The beautiful seaside and harbour town of Weymouth is situated on a sheltered bay at the mouth of the River Wey in Dorset, England. The history of Weymouth can be traced back to the 12th century when it was granted a charter by King Henry I, making it a free port.

In 1539, King Henry VIII offered the town as a wedding present to his daughter, Catherine Parr. The town’s connection with royalty continued into the 16th century when it was frequented by King Charles I and his queen, Henrietta Maria.

During the 18th century, George III spent many holidays in Weymouth, most famously during 1789 when he suffered from an illness now known as porphyria.

The Isle of Portland, which is only a few miles away, produces the sombre white-grey limestone that has been used for numerous famous monuments all over the world, including St. Paul’s Cathedral and the United Nations Building.

Chesil Beach is a long, shingle beach in Dorset that stretches for 18 miles from West Bay to Portland. It’s one of the most popular beaches on the Jurassic Coast to escape the hustle and bustle of town with its crystal clear turquoise waters.

The beach is made up of pebbles of different sizes, which have been sorted by the tide over time. The beach is a natural defence against erosion and has protected the coastline from storms for centuries.

Its lack of development leaves this beach feeling more wild and natural, with parts of the beach as 100m wide at places. Chert, flint and quartzite pebbles make it difficult to walk along after a while but you can enjoy the views from the coastal path that runs along the rear.

It’s a great place to enjoy a seaside walk, with Chesil Beach acting as a natural defence from the exposed elements crashing in. This also means swimming can be challenging, so it’s recommended to swim width ways, close to the shore to avoid the strong rip currents lurking below.

If you don’t fancy dipping your toes in, then keep an eye out for marine life that often frequents this huge stretch of beach. Expect jellyfish, grey seals and even basking sharks and dolphins if you’re lucky.

4. Nothe Fort

Weymouth’s Nothe Fort has a long and complex history, dating all the way back to the early 19th century. Construction on the fort was completed in the 1860s, and it was initially used as a base for coastal defences during the Crimean War to protect the Naval Harbour at Portland.

It served as an active military base until the Second World War, with two tiers of gun emplacements, and armed with 64 guns.

In 1955, the fort was sold to a private company, and it was turned into a tourist attraction. Today, the fort is a thriving attraction in Weymouth, providing visitors with stunning views of Weymouth Bay.

Visitors can explore the fort’s many rooms, tunnels and chambers, where you can learn all about the history of the fort through the many exhibitions. Then climb to the top to enjoy panoramic views of Weymouth Harbour and beyond.

Portland Castle is a 16th-century artillery fort, situated on the Isle of Portland in Weymouth. The castle was built during the reign of King Henry VIII as part of his Device Forts programme to protect England from invasion by France or the Holy Roman Empire.

The castle has a fascinating history, and you can explore the many rooms, chambers and tunnels that make up this huge castle.

Situated on the Isle of Portland, the Portland Plateau Nature Park is one of the best places to go for a hike in Weymouth. The nature park forms a section of the South West Coast Path that stretches the 630-mile passageway from Minehead in Somerset to Poole Harbour in Dorset, close by to Weymouth.

The Portland Plateau Nature Park covers an area of over 100 acres and is made up of chalk grassland, heathland and woodlands. You can follow the well-marked trail taking you through all of the different habitats in the park.

With a handful of interesting side trips, make sure you check out the Tout Quarry Nature Reserve and Sculpture Park with are all short deviations from the trail. There is also the King Quarry Nature Reserve and the Verne High Angle Battery with its gun stationings from the 19th century.

If you’re lucky, you might even spot some of the local wildlife on your walk, including the red-listed Dartford warbler and the rare silver-studded blue butterfly.

7. Portland Bill Lighthouse

The Portland Bill Lighthouse is situated on the most southerly point of the Isle of Portland and has been an important landmark for sailors for centuries.

The first lighthouse was built on this site in 1616, and it has since been rebuilt and expanded a number of times. The current lighthouse dates back to 1906 and stands at a towering 80ft tall.

The lighthouse is open to the public, and you can explore the engine room, which houses the original steam-powered foghorn that was used to warn sailors of impending danger. You can also climb up to the top of the lighthouse for stunning views out over Weymouth Bay.

8. SandWorld Sand Sculpture Park

The family-friendly Weymouth SandWorld International Sand Sculpture Park displays sand sculptures created from Weymouth’s most prominent natural asset – the fine, golden sand.

Some of the sculptures at this indoor and outdoor canopy-covered park are as tall as double-decker buses. The sculptures are all produced of sand and water by World Class Sand Artists, who carved them from compacted damp sand by hand.

Outside, under a canopy cover of this seaside town, the giant sandpit offers everyone the chance to have a go themselves having been inspired by what they have seen.

There is an under 5s section with sit-in buggies, wendy houses, and all the buckets and shovels your little ones could desire.

It’s definitely something a little bit quirky to do during your visit to Dorset, and one of the best things to do in Weymouth for families with younger children.

9. Sandsfoot Castle

Sandsfoot Castle is a ruined castle located just west of Weymouth town centre and is one of the best things to see in Weymouth if you’re interested in English history overlooking Portland Harbour.

The castle was built in 1539 by King Henry VIII as part of his chain of coastal defences known as the Device Forts, and it was later expanded in the 17th century.

The castle was used as a garrison during the English Civil War, and it was eventually abandoned in the 18th century, as the cliff it was built on began to crumble away and the stone was reused for other important buildings.

The castle is now managed by English Heritage, and you can explore the ruins and learn about its fascinating history.

Naturally, the place also comes with fantastic ocean views, much like a lot of these ancient landmarks within the Portland area and around the Rodwell Trail. Make sure you check out Sandsfoot Beach whilst you’re in the area too.

10. Greenhill Gardens

Weymouth’s seaside boasts of more than just a sandy beach and brilliant turquoise waters. The Greenhill Gardens is an award-winning garden made up of brightly coloured borders, meandering pathways, and a floral clock just waiting to be discovered.

The gardens, which are located just on Weymouth Beach, slope down from the beach and walkway, providing some of the best views over Weymouth Bay.

Greenhill Gardens are also some to a number of different activities including an 18-hole putting green, tennis courts and bowling green. And if you’re a fan of green space, make sure you check out Alexandra Gardens nearby as well.

Enjoy a peaceful walk through the vibrant floral gardens, grab a drink at Pebbles Cafe at the far end of the gardens and sit back and enjoy the magnificent views across Weymouth Bay.

11. Weymouth Sea Life

The Weymouth Sea Life Centre is one of the best things to do in Weymouth if you’re travelling with kids. The international chain of Sea Life in Weymouth is home to a wide variety of marine life, including sharks, turtles, stingrays, and penguins.

You can learn all about the different creatures that call the park home through educational talks and feeding demonstrations. You can even get up close and personal with some of the animals during a behind-the-scenes tour.

The Weymouth Sea Life Park is also home to an indoor soft play area and an outdoor adventure playground and has pirate-themed mini golf which always seems to prove a hit with the little ones.

12. RSPB Radipole Lake Reserve

Radipole Lake is located just south of Weymouth town centre, and it’s a great place to see some of the local wildlife. The RSPB Radipole Lake Reserve is made up of wetland habitats, including reedbeds, meadows, and woodlands.

The Weymouth wetlands reserve is home to a wide variety of birds, including bitterns, kingfishers, and reed warblers. You can also spot otters, water voles, and even bats if you’re lucky.

There are a number of different walking trails that you can follow around the reserve, and there’s also a visitor centre where you can learn more about the wildlife that calls Radipole Lake home.

Insider Tip – The best time to visit the reserve is during the winter months when the migrating birds are in town.

13. Portland Museum

The Portland Museum is a great place to learn about the history of the Isle of Portland. The museum is located in an 18th-century townhouse, and it has a wide variety of exhibits on the island’s history, from its geology to its quarrying industry.

14. Fossil Hunting In Weymouth

The Jurassic Coast is a World Heritage Site that stretches from East Devon to Dorset, and it’s well-known for its fossil-rich beaches. So, if you’re looking for unusual things to do in Weymouth, this might be just the ticket for you.

Although Weymouth may not be as well known as its neighbouring Lyme Regis and Charmouth, there are still some great finds to be had around here.

There’s a certain thrill in discovering your own fossils, and around the beaches of Weymouth and Portland, you might just be lucky enough to find a belemnite, ammonite, a tooth from a Jurassic shark, or even a fragment of an Ichthyosaurus preserved in the rocks.

For your best chances of finding something special, you’ll want to head to the cliffs at Langton Herring to the rear of Chesil Beach.

You can also check out the Kingbarrow Quarry and the foreshore on Freshwater Bay at low tide, both on the island of Portland.

15. Easton Gardens

Easton Gardens is a beautiful public park located in the east of Weymouth. The gardens were originally laid out in 1853 and have been awarded Green Flag status for its safety, cleanliness and accessibility.

There’s also a small playground for the kids to burn off some energy and a cut picnic area that gets busy on warm, sunny weekends.

Parking is easy here with on-street parking, and a little wander through these small gardens makes for a great break in your day or the perfect filler for a couple of hours. It might not fill the day up with activities, but it’s a fun thing to do in Weymouth for families and kids.

16. abbotsbury swannery.

If you’re looking for interesting places to visit near Weymouth, then the Abbotsbury Swannery should tick all of the right boxes for the nature and animal enthusiast, with it being home to more than 600 swans.

The swannery was founded in the 11th century by monks, who used the swans for their meat and feathers. The tradition continued until the late 20th century when the swannery was taken over by a conservation group.

The swannery is now a protected habitat for the birds, and it’s also open to the public so that you can learn all about these fascinating creatures.

During your visit, you’ll be able to take a boat ride through the colony, feed the swans, and even walk through a tunnel that takes you right into the heart of the swannery.

17. Durdle Door & Lulworth Cove

Durdle Door and Lulworth Cove are two of the most popular attractions on the Jurassic Coast. They’re less than a 30-minute drive away, making them the perfect day trip and one of the top things to do near Weymouth.

Oh, to be at the seaside - and Dorset is full of wonderful places for a day trip. Our county is home to some of Dorset's best-kept secret beaches as well as award-winning areas that are recognised among the best in the UK .

Tourists can enjoy the golden sands on Weymouth Beach , take in the views at Durdle Door at Lulworth Cove or visit the hidden gem that is Ringstead Bay.

Dorset has among the country's cleanest beaches perfect for a swim , there are a number of Blue Flag beaches across the county and also some disability-friendly beaches. But their popularity can lead to big crowds, struggle to get a good spot for the day or even traffic getting to your favourite spot.

For those looking for a world away from home that doesn't require a stressful journey to a distant place, then these beaches in Dorset could be the perfect alternatives. We have rounded up some gems that we feel are well worth visiting and unlikely to be busy this summer.

Castle Cove

The quiet and secluded beach of Castle Cove, locally known as Sandsfoot Cove, is situated about 100 yards from Sandsfoot Castle and Gardens in Wyke Regis. The beach lies within Portland Harbour and the ruins of the castle overlooks the area, offering an alternative place to relax in Weymouth.

There is limited parking near the beach, so be considerate where you park your vehicle if you want to visit the beach. The beach can be reached via a footpath off Old Castle Road and is worth the effort.

The privately owned beach was once closed to the public for some time in 2013 due to the removal of the steps down to the beach, which were damaged by coastal erosion. But now the beach is free for locals and tourists to enjoy the sandy beach slopes, tranquil greenery and low-rise cliffs.

It is one of the smaller beaches in Weymouth and Portland, but Castle Cove is full of things to do, including playing on the sand, safe paddling and swimming. During low tides, there are some interesting rockpools to explore. The beach is also linked with Sandsfoot Beach, which is another great place to relax.

Thanks to the Friends of Castle Cove Beach, the charity group ensures the beach is clean and tidy all year round. From Castle Cove, you can also look across the Dorset coast and see Weymouth and Portland on a clear and sunny day.

You can also visit Sandsfoot Gardens and Sandsfoot Castle which overlooks the beach and cove. The small but beautiful gardens are full of flowers, open space, an ornamental pond, and also offers stunning views of the coast.

Chapman's Pool

This is a small, secluded and rarely busy beach near Worth Matravers on the Isle of Purbeck. Even during the height of summer when Dorset often sees an uptick of tourists to the area, the beach may only have as little as 20 people, according to West Dorset Leisure Holidays .

Beach shoes are recommended for this destination as the beach is pebbly and the rocks leading down can be slippery. The sea is often calm in that area and boasts clear waters, which is ideal for snorkelling.

To get to the beach, head through West Matravers village and follow Weston Road to reach Renscombe car park where visitors can park for free. There is a vehicle height limit so only cars are suitable to use this parking area.

It is advised that visitors take all of their belongings and necessary beach gear as there no facilities on this beach. Though the beach is dog friendly, there is little shade on the beach for them to retreat to on hot summer days.

Church Ope Cove

This beautiful beach tucked away on the Isle of Portland offers spectacular views of a Norman castle and is a lovely place to spend many hours at.

The dog-friendly beach is smattered with soft limestone pebbles and surrounded by dramatic cliffs. The cove is a real suntrap and sheltered for visitors to take a dip in the blue waters for swimming, snorkelling or even diving.

However, there is no lifeguard and the beach can be susceptible to currents, so it’s recommended to stay in the direct area of the cove. To get to the beach, visitors will be confronted with a flight of steep steps which may be difficult for small children or less able visitors.

The beach also has a small café, a caravan park and public bathrooms as well as a beach hut hire option. A highlight of Church Ope Cove are the views of the Norman construction Rufus Castle, which overlooks the beach from the clifftop.

You can also walk to the nearby ruins of old St Andrew’s Church, which is reached via a rather steep footpath leading directly from Church Ope Cove. The site is home to several species of birds and dolphins have even been spied from the cliff tops in the waters below.

The beautiful Eype beach is located near Bridport and just a stone's throw away from the golden cliffs of West Bay, made famous by becoming the backdrop to ITV's Broadchurch . It is also isn't far from an award-winning beach bar that offers scenic sea views .

Being tucked away from the hustle and bustle of other beaches, it's become quite the popular beach among local photographers too . So, if you're looking to find a quiet beach away from the more popular crowded sites, then Eype offers a peaceful seclusion along the South West Coast Path.

This beach sits beneath the Golden Cap peak and overlooks breathtaking views of the Jurassic Coast. According to Visit Dorset , there are few better places for visitors to enjoy scenes of the sun setting over Lyme Bay . Eype is a shelved, shingle beach with a steep decline to reach the water's edge, so it's advised that only strong swimmers enter the water.

It is particularly advised for less confident swimmers to avoid the water altogether since there are no lifeguards at the beach. This beach is ideal for dog owners too as it allows dogs all year round, off lead, and offers plenty of different walking routes.

Eype can also be enjoyed by avid fossil hunters as the beach provides good conditions for unearthing new finds. Parking and other amenities, such as pubs, restaurants and cafes, are just a short walk away.

Eype is like the peaceful partner of neighbouring West Bay. The length of the beach means you have a long and clear view of the Jurassic Coastline. As the position suggests, it is popular with fossil hunters and you are more likely to see a dog walker on the sand than someone taking a selfie.

If you want to beat the crowds of Weymouth Beach, Greenhill is the beach for you. The mainly pebble beach of Greenhill lies in Weymouth Bay and is a popular place for walks, dogs, bathing and swimming in the sea.

You can also visit Greenhill Gardens, a park area which lies immediately behind the beach. The gardens here have some beautifully kept colourful borders, and offer four tennis courts, toilets and a café.

Man O’ War beach

Based east of Durdle Door, this small cove is pretty impressive and offers stunning views of the coast and sea. The sandy and pebbled beach is good for fishing, swimming, snorkelling and diving, as the water is protected from swells by a partially submerged offshore reef.

Man O’ War is accessed by a steep path and steps and is approximately a 15-minute walk from the car park to the viewpoint and steps down onto the beach.

On the face of it, Ringstead Bay is a real hidden gem, with its views of the Jurassic Coast and calm waters. Yet some holidaymakers and residents give it a miss given it’s more than a mile away from the A353 and off the beaten track - but nevertheless, it’s worth the trek.

The views alone are also very special and on a clear day you will be able to see as far as Weymouth, the isle of Portland, or the chalk headland of White Nothe. The crystal clear waters also make it an ideal spot to swim or even snorkel, especially near to the breakwater.

If you love fossil hunting, you are in luck. The site is known for its giant oyster fossils and exposed Kimmeridge clay makes previously hidden fossilised creatures easily found.

You can park at a National Trust car park and walk down or park closer for £6 at a nearby private car park.

Worbarrow Bay

The beach near Lulworth Cove is a stone's throw away from the ghost village of Tyneham. The secluded beach offers a quiet moment away from the crowds, which can be an ideal swimming spot if you're looking to escape the hustle and bustle of everyday life.

With so few people for miles, there is every chance to really be at one with nature. You can feel like you're a world away from Dorset without ever venturing abroad.

But don't just take our word for it - this local photographer is a fan of visiting Worbarrow Bay as she dubs this beach as a "hidden treasure". Hannah Tompkins said: "The waters in the bay are turquoise blue and during the summer it really does feel like you are abroad.

"You have to walk along a track to reach the beach, only accessible by foot but once you arrive, the bay is beautiful! It’s similar to Lulworth Cove but on a bigger scale."

It should be noted that the secluded nature of this beauty spot is because, like Tyneham village, the beach is managed by the Ministry of Defence (MOD). The bay was used for practice as the Allies prepared for the D-Day invasion of Nazi-occupied Europe in 1944, as was Tyneham, which was abandoned so soldiers could train there.

As a result, access to the beach is often limited, usually only weekends or school holidays, but with spectacular views of the coast, we'd say it's worth the extra planning.

Swimming in this area is allowed, though it is important to note that there are no lifeguards, so it is advised that less experienced swimmers avoid the beach. It does make for a great bathing spot as the bay is naturally sheltered and often less choppy.

Blinken Goes to China With Potential Trouble on Horizon

The secretary of state’s visit comes as Democrats and Republicans are vying to appear tougher on China.

Secretary of State Antony J. Blinken arrived in China on Wednesday to try to preserve the recent and delicate stabilization of ties between the United States and China, as tensions over trade, territorial disputes and national security threaten to derail relations again.

Even before Mr. Blinken’s plane approached Shanghai, the challenges ahead were apparent. He landed just hours after the U.S. Senate passed a bill , which President Biden is expected to quickly sign into law, that provides $8 billion to Taiwan and the Indo-Pacific region, and could also lead to a nationwide ban on the Chinese-owned app TikTok .

The political season in the United States also looms as a complication. With the presidential election nearing, Democrats and Republicans are vying to appear tougher on China. And if former President Donald Trump is re-elected, he could reverse Beijing’s and Washington’s efforts to steady the relationship.

During Mr. Blinken’s three-day trip, which will also include a visit to Beijing, he plans to press Chinese officials on a wide range of issues, including its support for Russia, cheap Chinese exports that U.S. officials say threaten American jobs, and Chinese ships’ aggressive maneuvers in the South China Sea, a senior State Department official told reporters in a telephone briefing.

Chinese officials are likely to bring up American support for Taiwan, the self-governing island that China claims, and trade restrictions that Beijing calls discriminatory.

Mr. Blinken is expected to meet with China’s foreign minister, Wang Yi. It is not clear whether he will meet with China’s leader, Xi Jinping, as he did during his last visit , in June.

That visit — the first by an American secretary of state to China since 2018 — came at perhaps the worst moment in U.S.-China relations in recent years. High-level military communications were cut off, and neighboring countries worried that the two powers might stumble into a war.

Since then, relations have thawed somewhat. China’s economy is slowing, and Beijing has adopted a softer diplomatic tone to attract more foreign investment. Washington, though continuing to warn that China poses a global security threat, has said it wants to keep communication open.

In November, Mr. Biden and Mr. Xi met for four hours near San Francisco. Afterward, China agreed to resume cooperation with the United States on fighting the global production of fentanyl, and both countries affirmed the importance of restoring cultural exchanges. The two leaders also spoke by phone this month.

Last week, the countries’ top defense officials held a video conference, their first substantive engagement since late 2022.

But new sources of tension are rising. Western officials have grown increasingly vocal about concerns that China is backing Russia in its war in Ukraine. Treasury Secretary Janet Yellen, during her own visit to China earlier this month, warned of “ significant consequences ” if Beijing provides material support. China has maintained that it is not, while deepening ties with Moscow. Mr. Xi hosted Russia’s foreign minister this month, and President Vladimir V. Putin of Russia is expected to visit China soon.

U.S. officials have also said China is dumping cheap electric vehicles and solar panels in overseas markets, hurting American companies. China has rejected the accusations as smacking of protectionism.

Chinese ships’ aggressive behavior in waters disputed with the Philippines and Japan has also raised concerns about a possible clash that could draw in the United States, a treaty ally of those countries.

On Taiwan, perhaps the most sensitive issue in the U.S.-China relationship, the island is set to inaugurate its new president , Lai Ching-te — whom Beijing reviles as an advocate of Taiwanese independence — next month.

Asked at a regular news briefing on Wednesday about Congress’s new aid for Taiwan, Wang Wenbin, a spokesman for China’s foreign ministry, said that stronger military cooperation between the United States and Taiwan would “not bring about security for Taiwan” and would “only escalate tensions across the Taiwan Strait.”

China’s defense minister, Dong Jun, had told U.S. Defense Secretary Lloyd Austin during their call that China would “brook no compromise” on Taiwan, according to the Chinese readout .

Mr. Wang declined to answer repeated questions about TikTok on Wednesday. He referred reporters to previous statements from China’s Ministry of Commerce, which has said it would “ firmly oppose ” a sale of the app.

Within the United States, anti-China rhetoric is likely to intensify as the Democrats and Republicans compete to outdo each other on one of the few areas of bipartisan agreement. Campaigning last week in Pennsylvania, a steelworking stronghold, Mr. Biden called for raising tariffs on steel imports from China.

“We had high hopes after the San Francisco summit, but recent developments are putting a lot of stress on the relationship,” said Xie Tao, the dean of the School of International Relations and Diplomacy at Beijing Foreign Studies University. “When you add all these negative developments together, you have a pretty depressing picture of the U.S.-China relationship right now.”

Both countries have reason to try to prevent escalating tensions. The United States has asked China to help restrain Iran, with which it has good relations, from pushing its hostilities with Israel into full-blown war. And China is eager to stave off further tariffs from the United States, as strong exports have helped it counterbalance its housing crisis and weak consumer spending.

But both countries may also have little room for diplomatic maneuvering, because of hardening public opinion on both sides.

“There are already so many irritants and issues of mistrust within the relationship,” said Allen Carlson, a professor of international relations at Cornell University.

“If you have a pot which is already close to boiling, it only takes adding a degree or two to push things over the edge.”

Neom officials visited Beijing, Shanghai, and Hong Kong last week to court Chinese investors and shed more light on the mysterious megacity.

While no deals have been announced, one attendee told Agence France-Presse that the exhibition helped make Neom " less mysterious ."

That observation came from Leonard Chan, the chair of the Hong Kong Innovative Technology Development Association who also told the news agency that reactions to the ambitious project at an invitation-only reception were "mostly neutral."

Chan may not be first in line for The Line, however. "I'll visit for fun, but I won't live there. It's like something out of 'SimCity,'" he told AFP.

A private showcase provided attendees with an "immersive experience" exploring The Line, a 105-mile-long futuristic city, along with Oxagon, which promises to redefine the "traditional industrial model"; Trojena, Neom's mountain resort; and Sindalah, a luxury island in the Red Sea that opens to the public later this year, per a press release .

Neom officials did not address recent reports that plans for the hugely expensive desert project were being scaled back.

Representatives for Neom did not immediately respond to a request for comment from Business Insider made outside normal working hours.

Wider concerns have reportedly been raised about the trillion-dollar investments in Saudi Crown Prince Mohammed bin Salman's Vision 2030 project .

The financial realities of the project, which could cost as much as $500 billion, have started to cause alarm within the Saudi government, Bloomberg reported. The country has also started borrowing to help fund Neom and other Vision 2030 "megaprojects," The Wall Street Journal reported in February.

The Neom project is also planning to issue bonds for the first time, Bloomberg reported last week . The megacity project could raise up to $1.3 billion by selling Islamic bonds, or sukuk, the outlet reported, citing unnamed sources.

The Neom road show has also visited Seoul, Tokyo, Singapore, New York City, Boston, Washington, D.C., Miami, Los Angeles, San Francisco, Paris, Berlin, and London.

On April 22, the Ministry of Foreign Affairs of China announced that at the invitation of Member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Minister of Foreign Affairs Wang Yi, U.S. Secretary of State Antony Blinken will visit China from April 24 to 26. On April 22, a senior official from the Department of North American and Oceanian Affairs of the Foreign Ministry briefed the media on the visit.

The official noted that Secretary Blinken's visit is part of the efforts by China and the United States to implement the common understandings reached by the two presidents at their meeting in San Francisco, maintain dialogue, manage differences, advance cooperation and strengthen coordination on international affairs. The two sides have been in communication regarding the visit. In the phone call between the two presidents on April 2, President Joe Biden told President Xi Jinping that the United States will send Secretary Blinken to visit China. The Chinese side welcomed the visit.

The official said last November, President Xi Jinping and President Joe Biden held a historic meeting in San Francisco. They reached a series of important common understandings and deliverables, and established a future-oriented San Francisco vision. At the start of the year, President Xi exchanged congratulatory letters with President Biden on the 45th anniversary of the establishment of diplomatic relations between the two countries. On March 27, President Xi met with representatives of the U.S. business, strategic and academic communities. On April 2, President Xi spoke with President Biden on the phone at the request of the latter. Under the strategic guidance of the two presidents, China-U.S. relations started to stabilize. On the other hand, there are still significant negative factors in the bilateral relationship. The United States continues pushing forward the strategy of containing China, keeps adopting erroneous words and actions that interfere in China's internal affairs, smear China's image and undermine China's interests. China resolutely opposes such moves and has taken strong countermeasures.

The official said the Chinese side always views and handles its relations with the United States in accordance with the three fundamental principles of mutual respect, peaceful coexistence and win-win cooperation. Regarding China-U.S. relations in 2024, the Chinese side will follow three overarching principles: peace must be valued, stability must be prioritized, and credibility must be upheld.

For the visit by Secretary Blinken, the official said the Chinese side will focus on five goals:

First, establishing the right perception. Perception is always the first button that must be put right. Whether China and the United States are rivals or partners is a fundamental issue, on which there must not be any catastrophic mistake. China always believes that major-country competition is not the prevailing trend of the current times, nor the solution to the problems facing China, the United States and the world. The two big countries of China and the United States should not cut off their ties or turn their back on each other, still less slide into conflict or confrontation. China-U.S. relations should be stabilized and strengthened, and continue moving forward in a stable, sound and sustainable way. At the same time, China has interests that must be safeguarded, principles that must be upheld, and red lines that must not be crossed. President Biden noted on many occasions that the United States does not seek a new Cold War, its objective is not to change China's system or curtail China's development, its alliances are not targeted against China, the United States does not support "Taiwan independence," and the United States does not seek conflict with China or "decoupling" from China. We urge the U.S. side to honor President Biden's above commitments with concrete actions, and work with the Chinese side to turn the San Francisco vision into reality, rather than continue to contain and suppress China in the name of competition. The diplomatic teams of the two sides will continue their discussions on the guiding principles of China-U.S. relations based on the seven-point common understandings already reached, i.e. both countries treating each other with respect and finding a way to live alongside each other peacefully, maintaining open lines of communication, preventing conflict, upholding the U.N. Charter, cooperating in areas of shared interests, and responsibly managing competitive aspects of the relationship.

Second, strengthening dialogue. Since the San Francisco summit, China and the United States have had a series of important engagements at different levels and in various fields. Senior officials in charge of foreign affairs and security, economy and finance, climate change, law enforcement, agriculture and culture have stayed in contact through visits, talks, phone calls, and working group meetings. Military-to-military communication was restored. The 20-plus consultation mechanisms established or restored after the San Francisco summit are brought to bear. China remains open to dialogue and communication. The U.S. side must realize that it cannot seek communication just for the sake of communication; it must not say one thing but do the opposite; and it should be under no illusion that it can deal with China from a so-called "position of strength." The so-called U.S. alliance system is a product of the Cold War, and reflects the outdated Cold War mentality and zero-sum game where one side thrives at the expense of others. The United States is obsessed with bringing its allies into small circles against China. The move runs counter to the trend of the times. It will find no support, and will lead nowhere.

Third, effectively managing disagreements. There have been and will continue to be disagreements between China and the United States. But disagreements should not be allowed to dominate China-U.S. relations, and the relationship should be put under whole-process management. In particular, the United States must not cross China's red lines on Taiwan, democracy and human rights, paths and systems, and the right to development. The Chinese side is determined to safeguard its sovereignty, security and development interests, and will make clear its solemn positions and demands on various issues, such as Taiwan, economy and trade, science and technology, and the South China Sea.

The Taiwan question is the first red line that must not be crossed in China-U.S. relations. Taiwan is part of China. The Taiwan question is China's internal affair. Peace across the Taiwan Strait and "Taiwan independence" are as irreconcilable as fire and water. The biggest threat to peace and stability across the Taiwan Strait is the "Taiwan independence" separatist activities and external encouragement and support for them; China is not going to sit on its hands. The Chinese side firmly opposes the recent erroneous words and actions of the U.S. side on the Taiwan question, and urges the U.S. side to abide by the one-China principle and the three China-U.S. joint communiques, honor President Biden's commitments with concrete actions, oppose "Taiwan independence," stop arming Taiwan, stop interfering in China's internal affairs, and support China's peaceful reunification.

The U.S. has been ramping up efforts to curtail China's economic, trade and technological development, with new measures being rolled out in such forms as export control, investment screening and unilateral sanctions. This gravely undermines the interests of China. Such moves are not de-risking but instead creating risks. The so-called "overcapacity" is misleading narrative hyped up by the U.S. side packaged in economic concepts. The real intention is to kneecap China's industrial development and put the U.S. in a more advantageous position in market competition. It's another example of outright economic coercion and bullying. The growth of China's exports of electric vehicles, lithium batteries and photovoltaic products over the past few years is a result of international division of labor and market demand, and is conducive to green development around the world. The Section 301 investigation launched by the previous administration against China and the tariffs levied as a result are ruled by the World Trade Organization (WTO) as in violation of WTO rules and are opposed by many WTO members. Initiating a new round of 301 investigation out of domestic political needs is piling one mistake on another. National security concerns of a country need to be fairly and reasonably defined with certain boundaries. China firmly opposes the move of the U.S. to politicize economic, trade and tech issues. China has made it clear to the U.S. side that to suppress China's technology sector is to curb China's high-quality development and deprive the Chinese people of their legitimate right to development. China will respond to it resolutely.

China firmly opposes U.S. attempts to meddle in the South China Sea and sow discord between China and ASEAN. China has indisputable sovereignty over the South China Sea Islands and their adjacent waters. China will continue to properly handle maritime issues with relevant parties through dialogue and consultation and jointly maintain peace and stability in the South China Sea. China's territorial sovereignty and maritime rights and interests must not be violated, and China's determination to safeguard its lawful rights remains unwavering. China and the U.S. have established consultation mechanisms on maritime affairs and Asia-Pacific affairs, through which dialogue can be carried out between the two sides. That said, the U.S. is not a party to the South China Sea issue. It should not interfere, still less stir up trouble.

Fourth, promoting mutually beneficial cooperation. Over the past months, the two sides have made some progress in the areas of counternarcotics, law enforcement, science and technology, artificial intelligence, agriculture, health, and climate change. There are now more direct flights linking the two countries, close exchanges between business communities and between provinces and states, active engagements between young Chinese and Americans and frequent cultural and sports interactions. Cooperation on giant panda conservation is well underway. This has demonstrated that China and the U.S. share extensive common interests and can both benefit from cooperation. It also proves that the hope of the China-U.S. relationship lies in the people, its foundation is in our societies, its future depends on the youth, and its vitality comes from exchanges at sub-national levels.

Fentanyl is not a problem of China, nor is it caused by China. That said, China has not stood idly by, but is willing to help the American people. Since the San Francisco meeting, the Chinese side has matched its words with actions. Progress has been made in counternarcotics cooperation, thanks to the tremendous efforts made by the Chinese side. The U.S. side should address China's concerns in a reciprocal manner.

Fifth, working together to fulfill responsibilities as major countries. As permanent members of the U.N. Security Council, China and the U.S. shoulder special responsibilities for safeguarding international peace and security. On the Middle East, Ukraine, the Korean Peninsula and other hotspot issues, China has been playing a constructive role as a responsible major country. China expects the U.S. side to do the same.

The international community is profoundly dissatisfied and disappointed to see that the U.S. is the only country in the U.N. Security Council to have vetoed Palestine's bid for full U.N. membership. Palestine's full U.N. membership should not be premised upon Palestine-Israel negotiations. Rather, it is an important step toward the two-state solution by putting Palestine on equal terms in the negotiations. When it comes to complying with the international law and Security Council rules, the U.S. enjoys no exception or privilege, and should let go of the hegemonic mindset of superiority. The U.S. should join other U.N. member states in fulfilling due international responsibilities, supporting UNSC Resolution 2728, and pushing for an early full ceasefire in Gaza, so as to end the plight of the Palestinian people. China will raise clear requests with the U.S. side.

The Ukraine crisis is facing the potential risk of further deterioration and escalation. Efforts should be made to deescalate the situation and bring the conflict to an end through negotiation rather than on the battlefield. The purpose of political settlement is not to produce a winner, but to ensure that peace prevails. China did not create the Ukraine crisis, nor is China a party to it. It has all along held an objective and impartial position and worked actively to promote talks for peace and political settlement. China will continue to play a constructive role on this. It is important for the U.S. side to reflect on its due responsibilities in the Ukraine crisis, not add fuel to the fire or exploit the crisis for selfish gains. It should not smear the normal relations between China and Russia or instigate bloc confrontation, still less slander and scapegoat China. The U.S. side should also immediately stop arbitrary imposition of unilateral sanctions on Chinese companies and individuals. The Ukraine issue is not an issue between China and the United States. The U.S. side should not turn it into one.

When asked about China's views on the recent negative developments such as the trilateral U.S.-Japan-Philippines summit, the official said that the Chinese side has expressed serious concern over recent U.S. moves to advance its Indo-Pacific Strategy against China and its erroneous statements and actions in the neighboring areas of China. The deployment of the Mid-Range Capability missile system in the Philippines exacerbates tensions in the region and heightens the risk of misjudgment and miscalculation. The trilateral security partnership of AUKUS is focused on advancing nuclear submarine development in the region, substantially increasing the risk of proliferation and aggravating arms race. The Asia-Pacific is no one's backyard and should not be an arena for big power rivalry. China urges the U.S. side to respect the security concerns of other countries as well as efforts by regional countries to safeguard peace and stability, rise above the Cold-War mentality, stop inciting military tensions or bloc confrontation, and stop forging small circles aimed to contain China in China's neighborhood.

On the U.S. side's comment that it will raise concerns on human rights issues during the visit, the official noted that issues related to Xinjiang, Xizang, and Hong Kong are all China's internal affairs. They are not about the so-called "human rights issues." The United States should not use human rights as an excuse to interfere in China's internal affairs. Human rights are not a monopoly of any country. The people of a country have the best say on its human rights. The United States should first face up to its own human rights problems. It is in no position to lecture others.

On the U.S. side's harassment, interrogation and even repatriation of Chinese students, an issue closely followed in China, the official said that the U.S. side keeps overstretching the concept of national security, and has arbitrarily canceled Chinese students' visas, forbidden their entry and forcibly repatriated them without any conclusive evidence, causing enormous harm to relevant students. The inspection rooms at some U.S. airports have become a nightmare for Chinese students. What the U.S. side is doing contravenes its statement about facilitating and supporting people-to-people exchanges between the two countries. China will continue to urge the U.S. side to stop poisoning the atmosphere in the two societies, stop obstructing friendly exchanges between the two peoples, rectify its wrong practices, conduct thorough investigations into relevant cases, and make things right for the victims. The Chinese government is committed to serving the interests of the people, and will continue to take measures to firmly safeguard the legitimate and lawful rights of Chinese citizens.

Blinken will urge China to stop sending military supplies to Russia

SHANGHAI — Amid growing U.S. worries that Russia’s war on Ukraine is being made possible by Chinese support for Moscow’s defense industry, Secretary of State Antony Blinken arrived in China on Wednesday on a three-day mission to push leaders to cut ties with the Kremlin.

The conversations in Shanghai and Beijing will be aimed at managing an increasingly thorny and contentious relationship, with ongoing disputes about China’s role in the war in Ukraine, Beijing’s broad claims over the South China Sea and U.S. efforts to reduce dependence on China’s technology manufacturing sector.

The Senate’s passage on Tuesday of a bill requiring the Chinese owners of TikTok to divest from their company was sure to add additional contention on the Chinese side.

This will be the top American diplomat’s second visit to China since relations hit bottom early last year when a Chinese spy balloon floated across the continental United States.

American officials played down expectations for breakthroughs but said it was important to keep talking. More than two years into wide-ranging Western sanctions against Russia, the Biden administration blames China for what it says is a systematic effort to keep Moscow’s defense sector afloat, enabling further civilian deaths in Ukraine. Officials hope to deliver a message coordinated with Europe, which they believe will be more effective than the United States making a solo push.

“When it comes to Russia’s defense industrial base, the primary contributor in this moment to that is China,” Blinken told reporters last week after a meeting of leading world economies in Italy, saying that China has been sharing machine tools, semiconductors and other items that have helped Russia rebuild its defense industry two years into its full-scale war in Ukraine.

“If China purports on the one hand to want good relations with Europe and other countries, it can’t on the other hand be fueling what is the biggest threat to European security since the end of the Cold War,” Blinken said.

Beijing has bristled at Washington placing Ukraine front and center of attempts to thaw relations. Ukraine is “not an issue between China and the United States. The U.S. side should not turn it into one,” a senior Foreign Ministry official said in an unusually long and detailed rundown of Beijing’s demands for talks in a statement released on Tuesday.

Blinken’s last trip to China , in June, marked the resumption of communications after a period of near-silence between high-level leaders in both countries following a trip by former House speaker Nancy Pelosi to Taiwan in August 2022. Blinken was poised to make a trip that was canceled when the spy balloon floated across America just days before his scheduled departure.

But in recent months a steady stream of Cabinet secretaries has visited Beijing, while Chinese officials have made the return trip to the United States. Blinken isn’t even the first member of President Biden’s Cabinet to visit China this month, after Treasury Secretary Janet L. Yellen led an economic delegation and charmed her hosts by drinking beers in Beijing — even as she threatened sharper tariffs on steel and aluminum.

Still, with Chinese leader Xi Jinping showing little inclination to dial back his increasingly aggressive approach to projecting his nation’s power in the world, the United States is devoting significant diplomatic bandwidth to ringfencing China.

Biden and Blinken are building ties to China’s neighbors to try to discourage it from making moves against Taiwan, which Beijing claims as its own, and to warn it off its confrontational stance toward the sea fleets of other nations in the South China Sea. Earlier this month, Biden met the leaders of Japan and the Philippines together in the White House, part of a broader U.S. push to build small groupings of countries to work together to respond to Chinese activity.

Beijing has been especially unsettled by that U.S. strategy, arguing that the Biden administration is rerunning the Cold War playbook of containment that it once deployed against the Soviet Union. U.S. officials fire back that if China’s neighbors feel threatened and want to work with each other to bolster their security, then Beijing should reexamine the way it is projecting its power.

Still, the relationship is far more stable than it was a year ago, and China appears to be signaling that it does not want to risk crossing the reddest of U.S. red lines. It has dialed back its rhetoric and military activity around Taiwan in recent months. And — after the Biden administration delivered a stark warning — it still has not sent weaponry to Russia, Blinken said last week.

But U.S. officials say that even the current levels of Chinese support for the Kremlin are far too much. They have warned counterparts that if Chinese companies keep supplying embargoed dual-use components to Russia, they could face crippling sanctions of their own.

“We’re prepared to take steps when we believe necessary against firms that are taking steps in contravention to our interests,” a senior State Department official said ahead of the trip, speaking to reporters under ground rules of anonymity to discuss sensitive planning considerations. “Our objective will be to clearly make the case what the implications are of this support and why that may in fact not be in China’s interest going forward.”

Blinken will need to convince Xi that this latest appeal is not an attempt to “drive a wedge” between him and Putin, said Bonnie Glaser, director of the Asia program at the German Marshall Fund, a think tank.

To appeal to the Chinese leader’s interests, the United States needs to show him that curbing specific trade that aids Putin’s war effort can help stabilize relations with Washington, Glaser said. “China really does not want to be front and center in our election campaign,” she added.

A key goal for China is to ease American export controls on advanced technologies, after Xi warned Biden in San Francisco that more restrictions could “deprive the Chinese people of their right to development.”

Still, some officials said they did not expect an immediate shift in Chinese behavior. With Biden already working to isolate Chinese industry and detach trade ties to Beijing, he has less leverage over China’s economy than in the past. Nor is China in the mood to split from the Kremlin, viewing Russia as a key partner in a world it sees as largely under by U.S. hegemony.

According to Shi Yinhong, a scholar at Renmin University in Beijing, there remain 16 sources of serious tension in the relationship, “none of which have seen lasting mitigation even with more dialogue since [former president Donald] Trump left office.”

On his list are military activity around Taiwan and in the South China Sea; human rights in Hong Kong and Xinjiang; decoupling in technology industries and efforts to safeguard supply chains; and growing ideological competition as part of a new Cold War. “On every major issue there is an established pattern,” Shi said. “It’s very difficult to make positive change.”
