Police visit 1,000 homes of people watching online streams in piracy crackdown

Police in the UK claim to have identified more than 1,000 people accessing illegal online streams following a raid on a major piracy operation.

Officers with West Mercia Police plan to visit homes in order to serve notices to the accused individuals, ordering them to cease illegal streaming activity. It forms part of a broader crackdown on piracy in partnership with the Federation Against Copyright Theft (FACT).

“This operation has involved months of collaborative hard work and the warning notices issued are an excellent example of adopting a multi-agency approach between FACT and the police,” said Jason Grove, who works for the Government Agency Intelligence Network (GAIN).

FACT chief executive Kieron Sharp added that the operation aimed to “ensure that the public are made aware of the dangers of using illegal streaming services and, more importantly, that they understand that there is the risk of criminal prosecution”.

It is illegal to watch pirated streams in the UK, though law enforcement have historically focussed only on those operating the websites and services rather than those watching them.

Criminal prosecution is pending against the operator of the streaming service, which was supplying streams for entertainment and sports via modified set-top boxes, firesticks and online subscriptions.

People accused of viewing the streams were warned in the notice served by police that they risk fines or even imprisonment if found guilty of breaking the law.

In 2021, two individuals in the UK received a prison sentence for watching and providing unauthorised streams.

“We are able to deploy cutting-edge digital tactics to identify and detect people who break the law before carrying out enforcement activity in concert with our partners,” said Detective Inspector Matt McNellis, who works on specialist operations for West Mercia Police.

“Often illegal streaming is used to fund serious organised crime and West Mercia Cybercrime Unit is committed to interdicting this source of criminal revenue and reducing the harm organised crime groups can do to our communities.”

Police will visit 1,000 homes this week as part of a massive crackdown on illegal television streaming.

They have identified customers from a huge database in a major ongoing criminal investigation and will knock on the doors of people to warn they could also face prosecution. This latest clampdown against 1,000 individuals comes after raids by West Mercia Police against a UK-based illegal streaming service offering entertainment and sports via modified boxes, so-called “ fire sticks” and subscriptions.

The new purge is against people who try to watch Premier League games, football from all over Europe and other sports and movies on the cheap.

Police have joined forces with anti-piracy investigators from FACT in “Operation Raider” and the knock on the door is likely to come as a huge shock. They will potentially be served with notices, be ordered to stop immediately and be warned of serious consequences if they carry on watching in one of the biggest clampdowns ever on illegal streaming.

Two individuals, Paul Faulkner and Stephen Millington, were sentenced to a total of 16 months for watching illegal streams in 2021. Investigators say there is a clear link between illegal streaming services and fraud, scams and organised crime.

The crackdown comes with the support of major organisations like the Premier League and broadcasters such as Sky, BT Sport and Amazon, but it has been led by the police and FACT, which was set up to stop piracy in the TV and film industry.

Dodgy boxes and chipped set ups are nothing new, and we all know someone who flat out refuses to pay to watch any kind of live entertainment or new film.

But while most tend to think of it as a victimless crime and not to be taken seriously, they are very wrong.

In 2021, Paul Faulkner was sentenced to 16 months in prison for watching and providing unauthorised sporting streams, while Stephen Millington was imprisoned for 30 months after sharing his Netflix login to thousands of people.

And now, police are set to visit 1,000 homes this week as part of a huge crackdown on illegal streaming.

You can almost hear an audible gulp from people up and down the country waiting for a knock at their door, can't you?

Police officers are knocking on 1,000 doors as part of an investigation into illegal streaming.

Using a huge database, police have managed to narrow their investigations down to a specific group of people who have been involved in the criminal activity .

This particular operation is targeted at those who have been watching Premier League matches and European football, as well as other sports and movies illegally.

Those who receive a visit for a bobby could face prosecution.

It comes off the back of calls from major broadcasters like Sky and Amazon to put and end to the plague on their industry.

And the operation has been led by the police and FACT, an organisation that specialises in piracy and illegal streaming.

Detective Inspector Matt McNellis, of West Mercia’s Cyber Crime Specialist Operation, said it's only a matter of time before gangs are caught and their operations stopped.

He said: “We are able to deploy cutting-edge digital tactics to identify and detect people who break the law before carrying out enforcement activity in concert with our partners.

“Often, illegal streaming is used to fund Serious Organised Crime and West Mercia Cybercrime Unit is committed to interdicting this source of criminal revenue and reducing the harm organised crime groups can do to our communities.”

Detective Chief Inspector Gary Robinson, of the Police Intellectual Property Crime Unit, said those who use illegal content also put themselves at risk.

"Accessing films, TV series and live sports events from unauthorised sources is illegal, can expose consumers to risks such as data theft and malware, and can help fund organised criminal groups," he said.

Police will visit 1,000 homes this week as part of a bid to crackdown on streaming illegal Premier League games.

Customers have been identified from a huge database as part of a major criminal investigation and will visit homes to warn people that they may face prosecution.

The latest clampdown comes after West Mercia Police conducted raids against a UK-based illegal streaming service offering entertainment and sports via modified boxes, ‘fire-sticks’ and subscriptions.

Raids have been going ahead to prevent people from watching Premier League games as well as football, other sports and movies from around Europe for a cut price.

Authorities have also partnered alongside anti-piracy investigators from FACT in a project known as ‘Operation Raider’.

Investigators also believe that there is a direct correlation between illegal streaming services and fraud, scams and organised crime.

Detective Inspector Matt McNellis, of West Mercia’s Cyber Crime Specialist Operation, said: “We are able to deploy cutting-edge digital tactics to identify and detect people who break the law before carrying out enforcement activity in concert with our partners.

Those who receive knocks on the door will likely be served with notices and told to stop illegally streaming with immediate effect, as well as warned of the consequences if they continue to do so.

Two individuals, Paul Faulkner and Stephen Millington, were sentenced to a total of 16 months for watching illegal streams in 2021.

Major organisations and broadcasters such as the Premier League, Sky Sports, BT Sport and Amazon Prime have all supported the operation.

Police will visit 1,000 homes this week in a massive crackdown on illegal Premier League streams.

Detective Inspector Matt McNellis, of West Mercia’s Cyber Crime Specialist Operation, said: “We are able to deploy cutting-edge digital tactics to identify and detect people who break the law before carrying out enforcement activity in concert with our partners.

“Often, illegal streaming is used to fund Serious Organised Crime and West Mercia Cybercrime Unit is committed to interdicting this source of criminal revenue and reducing the harm organised crime groups can do to our communities.”

Detective Chief Inspector Gary Robinson, of the Police Intellectual Property Crime Unit, said: “Accessing films, TV series and live sports events from unauthorised sources is illegal, can expose consumers to risks such as data theft and malware, and can help fund organised criminal groups.”

FACT Chief Executive, Kieron Sharp, added: “We would like to thank the Government Agency Intelligence Network (GAIN), the Police Intellectual Property Crime Unit (PIPCU), West Mercia Police, and other police forces across the country, for their support to help ensure that the public are made aware of the dangers of using illegal streaming services and, more importantly, that they understand that there is the risk of criminal prosecution.”

Two people, Paul Faulkner and Stephen Millington, were previously sentenced to a total of 16 months for watching illegal streams in 2021.

Research suggests the cheapest package to subscribe to Sky Sports - who have 128 games - starts at £41 per month.

BT Sport have around 52 games and you can get sport packages from £15 per month.

Amazon have 20 Premier League games and Prime subscription is £8.99.

German police target China-linked human smuggling gang with raids on homes and businesses

More than 1,000 police officers have searched dozens of homes, stores and lawyers’ offices across western and southern germany in a large-scale raid against an international human smuggling gang, article bookmarked.

More than 1,000 police officers searched dozens of homes, stores and lawyers' offices across western and southern Germany in a large-scale raid against an international human smuggling gang early Wednesday. Ten suspects were detained, German news agency dpa reported.

The suspects are accused of having taken advantage of special German immigration rules for skilled foreign workers to procure residency permits for around 350 mostly Chinese nationals in exchange for hundreds of thousands of euros (dollars).

Raids were carried out in the states of North Rhine-Westphalia, Schleswig-Holstein, Hesse, Rhineland-Palatinate, Baden-Wuerttemberg and Bavaria, Hamburg and Berlin . Police seized assets and collected evidence. According to the daily Bild newspaper, several employees of immigration offices were bribed in the scam.

The investigation focused on North Rhine-Westphalia, where the 10 suspects were arrested. Among them were two lawyers, dpa reported.

Here’s what police say a teacher did that put a South Jersey school on edge

BERLIN BOROUGH — Borough police say a teacher at Berlin Community School was arrested earlier this week over a series of allegedly harassing and, or, threatening texts and social media posts in a furious campaign against his principal.

Police say Scott D. Nalick at some point on Monday took time to email the district administration a resignation letter, only to illegally return to enter the school.

Nalick, a 38-year-old Marlton resident, also allegedly went to the principal’s home and verbally confronted her and another person. Security camera footage captured the altercation, police say.

Nalick is under arrest on four charges according to a police complaint and affidavit the Courier-Post obtained on Wednesday.  

Borough Detective Ashton Pohlig filed the complaint on Tuesday in Municipal Court.

The four charges are as follows.

  • Entering a secured structure after being barred from doing so, a fourth-degree offense.
  • With purpose to harass another, in an online communication, knowingly threatening to inflict injury, a fourth-degree crime.
  • Using text messages with purpose to harass another engaging in alarming or seriously annoying conduct, specifically the principal, a petty disorderly persons offense.
  • Accessing and altering data in the school grading system without authorization or in excess of authorization, a second-degree offense.

The affidavit alleges that Nalick on April 15 “engaged in multiple forms of harassment by publishing threatening posts on social media, engaging in harassing behavior by text messaging other employees and administrators stating the school has holocausted him, stating that the principal had offered him illegal narcotics, creating a false atmosphere and demeaning appearance for the school principal.”

Additionally, police say he stated in posts on X, the former Twitter, ‘Now I go nuclear.’ That post is being interpreted as a violent statement, police say.

Police say Nalick also posted on X that, “God says though shalt not kill. A person who kills another person is no longer Jewish. I am the Messiah. God’s plan.”

The affidavit states further that Nalick, after resigning, accessed the district grading system and changed grades for numerous students.

“The defendant returned to the school the same night, where he encountered multiple staff members, students, and their parents,” the affidavit states.

Police say Nalick also placed a “large plastic tote” behind the school, which alarmed staff members. Nalick is being held in Camden County jail pending preliminary hearings in Superior Court.

About 2 p.m. Wednesday, borough police issued a statement by Chief Michael Scheer on its investigation.

"On the morning of 04/15/2024, Mr. Scott Nalick, a former employee of Berlin Community School, was placed on administrative leave," the police chief stated. "At this time all access to the school including key fob, ID card, access to school network was deactivated and he was escorted off the property by a School Resource Officer. Later, on this date Mr. Nalick was found to have created concerning electronic communication and social media posts directed to students, parents, staff."

Evesham police, at Berlin police request, went to Nalick's home and while there advised him not to contact staff or students.

Scheer said police patrols are increased for now. "There will also be an additional School Resource Officer assigned to the school for the foreseeable future," he said.

On Tuesday, school Superintendent Brenda Harring posted on the Berlin Community School Facebook page an update on what had happened Monday and what the district is doing about it.

"As communicated previously, a staff member has been taken into custody based on a chain of events that unfolded as a result of some questionable decisions made on the staff members part," Harring wrote. "In an effort to be mindful of the staff and students' mixed feelings about the events that occurred, I first met with the faculty this morning to discuss what steps were taken yesterday."

Harring adds what can be said has restrictions because of personnel privacy rules.

The school also held two assemblies for middle school students, first with those in seventh and eighth grades, and then in fifth and sixth grades. Harring states she read the following statement.

"During morning announcements this morning a quote was read that is very appropriate for the message I'd like to convey today," it reads. "We all must make the choice between what is right and what is easy."

It goes on: "Yesterday afternoon, Mr. Nalick made a choice to resign from Berlin Community School. He will no longer be teaching here moving forward. Due to a series of events that unfolded yesterday, as a result of Mr. Nalick's choices he is no longer welcome at BCS. Should he try to contact you or should you see him we ask that you inform a trusted adult immediately."

Harring stressed the district was working with police to ensure students are safe. Many students also have asked to speak to counselors and those are being made available, she stated.

Elderly Henderson couple beaten during home invasion; man arrested

A man was arrested Saturday after beating two elderly people during a home invasion, Henderson police said.

In a statement released Monday night, the department said officers responded to a home in the 1000 block of Robbers Roost Avenue after a report of a home invasion.

Police said Phillip Richardson. 38, entered the home Saturday and “battered the person reporting and the spouse.” Officers arrived and then arrested Richardson inside the residence.

The two victims were sent to a local hospital for injuries sustained in the attack. More information about their conditions was unavailable Monday night.

Richardson was booked into the Henderson Detention Center for the following offenses:

— 1 count of burglary

— 1 count of home invasion

— 1 count of robbery with a deadly weapon

— 1 count of battery with a deadly weapon resulting in substantial battery harm

Title : Active carbons as nanoporous materials for solving of environmental problems

However, up to now, the main carriers of catalytic additives have been mineral sorbents: silica gels, alumogels. This is obviously due to the fact that they consist of pure homogeneous components SiO2 and Al2O3, respectively. It is generally known that impurities, especially the ash elements, are catalytic poisons that reduce the effectiveness of the catalyst. Therefore, carbon sorbents with 5-15% by weight of ash elements in their composition are not used in the above mentioned technologies. However, in such an important field as a gas-mask technique, carbon sorbents (active carbons) are carriers of catalytic additives, providing effective protection of a person against any types of potent poisonous substances (PPS). In ESPE “JSC "Neorganika" there has been developed the technology of unique ashless spherical carbon carrier-catalysts by the method of liquid forming of furfural copolymers with subsequent gas-vapor activation, brand PAC. Active carbons PAC have 100% qualitative characteristics of the three main properties of carbon sorbents: strength - 100%, the proportion of sorbing pores in the pore space – 100%, purity - 100% (ash content is close to zero). A particularly outstanding feature of active PAC carbons is their uniquely high mechanical compressive strength of 740 ± 40 MPa, which is 3-7 times larger than that of  such materials as granite, quartzite, electric coal, and is comparable to the value for cast iron - 400-1000 MPa. This allows the PAC to operate under severe conditions in moving and fluidized beds.  Obviously, it is time to actively develop catalysts based on PAC sorbents for oil refining, petrochemicals, gas processing and various technologies of organic synthesis.

Victor M. Mukhin was born in 1946 in the town of Orsk, Russia. In 1970 he graduated the Technological Institute in Leningrad. Victor M. Mukhin was directed to work to the scientific-industrial organization "Neorganika" (Elektrostal, Moscow region) where he is working during 47 years, at present as the head of the laboratory of carbon sorbents.     Victor M. Mukhin defended a Ph. D. thesis and a doctoral thesis at the Mendeleev University of Chemical Technology of Russia (in 1979 and 1997 accordingly). Shooting at Ramadan event in West Philadelphia leaves 3 injured, 5 in custody, police say

PHILADELPHIA (CBS) - Three people were shot during a Ramadan event in West Philadelphia's Parkside section Wednesday afternoon, police said. It happened at 47th Street and Wyalusing Avenue at around 2:30 p.m. after gunfire erupted between two groups. 

Police said around 1,000 people were in attendance for the event celebrating Eid al-Fitr , which marks the end of Ramadan.

"In the midst of Eid al-Fitr, a Holy Day of celebration, our city's Muslim community experienced a sacrilegious act of gun violence today in a West Philadelphia park. Every community of faith has the absolute right and need to worship in peace," Philadelphia Mayor Cherelle Parker wrote on X. "We stand united with the Muslim community, and vow to work together to restore balance and light to our communities."

Philadelphia Police Commissioner Kevin Bethel said five people are in custody, including an armed 15-year-old boy who was shot by responding officers.

Police on Thursday identified one of the five in custody as Kahbir Oglesby-Hicks, 21, of West Philadelphia. He faces charges related to guns, evading arrest and more.

The other four people in custody are two 15-year-old boys, a 16-year-old girl and a 16-year-old boy, police said.

The teen was shot by police in the left arm and leg and was taken to Penn Presbyterian Medical Center. 

A 22-year-old man and a 15-year-old boy were also injured in the shooting, police said. The 22-year-old was shot in the stomach, while the 15-year-old was struck in the ring finger. Both the 22-year-old and 15-year-old were placed in stable condition. The 22-year-old was taken to Presbyterian and the 15-year-old was taken to the Children's Hospital of Philadelphia, police said. 

Five guns were recovered from the scene of the shooting, Bethel said. 

The officer who shot the 15-year-old was placed on administrative duty pending the outcome of the investigation.  

A 15-year-old girl in the area of the shooting was struck by a police car responding to the scene and suffered a fractured leg, Bethel said. She was taken to CHOP and placed in stable condition, police said. 

CBS News Philadelphia obtained surveillance video from nearby Lei's Auto, which captured the moment people ran for safety during the shooting.

The FBI is assisting the Philadelphia Police Department and other local partners in the investigation, a spokesperson said. The ATF Philadelphia Field Division also assisted at the scene of the shooting. 

Two U.S. officials confirmed to CBS News the shooting does not appear to be an ideologically driven or targeted attack. The shooting happened in the area of the Philadelphia Masjid, a mosque located on the 4700 block of Wyalusing Avenue. 

As Bethel noted, the initial findings point to an armed skirmish between four to five individuals.

Bethel told CBS News Philadelphia public schools were closed for the Eid al-Fitr holiday and plenty of children were at the event. 

"The schools are closed today," Bethel said. "There is a school in the backdrop, as well as the church here, but there is no school today. The schools were closed because of the celebration today and and holiday. We're fortunate also at this time period to not have any kids out here."

Sen. Bob Casey posted on X that his office has been in touch with local officials about the shooting.

Pennsylvania Gov. Josh Shapiro posted on X that Pennsylvania State Police have been in contact with Philly police and offered "full support" for the shooting. 

"Eid should always be a time of joy for our Muslim neighbors — and I grieve for every member of the Philadelphia Muslim community whose celebration was shattered by gun violence today," Shapiro wrote in part.

No one was killed during the shooting, however, Bethel said the police department is working alongside their homicide unit due to the magnitude of the incident. 

Police are asking anyone with information on this shooting to call 215.686.TIPS (8477) or  submit a tip via the department's website . 

"This is just tragic and unacceptable"

Witnesses and community leaders described a chaotic scene at the park and said they want the violence to end. There were many children at the event that had to run for cover, witnesses said.

"It was the Eid! We're Muslim. It's Eid Mubarak. This is supposed to be one of the best days of the year for us. I don't understand what's going on," one witness said.

Peter Wilson, the 6th Ward leader, told CBS News Philadelphia he was at the event earlier in the day.

"It was a wonderful, wonderful day, everyone was exchanging pleasantries," and celebrating the end of Ramadan, he said.

"I just don't understand what they planned to accomplish by this act today. I don't know what they're looking for," Wilson said.

Wilson, who is also involved in anti-violence work in Philadelphia, said the message he shares every week is this: "You're killing your people, you're destroying your community. It needs to stop. Put the guns down."

Councilmember Jamie Gauthier, who represents West and Southwest Philadelphia, said she was at the event earlier in the day and it was joyful.

"This is just tragic and unacceptable … To have this happen on a holy holiday it's just incredibly sad and this community which is so giving to the community around them doesn't deserve this," she said.

Fareed Abdullah, a Philadelphia teacher, was in shock and still processing all that had happened Wednesday afternoon.

Abdullah said people were celebrating the end of Ramadan before shots were fired, which led to people taking cover.

"It's such a beautiful day and then two seconds later, gunshots. It was a plethora of gunshots," Abdullah said. "You saw the gunsmoke. We were very close, people started to duck, run, and people were being trampled over. Women were looking for their sons and daughters crying. Little kids scared for their lives just trembling. Just saying, why are these things happening?"

"This is something that really needs to change," he added. "This is supposed to be a safe environment and it usually is a safe environment, so parents were letting their kids roam around and doing what they were doing as far as having fun. So when people were running, parents might have been in the park or they might have been in the Musalla or they might just been visiting a vendor."

Abdullah said he also helped some women and children who were trampled in the aftermath of the shooting.

"So kids, everyone were just taking cover," he said. "I was definitely in shock when I ran, I turned back to help some women and kids that were being trampled over. I wanted to make sure I wasn't in shock as well because you didn't know where the bullets were coming from, but you knew that it was very close."

One resident of the area, who was with his 7-year-old granddaughter across the street when the shooting broke out, said it was frustrating that the violence interrupted a religious celebration.

"In my years in the 80s and 90s, this was unheard of. You didn't bring [violence] to the holy places," he said. "This is more of an indictment on the community, the police department, the politicians: We have to do more. We have to do more for these children. … We have to have more organizations on the ground, more money invested into developing these children. If not, you're going to continue to get this and it's going to spill over into innocent people."

What is Eid al-Fitr?

Eid al-Fitr  is the earlier of two official holidays celebrated within Islam. 

Eid al-Fitr is celebrated by Muslims because it marks the end of Ramadan –  the ninth month of the Islamic calendar observed by Muslims as a month of fasting, prayer, reflection and community.

West Philadelphia's Parkside section is a smaller neighborhood located north of Mill Creek and northwest of University City.

Gloria Lofton’s death at her Texas home in 2019 had been a mystery  — until a murder suspect allegedly confessed to her killing and others last year .

An autopsy in Lofton's death had been inconclusive. And relatives, who said authorities provided few details about the death, came to believe an alcohol-related accident may have been to blame. 

Now, one of her daughters is furious after the Austin Police Department acknowledged this month that it did not act on key forensic evidence that could have linked the suspect, Raul Meza Jr., to Lofton’s death four years earlier. 

And the daughter, Christina Fultz, said authorities appear to have missed another important clue that provided an even more direct and immediate link to Meza — a mysterious note that she said she and her sister found at Lofton’s home six days after her body was discovered.

The note, which has not previously been reported, identified Meza by name.

Gloria Lofton was found dead in her Austin, Texas, home in 2019.

Fultz, 35, said that they found the note after police had searched the house and that neither she nor her sister turned it over to them. She had forgotten about it and recently found images of the document while searching her phone for a video that she shot of Lofton’s home after her death.  

“It was there in front of us this whole time, and who knows how many deaths may have been prevented had they looked around a little bit further and a little bit harder?” Fultz said.

In his alleged confession to a homicide detective in May, Meza also implicated himself in the killing that month of Jesse Fraga , a retired probation officer whom authorities have described as Meza’s caregiver and roommate, according to an affidavit in support of Meza’s arrest.

The affidavit says he also detailed a double murder he committed in San Antonio years earlier.

Meza, 63, served 11 years in prison for the 1982 murder and sexual assault of an 8-year-old girl. At a news conference after his arrest last year, law enforcement officials said they were re-examining as many as 10 unsolved homicides in the Austin area dating to the 1990s. Meza has not been charged in any other killings. 

In July, authorities said they searched a field and found a possible gravesite linked to Meza with partly buried clothes and a tarp but no human remains. Authorities found the site after they learned that police in Pflugerville, north of Austin, stopped Meza in 2022 while he was walking near the field with blood on his face.

An Austin police spokesperson said there were no updates on the possible gravesite or other unsolved homicides.

Meza’s lawyer, Russell Hunt Jr., said last week that he offered prosecutors a plea agreement of two 50-year sentences, to be served concurrently, for the killings of Lofton and Fraga.

A spokesperson for the Travis County District Attorney’s Office said prosecutors are evaluating the offer and would not comment further.

Police 'deeply sorry' for DNA 'error'

Lofton, 65, was found dead in her bedroom at her home east of downtown Austin on May 9, 2019. Although the medical examiner found evidence that she may have been strangled, the cause and manner of death were listed as undetermined, according to the affidavit.

Fultz’s sister, Sonia Houston, told NBC News last year that she was baffled by the finding . Authorities provided few details about what had happened to Lofton, Houston said, and she thought her mother — who drank often and whom she had long had a troubled relationship with — may have had a fatal accident while she was drinking.

Houston said she partly based that conclusion on what she and her sister found in Lofton’s home when they were given access on May 15. There was blood in the hallway and blood on a pillow, she said. They also found what appeared to be a used condom and lube wrapped in a latex glove, she said.

“Did she get drunk and hit her head?” Houston said. “Anyone who’s been drunk, you know accidents do happen. Did she try to crawl her way into bed?”

Houston has said she did not question the police investigation more because she was focused on sorting out Lofton’s affairs and laying her to rest. Fultz, who was given up for adoption as a newborn and reconnected with her biological family in 2012, said she initially deferred to Houston on matters related to her mother’s death. 

The siblings said they had been unaware of what the arrest affidavit revealed: A sexual assault kit was used on Lofton during her autopsy, and in 2020, a DNA profile from a vaginal swab provided a match to Meza, the affidavit says.

The sisters also said they heard nothing from authorities about their mother’s death until last year, after Meza’s alleged confession — he told the detective he was responsible for the killing of a “lady” on the street where Lofton lived, according to the affidavit.

After the alleged confession, Lofton’s cause and manner of death were changed to homicide by strangulation, the affidavit says.

In a statement this month, interim Austin Police Chief Robin Henderson said the department was “deeply sorry” about the oversight linked to the DNA report. No explanation for the error was provided.

“​​We realize the impacts this has on the case itself, community and most importantly the victims and their families,” Henderson said. “As soon as the error was brought to our attention, we addressed it as quickly as we could to identify how it happened and implemented policies to avoid incidents like this from reoccurring. Since this occurrence, the Austin Police Department has added redundancies into the notification process to ensure this does not happen again.”

The officer responsible for the oversight will not face disciplinary measures, Henderson said, because state law prohibits discipline for acts that occurred more than 180 days before.

Fultz said she was furious over the announcement. The department did not alert her family to the decision before she read about it in local media, she said, adding that it appeared authorities failed to do their job after her mother’s death. (An Austin police spokesperson said the department did not alert the family before the announcement because the complaint over the DNA report came from within the department and was handled internally.)

“In a role like this where you’re supposed to protect and serve, you’re not doing that,” Fultz said. “I would suggest that they go work at McDonald’s, where you can mess up somebody’s order and not kill somebody, potentially.”

‘Who the hell is Raul Meza Jr.?’

Fultz said she had been confused by what she and her sister found in Lofton’s home on May 15, so she started recording the scene with her phone. In a Snapchat video she shared with NBC News, Fultz captured the bloody pillow and a bloodstain on Lofton’s bed. In another, she recorded the lube.

Fultz said that the district attorney’s office asked her to share the video after Meza’s arrest and that while she was searching for it late last year, she found another recording — one that she said showed her sister looking through a spiral notebook they found on Lofton’s kitchen counter. (The district attorney’s spokesperson would not comment. Fultz shared email correspondence that shows a Travis County prosecutor asking Fultz to share Snapchat video with her.)

The notebook was open to a page that appeared to be in Lofton’s handwriting, according to Fultz, which said: “I Gloria Elizabeth Lofton give permission to Raul Meza Jr to request a certificate of authority on my behalf for the purpose of,” where the line ends.

Fultz provided a time-stamped screenshot of the note, which includes a scratched-out word midsentence. Contemporaneous video Fultz shot and shared with NBC News shows her and her sister finding the note and her sister saying: “Who the hell is Raul Meza Jr.?” 

Hearing Meza’s name in December, when she found the video, “hit me like a semitruck,” Fultz said.

“I had a literal breakdown and panic attack,” she said. “I got so sick with nerves and anger and just overwhelmed.” 

Fultz said she was not sure about the note’s meaning, and authorities have not publicly identified a possible motive in Lofton’s killing. According to the affidavit, the homicide detective who spoke to Meza on May 24 said Meza claimed he was promised 25% of an inheritance that would go to Lofton’s nephew and that he would be compensated for the killing. 

The sisters have said Lofton did not have nephews. Fultz said it’s unclear whether another family member may have promised Meza money. 

Fultz shared the video with the Travis County District Attorney’s Office in December, she said. The spokesperson for the prosecutor’s office would not comment.

The spokesperson for the Austin Police Department would not comment, citing an ongoing investigation.

Hunt, Meza’s lawyer, said he was unaware of the note and would not comment further.
