Biden hosts Indian Prime Minister Modi at White House

President Joe Biden welcomed Indian Prime Minister Narendra Modi at the White House on Wednesday, hosting Modi for a private dinner ahead of a much larger state dinner scheduled for Thursday.

The Bidens and Modi were joined by White House national security advisor Jake Sullivan and National Security Advisor of India Ajit Doval for a meal "featuring a few of the President’s favorite foods, including pasta and ice cream," the White House said.

Before their dinner, Biden, first lady Jill Biden and Modi watched dancers from Studio Dhoom, a local Indian dance studio, perform a tribute to the regions of India.

The White House said that Modi would receive a handmade, antique American book galley from the early 20th century as an official gift from the president and first lady.

Biden will also gift Modi a vintage American camera, accompanied by an archival facsimile print of George Eastman’s patent of the first Kodak camera, and a hardcover book of American wildlife photography, the White House said, adding that Jill Biden would present Modi a signed, first edition copy of “Collected Poems of Robert Frost.”

Wednesday's dinner kicks off Modi’s visit to Washington, where the two leaders are expected to discuss deepening their countries’ defense ties and partnership in technology, as well as expanding cooperation on key global issues, including climate change, during Modi’s state visit to the U.S.

The visit comes as the Biden administration has been ramping up efforts to strengthen its relationship with India as it continues to expand its global influence.

"We don't believe there's really a partner that is more consequential to helping along those lines than India," John Kirby, a spokesperson for the National Security Council, told reporters Tuesday.

The war in Ukraine and India’s relationship with Russia are also expected to be on the agenda, Kirby said.

In recent years, Russia's war in Ukraine and India's human rights record have strained relations between New Delhi and Washington. India, which maintains a neutral stance on the Russia-Ukraine war, has not criticized Russia's invasion, and it continues to buy Russian oil , which has helped Moscow amid Western sanctions.

The U.S. and India, however, remain aligned on key aims, including countering China's influence in the region and globally.

Chinese and Indian troops have had several skirmishes along their border in recent years. Twenty Indian soldiers were killed in June 2020  in hand-to-hand combat with the Chinese military, followed by another clash last December .

The White House said Modi's visit would also help strengthen the U.S.'s and India's commitment to the Indo-Pacific Economic Framework , which the White House announced last year to counter China’s economic clout in the region.

Biden and Modi are meeting as concern over the future of India's democracy also continues to mount and as experts say the space to dissent from government policies continues to narrow .

In a letter to Biden this month, Elaine Pearson, the Asia director for Human Rights Watch, said India's human rights woes are "endangering" U.S.-India relations. "We strongly urge you to use your meetings with Prime Minister Modi to urge Modi to move his government and his party in a different direction," Pearson wrote.

Kirby did not directly address human rights concerns surrounding Modi's visit at his briefing Tuesday. He said Biden "routinely" discusses human rights concerns with foreign leaders and described human rights as a "foundational element" of Biden's foreign policy.

"The two leaders can speak for themselves after the meeting is over," Kirby said.

On Thursday, Modi is set to address a joint meeting of Congress before the state dinner. The White House said it expects 400 guests for the dinner, which will take place in a tented pavilion on the South Lawn.

“With this official state visit, we are bringing together the world’s oldest and the world’s largest democracies. After years of strengthening ties, the U.S.-India partnership is deep and expansive as we jointly tackle global challenges," Jill Biden said in remarks previewing the event. “But our relationship isn’t only about the government. We’re celebrating the families and friendships that span the globe, those who feel the bonds of home, in both of our countries.”

Biden welcomes Indian Prime Minister Modi for state visit

Modi's trip to Washington, though, isn't without controversy.

President Joe Biden rolled out the red carpet Thursday for Prime Minister Narendra Modi of India for the third state visit of his presidency.

The visit will put on full display the "deep and close partnership" between the U.S. and India, the White House said, despite concerns India's democratic principles have eroded under Modi's leadership.

The relationship has been described by Biden as "one of the most important" of this century as the U.S. rebalances its foreign policy focus to the Indo-Pacific in the face of an increasingly aggressive China. Just ahead of Modi's visit, President Biden suggested Chinese President Xi Jinping was a "dictator."

"There's a strategic imperative in the region," Tanvi Madan, the director of The India Project at the Brookings Institution, told ABC News. "Multiple administrations have seen India as a geopolitical counterbalance, an economic alternative and a democratic contrast to China."

The two leaders greeted each other warmly on the South Lawn in a welcome featuring marching bands and honor guards, despite rainy weather. Vice President Kamala Harris, the first person of Indian descent in her role, and second gentleman Doug Emhoff were also there to greet the prime minister.

"The challenges and opportunities facing the world in this century require that India and the United States work and lead together, and we are," Biden said.

Modi said the partnership between the U.S. and India "will be instrumental in enhancing the strength of the whole world."

Biden and Modi met in the Oval Office and appeared side by side at a brief news conference in the East Room, a rarity for Modi who only held his first-ever press conference in India in 2019 after being in power for five years.

Modi also appeared on Capitol Hill to address a joint meeting of Congress before a state dinner at the White House Thursday night.

The prime minister received a standing ovation as he entered the chamber to chants of "Modi, Modi" from members, though a handful of progressive Democrats boycotted the speech, citing reports of human rights abuses.

Modi took a moment to note those in the chamber who have Indian roots, turning to point to Vice President Harris seated behind him whom he celebrated as having "made history."

"We come from different circumstances and history, but we are united by a common vision. And, by a common destiny," Modi told lawmakers in closing. "When our partnership progresses, economic resilience increases, innovation grows, science flourishes, knowledge advances, humanity benefits, our seas and skies are safer, democracy will shine brighter and the world will be a better place."

PHOTO: India's Prime Minister Narendra Modi waves as he addresses a joint meeting of Congress at the US Capitol in Washington, June 22, 2023.

About 400 guests are expected to attend the dinner, the White House said, which will include a plant-based menu and a mixture of American and Indian decor. There will be performances from American violinist Joshua Bell and from Penn Masala, a South Asian a cappella group from the University of Pennsylvania.

Modi's trip to Washington, though, isn't without controversy as the prime minister's been criticized for a rise in violence against religious minorities as well as a crackdown on the press and dissenters.

Some democracy watchdogs have downgraded India's rating in recent years. The U.S.-based Freedom House rated India as "partly free" in its 2023 report, and the Sweden-based Varieties of Democracy called India an "electoral autocracy."

"He's got a mixed record," Richard Rossow, chair U.S.-India Policy Studies at the Center for Strategic and International Studies, said of Modi. "We do see at times he feels politically weak domestically, he's initiated steps that directly or indirectly seem to stoke the fears of religious intolerance by him and his party. And we've also seen crackdown on civil society to some extent."

Human rights advocates and at least 70 lawmakers called on Biden to directly address human rights violations during Modi's visit. Experts told ABC News any human rights or democratic issues will likely be taken up in private between the two leaders.

PHOTO: President Joe Biden and India's Prime Minister Narendra Modi talk during meeting in the Oval Office of the White House, Thursday, June 22, 2023, in Washington.

Biden was asked during the news conference about those who've criticized his administration as overlooking such human rights concerns in hosting Modi.

"Look, the prime minister and I had a good discussion about democratic values," Biden responded. That's the nature of our relationship, we're straightforward with each other and we respect each other."

"I believe that we believe in the dignity of every citizen and it is in America's and I believe in India's DNA that the whole world, the whole world has a stake in our success," the president continued. "Both of us, in maintaining our democracies, make us appealing partners and enables us to expand democratic institutions across, around the world."

Modi, meanwhile, sidestepped a question on recent allegations of human right abuses as he claimed in India "there's absolutely no discrimination, neither on basis of cast, creed, or age, or any kind of geographic location."

"I'm actually really surprised that people say so," the prime minister said as he defended his government. "Indeed, India is a democracy ... democracy is in our DNA. democracy is our spirit. democracy runs in our veins. We live democracy."

PHOTO: People wait to watch the arrival ceremony for Indian Prime Minister Narendra Modi at the White House, June 22, 2023 in Washington, D.C.

Also at issue during the trip was Russia. India, which has long relied on Russian oil and weapons, has avoided outrightly condemning the Russian invasion of Ukraine.

But experts noted Modi's slight change in tone when it comes to Russia's invasion, such as his recent statements on the importance of territorial integrity and sovereignty.

"Both Washington and New Delhi understand that they will not necessarily see eye to eye on Russia," Kenneth Juster, who served as the U.S. ambassador to India during the Trump administration, told ABC News. "But they can discuss that issue candidly with each other, and it is not going to have a negative impact on their broader strategic partnership."

A senior Biden official said the White House would "engage actively" with India on issues related to Russia and Ukraine, specifically India's efforts to diversify away from Russian military equipment.

Talks between Biden and Modi also included trade, climate and space.

The two leaders announced a number of new commitments, including a joint space mission as well as various investments in technology, defense and clean energy.

Secretary of State Antony Blinken, speaking to the U.S.-India Business Council last week, touted trade between the two nations reached a record $191 billion. Blinken noted the U.S. is India's largest trading partner, and Indian companies invested more than $40 billion in the U.S. in IT, pharmaceuticals and more.

Though Juster said be believed there is still more work to do to advance on the trade front ahead of the state visit.

"For the world's largest economy, the United States, and its fifth largest economy, India, I believe that their bilateral trade relationship does not fulfill all of its potential. I am hoping that the two countries can continue to advance their trade and investment relationship both bilaterally and regionally, because economic issues are so important in the Indo-Pacific and China has a robust economic strategy for the region," he said.

Prior to landing in Washington, Modi met with Tesla CEO Elon Musk as well as other business leaders and health care experts.

He also marked International Day of Yoga by participating in a group session on the lawn of the United Nations headquarters.

The last time Modi visited the U.S. was in 2019, when he appeared alongside former President Donald Trump at a "Howdy Modi" rally in Texas attended by tens of thousands of people.

PM Modi Mumbai News Highlights: Prime Minister Narendra Modi said that while the world is reeling under economic crisis, India is providing subsidies. “Double Engine government is committed to giving better amenities to poorest of the poor. Therefore, even railway stations are being developed on the lines of airport. CSMT, which is one the oldest railway stations, is being redeveloped. We are pushing for multi model connectivity,” he said. He was speaking from the MMRDA grounds in Bandra Kurla Complex, where he inaugurated two new Mumbai Metro lines and various projects, including road concretisation, sewage treatment plants and PM Svanidhi scheme, among others.

Ahead of the civic body polls in the city, the BJP and Balasahebanchi Shiv Sena are expected to use the opportunity to display a united front and the might of their alliance. The PM’s visit comes as part of the BJP’s strategy to emphasise on ‘Mumbai Makeover’ and to counter the Maha Vikas Aghadi’s (MVA) attempts to portray the party as ‘anti-Mumbai’ as well as the sympathy factor working in favor of Sena (UBT) ever since its split.

Opposition Maha Vikas Aghadi (MVA) asked Prime Minister Narendra Modi how can he shun the responsibility from his Bharatiya Janata Party (BJP) of corruption in the Brihanmumbai Municipal Corporation as BJP shared power with Shiv Sena for 25 years.

"In a bid to target Shiv Sena and make allegations of corruption, PM Modi targeted his own BJP which was in power with the Sena for 25 years. It seems Modiji forgot that whatever has happened in Mumbai, the BJP is equally responsible," said Maharashtra Congress chief Nana Patole.

Patole said that all the projects for which foundation stone was laid were started during Maha Vikas Aghadi government and not in last six months. "Modiji says that his government gives free ration to 80 crore Indians. How come despite BJP rule, India is witnessing so much of poverty?" Asked Patole.

The Congress leader reminded that PM Modi shared stage with State governor Bhagat Singh Koshyari who has made 'objectionable' comments against Chhatrapati Shivaji Maharaj. "Not a single BJP leader felt it was necessary to condemn him. It just shows the level of respect BJP has for Chhatrapati Shivaji Maharaj," he said.

Actor Sheezan Khan, who is in jail for allegedly abetting the suicide of co-actor Tunisha Sharma, had not cooperated during custodial interrogation, had deleted some WhatsApp chats and was also in a position to threaten material witnesses if released on bail, a court in Maharashtra's Palghar has said.

The details of the Vasai court's January 13 order rejecting the bail plea of Khan was made available on Thursday. The order also said "just prior to the alleged incident, something is appeared to have been happened between them in the make-up room of applicant, which forced her to commit suicide". (PTI)

Prime Minister Narendra Modi said that there is no pauncity of funds for the development of Mumbai, adding that the duo of CM Eknath Shinde and Deputy CM Devendra Fadnavis will help realise people's dreams in the city.

"Local governance is integral for bringing Mumbai transformation. Funds have to be utilized properly and that requires political will. Let us all together join hands for development of Mumbai," he said.

Stressing that Dharavi redevelopment is the state government's commitment, Prime Minister Narendra Modi said that Mumbai will get a face lift in the coming days.

"Our emphasis will be on electric vehicles to curtail pollution. Through water treatment plants, rivers are being cleaned on massive scale," Modi said.

Prime Minister Narendra Modi said that while the world is reeling under economic crisis, India is providing subsidies.

Modi said that Mumbai Metro was running on just an 11 km stretch in 2014, but the Shinde-Fadnavis team has put infrastructure on fast track.

"Double Engine government is committed to giving better amenities to poorest of the poor. Therefore, even railway stations are being developed on the lines of airport. CSMT, which is one the oldest railway stations, is being redeveloped. We are pushing for multi model connectivity," he said.

Hailing the projects launched from the MMRDA grounds in BKC, Prime Minister Narendra Modi said that for the first time, the world is taking note of India's work. "There is a lot of positivity about India world over. With its futuristic and modern approach, India is moving forward. Today, we are providing modern infrastructure for better connectivity and economic prosperity," Modi said.

While thanking BMC chief Iqbal Singh Chahal for transforming the city, CM Eknath Shinde said, "G20 presidency is a matter of pride for us. We got this chance because in the past few years, Modi has taken the economy of India to new heights. In next 3 years, we will complete the makeover of Mumbai."

Speaking on the upcoming BMC polls, Shinde said, "Our endeavor will be to convert the double engine into triple engine. Under PM's leadership, we will make a new Maharashtra. No matter how much we are criticised, Mumbaikars are wise and appreciate the work we do."

Speaking about his Davos visit, CM Eknath Shinde said, 'I went to Davos and saw that every one from all over the world only asked about Modi. I am happy to tell you that Modi's charisma is resonating worldwide, not just India. This is a matter of pride for us.'

'We have to transform the face of Mumbai. We have to fast track development. All those projects which were stuck in pipelines will be expeditiously taken up,' he said.

Talking about the road concretisation project, Shinde said, "We will make Mumbai potholes free through concrete roads. The roads of Mumbai are being concretised and work for 400 km roads will be inaugurated by Modi today. There are still some people who want to hinder our work. Let them hinder it, and we will continue our work."

"The 350 km Metro mega project was conceptualized and implemented by Devendra Fadnavis as CM in 2014. PM Modi had done its bhoomipujan in 2015. Today, he is dedicating the two Metro lines to Mumbaikars," Shinde further said.

Addressing crowds at BKC's MMRDA grounds, CM Eknath Shinde said his double engine government will bring major transformation in Mumbai. he said that the BJP-Balasahebanchi Shiv Sena government is working under the guidance of PM Modi, and hailed his decisions in the last six months.

"Everything we are doing is bothering others. They think that within six months if this government can do so much work, what all it will achieve in the next six months. We will respond to criticism with work. We will do ten times more work in comparison to criticism," Shinde said.

Addressing crowds at MMRDA ground in BKC, Deputy CM Devendra Fadnavis said that the double-engine government was chosen in 2019, but foul play led to a government ruling in the state for 2.5 years which the people did not want.

"But the true follower of Balasaheb Thackeray, Eknath Shinde showed courage and with your blessings, a government of the liking of the people came to Maharashtra once again. Maharashtra started walking rapidly on the path to development once again," Fadnavis said.

Real estate developers foresee good traction as two new Metro lines — 2A (Dahisar to DN Nagar) & 7 (Dahisar East to Andheri East) — are set to begin operations this month.

Keval Valambhia, chief operating officer of CREDAI-MCHI Mumbai, a real estate apex body of members from the Mumbai Metropolitan Region (MMR), expressed hope that these two Metro lines will play a crucial role in decongesting Mumbai’s current public transportation system and foster a new real estate boom in the western suburbs.

Prime Minister Narendra Modi arrived on the stage at the MMRDA grounds in Bandra Kurla Complex and was presented a traditional Marathi turban or 'pheta' by CM Eknath Shinde and Deputy CM Devendra Fadnavis.

Union ministers Piyush Goyal, Ramdas Athavale and Bhagwat Karad are also on the stage. Mumbai BJP president Ashish Shelar and BJP (MP) Pooja Mahajan share dias with PM.

NCP (MP) Supriya Sule said her party welcomes Prime Minister Narendra Modi to Mumbai but also feels sorry that he has to the running for the BJP. be it the BMC polls or the Lok Sabha polls.

"In the past, we have seen great leaders such as Atal Bihari Vajpayee, LK Advani, Sushma Swaraj and Arun Jaitley. Unfortunately, BJP does not have leaders now. As a result, Modiji is burdened to do all running around in each and every poll," she said.

Marathi Singer Avdut Gupte sang the song 'Jai Jai Maharashtra Majha' at BKC's MMRDA grounds. The song has been proposed as the official state song by state cultural affairs minister Sudhir Mungantiwar.

Gupte has previously performed for BJP's Marathi Dandiya, and also sang at the Balasahebanchi Shiv Sena's Dussehra rally. He also composed the theme song for the Shiv Sena, before the party split last year.

Satyajeet Tambe has been suspended from Congress for six years, after he threw in his hat as an Independent candidate in the Legislative Council’s Nashik graduate constituency.

Haji Arfat Shaikh, BJP leader and former president of the state minority commission, said, "The opposition is trying to paint a picture that BJP is creating a Hindu-Muslim divide. There are a large number of Muslims here who support Modi and the work he is doing for the country and our community.

Mocking Prime Minister Narendra Modi ahead of his visit to Mumbai, Shiv Sena (UBT) in its mouthpiece 'Saamana' said that his coming to the city was just another "campaign for his party'.

"Modi is visiting Mumbai for a few hours and it is being said that in these few hours, he will lay the foundation for the bright future of Mumbai. But the question is since when did the BJP start worrying about Mumbai's future and fortune? This propaganda that the Prime Minister is incarnating for the bright future of Mumbai is false. He is campaigning for his party, but can the saffron of the Shiv Sena be removed from Mumbai?" the editorial argued.

It further said that Mumbai would be blessed only if no attempt is made to "loot" the labour of Maharashtrians.

The Nationalist Congress Party demanded the resignation of Wresting Federation of India president and BJP MP Brij Bhushan Sharan Singh, who has been accused of sexually exploiting women wrestlers for years, a charge vehemently rejected by the sports administrator.

Top wrestlers Vinesh Phogat, Sakshi Malik, Bajrang Punia and many other grapplers are on a silent sit-in in New Delhi for the second day against WFI and its chief Singh. “Women wrestlers who have won laurels for our country are protesting at Jantar Mantar in Delhi to seek justice for themselves for all the wrongdoings meted against them by the Wrestling Federation of India,” Clyde Crasto, NCP's national spokesperson, said in a statement. Mumbai Police detained actor Rakhi Sawant in connection with an FIR registered against her based on a complaint by another woman actor for allegedly circulating the latter's video links and photos on social media.

Following the actor's complaint, the Amboli police in Mumbai had registered an FIR against Sawant under Indian Penal Code Sections 354A (sexual harassment of the nature of unwelcome physical contact and advances or a demand or request for sexual favours showing pornography), 509 (word, gesture or act intended to insult the modesty of a woman) and 504 (insult intended to provoke breach of peace) and provisions of the Information Technology Act, he said.

The Maharashtra government has given a fresh three-month extension to the Koregaon-Bhima Inquiry Commission, probing the violence that took place on January 1, 2018 on the outskirts of Pune city, after the panel sought more time to record statements of some witnesses. The earlier extension granted to the two-member commission was valid till December 31, 2022.

Entry of all heavy vehicles, including on the Western Express Highway and western suburbs, will be banned till 9 pm on Thursday, a Mumbai traffic police advisory said.

* Only 18.5 per cent of Class III students in Maharashtra government schools can do subtraction.

* Only 20.1 per cent of Class V and 38.1 per cent of Class VIII students can do division.

* Only 55.5 per cent of Class V students can read Class II-level books.

* Only 34 per cent of the schools have computers.

These are some of the findings mentioned in the Annual Status of Education Report (ASER), 2022, which showed the impact of two years of Covid-19 pandemic on teaching and learning in government schools.

In the wake traffic restrictions in the Bandra Kurla Complex (BKC) of Mumbai where Prime Minister Narendra Modi would take part in an event on Thursday evening, police have advised offices and establishments in the area to allow their employees to leave early.

The police have also asked the establishments in the area to report immediately about any suspicious activity by a person, suspicious e-mails, any other such cyber incident including hacking.

The massive cutouts of the Shiv Sena founder along the route Prime Minister Narendra Modi will take on his visit to Mumbai on Thursday have more than established that the BJP won't miss an opportunity to show its reverence to the late Bal Thackeray.

But there is another reason behind these posters which cannot be ignored. The Balasahebanchi Shiv Sena led by Chief Minister Eknath Shinde has claimed it has upheld the political legacy of the late Bal Thackeray which was based on Hindutva and the welfare of the Marathi Manoos.

Modi Calls Muslims ‘Infiltrators’ Who Would Take India’s Wealth

The direct language used against the country’s largest minority was a contrast to the image Prime Minister Narendra Modi presents on the world stage.

Narendra Modi waves from a stage, as several people stand behind him.

By Alex Travelli and Suhasini Raj

Reporting from New Delhi

Prime Minister Narendra Modi on Sunday called Muslims “infiltrators” who would take India’s wealth if his opponents gained power — unusually direct and divisive language from a leader who normally lets others do the dirtiest work of polarizing Hindus against Muslims.

Mr. Modi, addressing voters in the state of Rajasthan, referred to a remark once made by Manmohan Singh, his predecessor from the opposition Indian National Congress Party. Mr. Singh, Mr. Modi claimed, had “said that Muslims have the first right to the wealth of the nation. This means they will distribute this wealth to those who have more children, to infiltrators.”

Mr. Modi aimed his emotional appeal at women, addressing “my mothers and sisters” to say that his Congress opponents would take their gold and give it to Muslims.

Modi Calls Muslims ‘Infiltrators’ in Speech During India Elections

Prime minister narendra modi of india was criticized by the opposition for remarks he made during a speech to voters in rajasthan state..

I’m sorry, this is a very disgraceful speech made by the prime minister. But, you know, the fact is that people realize that when he says the Congress Party is going to take all your wealth and give it to the Muslims, that this is just a nakedly communal appeal which normally any civilized election commission would disallow and warn the candidate for speaking like this.

Video player loading

Implications like these — that Muslims have too many babies, that they are coming for Hindus’ wives and daughters, that their nationality as Indian is itself in doubt — are often made by representatives of Mr. Modi’s Bharatiya Janata Party, or B.J.P.

Mr. Modi’s use of such language himself, as he campaigns for a third term in office, raised alarm that it could inflame right-wing vigilantes who target Muslims , and brought up questions about what had prompted his shift in communication style. Usually, Mr. Modi avoids even using the word “Muslims,” coyly finding ways to refer indirectly to India’s largest minority group, of 200 million people.

Mallikarjun Kharge, the president of the Congress party, called Mr. Modi’s remarks “hate speech.” Asaduddin Owaisi, who represents the only national party for Muslims, lamented how “common Hindus are made to fear Muslims while their wealth is being used to enrich others.”

Tom Vadakkan, a spokesman for the B.J.P., said that Mr. Modi’s speech was being misinterpreted. “This is not about our compatriots, the Muslims,” he said. Mr. Modi was talking only about “infiltrators,” according to Mr. Vadakkan.

The prime minister’s fiery oration, delivered in 100-degree heat in the town of Banswara in arid Rajasthan, marked a contrast to the image he presents in international contexts.

During a visit to the White House in June, Mr. Modi said there was “no question of discrimination” in India. When he played host to the Group of 20 summit in New Delhi three months later, he chose the theme “the world is one family”(in Sanskrit, the primary liturgical language of orthodox Hinduism).

He put his own face on soft-power outreach programs like World Yoga Day, broadcast to Times Square, using it to present a Hindu-centric India as a benign “teacher to the world.”

Campaigns that divide Hindus and Muslims can be useful in animating the hard-right Hindu base of Mr. Modi’s otherwise broad-based electorate, especially in places like Banswara, where Hindus outnumber Muslims by three to one.

With his remarks, Mr. Modi may have been trying to close a divide that has opened among Hindus in Rajasthan over whether to support the B.J.P., with one prominent group holding protests over comments made by a party official.

But the prime minister’s speech was also clearly intended for a wider audience; he shared a clip on his official social media channels.

The B.J.P. remains the favorite to win another parliamentary majority when six weeks of voting concludes on June 1 and ballots are counted three days later. Mr. Kharge, the Congress party president, called Mr. Modi’s speech — perhaps hopefully — a sign of desperation, adding that opposition candidates must be faring well in the early stages of balloting.

Neerja Chowdhury, a columnist and the author of “How Prime Ministers Decide,” echoed Mr. Kharge, saying that, in her view, “voters are expressing their dissatisfaction much more openly this time.” The B.J.P. is capable of a swift course correction, she added, because “they get feedback very quickly.”

Rahul Gandhi, the public face of the Congress party , said that Mr. Modi’s comments had been intended as a diversion from subjects that trouble ordinary voters, like joblessness and inflation.

That the prime minister alluded to religion at all in his speech drew complaints that he may have violated India’s election rules.

Candidates are supposed to be barred from asking for votes in the name of religion or caste. But B.J.P. leaders regularly invoke Hindu deities during campaign rallies. The country’s Election Commission, which enforces the rules, has taken little action against the party, even as it has moved against members of other parties in similar cases.

Uddhav Thackeray, a former ally of Mr. Modi’s who is now running against the B.J.P., declared that he would now ignore an Election Commission order to remove the word “Hindu” from his own party’s campaign song.

The basis for Mr. Modi’s attack was a 22-second excerpt from a statement that Mr. Singh, a Sikh economist who was the prime minister before Mr. Modi, made in 2006. Mr. Singh had been listing many of the traditionally disadvantaged groups in India, including lower-caste Hindus and tribal populations, and “in particular the Muslim community,” and said that all should share equitably in the nation’s wealth.

Since Mr. Modi took office in 2014, Muslims haven’t had a proportional share of India’s steady economic and social development . None of the 430 candidates the B.J.P. is fielding in the current election is Muslim.

Mr. Singh’s speech from 2006 seems old now, but it was made just four years after riots in the state of Gujarat under the watch of Mr. Modi. Hindus and Muslims hacked and burned one another and at least 1,000 died, most of them Muslims.

Second phase of India's general election

World Chevron

India begins voting in second phase of giant election as modi vs gandhi campaign heats up.

India began voting on Friday in the second phase of the world's biggest election, as Prime Minister Narendra Modi and his rivals raise the pitch of the campaign by focusing on hot-button issues such as religious discrimination, affirmative action and taxes.

Kiribati's parliament has voted to remove Australian-born High Court Judge David Lambourne, who said on Friday the move was politically motivated and an attack on the independence of the Pacific Island nation's judiciary.

‘Infiltrators’: Modi accused of anti-Muslim hate speech amid India election

The Indian PM turned to old anti-Muslim tropes in an election rally, potentially signalling a shift in his campaign strategy, say analysts.

Prime Minister Narendra Modi

New Delhi, India — Indian Prime Minister Narendra Modi is facing accusations of spreading hatred against Muslims after controversial comments on Sunday wherein he equated the community to “infiltrators” and peddled anti-Muslim tropes in the middle of the country’s general elections.

Speaking at a crowded rally in the western state of Rajasthan, Modi said if the opposition led by the Congress party came to power, it would distribute the country’s wealth among “those who have more children”, in an apparent reference to Muslims, whom he had spoken about just before.

Focus on india’s southern states in second phase of mammoth election, india election 2024 phase 2: who votes and what’s at stake, modi wants to turn india’s election into a hindu-muslim war, indian gulf workers: the unlikely voters parties are wooing for elections.

“Should your hard-earned money be given to infiltrators?” he said to the cheering crowd, before alleging that the opposition would take away even mangalsutras — the auspicious necklace that a husband ties around his wife’s neck in Hindu weddings — if given a chance.

Local poll officials in Rajasthan confirmed to Al Jazeera that they had received at least two complaints against Modi, calling for his election campaign to be suspended and for his arrest.

Renu Poonia, a nodal officer of the Election Commission of India (ECI) in the state capital, Jaipur, revealed that the complaints were received from the Azad Adhikar Sena, a regional political party, and a local non-profit organisation. India’s election code bars parties and politicians from engaging in speeches and campaigns that aim to perpetuate religious or caste differences. But independent watchdogs and activists have long complained that election officials act too slowly, if at all, especially when cases involve powerful officials in the government.

Many leaders in Modi’s Bharatiya Janata Party (BJP) and its allies in India’s Hindu-majoritarian right have long portrayed the country’s 200 million Muslims effectively as outsiders. Muslim asylum seekers and refugees from Bangladesh and Myanmar are in particular targeted as “infiltrators”.

The BJP and its partners have also long pushed a conspiracy theory that suggests that Indian Muslims produce more children intending to eventually outnumber Hindus in the country. In reality, government data shows that the Muslim fertility rate in India is dropping the fastest among all communities and has almost halved in the past three decades.

Modi has himself promoted this stereotype — in 2002, after an anti-Muslim massacre in the state of Gujarat, where he served terms as chief minister — infamously mocking relief camps as baby-producing factories.

Yet, in recent years, while others in his party and its coalition partners have often engaged in open Islamophobic commentary and even violence, Modi has focused on his government’s claimed accomplishments in the fields of the economy and social development. That had been the principal thrust of his 2024 re-election campaign too.

Asim Ali, a political commentator, said Modi’s remarks were “the most inflammatory statement by a sitting prime minister in the recent history of India” and marked a significant shift in his election pitch. India is poised to vote in the second of seven phases of its national election on Friday, April 26. The first phase of voting was held on April 19.

“Five years ago, the question was why is Modi not reigning in extremist voices; now, PM Modi is the most extremist campaigner,” said Ali.

‘Unconscious comment’ or ‘true nature’?

In his speech, Modi said he was referring to the Congress election manifesto, which promises wealth redistribution amid growing concerns over inequality, and to past statements by the opposition party.

“When they [the Congress] were in power, they said Muslims have first right over resources. They will gather all your wealth and distribute it among those who have more children,” Modi said.

In 2006, then-Prime Minister Manmohan Singh of the Congress had said India’s traditionally marginalised communities, including castes that had faced historical discrimination and religious minorities, “particularly Muslims”, should have the first claim on the nation’s resources. Singh’s comment had followed a report by a government-appointed panel under a former judge that had found that the social, economic and educational conditions of Indian Muslims were worse than those of any caste or community.

Modi’s comments, some analysts and common Muslims said, could instigate hate-fuelled violence against Muslims — already a problem that has skyrocketed under the current government’s decade-long reign.

“The PM might have said it as a jibe against the Congress, but eventually this will further perpetuate the stereotype of Muslims as a problem, and not an asset for India,” said Zeyad Masroor Khan, journalist and author of City on Fire, a book on an anti-Muslim riot in Aligarh in the northern state of Uttar Pradesh. The comments might “even promote acts of violence against Muslims”, he said.

Khan said the shift in campaign messaging “exposes the true nature of Modi”.

Sandeep Shastri, the national coordinator of the New Delhi-based Centre for the Study of Developing Societies (CSDS) research programme Lokniti Network, said he hoped Modi’s comments were a slip — and not a conscious change in campaign strategy. According to CSDS polling, the BJP holds a comfortable 12 percent vote advantage over the principal opposition alliance.

“I do not think that the ground situation warranted any rashness from Modi,” said Shastri, adding that he was personally “disappointed” by the statement. “It could have been an unconscious comment – made in the rush of the moment or excitement of campaign,” Shastri added, referring to Modi’s assertion, after he won the 2019 election, that he would work for all Indians. Against that backdrop, comments like Sunday’s “are best avoided”, he said.

“If the intention is what the speech suggests, it is a matter of huge alarm.”

‘Scared to go to the market’

Ashfaq Hussain, a 35-year-old contractor in Rajasthan, is not waiting for any clarification from Modi or the BJP about Sunday’s comments. He said he has seen enough.

Hussain was sitting with his teenage son when a snippet of Modi’s speech popped up on his smartphone. He scrolled the feed quickly, he said. “Our PM is using language like ‘infiltrators’ for us. I feel ashamed and it is gutting,” he told Al Jazeera.

Rajasthan has witnessed a series of anti-Muslim hate crimes in recent years, including lynchings.

“[Modi’s speech] endangers my family’s safety and further divides our society by erasing the historical brotherhood.”

“I’m scared to even go to the market alone in the evening; people call names and try to instigate, which then can anytime turn into a lynching,” Hussain said.

BJP national spokesperson Zafar Islam said Modi’s comments were being misinterpreted.

“We need to get this in right context. In the past, a lot of people have come from outside and have now mixed in the society and using resources,” he said, suggesting that Modi was referring to foreign nationals illegal in India, and not Indian Muslims, while speaking of “infiltrators”.

Islam claimed that Indian Muslims had benefited from government schemes under Modi and that opposition parties relied on scaremongering to get religious minorities to vote for them.

But the Congress party chief, Mallikarjun Kharge, said Modi’s “hate speech” was “a deliberate ploy to divert attention”.

Ali, the political commentator, agreed. The opposition has been focusing on the need for a caste census — an enumeration of the populations of different castes in India. The Congress claims this would show how disadvantaged castes have been denied adequate affirmative action. “To respond to the opposition, textbook politics say you need a scapegoat; and for the BJP, it has been Muslims,” he said.

The speech was also worrying, Ali said, because of Modi’s attempt to portray Muslims as dangerous to the very identity of Hindus.

“Mangalsutras are considered sacred – it was a deeply psychological attack that gives a sense that Muslims will endanger your private, domestic space,” said Ali.

“This is a very dangerous moment for Indian politics.”
