What we know — and don't — about the national school food program

Few details about $1b program in prime minister's announcement.

The federal government's plans to  launch a national school food program might have left some people with more questions than answers about how it will actually work.

Prime Minister Justin Trudeau says he hopes the program will deliver meals to 400,000 children per year by the 2024-25 school year.

"We all want kids to have the best start in life, including the most vulnerable," Trudeau said, announcing the program on Monday.

However, not many details were released. Officials at the Prime Minister's Office would not comment on the record. More details may be revealed in the federal budget, planned for April 16. 

In the meantime, here's what we know — and don't — about the $1-billion program.

Hopes high as Trudeau pledges $1B for school food program

Who is it for.

The federal government says  in a statement  its target is to provide meals to 400,000 kids every year, "beyond those served by existing school food programs."

Debbie Field, co-ordinator for the Coalition for Healthy School Food, says about two million children are already participating in school food programs.

The other 400,000 are at the 1,000 schools that are on waiting lists for such programs, Field told CBC News.  

A national program would also help families in need overcome the stigma of taking part in programs that only target low-income students, says Rachel Engler-Stringer, a community health and epidemiology professor at the University of Saskatchewan.

"There are plenty of kids who are not participating who could be participating," Engler-Stringer told CBC's Saskatoon Morning .  "There are plenty of families that won't participate because there's a stigma involved." 

Is it a new program?

Not exactly. Don't expect every child in Canada to suddenly get served a hot lunch. The program will support existing provincial and territorial programs.

Field says there's a good chance Ottawa will transfer the new money into those jurisdictions, so that "it's not a new bureaucracy, it just flows directly." 

"What we're hoping we'll see in the budget is the details on how that will happen," Field said.

She wants to see Ottawa share the cost of feeding schoolchildren like it does with the $10 a day child-care funding.

Programs look different in different schools, regions and provinces. It depends on need.  Some programs offer a mid-morning snack or a breakfast, lunch or "grab and go" bins. Some are free, others are pay-what-you-can.

Prince Edward Island's Bon Appetit program  offers all students from kindergarten to Grade 12 a daily lunch option (like mini pancakes and yogurt, or a ham and cheese snack box) using a pay-what-you-can model. The meals are $5.75 each for those who can afford the full price.

B.C. provides a website to help schools develop programs that fit the needs of their students.

Field says parents will likely see the effects of the federal program school by school — so, if you're in a community with a school that has a program already, your kid will be more likely to access that food, and probably better food.

If your school doesn't have a program, "this will allow provinces and territories to have a little bit more money so they can expand," she said.

How good are the existing programs.

It varies. Programs exist in most provinces and territories — which have jurisdiction over education — but "highly unevenly," according to York University's Food Policy for Canada website.

"Many needs go unaddressed … participation rates are highly variable," it says.

Researchers at the University of Toronto echoed that sentiment in a 2021 report , saying the thousands of programs "vary greatly in design." 

They are delivered by charities, school boards, governments, churches and corporations. 

Only about 65 per cent of Toronto-area children participated in the school food programs available there, according to 2023 data compiled by the University of Toronto from local surveys and focus groups with parents and caregivers.

Barriers to accessing those programs included a lack of culturally appropriate food, program reductions including less food and less availability. The research also found some schools lacked kitchens and volunteers.

Several provinces and territories have recently increased their budgets for student food programs.

This includes a recent Ontario pledge for an additional $5 million (bringing its 2023 total to $38 million), a  Quebec pledge for $34 million over five years, and a B.C. pledge for $214 million over three years, just to name a few.

In late February, Nova Scotia  announced it was investing $18.8 million for new lunch program for students in the public school system. 

"The current school food program landscape is complex," Katerina Maximova, an associate professor of epidemiology at the Dalla Lana School of Public Health at University of Toronto, said via email. 

"There are different mandates, different types of programs, multiple and overlapping sources of funding, and limited program co-ordination, monitoring and evaluation. This makes it difficult to monitor and to ensure consistency of standards." 

How will Canada's program work?

A  2023 stakeholder report on building a national program, compiled by   Employment and Social Development Canada (ESDC), may provide some hints. 

Respondents said they supported a "universal program delivery model" in which every child has access to school food in order to reduce stigma.

"Though programs often target low-income households, there is no 'stereotypical' hungry child," the report noted.

The participants also supported aligning any policy with Canada's Food Guide.

Other reports have mirrored these findings. For instance, the University of Guelph's Arrell Food Institute wrote last year that, ideally, a national program would provide universal access to nutritious food for students from junior kindergarten through Grade 12.

"What we know from best-practices is that it's all children who need to eat at school, not just children from a low-income household," Field said.

While it could be that, initially, the funding is allocated more in low-income neighbourhoods, it should still be be universal within those schools, Engler-Stringer said.

"We could start there and then build," she said.

Why do we need it?

Nearly one in four children in Canada don't get enough food, the government says , and more that one-third of food bank users are children, according to  Food Banks Canada . And there's been a 29 per cent increase in food insecurity in children in the last year, according to the charity Children First Canada .

Canada is also the only G7 country that doesn't have a national school food program or national standards, according to the  Breakfast Club of Canada . Advocates have argued that a national program is needed to fill gaps left by the patchwork of provincial, local and charitable programs that are under strain due to low resources and high food prices.

And full stomachs help learning. Evidence shows that hunger affects focus and concentration, Engler-Stringer says.

"It is one of those tools that we have to help children fully participate in the classroom and be able to be the best student that they can be."

Enrollment for SY23-24 Begins April 2023 

MacArthur High School is looking for 9th and 10th graders for School Year 2023-24! We’ve set our goals to enroll 200 students for 9th grade and 50 students for 10th grade for our inaugural year.   

Who Can Attend MacArthur

In-Boundary Students: MacArthur is the in-boundary neighborhood school for all students living in the Hardy Middle School boundary and is the destination high school for all students attending Hardy or one of Hardy’s feeder elementary schools.  Students currently attending Hardy or those who live in-boundary will have a guaranteed right to attend MacArthur and can directly enroll beginning March 31, 2023. A My School DC application is not required. To find your in-boundary school, visit enrolldcps.dc.gov/node/41 .

Other Ward 3 Students: MacArthur is interested in enrolling current students from Deal MS, Oyster-Adams EC, and Jackson-Reed HS (9th grade) to help alleviate overcrowding pressures at Jackson-Reed. Interested students will automatically receive a transfer preference through the lottery. ​Why School Absences Have ‘Exploded’ Almost Everywhere

The pandemic changed families’ lives and the culture of education: “Our relationship with school became optional.”

In Anchorage, affluent families set off on ski trips and other lengthy vacations, with the assumption that their children can keep up with schoolwork online.

In a working-class pocket of Michigan, school administrators have tried almost everything, including pajama day, to boost student attendance.

And across the country, students with heightened anxiety are opting to stay home rather than face the classroom.

In the four years since the pandemic closed schools, U.S. education has struggled to recover on a number of fronts, from learning loss , to enrollment , to student behavior .

But perhaps no issue has been as stubborn and pervasive as a sharp increase in student absenteeism, a problem that cuts across demographics and has continued long after schools reopened.

Nationally, an estimated 26 percent of public school students were considered chronically absent last school year, up from 15 percent before the pandemic, according to the most recent data, from 40 states and Washington, D.C., compiled by the conservative-leaning American Enterprise Institute . Chronic absence is typically defined as missing at least 10 percent of the school year, or about 18 days, for any reason.

The increases have occurred in districts big and small, and across income and race. For districts in wealthier areas, chronic absenteeism rates have about doubled, to 19 percent in the 2022-23 school year from 10 percent before the pandemic, a New York Times analysis of the data found.

Poor communities, which started with elevated rates of student absenteeism, are facing an even bigger crisis: Around 32 percent of students in the poorest districts were chronically absent in the 2022-23 school year, up from 19 percent before the pandemic.

Even districts that reopened quickly during the pandemic, in fall 2020, have seen vast increases.

“The problem got worse for everybody in the same proportional way,” said Nat Malkus, a senior fellow at the American Enterprise Institute, who collected and studied the data.

Victoria, Texas reopened schools in August 2020, earlier than many other districts. Even so, student absenteeism in the district has doubled.

The trends suggest that something fundamental has shifted in American childhood and the culture of school, in ways that may be long lasting. What was once a deeply ingrained habit — wake up, catch the bus, report to class — is now something far more tenuous.

“Our relationship with school became optional,” said Katie Rosanbalm, a psychologist and associate research professor with the Center for Child and Family Policy at Duke University.

The habit of daily attendance — and many families’ trust — was severed when schools shuttered in spring 2020. Even after schools reopened, things hardly snapped back to normal. Districts offered remote options, required Covid-19 quarantines and relaxed policies around attendance and grading .

Today, student absenteeism is a leading factor hindering the nation’s recovery from pandemic learning losses , educational experts say. Students can’t learn if they aren’t in school. And a rotating cast of absent classmates can negatively affect the achievement of even students who do show up, because teachers must slow down and adjust their approach to keep everyone on track.

“If we don’t address the absenteeism, then all is naught,” said Adam Clark, the superintendent of Mt. Diablo Unified, a socioeconomically and racially diverse district of 29,000 students in Northern California, where he said absenteeism has “exploded” to about 25 percent of students. That’s up from 12 percent before the pandemic.

U.S. students, overall, are not caught up from their pandemic losses. Absenteeism is one key reason.

Why Students Are Missing School

Schools everywhere are scrambling to improve attendance, but the new calculus among families is complex and multifaceted.

At South Anchorage High School in Anchorage, where students are largely white and middle-to-upper income, some families now go on ski trips during the school year, or take advantage of off-peak travel deals to vacation for two weeks in Hawaii, said Sara Miller, a counselor at the school.

For a smaller number of students at the school who qualify for free or reduced-price lunch, the reasons are different, and more intractable. They often have to stay home to care for younger siblings, Ms. Miller said. On days they miss the bus, their parents are busy working or do not have a car to take them to school.

And because teachers are still expected to post class work online, often nothing more than a skeleton version of an assignment, families incorrectly think students are keeping up, Ms. Miller said.

Across the country, students are staying home when sick , not only with Covid-19, but also with more routine colds and viruses.

And more students are struggling with their mental health, one reason for increased absenteeism in Mason, Ohio, an affluent suburb of Cincinnati, said Tracey Carson, a district spokeswoman. Because many parents can work remotely, their children can also stay home.

For Ashley Cooper, 31, of San Marcos, Texas, the pandemic fractured her trust in an education system that she said left her daughter to learn online, with little support, and then expected her to perform on grade level upon her return. Her daughter, who fell behind in math, has struggled with anxiety ever since, she said.

“There have been days where she’s been absolutely in tears — ‘Can’t do it. Mom, I don’t want to go,’” said Ms. Cooper, who has worked with the nonprofit Communities in Schools to improve her children’s school attendance. But she added, “as a mom, I feel like it’s OK to have a mental health day, to say, ‘I hear you and I listen. You are important.’”

Experts say missing school is both a symptom of pandemic-related challenges, and also a cause. Students who are behind academically may not want to attend, but being absent sets them further back. Anxious students may avoid school, but hiding out can fuel their anxiety.

And schools have also seen a rise in discipline problems since the pandemic, an issue intertwined with absenteeism.

Dr. Rosanbalm, the Duke psychologist, said both absenteeism and behavioral outbursts are examples of the human stress response, now playing out en masse in schools: fight (verbal or physical aggression) or flight (absenteeism).

“If kids are not here, they are not forming relationships,” said Quintin Shepherd, the superintendent in Victoria, Texas.

The district, which serves a mostly low-income and Hispanic student body of around 13,000, found success with a one-on-one coaching program that teaches coping strategies to the most disruptive students. In some cases, students went from having 20 classroom outbursts per year to fewer than five, Dr. Shepherd said.

But chronic absenteeism is yet to be conquered. About 30 percent of students are chronically absent this year, roughly double the rate before the pandemic.

Dr. Shepherd, who originally hoped student absenteeism would improve naturally with time, has begun to think that it is, in fact, at the root of many issues.

“If kids are not here, they are not forming relationships,” he said. “If they are not forming relationships, we should expect there will be behavior and discipline issues. If they are not here, they will not be academically learning and they will struggle. If they struggle with their coursework, you can expect violent behaviors.”

Teacher absences have also increased since the pandemic, and student absences mean less certainty about which friends and classmates will be there. That can lead to more absenteeism, said Michael A. Gottfried, a professor at the University of Pennsylvania Graduate School of Education. His research has found that when 10 percent of a student’s classmates are absent on a given day, that student is more likely to be absent the following day.

Absent classmates can have a negative impact on the achievement and attendance of even the students who do show up.

Is This the New Normal?

In many ways, the challenge facing schools is one felt more broadly in American society: Have the cultural shifts from the pandemic become permanent?

In the work force, U.S. employees are still working from home at a rate that has remained largely unchanged since late 2022 . Companies have managed to “put the genie back in the bottle” to some extent by requiring a return to office a few days a week, said Nicholas Bloom, an economist at Stanford University who studies remote work. But hybrid office culture, he said, appears here to stay.

Some wonder whether it is time for schools to be more pragmatic.

Lakisha Young, the chief executive of the Oakland REACH, a parent advocacy group that works with low-income families in California, suggested a rigorous online option that students could use in emergencies, such as when a student misses the bus or has to care for a family member. “The goal should be, how do I ensure this kid is educated?” she said.

Relationships with adults at school and other classmates are crucial for attendance.

In the corporate world, companies have found some success appealing to a sense of social responsibility, where colleagues rely on each other to show up on the agreed-upon days.

A similar dynamic may be at play in schools, where experts say strong relationships are critical for attendance.

There is a sense of: “If I don’t show up, would people even miss the fact that I’m not there?” said Charlene M. Russell-Tucker, the commissioner of education in Connecticut.

In her state, a home visit program has yielded positive results , in part by working with families to address the specific reasons a student is missing school, but also by establishing a relationship with a caring adult. Other efforts — such as sending text messages or postcards to parents informing them of the number of accumulated absences — can also be effective.

Regina Murff has worked to re-establish the daily habit of school attendance for her sons, who are 6 and 12.

In Ypsilanti, Mich., outside of Ann Arbor, a home visit helped Regina Murff, 44, feel less alone when she was struggling to get her children to school each morning.

After working at a nursing home during the pandemic, and later losing her sister to Covid-19, she said, there were days she found it difficult to get out of bed. Ms. Murff was also more willing to keep her children home when they were sick, for fear of accidentally spreading the virus.

But after a visit from her school district, and starting therapy herself, she has settled into a new routine. She helps her sons, 6 and 12, set out their outfits at night and she wakes up at 6 a.m. to ensure they get on the bus. If they are sick, she said, she knows to call the absence into school. “I’ve done a huge turnaround in my life,” she said.

But bringing about meaningful change for large numbers of students remains slow, difficult work .

Nationally, about 26 percent of students were considered chronically absent last school year, up from 15 percent before the pandemic.

The Ypsilanti school district has tried a bit of everything, said the superintendent, Alena Zachery-Ross. In addition to door knocks, officials are looking for ways to make school more appealing for the district’s 3,800 students, including more than 80 percent who qualify for free or reduced-price lunch. They held themed dress-up days — ’70s day, pajama day — and gave away warm clothes after noticing a dip in attendance during winter months.

“We wondered, is it because you don’t have a coat, you don’t have boots?” said Dr. Zachery-Ross.

Still, absenteeism overall remains higher than it was before the pandemic. “We haven’t seen an answer,” she said.

The analysis for each year includes all districts with available data for that year, weighted by district size. Data are sourced from states, where available, and the U.S. Department of Education and NCES Common Core of Data.

For the 2018-19 school year, data was available for all 50 states and the District of Columbia. For 2022-23, it was available for 40 states and D.C., due to delays in state reporting.

Closure length status is based on the most in-person learning option available. Poverty is measured using the Census Bureau’s Small Area Income and Poverty Estimates. School size and minority population estimates are from NCES CCD.

How absenteeism is measured can vary state by state, which means comparisons across state lines may not be reliable.

News | inglewood students walk out over planned closure of morningside high, 'all of that money was put into these stadiums, but nothing is happening in the community, nothing is happening in our schools,' said one alumnus.

More than 100 high school students walked out of classes Wednesday morning. April 3, to protest Inglewood Unified School District’s planned closure of Morningside High and four other schools.

The students gathered in the school’s parking lot, carrying signs criticizing the school district’s plan and accusing decisionmakers of selling out to capitalize on Inglewood’s stratospheric property values. Morningside High School is in a highly valuable location, sitting approximately two blocks from the Clippers’ new $2 billion arena, the Intuit Dome, and the $5.5 billion SoFi Stadium property.

“Save our school,” the students chanted.

Posters created by the students called out the disparity between the multibillion-dollar investments occurring blocks away and the financially strapped district’s shuttering of six schools in the past two years.

“More schools, less stadiums,” one sign read.

“MHS is not 4 sale,” said another.

Evelyn Perez, 18, and other students said they participated in the walkout because the district did not include them in the process. The students are demanding a meeting with the county’s appointed administrator, James Morris, but so far, the district has not responded to their efforts, according to Perez.

“This is all gentrification,” she said. “They’re just going to turn it into luxury apartments or parking.”

“We believe the community should be the ones to make this decision,” Perez added.

School officials warned the students they’d face repercussions if they left the campus grounds, according to multiple students. A security officer initially barred media representatives from coming onto the property to speak to the protesters, but eventually allowed it in an effort to get the students to return to their classrooms sooner.

In a statement, district spokesperson Jessica Ochoa said Inglewood Unified “promptly intervened to ensure the safety and well-being of all students.”

“We strongly advise against student participation in walkouts, as it could jeopardize their safety, well-being, and academic progress,” Ochoa stated. “While we respect students’ rights to express themselves, prioritizing a secure environment is paramount. We encourage students to engage in dialogue, express their viewpoints through appropriate channels, and seek guidance from their parents/guardians.”

Asked if Morris planned to meet with the students, Ochoa did not respond.

Inglewood Unified has been in state receivership since 2012, when it was forced to take a $29 million bailout to avoid insolvency.

Morris, appointed last year with the goal of finally guiding the district out of receivership, blamed declining enrollment for its troubles, saying the district anticipates more than half of the seats available in its classrooms will be empty by 2029-30. IUSD dropped from 18,000 students in 2002 to less than 7,000 today.

Morningside had 833 students in the 2018-19 school year and has since dropped to 465 this year. That’s expected to be halved within the next five years.

“Simply put, we need to close some schools to remain competitive, improve instruction, and repair the schools that will remain open,” Morris said during the announcement of the closures .

Community activist Fre’Drisha Dixon, who helped the students organize the walkout, said parents, students and alumni are upset because the receivership precludes them from having any say in the closures. School board members are elected, but Morris, as the county’s appointed administrator, has the final say on any decision.

“For some reason, this Black and Brown community is not trusted to choose their own democratically elected representatives,” Dixon said.

Dixon is pushing for a bill, the California Public Sovereignty Act , that would return control of the district to voters and reduce the interest rates on the remaining loan payments to the state.

Inglewood previously closed one school, Worthington Elementary, in 2023, over the district’s declining enrollment and persistent fiscal struggles. In March, Morris announced the district would add Morningside High, Crozier Middle, and Hudnall, Highland and Kelso elementary schools to the chopping block in an effort to consolidate the district to fit its current enrollment numbers.

Those five schools are expected to shutter at the end of the 2024-25 school year.

Like Morningside, Kelso Elementary also is located on prime real estate, right across the street from the Kia Forum.

Morningside High student Amia Harris, 16, worries her younger siblings are being “set up for failure” as the district’s future seems bleak. The school system should be investing in and promoting the existing schools if it wants to stop the hemorrhaging enrollment numbers, she said.

“They’re putting property values over people’s education,” she said. “They say we’re closing because of low enrollment. We’re closing because they don’t want to invest in us.”

Alumnus Tristan Castillo, who graduated from Morningside in 2021, attended the walkout to support the students. Castillo heard rumors that Morningside would close even when he was a student.

“We saw the numbers declining year after year,” he said. “It hit home, but it isn’t anything we’re surprised about, because they haven’t been supplying us with the resources we need.”

Castillo recalled how teachers had to use their own money on classroom supplies when he was a student. Before he graduated, Morningside lost water for days, forcing students to use portable toilets until they, too, staged a walkout to draw the district’s attention to the issue.

“All of that money was put into these stadiums, but nothing is happening in the community, nothing is happening in our schools,” he said.

A Missouri teenager who was brutally beaten in what officials called a "deranged display of violence" by another teen is out of the intensive care unit but has limited speech and trouble walking on her own, an attorney for the family said.

Kaylee Gain has been hospitalized since a March 8 fight near Hazelwood East High School in St. Louis County that was captured in a viral social media video.

The footage shows several people brawling in the street near the intersection of Norgate and Claudine drives, the St. Louis County Police Department said in a  March 11 Facebook post .

One person is seen repeatedly punching Gain and slamming her head to the ground. A 15-year-old girl was arrested on assault charges a day after the fight, authorities said.

Police said the victim was found "suffering a severe head injury" and was taken to the hospital in critical condition.

In an update Friday, an attorney for Gain's family said she was out of the intensive care unit and "has been able to engage in limited verbal conversations."

"Kaylee also recently began speech therapy, and has gone on a few short walks with the assistance of hospital staff as she is still unable to ambulate on her own," attorney Bryan Kaemmerer said. "However, Kaylee does not have any recollection of the altercation that led to her hospitalization."

Kaemmerer addressed several social media rumors about the altercation, denying reports that Gain's mother drove her to the location of the fight.

He said Gain's mother was at work and was driven to the hospital by a co-worker after police informed her of what happened.

The attorney, however, did confirm reports that Gain had been involved in a fight on March 7 with a different teenager. Both girls were suspended after that incident, Kaemmerer said.

He said it was unclear whether the March 8 brawl was retaliation.

Gain's parents are calling for the 15-year-old to be tried as an adult. Kaemmerer said in his statement that "the family believes trying the accused as an adult is the most appropriate way to provide the justice that Kaylee deserves."

Authorities have not said if the 15-year-old would be tried as an adult.

St. Louis County Prosecuting Attorney Wesley Bell  said  in a post on X that the fight was "sickening" and the video was "difficult to watch."

Missouri Attorney General Andrew Bailey called the actions in the video a "deranged display of violence that must be punished to the full extent of the law."

On Thursday, police announced that eight more teenagers were referred to St. Louis County Family Court for consideration of assault charges, NBC affiliate KSDK of St. Louis reported. They include a 17-year-old girl, a 17-year-old boy, two 16-year-old girls, three 16-year-old boys, and one 14-year-old girl. None of the teens have been taken into custody.
