road Charge

Singapore-registered cars must pay a Road Charge of RM20 (~S$6.45) on entry, but this will be waived until 7 April 2022. From 8 April 2022 onwards, the Road Charge is payable.

This concession is meant to give Singaporeans the opportunity to top up their Touch ‘n Go cards, which may have become inactive during the two years the land border was closed. 

Vehicle Entry Permit

The much-discussed Vehicle Entry Permit (VEP) is theoretically required for all non-Malaysian registered vehicles entering Malaysia, but enforcement has been delayed until further notice. The Malaysian government is urging motorists with Singapore-registered vehicles to register ASAP via this portal.

Registered vehicles will receive an RFID tag (cost: RM10 , excluding delivery and service charges), tied to an Touch ‘n Go e-wallet. This allows them to pay Road Charges seamlessly.

VEP registration is valid for five years starting from the day the VEP RFID tag is activated. 

How is this different from VTL travel?

If you’ve travelled to Malaysia under the VTL-Land previously, here’s the key differences of the new arrangement.

It’s a much simpler process, now that all modes of transport are valid, the travel insurance requirement has been scrapped, and there’s no more pre-departure or on-arrival testing.

Land travel to Singapore

Travellers are considered fully vaccinated if they meet the following conditions at least 2 weeks before arrival in Singapore:

  • Received the full regimen of WHO EUL Vaccines (see below) and met the minimum dose interval period; or
  • Travellers who contracted COVID-19 before being vaccinated must have received at least one dose of any WHO EUL Vaccines (below) at least 28 days from their first diagnosis  of a COVID-19 infection. Travellers must produce acceptable proof of their first positive COVID-19 diagnosis.

Children aged 12 and under in the current calendar year (i.e. those born in 2010 and later, for arrivals in 2022) are treated as fully vaccinated regardless of their actual status. 

A booster dose is currently not required to be considered fully vaccinated.

Travellers vaccinated in Malaysia may upload their digital certificate for COVID-19 vaccination on the MySejahtera app during the SG Arrival Card submission (see below). 

TraceTogether

All travellers to Singapore must download and register for TraceTogether ( Android | iOS ). This is required for checking into venues and displaying your vaccination status, which is necessary to access shopping malls, restaurants and other vaccinated-only venues. 

Travellers who were vaccinated outside Singapore will be granted  temporary vaccinated status lasting about 30 days if they successfully uploaded their digital vaccination certificates as part of their SG Arrival Card (see below) or manually presented their vaccination certificates and the manual immigration counters.

Do note that if you’ve taken 2x Sinovac/Sinopharm doses outside of Singapore, you will still be granted temporary vaccinated status for 30 days, notwithstanding the domestic requirement for vaccination recognition is 3x doses. 

SG Arrival Card

All travellers to Singapore (regardless of nationality) must complete an SG Arrival Card within three days before arrival in Singapore. 

The SG Arrival Card has been simplified, and now features only three sections: 

  • Personal particulars
  • Submission of vaccination proof (not required for those vaccinated in Singapore)
  • Health declaration

Completing the SG Arrival Card is free of charge , if you do it via the official website. Beware of lookalikes out there which charge a fee!

Drivers of foreign-registered vehicles require a valid Autopass card and LTA’s approval email to enter into Singapore, as well as valid road tax and a certificate of insurance for the vehicle. 

Applications can be made via the OneMotoring website. 

Autopass cards can be collected at LTA’s Johor Bahru Service Centre before entering Singapore, and serve as an electronic VEP to record entry, and pay all tolls. Each Autopass card  is tied to a single vehicle , and costs S$10 (with a pre-loaded value of S$4 and a non-refundable cost of S$6). 

VEPs have a validity period of 14 days , starting from the date of entry into Singapore. To extend the stay of the vehicle in Singapore, renewal is required. 

Entry Tolls

The following toll fees are charged for entering and exiting Singapore, and apply to both Singapore and overseas registered vehicles.

Singapore and Malaysia will be reopening their land border from 1 April 2022, with no testing, quarantine or travel insurance required. Travellers may cross the causeway whichever way they wish- even walking!

Reopening of Land Borders between Singapore and Malaysia from 1 April 2022

1. As announced by Prime Minister Lee Hsien Loong and Prime Minister of Malaysia Dato’ Sri Ismail Sabri Yaakob on 24 March 2022, Singapore and Malaysia will reopen our land borders for fully vaccinated travellers, from 31 March 2022, 2359 hours . All fully vaccinated travellers, and non-fully vaccinated children aged 12 and below, are permitted to enter Singapore without the need to undergo border health measures, such as testing and quarantine. 2. In addition to the designated vaccinated travel bus services, fully vaccinated travellers may cross the borders (i.e., Causeway and Second Link) via private vehicles, such as cars and motorcycles. Singapore and Malaysia are also progressively restoring other modes of transport, including cross-border public bus services. 3. Fully vaccinated travellers and non-fully vaccinated children aged 12 and below will no longer be required to take a pre-departure test (PDT) and unsupervised self-administered Antigen Rapid Test (ART) after arriving in Singapore, nor serve a Stay-Home Notice (SHN). This applies to fully vaccinated Malaysian cargo delivery personnel as well.

4. Fully vaccinated travellers will not be required to apply for entry approvals such as Vaccinated Travel Pass 1 . Motorists should ensure that their vehicles comply with the emissions requirements in Singapore.  5. As there might be a surge in travellers looking to cross via the land borders, travellers should expect some traffic congestion at the Checkpoints. Members of the public are advised not to rush to travel if they have no urgent need to do so. This will allow travellers with a more essential need for travel, such as for employment or to reunite with their families, to do so more smoothly as we reopen our borders with Malaysia and take this significant step towards living with COVID-19. Singapore and Malaysia to launch Vaccinated Travel Lane (Land) from 29 November 2021.

Singapore and Malaysia have a long-standing, broad and multi-faceted relationship. Our bilateral trade, investment and tourism ties are robust, and our people share a close affiliation with each other. COVID-19 has disrupted the people-to-people connection and separated families in the two countries for many months.

To further restore the connectivity between the two countries, Singapore and Malaysia will launch a Vaccinated Travel Lane (VTL) across the Causeway from 29 November 2021.

The VTL (Land) will be rolled out in a safe and calibrated manner. In the first phase, travellers will travel on designated VTL buses. Travellers have to be citizens, permanent residents or long-term pass holders of the country that they are entering 1 . This is to give priority for those who have been working in either country, to visit their families.

Singapore and Malaysia aim to progressively expand the VTL (Land) to include more travellers, including general travellers, taking into account the public health situation. Subsequently we will also work towards restoring travel through Tuas Second Link. Together with the VTL between Changi Airport and Kuala Lumpur International Airport (KLIA), this will enhance the close socio-economic ties between our countries and people.

Prime Minister, Mr Lee Hsien Loong, said, “Malaysia is Singapore’s closest neighbour and the two countries share deep and warm relations. The Causeway was one of the busiest land borders in the world before the COVID-19 pandemic disrupted our cross-border activities. The launch of the VTL (Land) is a big step towards reconnecting our people and economies, and will further enhance our bilateral relationship.”

Minister for Trade and Industry, Mr Gan Kim Yong, said, “We understand that many workers from both Singapore and Malaysia have not been able to see their families for many months. The launch of the VTLs between Singapore and Malaysia will enable them to travel home to reunite with their families. We are starting the VTL (Land) in a safe and calibrated manner, so that we can progress smoothly. We seek the understanding of workers who may not be able to purchase a bus ticket to travel home immediately due to limited capacity in the initial phase of the launch. We will continue to work with Malaysia to expand the VTL (Land) arrangement to more travellers in the coming weeks.”

Key Facts on Vaccinated Travel Lane (Land) Between Singapore and Malaysia

All travellers entering Singapore under the Vaccinated Travel Lane (VTL)(Land) must comply with the prevailing requirements listed below.

Eligibility of Travellers

Only the following groups of travellers will be allowed to enter Singapore under the VTL (Land) arrangement.

Traveller must be a Singapore Citizen, Singapore Permanent Resident, or a holder of a Singapore-issued Long-Term Pass (i.e. Work Permit, Employment Pass, Student’s Pass, or Long-Term Visit Pass).

In-Principle Approval Holders of a Singapore-issued Long-Term Pass and Foreign Short Term Visitors are not eligible to travel under the VTL (Land) arrangement currently. These travellers may wish to consider other Safe Travel Lanes for entry into Singapore.

Travel History

Travellers must have remained in Malaysia, any other VTL or Category I country/region as recognised by the Government of Singapore 2 , and/or Singapore in the last 14 consecutive days before arrival in Singapore.

Travellers must test negative in a valid pre-departure COVID-19 Antigen Rapid Test (ART) 3 or Polymerase Chain Reaction (PCR), within 2 calendar days before departure for Singapore, taken at a laboratory or centre that is accredited or recognised by the Malaysia Ministry of Health 4 .

Children aged 2 years and below in the calendar year 5 are not required to undergo these tests.

Vaccination

All VTL travellers must have been fully vaccinated 6 and present a digital proof of vaccination that is recognised by the Singapore authorities 7 , issued in any VTL country 8 or Singapore. This is necessary to guard against forgery and verify that the certificate is issued by a trusted issuer and belongs to the VTL traveller.

Unvaccinated travellers who are aged 12 and below in this calendar year can travel to Singapore via the VTL (Land) if accompanied by a fully vaccinated VTL traveller.

Singapore Citizens, Permanent Residents and Long-Term Pass Holders who have been vaccinated overseas (i.e. issued with foreign digital vaccination certificate outside of Singapore) are reminded to upload their vaccination certificate in the electronic health declaration card via the electronic SG Arrival Card, prior to arriving in Singapore.

Designated Bus Services

Travellers on VTL (Land) must arrive by designated VTL (Land) bus services. Travellers who arrive via other means (e.g. private transport or walking across the Causeway, etc.) will be subjected to prevailing border control measures, which include serving a 7-day Stay-Home Notice.

Designated bus services entering Singapore via the Causeway:

Transtar Travel Pte Ltd: Depart from Larkin Sentral Bus Terminal in Johor Bahru, Malaysia. Arrive at Woodlands Temporary Bus Interchange (WTBI) in Singapore

Handal Indah Sdn. Bhd. (also known as Causeway Link): Depart from Larkin Sentral Bus Terminal in Johor Bahru, Malaysia. Arrive at Queen Street Terminal (QST) in Singapore.

Transtar Travel will operate 32 daily designated trips (i.e. 16 trips from Malaysia to Singapore and 16 trips from Singapore to Malaysia) between Woodlands Temporary Bus Interchange in Singapore and Larkin Sentral Bus Terminal in Johor Bahru. Handal Indah will similarly operate 32 daily trips between Larkin Sentral Bus Terminal in Johor Bahru and Queen Street Terminal in Singapore. The maximum capacity for each VTL-Land designated bus is 45 fully seated passengers per trip.

Bus ticket will go on sale on 25 November 2021 at 0800 hours . Tickets will be released for sale 30 days ahead. Travellers are also required to purchase their bus tickets at least 3 days prior to the date of departure. The websites of the appointed bus operators are:

Submission on SG Arrival Card

All travellers are required to submit the SG Arrival Card with Electronic Health Declaration via the ICA website ( https://go.gov.sg/sgarrivalcard ) or through the SG Arrival Card mobile application that can be downloaded for free from either the App Store (iOS) or Google Play (Android).

This must be done 3 calendar days prior to their arrival in Singapore.

The SG Arrival Card replaces the paper disembarkation/embarkation card (also commonly referred to as the “white card”) which has been discontinued since 27 March 2020 and is no longer accepted at the checkpoints.

The SG Arrival Card is a free service. The ICA does not support or endorse service providers providing paid services for the submission of the SG Arrival Card.

Travellers should purchase their bus tickets and have the necessary documents ready, before they depart for Singapore. Document verification will be conducted prior to boarding of the designated buses. A detailed list of the documents required for the respective traveller group, is as follows:

No testing or quarantine: Those vaccinated can travel by land between S'pore and Malaysia from April 1

SINGAPORE - From April 1, those who are fully vaccinated will be able to travel freely between Singapore and Malaysia by land, including by driving, without testing or quarantine, in a highly anticipated move that is set to kick-start short trips between the neighbouring countries. 

On Thursday (March 24), Singapore and Malaysia jointly said that there will no longer be any need for pre-departure or on-arrival tests. 

There will also no longer be any caps on the number of daily overland travellers - a major step up from the current arrangement where only about 4,000 people are allowed to travel on designated vaccinated travel lane (VTL) buses daily. 

The new arrangement will apply to all categories of travellers and all modes of transport via the land border, including cross-border public bus services like service 170 that are being progressively restored. 

All travellers must have valid travel documents like their passports and vehicle entry permits (VEP). Those crossing the Causeway - including Singapore citizens, permanent residents and long-term pass holders - must also complete their SG Arrival Card within three days before arriving at the checkpoints. 

“Singapore and Malaysia enjoy deep, warm and multifaceted relations, as well as strong people-to-people ties. Today’s announcement is a significant milestone in our transition towards living with Covid-19,” said Prime Minister Lee Hsien Loong. 

“It reflects the strong collaboration both sides have enjoyed throughout the pandemic and will help both countries emerge stronger from this crisis.”

Malaysian Prime Minister Ismail Sabri Yaakob noted that the opening will coincide with Malaysia’s opening of its borders to international travellers on April 1.

He added: “This will certainly contribute to the recovery efforts with positive impacts on the economies and livelihood of the peoples of both countries.”

The relaxing of curbs over movement between the two countries has been in discussion for a while , and it became more likely as the Omicron wave came down from its peak and as evidence emerged that it was less lethal. 

The easing of Singapore-Malaysia border restrictions effectively returns movement between the two countries to much like it was before the pandemic, when 415,000 people crossed the Woodlands Causeway and Tuas Second Link daily.

This should give people who work across the border more confidence in returning to their jobs, say observers. Families that had been separated will no longer have to worry about scrambling for bus tickets to see one another.

It is also both countries’ hope that their tourism sectors will be given a much-needed boost. 

Before the pandemic, Malaysian tourists were the seventh-biggest spenders in Singapore, just behind the United States and Japan and ahead of South Korea.

Among tourists in Malaysia, Singaporeans spent the most there - about $6.59 billion in 2019.

The Ministry of Trade and Industry urged people not to rush to travel “if they have no urgent need to do so”.

“As there might be a surge in travellers looking to cross the land borders, travellers should expect some traffic congestion at the checkpoints,” it said. 

It added that non-fully vaccinated children aged 12 and below will also no longer have to take pre-departure and on arrival tests or serve a stay-home notice.

The Land Transport Authority (LTA) said foreign-registered vehicles entering Singapore can, from March 31, apply online for their mandatory vehicle entry permits and Autopass cards to pay tolls. They can do this via VEP Digital Services on LTA’s OneMotoring website. 

People will not be able to apply for these at Singapore’s land checkpoints, and those who do not have either will be turned back to Malaysia. 

“Travellers are advised to plan at least two weeks ahead of their intended travel dates to allow sufficient time for VEP application and approval,” LTA said.

There are currently 40,000 foreign-registered vehicles that have valid VEPs to Singapore. The permits are valid for 14 days but are renewable. 

Associate Professor Walter Theseira of the Singapore University of Social Sciences said Singapore and Malaysia are critical markets for each other and that it is unlikely that either tourism industry will be able to recover without restoring pre-pandemic travel.

“It’s absolutely crucial for the day-to-day operation of our economy, as many of our supply chains for manufacturing, construction and consumer goods go through Malaysia,” he said. 

“But the personal travel links are also vital, not just for tourism, but also for trade in services and business.

"Many Singapore-based firms have operations in Malaysia and used to depend on Singapore-based staff being able to routinely visit the Malaysia side.”

UOB economist Barnabas Gan said the land link is particularly important as it is still the most accessible way for people to travel between Singapore and Malaysia.

“The further relaxation of travel restrictions will likely facilitate tourism demand for both economies and, more importantly, rebuild the economic linkages for both economies to grow and expand, especially during the endemic Covid-19 period,” he said.

Speaking in Malaysia at the National Institutes of Health, Health Minister Ong Ye Kung said he and his Malaysian counterpart Khairy Jamaluddin will continue to update each other on the Covid-19 situation in both countries. 

“Malaysia has done very well with its vaccination roll-out and preparing the country for the endemic phase, and I look forward to both our countries emerging stronger from the pandemic,” he said.

Starting 1 April 2022 , Singapore and Malaysia will allow all fully-vaccinated travellers to cross the land border without undergoing quarantine on arrival , as well as drop all COVID-19 testing (including both pre-departure and on-arrival testing). This move has been agreed by Malaysia's Prime Minister Datuk Seri Minister Ismail Sabri Yaakob, and Singapore's Prime Minister Lee Hsien Loong on 24 March 2022.

Malaysia's Ministry of International Trade and Industry (MITI) has, on that note, has released a list of frequently asked questions (FAQs) that travellers who are entering Malaysia can take note of. It covers various aspects of the vaccinated travel across the land borders - from a traveller's vaccination status, to a traveller's mode of land transport - and they are as follows:

Q Who are the eligible travellers under the Malaysia-Singapore vaccinated travel?

Fully-vaccinated travellers with COVID-19 vaccines recognised by Malaysia's Ministry of Health (MOH)

Fully-vaccinated travellers who are also short-term visitors from other countries for all purposes of travel.

Q How are you deemed eligible to be fully-vaccinated?

For individuals who are aged 18 to 59 , any one of the following scenarios are applicable:

vaccinated with Sinovac - two doses (partially vaccinated); three doses (fully-vaccinated)

vaccinated with Sinopharm - two doses (partially vaccinated); three doses (fully-vaccinated)

vaccinated with Pfizer / Moderna / AstraZeneca / Covaxin / Covishield / Novavax / Sputnik V - two doses (fully-vaccinated); three doses ('boostered')

vaccinated with CanSino/Janssen/Sputnik Light - two doses (fully-vaccinated); three doses ('boostered')

For individuals who are aged 60 and above , any one of the following scenarios are applicable:

Children who are aged 12 and below will qualify for quarantine-free travel under the vaccinated travel into Malaysia without the need to show proof of vaccination;

Travellers are encouraged to use facilities such as EZ-Link or Touch 'n Go Motoring Card for swift movement across the border, and

Travellers entering Malaysia are required to download, register, and activate the MySejahtera app.

Q What are the categories of vehicles allowed under the vaccinated land travel?

Vaccinated-travel bus services operated by Malaysia and/or Singapore bus operators;

All public transport/services vehicles including chartered factory buses, cross-border bus services, employee buses, tour/express buses and taxi;

All private motor cars and motorcycles, and

Pedestrians are permitted to walk across the causeway.

SINGAPORE - Quarantine-free travel across the Causeway began under the land vaccinated travel lane (VTL) on Monday (Nov 29).

Only citizens, permanent residents and long-term pass holders of the country travellers are entering can use the land VTL for now.

The Straits Times looks at what documentation and protocols are needed when travelling to Malaysia from Singapore under the land VTL.

Q: What do I need to do to travel from Singapore to Malaysia via the land VTL?

A: Travellers need to have a bus ticket that displays their name as is on their passport, as well as the correct date and time of their trip.

They should also register at least seven days before their travel date for a vaccinated travel pass on the MySafeTravel portal and upload their Covid-19 vaccination proof. People vaccinated in Singapore can get this proof by downloading a Vaccination HealthCert using the Notarise portal.

Passengers will need to take a polymerase chain reaction (PCR) test or a professionally administered antigen rapid (ART) test within 48 hours of departure. Children aged two and below - based on calendar year - are exempt from the pre-departure test.

There will be no more quotas on the number of daily arrivals and no entry approvals will be needed for vaccinated travellers.

All vaccinated travellers can enter without quarantine

Travellers who have taken a PCR test in Singapore for overseas travel will receive a digital test result certificate.

Those who do not receive the digital test result certificate or have taken a professionally administered ART test can request a physical certificate from the clinic. They have to digitally authenticate their test results with the clinic or via the Notarise website.

At the bus terminals in Singapore, travellers will need to show a valid pre-departure Covid-19 test, bus ticket, vaccination certificate and a copy of their long-term pass, if applicable.

Those who are vaccinated in Singapore can display their vaccination status using the Notarise online portal, HealthHub or TraceTogether apps.

Travellers must have passports with more than six months of validity. The passport must prove that the traveller has remained in Singapore for 14 days in a row before departing for Malaysia.

They should also download the MySejahtera app developed by the government of Malaysia that is used to monitor the Covid-19 outbreak there.

Proof of travel insurance is optional for now under the land VTL but will be required in the future when applications open to short-term travellers.

Q: Can I use an approved travel pass for the air VTL to travel under the land VTL to Malaysia?

A: No. Travellers who present a vaccinated travel pass applied for under the air VTL to fly to Malaysia will be denied boarding by the bus operator. They will need to make a new application.

Q: Do I need to buy a bus ticket for my child, if he is 12 years old or younger?

A: Yes, children must have their own bus tickets. They do not need vaccination certificates but are required to be accompanied by a vaccinated adult under the VTL.

Q: Can I transfer my bus ticket to someone else?

A: No. Bus tickets cannot be transferred or refunded.

One of the two bus operators, Transtar Travel, also does not allow travellers to update their passport details after purchasing their tickets. Those who fail to enter their details correctly at the point of entry will be denied entry.

The other bus operator, Handal Indah, allows passengers to update personal details keyed in wrongly such as passport expiry date and passport number by e-mailing [email protected]

Travellers can purchase their bus tickets only online.

Q What are the additional transport requirements to enter Malaysia via private transport?

  • All Singapore-registered private vehicles are required to pay a road charge (RM20 per entry) upon entry into Malaysia. Road charge is only exempted from 1 to 7 April 2022 .
  • Registered and installed vehicles with vehicle entry permit (VEP) RFID tag can pay the road charge through the Touch 'n Go e-wallet.
  • Vehicles that are yet to install the VEP RFID tag can pay the road charge through the Touch 'n Go physical card.
  • Travellers are to ensure the Touch 'n Go card is valid and has sufficient balance at the time of use.
  • All Singapore-registered private vehicles are required to apply/register for a vehicle entry permit (VEP). Pre-registration can be done online here .
  • All successful applicants will have the VEP RFID tag installed on their vehicle.

Public Health Advisory

Travellers should refer to the ICA website for the latest information on travelling to/from or transiting through Singapore. Entry and Exit

Visa Requirements

Singaporeans do not require a visa to enter Malaysia for up to 30 days. However, for onward travel from Malaysia to a third country, Singaporeans may be required to hold a valid visa. It is thus advisable to obtain a visa for onward travel, if necessary, before the start of your journey. Applying for a visa en-route to your destination in Malaysia or at the country you intend to visit may be difficult.

Malaysia Digital Arrival Card (MDAC)

The Immigration Department of Malaysia requires foreign nationals to complete the Malaysia Digital Arrival Card (MDAC) prior to their arrival in Malaysia. However, Singapore Passport holders are exempt from this requirement at all entry points. Singaporeans who intend to enrol their fingerprints for access to automated immigration clearance via the e-gates on subsequent entry should submit the MDAC three days prior to their arrival in Malaysia.

Malaysia Automated Clearance System (MACS)

Singaporeans who have applied for use of the Malaysia Automated Clearance System (MACS) are reminded that the facility is only available at land checkpoints at Johor (Bangunan Sultan Iskandar and Kompleks Sultan Abu Bakar). MACS is meant to facilitate faster immigration clearance for exit from/entry into Johor and cannot be used as a transit facility for onward flights out of Malaysia.

General Immigration Matters

  • Singapore passports must be valid for more than 6 months at the time of entry.
  • When you enter or depart Malaysia, check that your passport is stamped before leaving the immigration booth.
  • Do not pass the immigration booths that are unattended. You should not enter or leave Malaysia without having your travel documents processed by a Malaysian immigration officer and ensuring that your passport is stamped correctly.
  • If you are entering Malaysia for internship or employment purpose, please ensure that the proper approval is obtained from the Malaysian immigration authorities prior to your arrival. Please approach the Malaysian High Commission in Singapore ( https://www.kln.gov.my/web/sgp_singapore/home ), Immigration Department of Malaysia (JIM) ( https://www.imi.gov.my ), and JIM’s Expatriate Services Division ( https://esd.imi.gov.my/portal ) for information or clarification on the relevant passes and entry requirements.
  • Please ensure your passport is in good condition. Passports with signs of damage (i.e. tear, water damage) may not be accepted for entry into Malaysia.

Loss of Passport

  • If your Singapore passport is lost or stolen when you are in Malaysia, make a police report immediately at the nearest local police station.
  • Report the loss  online via ICA e-Services immediately, if you have a valid Singpass account.
  • After reporting the loss, ICA e-Services will prompt you to apply and pay for a temporary travel document, known as a Document of Identity (DOI).
  • Once the online application is approved and ready for collection, the Singapore High Commission in Kuala Lumpur or Consulate-General in Johor Bahru, depending on your selection, will contact you for collection.
  • If you do  not  have a valid Singpass account, you should bring the police report and two passport-sized photographs to the Singapore High Commission in Kuala Lumpur or Consulate-General in Johor Bahru to apply, pay, and obtain the DOI.
  • The DOI, which is chargeable, is only valid for one-way travel back to Singapore.
  • As there are some administrative procedures involved in issuing a DOI, our offices may not be able to issue the document immediately and you may have to extend your stay in Malaysia.
  • For exiting Malaysia with a DOI, you may be required to apply for a special pass from the Malaysian Immigration Headquarters nearest to your point of departure.
  • You can apply for a new passport after you have returned to Singapore.

Customs Requirements

  • All visitors to Malaysia are required to declare dutiable goods at the customs. There are currency exchange control restrictions on bringing large amounts of Malaysian ringgit or foreign currencies into or out of the country. Safety and Security

Take general precautions to ensure your personal security in Malaysia such as:

  • Carry your personal belongings on the side away from the street.
  • Do not carry too much cash or display expensive jewellery or accessories (such as watches or bags) on your person.
  • Do not leave your belongings unattended when in crowded public places.
  • Ensure that you have your travel documents (i.e. passport) on your person at all times.
  • Do not leave important documents (like passport) or valuables in plain sight in your car. All loose electronic items, bags or belongings should be stowed away, out of sight.
  • Avoid isolated, unfamiliar places and places with a high known incidence of crime especially at night and if alone. Opt for well-lit and well-travelled areas which will be safer and reduce the risk of being a victim of crime.
  • There have been occasional reports of alleged scams, robbery and rape incidents involving public transport providers as well as Grab and Uber in Malaysia. Hence, it is important to exercise the usual precautions and common sense when taking public/shared transportation.
  • Exercise caution and prudence at all times and avoid large gatherings and demonstrations. Monitor media reports closely or check with the Singapore High Commission in Kuala Lumpur or Consulate-General in Johor Bahru on the situation.

Travel Funds & Valuables:

  • In Malaysia, major credit cards such as Visa and Mastercard are accepted by local established retailers. Avoid carrying too much cash.
  • If money and valuables are stolen or lost, make a police report at the nearest police station.
  • In an emergency, you can arrange for funds to be remitted to you by your family or friends through a bank. Emergency funds can also be remitted to you via the Singapore High Commission in Kuala Lumpur or Consulate-General in Johor Bahru; if your family or friends deposit funds with the Singapore Ministry of Foreign Affairs, Consular Directorate.

Malaysia imposes severe penalties including death for possession or trafficking of even small amount of illegal drugs. Do not convey or transport any parcel, especially across the border when asked by a stranger. Should such parcels contain illegal drugs, you risk being found guilty of the possession, smuggling or trafficking of drugs. You should also never leave your belongings unattended or under the “care” of any stranger.

Additional information

Driving of Foreign-registered Vehicle in Malaysia:

  • Consider applying for the International Driving Permit (IDP) for driving in Malaysia. The IDP is recognised worldwide and is also a useful form of identification.
  • Singaporeans in Malaysia who hold a long-term stay visa for employment or residency must obtain a Malaysia driving licence if they want to drive in Malaysia. Those who possess a valid foreign driving licence may contact the Road Transport Department of Malaysia (JPJ) to seek full information on the procedures in driving licence conversion.

Hospitalisation and Death:

  • In the case of an accident or medical emergency, call 999. Any injured or sick persons are usually brought to the nearest state hospital.  A medical transfer to Singapore by ambulance is possible. However, the superintending doctor in the Malaysian hospital as well as the receiving hospital in Singapore will need to consent to the transfer. The cost of medical transfer is to be borne by the individual/medical insurance. The High Commission in Kuala Lumpur or the Consulate-General in Johor Bahru can provide a list of service providers for such medical transfers.
  • In the event of the death of a Singaporean, specific approval from the local authorities (like hospital and/or police) is required before the remains can be claimed for repatriation or cremation. An undertaker can be appointed to assist in this and to obtain all other necessary related documentation.

Advisory: Email Scams

There have been reports of individuals receiving scam emails/messages purportedly sent from friends in distress overseas. These emails/messages typically originate from an email address/social media known to the receiver bearing claims of the sender getting into trouble overseas and urgently requesting financial assistance. The sender would also claim to have approached a Singapore Embassy/Consulate and the local Police for help to no avail.

Passport-free travel in Singapore is here — but only for certain travelers

  • From Tuesday, people traveling via car between Singapore and Malaysia can show self-generated QR codes rather than handing over their passports at two checkpoints.
  • Authorities estimate the new procedure will reduce immigration processing time by more than 30%.

Singapore made global headlines last year when the government announced that biometric processing will replace travel document verifications at Changi Airport in the first half of 2024.

But the city-state is going "passport-free" in another area: its land border with Malaysia.

From Tuesday, people traveling by car between Singapore and Malaysia can show self-generated QR codes rather than handing over their passports at two checkpoints.

The new rule , which applies to those traveling via the country's Woodlands and Tuas checkpoints, will expedite immigration clearance "without compromising on security," according to Singapore's Immigration & Checkpoints Authority.

Who is eligible

Singapore residents and foreign travelers can generate QR codes via the government's MyICA mobile app. Group codes for up to 10 people can be generated for passengers traveling in the same car too.

Like before, travelers are then subject to a face-to-face check by immigration officers.

However, the QR-code clearance is not available to two groups of travelers: those entering Singapore for the first time and those using a different passport from previous visits.

The new procedure is expected to reduce immigration processing time by more than 30% — saving around 20 seconds for cars traveling with four passengers and up to one minute for cars with 10 people, according to authorities.

One of world's busiest border crossings

The checkpoint linking the Malaysian city of Johor Bahru to Woodlands in Singapore is one of the busiest international border crossings in the world.

From March 7 to 10, more than 1.8 million travelers crossed Singapore's two checkpoints that link the island with Malaysia, according to its Immigration & Checkpoints Authority.

On March 8 — the Friday preceding a week-long break for Singapore public schools — a record-breaking 495,000 people crossed the Woodlands and Tuas checkpoints, exceeding the 485,000 travelers recorded on August 2019, it said.

Singapore plans to roll out the QR code clearance to more travelers crossing checkpoints via other modes of transport at a later date.   

Part of a larger push

The QR clearance program is part of a larger push to modernize border control and security procedures in the city-state to manage higher traveler volume amid the crunch of its aging workforce.

Changi Airport's "passport-free" immigration clearance, which is based on biometric verification, is undergoing trials, a representative of Changi Airport Group told CNBC Travel.

A launch date for this program has not been released.

Passport-free travel is underway in Singapore.

JOHOR BAHRU: Under a pilot initiative launching in June, Malaysians travelling to Singapore on factory buses will be able to clear immigration through QR codes at both of Johor’s land checkpoints. 

The scheme, spearheaded by Malaysia’s Ministry of Home Affairs, follows the successful response to the Singapore Immigration and Checkpoints Authority (ICA)’s move to roll out a QR code initiative on Mar 19 for those travelling by car on its side of the land border. 

Singapore’s rollout has garnered positive feedback from commuters and this has led to increased calls from Johorean travellers and businesses for the Malaysia government to launch a similar initiative. 

When contacted on Tuesday night (Apr 23), Johor’s Works, Transportation and Infrastructure committee chairman Mohamad Fazli Mohamad Salleh told CNA that the pilot will apply to Malaysian citizens who travel to Singapore onboard “bas kilangs” or factory buses. He stressed that travellers with Singapore passports are not yet included in this pilot initiative.  

Mr Fazli said these travellers will be able to use QR code clearance at both Bangunan Sultan Iskandar and Kompleks Sultan Abu Bakar, the immigration complexes linked to the Johor-Singapore Causeway and Tuas Second Link respectively. 

“The pilot test initiative involves only Malaysians who pass through on board bas kilangs,” said Mr Fazli. 

“These travellers are still required to bring their passports because at this point the QR code systems for both Malaysia and Singapore function differently and are not yet integrated,” he added.

Factory buses are Malaysian-registered vehicles which transport workers between Johor Bahru and industrial areas in Singapore. Local media estimate that around 500 of such buses pass through the land checkpoints each day. 

Mr Fazli further explained that for this pilot, immigration officers will board the factory buses with handheld scanners at the checkpoints. 

The officers will then scan the QR codes for each individual traveller. He said that the QR codes are generated by an application on their mobile phone. 

Mr Fazli added that the Ministry of Home Affairs as well as the Immigration Department will make further announcements to confirm the details of the implementation of the QR code system.

He said that the overall plan is to “widen the scope of travellers” who will be able to use the QR code system.

Following Singapore’s roll out of its QR code system in March, travellers have reported positive feedback , with some outlining that the system has shaved up to 30 minutes off their journey time as it eases congestion on the Singapore side of the borders. 

Johoreans and businesses have also urged the Malaysia government to reciprocate with a similar system, in line with plans for passport-free clearance in the proposed Johor-Singapore Special Economic Zone (SEZ). 

In January, both countries signed a memorandum of understanding (MOU)  to develop a framework for a legally binding agreement on the SEZ. A key part of the MOU was exploring passport-free clearance on both sides of the border, and Singapore unilaterally introduced its system in March. 

Immigration experts previously told CNA that passport-free travel at the Johor-Singapore border - one of the world’s busiest land crossings - would be a gamechanger to boost economic cooperation between the two countries. 

Passport-free travel has been implemented in other parts of the world. For instance, the Schengen area in Europe permits travellers to cross country borders without the need for passport checks. 

This includes countries such as Germany, Belgium, France and the Netherlands. 

The United Arab Emirates is also set to implement facial recognition at its borders and remove the need to produce a passport at the port of entry. 

FACTORY BUS PASSENGERS LAUD MOVE, HOPE MALAYSIA'S QR CODE SYSTEM WILL NOT HAVE GLITCHES 

Malaysians who travel to Singapore via these factory buses told CNA that they welcomed the move to implement QR code immigration clearance on the Johor side of the border as it could decrease travel time and ensure smoother journeys. 

Mr Meshach Raven Kelvin Suraj, who works as an aircraft engineer at Changi Airport, told CNA he typically takes 90 minutes to travel one way but he hopes that with the implementation of the QR code, this may be reduced to an hour.

"From June, we would not even need to disembark the bus and travel up and down escalators to clear immigration. We just need to sit and wait for the officers to come to us. That saves us time and energy," said Mr Meshach Raven.

"I hope that the initiative will reduce traffic jam at the Causeway and make all our lives easier," he added. 

Mr Xi Heng Ching, who boards the factory bus to travel to and from his workplace in Singapore's Clarke Quay, told CNA that it was a relief that the Malaysia government has implemented the QR code initiative.

"When we read that Singapore had implemented it for drivers, we were wondering when it would be offered to us passengers. Thank you, Malaysia government for thinking of us," added Mr Xi. 

"Others who have tried the Singapore QR code clearance had good things to say. We hope that Malaysia can also have smooth (implementation) of the system," said the food and beverage executive. 

Mdm Nurafiza Nordin, a representative of the firm Best Driver Transport & Travel which offers factory bus services for Malaysian workers commuting to Singapore, told CNA that the company has not received any directive from the federal government on how the initiative will be implemented. 

"We hope they will reach out soon so that we can let our passengers know what application to download and how to generate the QR code for themselves," said Mdm Nurafiza.

She also expressed hope that the initiative will be rolled out smoothly so that it will allow bus companies to increase the rate at which they transport workers across the border. 

"We don't know how this QR code system will be like. If they implement it but it's not executed properly, there's no point. It will actually worsen congestion and cause bottlenecks," she added.
