Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

• Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
• During border inspection, verbally attest to their COVID-19 vaccination status. 
• Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Accepted Vaccines:

• 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
• 2 weeks (14 days) after your second dose of an accepted 2-dose series;
• 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
• 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

• Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
• Children under 18 years of age;
• Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
• Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
• Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
• Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
• Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
• Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations? 

A: See CDC guidance for additional information on this topic. Note that the vaccine requirement does not apply to children under 18 years of age.

Q: Does this requirement apply to amateur and professional athletes?

A: Yes, unless they qualify for one of the narrow CDC exemptions.

Q: Are commercial truckers required to be vaccinated?

A: Yes, unless they qualify for one of the narrow CDC exemptions. These requirements also apply to bus drivers as well as rail and ferry operators.

Q. Do you expect border wait times to increase?

A:  As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.

To help reduce wait times and long lines, travelers can take advantage of innovative technology, such as facial biometrics and the CBP OneTM mobile application, which serves as a single portal for individuals to access CBP mobile applications and services.

Q: How is Customs and Border Protection staffing the ports of entry? 

A: CBP’s current staffing levels at ports of entry throughout the United States are commensurate with pre-pandemic levels. CBP has continued to hire and train new employees throughout the pandemic. CBP expects some travelers to be non-compliant with the proof of vaccination requirements, which may at times lead to an increase in border wait times. Although trade and travel facilitation remain a priority, we cannot compromise national security, which is our primary mission. CBP Office of Field Operations will continue to dedicate its finite resources to the processing of arriving traffic with emphasis on trade facilitation to ensure economic recovery.

Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?  

A:  The unvaccinated individual (if 18 or over) would not be eligible for admission.

Q: If I am traveling for an essential reason but am not vaccinated can I still enter?

A:  No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.

Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?

A:  Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.

Entering the U.S. via Air Travel

Who can travel from the U.S. to Canada?

Borders between the U.S. and Canada recently reopened to travelers more than a year after having closed due to COVID-19. Now, many who are eager to explore our neighbor to the north are left wondering what’s involved in a border crossing and what guidelines they’ll need to adhere to for a successful journey.

If you’re anxious to visit Montreal, Toronto, Vancouver or Calgary, here’s what to know to plan your U.S.-Canada border crossing, whether by land, air or sea.

Currently, Canadian borders are open to all U.S. citizens wishing to enter regardless of vaccination status. However, the requirements for entry will vary based on your vaccination status.

Fully vaccinated travelers no longer need to provide a negative COVID test for entry, but must still use the ArriveCAN app to submit mandatory entry information, including proof of vaccination, at least 72 hours prior to arrival and/or before boarding a cruise ship destined for Canada.

Not fully vaccinated? You won’t be able to visit Canada if you’re traveling for discretionary or leisure purposes. If you don't qualify as a fully vaccinated traveler but still need to travel to Canada for reasons other than leisure, you’ll be required to quarantine for 14 days, take a molecular COVID test, and register for a COVID test upon your arrival in the country, which you can do in advance to save time.

There are more than 100 land border crossings between the U.S. and Canada, and wait time to cross can vary widely.

At most crossings, how long you wait depends on the time of day and the day of the week. Some crossings have little to no delay at off-peak travel times, and others, like Buffalo, New York, can log wait times around 40 minutes.

If you're fully vaccinated and traveling to Canada, whether by car, plane or boat, you still have to follow certain protocols. To meet entry requirements, you must:

Have no symptoms of COVID-19.

Have received all doses of a COVID-19 vaccine at least 14 full days before you enter Canada.

Upload your proof of vaccination in ArriveCAN , an app that provides border crossing info and stores important documentation.

Have your required entry documents.

NOTE: As of April 1, 2022, fully vaccinated travelers no longer need to provide a negative test for entry.

If you don’t meet all the requirements of a fully vaccinated traveler, you’ll have to quarantine for 14 days upon arrival. You may also be selected for a random arrival test at some airports and land crossings. These may take place at the airport or a designated testing site, or you may be provided with a do-it-yourself kit that you can send in once you arrive at your final destination.

If you live in Alaska, you may sometimes have to drive through Canada to get to certain regions of the state. Unvaccinated Alaska residents who must pass through Canada for necessary purposes (i.e. not for leisure or recreation) may do so without pre-entry and arrival COVID tests, but they must remain in their vehicle while driving through Canada. They'll also likely be given a specimen collection kit when they cross a land border into Canada.

If you're leaving Alaska to travel to the lower forty-eight, or if you're returning to Alaska after being in another state, you may also be granted special permission to pass through Canada. However, if you’re not fully vaccinated you will need a negative COVID molecular test result to enter. You'll also need proof that you live in Alaska if you’re driving north, or proof of residence or employment in the lower forty-eight if driving south.

The key to a successful U.S.-Canadian border crossing is preparation. Make sure you know what documentation and information you need well in advance of your arrival at the border or the airport. Ensure everything is in order and uploaded to the ArriveCAN app, and be patient. Above all, travel safely.

Canada-U.S. border restrictions: The current rules with ArriveCan, COVID-19 tests, vaccine mandates

With the COVID-19 restrictions at the border to remain in place for at least another month , some Canadians may need a primer on what those rules are.

Public Health Agency of Canada announced that several pandemic restrictions will be extended at Canadian airports and land borders, including vaccine mandates, random COVID-19 tests and the mandatory use of the ArriveCan app, until at least June 30.

While few Canadians may still be anxious about travelling, some are ready to take a vacation after more than two years in a pandemic. CTVNews.ca breaks down what rules travellers need to be aware of as they plan their trips prior to jetting off.

PRE-ENTRY TEST NO LONGER REQUIRED

As of April 1, fully vaccinated travellers no longer need to provide a negative pre-entry COVID-19 test result to enter Canada by air, land or water.

Passengers may still be subjected to mandatory, random PCR testing at the airport -- in part to monitor for new, emerging COVID-19 variants -- though they will not be required to isolate while awaiting their results.

As of April 25, children aged five to 11 who are travelling with a fully vaccinated parent or guardian will no longer be required to complete a COVID-19 test prior to entering Canada, regardless of whether the child is unvaccinated. Children under the age of five won’t be required to complete a pre-entry COVID-19 test either, and are exempt for vaccination requirements.

ARRIVECAN APP

All travellers coming to Canada, regardless of citizenship or vaccination status, still have to use the ArriveCAN app to submit their health information before arriving in Canada. Travellers must submit their information in ArriveCAN within 72 hours before arrival at a port of entry.

Travellers who arrive without completing their ArriveCAN submission may have to test on arrival and on the eighth day of their 14-day quarantine, regardless of their vaccination status. Foreign nationals may be denied entry as well if they have not completed their ArriveCAN submission.

Any travellers who fail to submit their information and proof of vaccination using ArriveCAN could be fined $5,000.

While travellers still have to use the ArriveCAN app, the federal government has dropped its requirement for those entering the country to monitor for and report any COVID-19 symptoms they experience. Those travelling from abroad also won’t be required to keep a list of close contacts and places visited for the first 14 days after their arrival in Canada.

PROOF OF VACCINATION STILL NEEDED

Despite the lifting of pre-entry test requirements, the requirement to be fully vaccinated with a government-approved COVID-19 vaccine in order to board federally-regulated air, rail, and marine transportation remains in effect.

Pre-entry testing requirements have not changed for partially vaccinated or unvaccinated travellers who are currently allowed to travel to Canada.

Unless otherwise exempt, all travellers age 12 or older who do not qualify as fully vaccinated – having received at least two doses of a COVID-19 vaccine accepted for travel or a mix of two vaccines – must continue to provide proof of a negative pre-entry COVID-19 test result.

Accepted pre-entry tests include a health professional-administered negative rapid antigen test taken no more than one day before arriving at a port of entry, or a negative molecular test taken no more than 72 hours before a scheduled flight or crossing at a land border.

Partially vaccinated or unvaccinated travellers may also provide a positive molecular test taken at least 10 days and no more than 180 days before their scheduled flight departure time or their arrival at the land border to enter Canada. Positive antigen test results are not accepted.

The government recommends completing a COVID-19 vaccine series, along with any additional recommended doses in Canada, at least 14 days before travelling internationally. For those who must travel, the government suggests delaying one's plans until they are fully vaccinated.

MASKING DURING TRAVEL AND AFTER ARRIVAL

Canadian adults and children aged five and older who are fully vaccinated are no longer expected to wear a mask in public spaces for 14 days following their arrival in Canada. However, children aged five to 11 who are either unvaccinated or partially vaccinated must continue to wear masks in public settings, such as school, for 14 days after entering Canada.

All travellers are also still required to wear a mask while travelling on federally-regulated modes of transportation, such as a plane or train, regardless of whether they are vaccinated.

BEFORE YOU GO

Prior to travelling, the government recommends checking the COVID-19 testing and vaccination requirements, as well as other entry requirements, at one's destination as they may be different from Canada's rules.

Travellers are also advised by the Canadian government to monitor the COVID-19 situation at their destination in the days before travelling should the status of COVID-19 infections and public health requirements there change.

CRUISE SHIPS

Cruise passengers aged five years or older are required to take an antigen or molecular COVID-19 test in order to board a ship no more than two days before their scheduled departure, but will not need to be tested before getting off the ship.

All other requirements for cruises, including providing proof of vaccination before boarding, remain in place.

The government continues to warn travellers that the virus can spread easily between people in close quarters, such as on cruise ships. The government says the chance of being infected with COVID-19 on cruise ships is still "very high," even for those who are fully vaccinated.

Vaccinated Americans can enter Canada starting Monday. Here are 11 things to know before a trip.

Vaccinated American travelers will get the green light to cross Canada's borders on Monday , but the process won't be as simple as it was before the pandemic.

The country has implemented new health measures to keep the coronavirus at bay, such as asking visitors to provide additional documentation – including proof of vaccination and a coronavirus test – before crossing the land border. Air travelers also need to submit information , including coronavirus test results, before boarding a   plane to Canada. Falsifying information could result in hefty fines. 

Travelers can also expect longer wait times, thanks to the new public health measures.

Fully vaccinated U.S. citizens and permanent residents will be permitted to enter Canada for nonessential travel starting Monday at 12:01 a.m. ETD. White House officials have yet to say when the U.S. will reciprocate and ease its own travel restrictions against its Canadian neighbors. 

For Americans planning to take a trip up north soon, here are 11 things to know.

►US borders: US extends Mexico, Canada border restrictions through Aug. 21

Canada border crossing requirements: Travelers will need to be fully vaccinated

American travelers wanting to visit Canada by land, air or water must complete a COVID-19 vaccination at least 14 days  before entry. The government of Canada accepts the Pfizer-BioNtech, Moderna, Johnson & Johnson and AstraZeneca/COVISHIELD vaccines.  

Cruises are not permitted to enter Canadian waters, but the country's ban on cruise ships with more than 100 passengers is set to end Nov. 1. 

Everyone needs to get a negative coronavirus test 

All travelers, regardless of vaccination status, will need to show proof of a coronavirus molecular test – such as a PCR test – to enter. Fully vaccinated travelers will not need to take a post-arrival test unless they are randomly selected to do so. 

The U.S. Department of Health and Human Services website has a list of  community-based testing sites for COVID-19 . The Centers for Disease Control and Prevention suggests travelers contact their health care provider or visit their local health department’s website to find the latest information on testing since the type of COVID-19 tests offered can differ by location.

Bring COVID-19 vaccine card, documentation

Travelers must show proof of vaccination  in either English, French or a certified translation.

Airlines will verify passengers’ vaccination status through the ArriveCAN app or website before passengers board their flights. Those driving across the border must use ArriveCAN before departing. Information must be submitted within 72 hours before arrival. 

Travelers are advised to carry their vaccine documentation to show officials at border entry points and should keep their test results and a list of close contacts and locations visited on hand.

Travelers without documentation will be denied boarding, and those who try to cross land borders without the proper documents will be sent back to the United States.

Travelers who try to falsify their documentation could be fined or denied entry to the country at a future date, according to Denis Vinette, vice president of the CBSA travelers branch. Two travelers who tried to enter Canada last month were fined nearly $20,000 Canadian dollars , or nearly $16,000, after providing false information related to proof of vaccination.  

"We've seen quite a few instances with individuals who've attempted to make use of fraudulent documents," Vinette said. "It's just not worth it.

Check for any COVID-19 symptoms, and be prepared to quarantine

Fully vaccinated travelers won't need to quarantine upon arrival, but visitors with COVID-19 symptoms  will need to self-isolate. All visitors must provide a quarantine plan.

You can expect longer wait times

The CBSA is expecting increased processing times for border crossings come Monday due to enhanced public health measures. 

“The CBSA will not compromise the health and safety of Canadians for the sake of border wait times,” spokeswoman Rebecca Purdy told USA TODAY via email Tuesday.   

Vinetteof the CBSA said the agency expects a 10% to 25% increase in vehicles trying to cross the border once restrictions ease Monday, which would be just 20% or so of pre-pandemic levels. 

"We asked travelers to be patient but also to arrive prepared and knowledgeable of the requirements at the border," Vinette told USA TODAY. "It'll help increase passage and throughput and make the experience much more positive."

The agency’s website offers estimated border wait times at select land ports. 

Dan Weingarten, a spokesman for the Michigan Department of Transportation, added that the department will work to process traffic “as expeditiously as possible” through the state's toll plazas and border bridges.

“We anticipate any delays would be at the U.S. or Canadian customs checkpoints, which are not under our control,” Weingarten said. 

While a CBSA employee strike threatened to further increase wait times for travelers crossing the border, strike actions were called off late Friday  after labor unions reached a tentative agreement with the CBSA.  

Children, others who are exempted can enter Canada

Children under the age of 12 and unvaccinated dependent children will be allowed to enter the country with a fully vaccinated parent, stepparent, tutor or guardian who is eligible to enter Canada.

People with health conditions that prevent them from becoming fully vaccinated can qualify for eased quarantine and testing requirements but must follow a modified quarantine.

Travelers will be required to follow public health measures, including monitoring for signs of COVID-19 and keeping a copy of vaccine documentation and test results 14 days after entry . 

Canada's government suggests mask wearing in shared spaces, and certain provinces – including Quebec  and Ontario – enforce mask mandates.

Travelers entering by air will need to wear a mask in Canadian airports and on flights to and from the country, regardless of vaccination status. 

Some provinces impose  other restrictions. Newfoundland and Labrador  require a travel form to enter.  Ontario has capacity limits on organized public events, retail spaces, museums, casinos, theaters and more. 

The country's national parks are open and welcome visitors, but access to facilities and services may be limited.

Airlines add flights to Canada

Airlines are adding flights to Canada to accommodate the anticipated uptick of air travel demand.

Air Canada announced a summer trans-border schedule with up to 220 daily flights between the USA and Canada starting Monday. The initial schedule will include 55 routes and 34 U.S. destinations, but the airline plans to restore service to all 57 U.S. destinations previously served “as conditions allow,” according to the airline.  

United, which flies to Calgary, Montreal, Toronto and Vancouver, said it would add flights to Toronto and Vancouver in September.

American Airlines services four airports in Canada – Calgary, Montreal, Toronto and Vancouver – and is set to resume operations in Halifax, Quebec and Ottawa in the spring of 2022, according to a statement in June. 

Pricing from flight search tool Skyscanner on Fridayshowed airfares for August trips from the USA to Canada start at $329 for Vancouver, $359 for Toronto and $356 for Calgary. 

Effective Monday, international flights carrying passengers will be permitted to land at nine Canadian airports:

Canada hotel room rates are low – but prices are rising

In June, the average daily room rate – or ADR – across Canada's hotels was $125.05 in Canadian dollars (U.S. $99.61), down 31% compared with 2019, according to hotel analytics company STR.  

Hotel room prices should rebound when border restrictions ease; STR expects ADR to hit $116.22 by the end of September, according to a June statement. The firm expects smaller cities and resorts to lead the recovery. 

“International demand plays an incredibly important role in the recovery process, and we expect a jump in hotel leisure and corporate demand once the U.S./Canada land border reopens,” the news release read.

The majority of eligible Canadians are vaccinated against COVID-19

Canada's vaccine rollout had a slower start, but the country has surpassed U.S. vaccination rates. 

More than 71% of the Canadian population  has received at least one dose of the vaccine and nearly 60% were fully vaccinated as of July 31. In the U.S.,  58% of the population was partially vaccinated and 50% was fully vaccinated  as of Friday.  

US extends Canada border closure 

The United States  extended border restrictions on nonessential travel last month, keeping its borders with Canada and Mexico closed through at least Aug. 21. The restrictions to entry affect land and ferry travel. 

The move is meant to help the country decrease the spread of COVID-19, including the highly contagious delta variant.

International travelers who plan to return to the U.S. by air will need to get tested no more than three days before travel and show a negative test result or documentation of recovery to the airline before boarding, according to the CDC. This policy does not apply to land border crossings.

I am an American citizen. What do I need to enter Canada?

American citizens, including American-Canadian citizens, must carry proper identification and meet the basic requirements to enter Canada . You do not need a Canadian passport, a Canadian visa or an eTA to enter Canada if you are travelling with a valid U.S. passport.

New entry requirement now in effect

Visa-exempt foreign nationals need an Electronic Travel Authorization (eTA) to fly to or transit through Canada by air. Exceptions include U.S. citizens and travellers with a valid Canadian visa. Canadian citizens, including dual citizens , and Canadian permanent residents cannot apply for an eTA.

Today the Government of Canada announced the removal of all COVID-19 entry restrictions, as well as testing, quarantine, and isolation requirements for anyone entering Canada, effective October 1, 2022.

Since the beginning of the pandemic, the Government of Canada has taken a layered approach to border management to protect the health and safety of Canadians. As the pandemic situation has continued to evolve, adjustments to border measures have been informed by the latest evidence, available data, operational considerations, and the epidemiological situation, both in Canada and internationally. Today the Government of Canada announced the removal of all COVID-19 entry restrictions, as well as testing, quarantine, and isolation requirements for anyone entering Canada, effective October 1, 2022.

The removal of border measures has been facilitated by a number of factors, including modelling that indicates that Canada has largely passed the peak of the Omicron BA.4 and BA.5 fuelled wave, Canada’s high vaccination rates, lower hospitalization and death rates, as well as the availability and use of vaccine boosters (including new bivalent formulation), rapid tests, and treatments for COVID-19.

Effective October 1, 2022, all travellers, regardless of citizenship, will no longer have to:

• submit public health information through the ArriveCAN app or website;
• provide proof of vaccination;
• undergo pre- or on-arrival testing;
• carry out COVID-19-related quarantine or isolation;
• monitor and report if they develop signs or symptoms of COVID-19 upon arriving to Canada.

Transport Canada is also removing existing travel requirements. As of October 1, 2022, travellers will no longer be required to:

• undergo health checks for travel on air and rail; or
• wear masks on planes and trains.

Although the masking requirement is being lifted, all travellers are strongly recommended to wear high quality and well-fitted masks during their journeys.

Cruise measures are also being lifted, and travellers will no longer be required to have pre-board tests, be vaccinated, or use ArriveCAN. A set of guidelines will remain to protect passengers and crew, which will align with the approach used in the United States.

Individuals are reminded that they should not travel if they have symptoms of COVID-19. If travellers become sick while travelling, and are still sick when they arrive in Canada, they should inform a flight attendant, cruise staff, or a border services officer upon arrival. They may then be referred to a quarantine officer who will decide whether the traveller needs further medical assessment as COVID-19 remains one of many communicable diseases listed in the Quarantine Act .

The Government of Canada also reminds travellers to make informed decisions when considering travel outside of Canada to protect their health and safety. They are encouraged to review the travel advice at https://travel.gc.ca/travelling/advisories for more information on safe travel.

Canadians can continue to do their part to protect themselves and others, and reduce the spread of COVID-19, by getting vaccinated and boosted, using high quality and well-fitted masks where appropriate, self-isolating if they have symptoms and self-testing if they can.

Quick facts

Travellers must follow any provincial or territorial COVID-19 requirements as applicable. Foreign nationals must still meet the entry requirements under the Immigration and Refugee Protection Act and provide appropriate travel and immigration documentation as necessary.

Air carriers will no longer need to validate that travellers have entered information in ArriveCAN before boarding.

As of October 1, 2022, travellers who entered Canada in the 14 days prior to October 1, 2022, will not be required to complete the remainder of their quarantine or isolation, or complete their testing requirements.

While travellers will no longer have to submit their quarantine and vaccination information through ArriveCAN, they can continue to use the optional Advance Declaration feature in ArriveCAN (free as a mobile app or on the Canada Border Services Agency (CBSA) website) to save time at the airport by submitting their customs and immigration declaration in advance of arrival.

• This feature is currently available to travellers arriving at Toronto Pearson, Vancouver, or Montréal-Trudeau international airports and will expand to the Calgary, Edmonton, Winnipeg, Billy Bishop Toronto City, Ottawa, Québec City, and Halifax international airports in the coming months.

Early data shows that using the Advance CBSA Declaration in ArriveCAN cuts the amount of time a traveller spends at a kiosk by roughly one third, and over 30% of travellers arriving at the airports are already using it.

The CBSA will continue to make technology available at the border to speed up traveller entry and enhance the safety and security of Canadians. For example, CBSA is exploring other optional ArriveCAN features to provide travellers with easy access to information such as border wait times, and other self-serve functions. This will be expanded to travellers by land so they can make use of available technology to expedite and facilitate their travel.

Starting Monday, April 8, 2024, people in British Columbia will have access to a free spring COVID-19 vaccine booster to maintain and extend protection for themselves and their loved ones against serious illnesses from COVID-19.

The spring COVID-19 booster will be available throughout the province at pharmacies, regional health-authority clinics, some primary-care offices, and community health centres. This spring vaccine remains free and available for everyone six months and older.

Given the decreased rates of viral respiratory infections in the community, additional infection prevention and control measures implemented in fall 2023 in health-care settings are no longer required at all times. People are still encouraged to wear masks in health-care settings as appropriate, to continue to cover coughs and stay away from others when feeling sick. Health-care workers will continue to wear appropriate personal protective equipment, such as masks and respirators, in accordance with their point-of-care risk assessments.

While the peak of the respiratory illness season has passed, the SARS CoV-2 virus continues to circulate at lower levels in the community. The protection from infection that COVID-19 vaccines provide decreases over time, particularly in older people, so a spring COVID-19 vaccine booster will ensure people stay protected.

Aligned with advice from the National Advisory Committee on Immunization, B.C. health officials recommend the following people consider receiving an additional dose of the XBB.1.5 COVID-19 vaccine:

• adults 65 and older;
• Indigenous adults 55 and older;
• adult residents of long-term care homes and assisted-living facilities (including those awaiting placement); and
• individuals six months and older who have been diagnosed as clinically extremely vulnerable (a CEV 1 or CEV 2 condition).

B.C.’s COVID-19 spring program is focused on providing vaccines to those most at risk of severe COVID-19 illness or complications, and people who have not yet received an updated vaccine dose. However, anyone who feels they would benefit from an additional dose of the XBB.1.5 COVID-19 vaccine can contact the call centre at 1 833 838-2323 to book an appointment or walk into a pharmacy where the vaccine is available. Vaccine appointment capacity is available in all regions.

The 2023-24 respiratory illness immunization campaign was launched to the general population on Oct. 10, 2023. As of end of day March 31, 2024, B.C. had administered 1,457,246 doses of COVID-19 vaccines and 1,562,023 doses of influenza vaccines.

• Invitations will start going out on Monday, April 8, 2024; reminders will be sent out to those who have not yet received an XBB.1.5 dose and to those who fit the listed categories.
• There are approximately 3.9 million people in B.C. who have not received a COVID-19 XBB.1.5 vaccine.
• B.C. has more than 900,000 doses of Moderna and Pfizer COVID-19 vaccines (adult, infant and pediatric) in stock and approximately 13,000 doses of the Novavax COVID-19 vaccine in stock for those requiring a non-mRNA vaccine.

To help you avoid delays and get you on your way, we’ve put together an essential travel checklist of things to be mindful of when planning your cross-border trip from Canada.

1. Get your docs in a row

One of the very first things you should do while planning your trip across the land border is to make sure you have all the valid travel documents you need to bring with you, starting with a valid passport. Check the expiration date to avoid the unfortunate situation of getting turned away by customs and border protection (it can happen to the best of us!).

While most countries require passports to be valid for at least another 6 months in order to enter, Canadian passports can in fact be valid up until the date of departure for the US. However, it's always best to have some wiggle room just in case plans change.

As for visas, Canadian citizens are not required to have a visa or ESTA to enter the US, but foreign nationals from certain countries that aren’t part of the Visa Waiver Program do. So, if you’re travelling with any foreign visitors without Canadian citizenship, be sure to check their specific requirements ahead of time to avoid any setbacks at the land border. A trusted traveler program card like NEXUS is another great way to pass through faster.

Canadian permanent residents may also require a visa to enter the US depending on what country they are from, so be sure not to overlook that detail!

Don't forget that the government requires families travelling with kids under the age of 18 to have a letter of consent when not travelling with both parents.

If you’re driving to the US in your own car, you’ll also need to provide proof of vehicle ownership if asked by CBP officers. Always have your vehicle registration and insurance papers handy, or your rental agreement if you’re using a hired car.

Be ready to answer any questions customs and border protection agents may have and be prepared to show documentation about your trip itinerary too. If your stay is more than a day, they might want to see where you’re staying at your planned destination, and that you have enough funds to cover your trip.

Last, but certainly not least, it’s good to be aware and prepared with any necessary permits for the activities you’ll be doing during your trip. Going fishing? You may need to obtain a license ahead of time.

As it stands right now, you don’t need to show border protection agents any proof of vaccination for COVID-19 or a negative test, but as we’ve learned from experience in recent years, these requirements are subject to change. For peace of mind, take a minute to check the latest disease control information before you go.

The US Customs & Border Patrol website is a great resource for the latest information on entry requirements, all necessary documents for international travellers and permanent residents, and any temporary restrictions. You can also check with consular services if ever you still have questions.

2. Ensure you’re well insured

Before you start packing up the car, it’s also important to review your insurance policy to make sure you have the protection you need during your visit. While it is likely that your car insurance policy will insure your Canadian car in the US for a period of up to 6 months, some providers may have restrictions. *

Car insurance regulations differ province to province, so the coverage you’re eligible for can vary based on where you live. Ask your provider how long your coverage is good for in the US, whether it remains intact when you cross the border, or whether you need any additional coverage for your policy to remain valid. Nobody wants to end up being responsible for unforeseen repair bills because they didn’t have sufficient car insurance coverage. *

Remember that it’s always better to be safe than sorry! You don’t need to notify your insurance provider if you’re heading south of the border, but a quick call or a visit to intact.ca to verify your coverage can give you valuable peace of mind. *

For longer trips, it's advisable to look into travel insurance as well. Should anyone need emergency medical treatment while you're away, it can be very costly in the US. Check what kind of policy you may already have and whether you need any additional coverage.

3. plan the best time to go.

While a long holiday weekend may be the perfect time to get away for a few days, it can also come with longer wait times at the land borders. In fact, weekends in general are simply a more popular time to go. If your plans are flexible, aim to leave on a weekday (especially in the morning!) for better chances of breezing through border crossings.

Did you know that you can actually check live wait times at Canada-US land borders? It’s not a bad idea to check those ahead of time to avoid any hold-ups. As for the land border itself, some are typically busier than others. Sometimes it’s good to see if there’s a smaller, less popular crossing nearby to help you reduce wait times.

In the event that you do end up having a bit of a wait, a great playlist, delicious snacks, and some car games like 21 questions will always help pass the time!

4. Be aware of what to declare

Before heading back to Canada, be sure to have your receipts readily available to show customs and border protection agents, in case you need to declare any purchases you made while away. Canadian residents can bring back tax and duty-free goods valued at $200 after being away for 24 hours, and $800 after 48 hours.

In the US for a same-day cross-border shopping trip? There are no personal exemptions for this so be prepared to pay any taxes or duties for those purchases. The CBSA offers a handy calculator so that you can estimate these numbers ahead of time and avoid any costly surprises.

And of course, it's essential to respect the customs and border protection rules. Make sure you’re not bringing back anything that’s prohibited in Canada, and be ready to declare items like alcohol, food and any other restricted products. Not doing so can end up in border inspection which can really add time to your journey.

Planning a picnic across the border and want to bring some good cheese, charcuterie and alcohol from your province? Make sure you check if these foods are authorized by U.S. authorities. Most cheeses are, except soft cheeses such as cottage cheese or ricotta, meat-based cheeses and some unpasteurized cheeses. Deli meats such as sausages are unfortunately prohibited as well as mutton, lamb or goat meat. As for alcohol, you must be 21 years old to consume it in the United States, and the limit is 1 litre. Above this amount you will have to pay import taxes, or the item will be confiscated. Please note that all food must be declared to U.S. customs , and it is important not to drink and drive. If you do drink, make sure you have a designated driver or can walk back to your hotel or accommodation.

Entering Canada

On this page, by private boat, required identification, permanent residents, travelling with children, you and the border services officer.

Whether you’re returning home or visiting, you’ll follow the same 3 steps to enter Canada:

Step 1. Pre-arrival: Use Advance Declaration or complete a Declaration Card

If you’re arriving by air at one of Canada’s participating international airports, you can save time at the border. Submit your customs and immigration declaration online using Advance Declaration up to 72 hours before you arrive in Canada.

If you choose not to submit your declaration in advance, you can complete it at an airport kiosk or eGate. If you’re landing at an airport without kiosks or eGates, you’ll receive a Declaration Card on board the aircraft or other conveyance. Read the instructions and complete the card before you arrive. Have it ready to present to Canadian officials at the airport, along with your identification and other travel documents. If you're travelling with children, please have their documentation ready as well.

If using a Declaration Card, detach and discard the instructions. To help us serve you faster, do not fold the card.

Everyone arriving in Canada must complete a declaration. You can list up to 4 people living at the same residence on one card, or 8 people per Advance Declaration submission.

The Declaration Card or Advance Declaration submission tells us what we need to know about you, your travels and what you’re bringing into the country.

Connecting to another flight

If you’re connecting to another flight or travelling on to another destination and re-boarding the same plane, follow the signs. At some airports, you may have to check your baggage and have it screened again.

Step 2. Arrival: First CBSA checkpoint

When you arrive at the terminal, follow the signs to the first Canada Border Services Agency (CBSA) checkpoint, also called “primary inspection.”

If you used Advance Declaration, go to a kiosk or eGate to retrieve your confirmed declaration receipt. Up to 5 people may use a kiosk as a group upon arrival.

Next, a border services officer will examine your:

• Declaration Card or Advance Declaration kiosk receipt
• your identification
• other travel documents

The officer may ask you a series of questions to determine:

• your immigration status
• the type of any goods you're bringing with you
• your duty-free allowance
• your personal exemption entitlements

Goods not properly declared that are restricted or prohibited in Canada can, under the law, be seized.

Newcomer or coming to Canada to study or work

If you’re a newcomer to Canada, coming to study or work in Canada, you may need to present further documentation. The officer will help guide you through this process. You may ask the officer for help if you don’t speak English or French well.

Step 3. Baggage and second CBSA checkpoint

Go to the baggage claim area. If you must pay duty and taxes, you can pay at most major airports while waiting for your luggage.

Once you’ve picked up your luggage:

• go to the next CBSA checkpoint
• Declaration Card, Advance Declaration kiosk or eGate receipt
• receipt, if you paid duty and taxes for your goods

The officer may direct you to a secondary inspection area.

Here, officers may ask you:

• for detailed information about your travels
• to present your luggage and goods for examination

This is a normal part of the travelling process. Your cooperation is appreciated and helps us ensure the safety of Canada, its economy and its residents.

If you’re arriving by land, follow the signs to the first checkpoint, also called “primary inspection.” Here, a border services officer will examine your identification and other travel documents and take your verbal declaration.

If you’re arriving by private boat, go directly to a designated marine telephone reporting site and call the CBSA Telephone Reporting Centre (TRC) at 1-888-226-7277 to obtain clearance.

Private boaters that meet certain conditions may report to the CBSA by calling the TRC using cell phone from their location in Canadian waters.

Make sure you carry proper identification for yourself and any children travelling with you to help confirm your legal right to enter Canada. Canada has introduced a new entry requirement, known as an Electronic Travel Authorization (eTA), for certain international travellers who fly to Canada.

The Government of Canada recommends that Canadian citizens travel with a valid Canadian passport because it’s the only reliable and universally accepted travel and identification document available to Canadians for the purpose of international travel.

International transportation companies such as airlines may require travellers to present a passport before boarding. Canadian citizens may face delays or may not be allowed to board the plane or other conveyance if they present other documents such as a:

• Enhanced Driver's License (EDL)/Enhanced Identification Card (EIC)
• NEXUS card (used where the program is available)
• Free and Secure Trade (FAST) card used in FAST lanes
• Canadian citizenship card
• Certificate of Indian Status
• Birth certificate in combination with either a driver's licence or a government-issued photo identification

Permanent residents (immigrants living in Canada who are not yet Canadian citizens) need a valid permanent resident card to return to Canada. Check the expiry date on your card.

Note that a Certificate of Canadian Citizenship is not a travel document.

Parents who share custody of their children should bring copies of the legal custody documents to the border when travelling with their children.

A consent letter should be used for all cross-border travel when a child is travelling:

• with only 1 parent or guardian
• in the care of friends or relatives
• with a group, such as a sports, school, musical or religious group

Example of a consent letter to permit travel by a child with a single custodian or parent.

When travelling with a group of vehicles, parents or guardians should arrive at the border in the same vehicle as the children.

Adults who aren’t parents or guardians should have written permission from the parents or guardians to supervise the children. The consent letter should include addresses and telephone numbers where the parents or guardian can be reached.

Border officers watch for missing children, and may ask detailed questions about the children who are travelling with you.

You may occasionally find yourself going through a more detailed inspection. In some cases, this simply means that you may have to complete a form. In other cases, the border services officer will need to identify the goods you’re bringing into the country or examine your luggage.

Border services officers are legally entitled to examine your luggage as part of their responsibility to protect Canada's safety, economy and environment. You are responsible for opening, unpacking and repacking your luggage.

By making your goods easily accessible for inspection and having your receipts handy, you will be helping the CBSA to help you. It’s a good idea to keep all your receipts for accommodation and purchases, and for any repairs done to, or parts bought for, your vehicle. The border services officer may ask to see them as evidence of the length of your stay and of the value of the goods or repairs.

If you disagree with the amount of duty and taxes that you have to pay, please ask to speak with the CBSA superintendent on duty. A consultation can often resolve the issue quickly and without cost. If you’re still not satisfied, our officers can tell you how to make a formal appeal.

Border services officers may arrest an individual for an offence under the Criminal Code (for example, impaired driving, outstanding arrest warrants, stolen property, abductions/kidnappings) and for infractions under other acts of Parliament (for example, the Customs Act , the Immigration and Refugee Protection Act ).

If you’re arrested, you may be compelled to attend court in Canada. You should note that anyone arrested in Canada is protected by and will be treated in accordance with the Canadian Charter of Rights and Freedoms .
