The Administration will end the COVID-19 vaccine requirements for international air travelers at the end of the day on May 11, the same day that the COVID-19 public health emergency ends. This means starting May 12, noncitizen nonimmigrant air passengers will no longer need to show proof of being fully vaccinated with an accepted COVID-19 vaccine to board a flight to the United States. CDC’s Amended Order Implementing Presidential Proclamation on Safe Resumption of Global Travel During the COVID-19 Pandemic will no longer be in effect when the Presidential Proclamation Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic is revoked .

Frequently Asked Questions: Guidance for Travelers to Enter the U.S.

Since January 22, 2022, DHS has required non-U.S. individuals seeking to enter the United States via land ports of entry and ferry terminals at the U.S.-Mexico and U.S.-Canada borders to be fully vaccinated for COVID-19 and provide proof of vaccination upon request.  On April 21, 2022, DHS announced that it would extend these requirements. In determining whether and when to rescind this order, DHS anticipates that it will take account of whether the vaccination requirement for non-U.S. air travelers remains in place.

These requirements apply to non-U.S. individuals who are traveling for essential or non-essential reasons. They do not apply to U.S. citizens, Lawful Permanent Residents, or U.S. nationals.

Effective November 8, 2021, new air travel requirements applied to many noncitizens who are visiting the United States temporarily. These travelers are also required to show proof of COVID-19 vaccination. All air travelers, including U.S. persons, must test negative for COVID-19 prior to departure. Limited exceptions apply. See  CDC guidance  for more details regarding air travel requirements.

Entering the U.S. Through a Land Port of Entry or Ferry Terminal

Q. what are the requirements for travelers entering the united states through land poes.

A:  Before embarking on a trip to the United States, non-U.S. travelers should be prepared for the following:

  • Possess proof of an approved COVID-19 vaccination as outlined on the  CDC  website.
  • During border inspection, verbally attest to their COVID-19 vaccination status. 
  • Bring a  Western Hemisphere Travel Initiative  compliant border crossing document, such as a valid passport (and visa if required), Trusted Traveler Program card, a Department of State-issued Border Crossing Card, Enhanced Driver’s License or Enhanced Tribal Card when entering the country. Travelers (including U.S. citizens) should be prepared to present the WHTI-compliant document and any other documents requested by the CBP officer.

 Q. What are the requirements to enter the United States for children under the age of 18 who can't be vaccinated?

A:  Children under 18 years of age are excepted from the vaccination requirement at land and ferry POEs.

Q: Which vaccines/combination of vaccines will be accepted?

A:  Per CDC guidelines, all Food and Drug Administration (FDA) approved and authorized vaccines, as well as all vaccines that have an Emergency Use Listing (EUL) from the World Health Organization (WHO), will be accepted.

Accepted Vaccines:

  • More details are available in CDC guidance  here .
  • 2 weeks (14 days) after your dose of an accepted single-dose COVID-19 vaccine;
  • 2 weeks (14 days) after your second dose of an accepted 2-dose series;
  • 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial;
  • 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart.

Q. Is the United States requiring travelers to have a booster dose to be considered fully vaccinated for border entry purposes?

A:  No. The CDC guidance for “full vaccination” can be found here.

Q: Do U.S. citizens or lawful permanent residents need proof of vaccination to return to the United States via land POEs and ferry terminals?

A:  No. Vaccination requirements do not apply to U.S. citizens, U.S. nationals, or Lawful Permanent Residents (LPRs). Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation.

Q: Is pre- or at-arrival COVID testing required to enter the United States via land POEs or ferry terminals?

A: No, there is no COVID testing requirement to enter the United States via land POE or ferry terminals. In this respect, the requirement for entering by a land POE or ferry terminal differs from arrival via air, where there is a requirement to have a negative test result before departure.

Processing Changes Announced on January 22, 2022 

Q: new changes were recently announced. what changed on january 22.

A:  Since January 22, 2022, non-citizens who are not U.S. nationals or Lawful Permanent Residents have been required to be vaccinated against COVID-19 to enter the United States at land ports of entry and ferry terminals, whether for essential or nonessential purposes. Previously, DHS required that non-U.S. persons be vaccinated against COVID-19 to enter the United States for nonessential purposes.  Effective January 22, all non-U.S. individuals, to include essential travelers, must be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request. DHS announced an extension of this policy on April 21, 2022.

Q: Who is affected by the changes announced on January 22?

A: This requirement does not apply to U.S. citizens, U.S. nationals, or U.S. Lawful Permanent Residents. It applies to other noncitizens, such as a citizen of Mexico, Canada, or any other country seeking to enter the United States through a land port of entry or ferry terminal.

Q: Do U.S. citizens need proof of vaccination to return to the United States via land port of entry or ferry terminals?

A: Vaccination requirements do not apply to U.S. Citizens, U.S. nationals or U.S. Lawful Permanent Residents. Travelers that exhibit signs or symptoms of illness will be referred to CDC for additional medical evaluation. 

Q: What is essential travel?

A:  Under the prior policy, there was an exception from temporary travel restrictions for “essential travel.” Essential travel included travel to attend educational institutions, travel to work in the United States, travel for emergency response and public health purposes, and travel for lawful cross-border trade (e.g., commercial truckers). Under current policy, there is no exception for essential travel.

Q: Will there be any exemptions? 

A: While most non-U.S. individuals seeking to enter the United States will need to be vaccinated, there is a narrow list of exemptions consistent with the Centers for Disease Control and Prevention (CDC) Order in the air travel context.

  • Certain categories of individuals on diplomatic or official foreign government travel as specified in the CDC Order
  • Children under 18 years of age;
  • Certain participants in certain COVID-19 vaccine trials as specified in the CDC Order;   
  • Individuals with medical contraindications to receiving a COVID-19 vaccine as specified in the CDC Order;
  • Individuals issued a humanitarian or emergency exception by the Secretary of Homeland Security;
  • Individuals with valid nonimmigrant visas (excluding B-1 [business] or B-2 [tourism] visas) who are citizens of a country with limited COVID-19 vaccine availability, as specified in the CDC Order
  • Members of the U.S. Armed Forces or their spouses or children (under 18 years of age) as specified in the CDC Order; and
  • Individuals whose entry would be in the U.S. national interest, as determined by the Secretary of Homeland Security.

Q: What documentation will be required to show vaccination status?

A:  Non-U.S. individuals are required to be prepared to attest to vaccination status and present proof of vaccination to a CBP officer upon request regardless of the purpose of travel.

The current documentation requirement remains the same and is available on the CDC website . Documentation requirements for entry at land ports of entry and ferry terminals mirror those for entry by air.

Q: What happens if someone doesn’t have proof of vaccine status?

A: If non-U.S. individuals cannot present proof of vaccination upon request, they will not be admitted into the United States and will either be subject to removal or be allowed to withdraw their application for entry.

Q: Will incoming travelers be required to present COVID-19 test results?

A: There is no COVID-19 testing requirement for travelers at land border ports of entry, including ferry terminals.

Q: What does this mean for those who can't be vaccinated, either due to age or other health considerations? 

A: See CDC guidance for additional information on this topic. Note that the vaccine requirement does not apply to children under 18 years of age.

Q: Does this requirement apply to amateur and professional athletes?

A: Yes, unless they qualify for one of the narrow CDC exemptions.

Q: Are commercial truckers required to be vaccinated?

A: Yes, unless they qualify for one of the narrow CDC exemptions. These requirements also apply to bus drivers as well as rail and ferry operators.

Q. Do you expect border wait times to increase?

A:  As travelers navigate these new travel requirements, wait times may increase. Travelers should account for the possibility of longer than normal wait times and lines at U.S. land border crossings when planning their trip and are kindly encouraged to exercise patience.

To help reduce wait times and long lines, travelers can take advantage of innovative technology, such as facial biometrics and the CBP OneTM mobile application, which serves as a single portal for individuals to access CBP mobile applications and services.

Q: How is Customs and Border Protection staffing the ports of entry? 

A: CBP’s current staffing levels at ports of entry throughout the United States are commensurate with pre-pandemic levels. CBP has continued to hire and train new employees throughout the pandemic. CBP expects some travelers to be non-compliant with the proof of vaccination requirements, which may at times lead to an increase in border wait times. Although trade and travel facilitation remain a priority, we cannot compromise national security, which is our primary mission. CBP Office of Field Operations will continue to dedicate its finite resources to the processing of arriving traffic with emphasis on trade facilitation to ensure economic recovery.

Q: What happens if a vaccinated individual is traveling with an unvaccinated individual?  

A:  The unvaccinated individual (if 18 or over) would not be eligible for admission.

Q: If I am traveling for an essential reason but am not vaccinated can I still enter?

A:  No, if you are a non-U.S. individual. The policy announced on January 22, 2022 applies to both essential and non-essential travel by non-U.S. individual travelers. Since January 22, DHS has required that all inbound non-U.S. individuals crossing U.S. land or ferry POEs – whether for essential or non-essential reasons – be fully vaccinated for COVID-19 and provide related proof of vaccination upon request.

Q: Are sea crew members on vessels required to have a COVID vaccine to disembark?

A:  Sea crew members traveling pursuant to a C-1 or D nonimmigrant visa are not excepted from COVID-19 vaccine requirements at the land border. This is a difference from the international air transportation context.

Entering the U.S. via Air Travel

Q: what are the covid vaccination requirements for air passengers to the united states  .

A:  According to CDC requirements [www.cdc.gov/coronavirus/2019-ncov/travelers/noncitizens-US-air-travel.html | Link no longer valid], most noncitizens who are visiting the United States temporarily must be fully vaccinated prior to boarding a flight to the United States. These travelers are required to show proof of vaccination. A list of covered individuals is available on the CDC website.  

Q: What are the COVID testing requirements for air passengers to the United States?  

A:  Effective Sunday, June 12 at 12:01 a.m. ET, CDC will no longer require pre-departure COVID-19 testing for U.S.-bound air travelers.

Fact Sheet: Biden Administration Releases Additional Detail for Implementing a Safer, More Stringent International Air Travel   System

As we continue to work to protect people from COVID-19, today, the Biden Administration is releasing additional detail around implementation of the new international air travel policy requiring foreign national travelers to the United States to be fully vaccinated. This updated policy puts in place an international travel system that is stringent, consistent across the globe, and guided by public health. Starting on November 8, non-citizen, non-immigrant air travelers to the United States will be required to be fully vaccinated and to provide proof of COVID-19 vaccination status prior to boarding an airplane to fly to the U.S., with only limited exceptions. The updated travel guidelines also include new protocols around testing. To further strengthen protections, unvaccinated travelers – whether U.S. Citizens, lawful permanent residents (LPRs), or the small number of excepted unvaccinated foreign nationals – will now need to test within one day of departure. Today, the Administration is releasing the following documents to implement these requirements: 1) a Presidential Proclamation to Advance the Safe Resumption of Global Travel During the COVID-19 Pandemic; 2) three Centers for Disease Control and  Prevention (CDC) Orders on vaccination, testing, and contact tracing; and 3) technical instructions to provide implementation details to the airlines and their passengers.  With science and public health as our guide, the United States has developed a new international air travel system that both enhances the safety of Americans here at home and enhances the safety of international air travel. The additional detail released today provides airlines and international air travelers with time to prepare for this new policy ahead of the November 8 implementation date. As previously announced, fully vaccinated foreign nationals will also be able to travel across the Northern and Southwest land borders for non-essential reasons, such as tourism, starting on November 8. Additional detail on amendments to restrictions with respect to land borders will be available in the coming days. Travelers can find full details about today’s air travel announcement on the CDC and Department of State websites.  A summary is below: Fully Vaccinated Status:

  • Starting on November 8, non-citizen, non-immigrant air travelers to the United States will be required to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane to fly to the U.S.

Proof of Vaccination:

  • For foreign nationals, proof of vaccination will be required – with very limited exceptions – to board the plane.
  • Match the name and date of birth to confirm the passenger is the same person reflected on the proof of vaccination;
  • Determine that the record was issued by an official source (e.g., public health agency, government agency) in the country where the vaccine was given;
  • Review the essential information for determining if the passenger meets CDC’s definition for fully vaccinated such as vaccine product, number of vaccine doses received, date(s) of administration, site (e.g., vaccination clinic, health care facility) of vaccination.
  • The Biden Administration will work closely with the airlines to ensure that these new requirements are implemented successfully.

Accepted Vaccines:

  • CDC has determined that for purposes of travel to the United States, vaccines accepted will include FDA approved or authorized and World Health Organization (WHO) emergency use listed (EUL) vaccines.
  • Individuals can be considered fully vaccinated ≥2 weeks after receipt of the last dose if they have received any single dose of an FDA approved/authorized or WHO EUL approved single-dose series (i.e., Janssen), or any combination of two doses of an FDA approved/authorized or WHO emergency use listed COVID-19 two-dose series (i.e. mixing and matching).

Enhanced Testing:

  • Previously, all travelers were required to produce a negative viral test result within three days of travel to the United States.
  • Both nucleic acid amplification tests (NAATs), such as a PCR test, and antigen tests qualify.
  • As announced in September, the new system tightens those requirements, so that unvaccinated U.S. Citizens and LPRs will need to provide a negative test taken within one day of traveling.
  • That means that all fully vaccinated U.S. Citizens and LPRs traveling to the United States should be prepared to present documentation of their vaccination status alongside their negative test result.
  • For those Americans who can show they are fully vaccinated, the same requirement currently in place will apply – they have to produce a negative test result within three days of travel.
  • For anyone traveling to the United States who cannot demonstrate proof of full vaccination, they will have to produce documentation of a negative test within one day of departure.

Requirements for Children:

  • Children under 18 are excepted from the vaccination requirement for foreign national travelers, given both the ineligibility of some younger children for vaccination, as well as the global variability in access to vaccination for older children who are eligible to be vaccinated.
  • Children between the ages of 2 and 17 are required to take a pre-departure test.
  • If traveling with a fully vaccinated adult, an unvaccinated child can test three days prior to departure (consistent with the timeline for fully vaccinated adults). If an unvaccinated child is traveling alone or with unvaccinated adults, they will have to test within one day of departure.

Limited Exceptions from the Vaccination Requirement:

  • There are a very limited set of exceptions from the vaccination requirement for foreign nationals. These include exceptions for children under 18, certain COVID-19 vaccine clinical trial participants, those with medical contraindications to the vaccines, those who need to travel for emergency or humanitarian reasons (with a US government-issued letter affirming the urgent need to travel), those who are traveling on non-tourist visas from countries with low-vaccine availability (as determined by the CDC), and other very narrow categories.
  • Those who receive an exception will generally be required to attest they will comply with applicable public health requirements, including, with very limited exceptions, a requirement that they be vaccinated in the U.S. if they intend to stay here for more than 60 days.

Contact Tracing:

  • The CDC is also issuing a Contact Tracing Order that requires all airlines flying into the United States to keep on hand – and promptly turn over to the CDC, when needed – contact information that will allow public health officials to follow up with inbound air travelers who are potentially infected or have been exposed to someone who is infected.
  • This is a critical public health measure both to prevent the introduction, transmission, and spread of new variants of COVID-19 as well as to add a critical prevention tool to address other public health threats.

The Centers for Disease Control and Prevention has updated its domestic travel guidance for fully vaccinated people, lifting certain testing and self-quarantine requirements and recommending precautions like wearing a mask and avoiding crowds. But health officials continue to discourage nonessential travel, citing a sustained rise in cases and hospitalizations.

The CDC updated its website on Friday to reflect the latest scientific evidence, writing that "people who are fully vaccinated with an FDA-authorized vaccine can travel safely within the United States."

The announcement comes less than a month after the CDC first released updated guidance about gatherings for fully vaccinated people, which it described as a "first step" toward returning to everyday activities.

Air Travel Is Opening Up Again, But That Doesn't Mean The Pandemic Is Over

The CDC considers someone fully vaccinated two weeks after they receive the last dose of vaccine. Those individuals will no longer need to get tested before or after travel unless their destination requires it, and do not need to self-quarantine upon return.

The new guidance means, for example, that fully vaccinated grandparents can fly to visit their healthy grandkids without getting a COVID-19 test or self-quarantining as long as they follow other recommended measures while traveling, according to CDC Director Rochelle Walensky.

Those measures include wearing a mask over their nose and mouth, staying 6 feet from others and washing their hands frequently. Masks are required on all planes traveling into, within or out of the U.S., under an executive order issued by President Biden.

But Walensky, speaking at a White House COVID-19 Response Team briefing on Friday, nonetheless discouraged all nonessential travel, citing a continued increase in the seven-day average of cases and hospitalizations.

"While we believe that fully vaccinated people can travel at low risk to themselves, CDC is not recommending travel at this time due to the rising number of cases," Walensky said.

She said that while vaccinated people can do more things safely, most Americans are not yet fully vaccinated. Those who are not must have a negative test 1-3 days before they travel under CDC guidance. They must either get tested 3-5 days after they return and self-quarantine for 7 days, or self-quarantine for 10 days with no test.

Walensky said on Monday that there is more travel occurring now than throughout the pandemic, including the winter holidays. She acknowledged that people have been looking to get away over spring break or take advantage of what they perceive as a "relative paucity in cases," and she said the country was seeing an uptick in cases as a result.

"The thing that's different this time is that we actually have it in our power to be done with the scale of the vaccination," she said. "And that will be so much slower if we have another surge to deal with as well."

The U.S. is already seeing an uptick in domestic travel, and many Americans are looking to book trips in the coming months in what experts described to NPR as a sign of "clear pent up demand for travel."

As the country's supply of COVID-19 doses has grown, so has Biden's goal for the number of shots in arms during his first 100 days, doubling the target to 200 million by the end of this month. Many states have already expanded eligibility to all adults or are set to do so in the coming weeks, well ahead of the president's May 1 deadline.

According to NPR's vaccine tracker , 16.9% of the U.S. population is fully vaccinated, and 30% has had at least one dose. Researchers estimate that 70% to 85% of the country would need to have immunity for COVID-19 to stop spreading through communities.

International travel restrictions remain

The CDC is not lifting travel restrictions barring the entry of most non-U.S. citizens from places including China, Brazil, South Africa and parts of Europe. It will continue to require airline passengers entering the U.S. to get a test within three days of their departure and show proof of a negative result before boarding.

The travel industry has been pushing for some of these restrictions to end. A group of 26 organizations sent a letter to White House COVID-19 czar Jeffrey Zients urging the federal government "to partner with us to develop, by May 1, 2021, a risk-based, data-driven roadmap to rescind inbound international travel restrictions."

"To be clear, at this time, we do not support removal or easing of core public health protections, such as the universal mask mandate, inbound international testing requirement, physical distancing or other measures that have made travel safer and reduced transmission of the virus," they wrote. "However, the data and science demonstrate that the right public health measures are now in place to effectively mitigate risk and allow for the safe removal of entry restrictions."

Travel and tourism have taken a considerable hit because of the pandemic with industry groups noting that overseas travel to the U.S. declined by 81% in 2020, causing billions of dollars in losses. Without lifting international travel bans, the U.S. Travel Association estimates that some 1.1 million American jobs will not be restored and billions in spending will be lost by the end of the year.

"Fortunately, enough progress has been made on the health front that a rebound for domestic leisure travel looks possible this year, but that alone won't get the job done," Roger Dow, the association's president and CEO, said in a statement . "A full travel recovery will depend on reopening international markets, and we must also contend with the challenge of reviving business travel."

WASHINGTON — The Biden administration will require all international travelers coming into the United States to be fully vaccinated and tested for Covid-19 under a new system that will open up air travel to vaccinated foreign nationals from dozens of countries for the first time since the early days of the pandemic.

Starting in early November, foreign nationals will be allowed to fly into the U.S. if they are fully vaccinated and able to show proof of vaccination prior to boarding a U.S.-bound flight, White House Covid coordinator Jeffrey Zients said.

The requirement will ease travel restrictions that limited entry into the U.S. in many cases for noncitizens who had recently been in 33 countries , including many European nations and the United Kingdom, regardless of vaccination status. But for travelers outside of those countries, the new system will put stricter requirements in place that could be a barrier to those living in countries where vaccines are in short supply.

"We will move to this much stricter global system, so we will have a consistent approach across all countries, it will require foreign nationals to be vaccinated, to prove they're vaccinated, and then to go through the testing and contact tracing regiments," Zients said.

The U.S. will also start putting into place additional testing requirements, he said. Foreign nationals will have to be tested three days prior to departure to the U.S. and show proof of a negative test, and unvaccinated Americans will have to test within one day of departure and be required to test again after their arrival.

The CDC will also require airlines to collect information for each U.S.-bound traveler, including their phone number and email address, to aid public health officials in contact tracing.

While there is still no vaccination requirement for domestic air travel, Zients said nothing is off the table.

"We clearly have a track record that shows we're pulling available levers to acquire vaccinations and we're not taking any measures off the table on specific authorities used for implementation," he said.

Zients didn't detail what vaccines will qualify and what would constitute as fully vaccinated and said the Centers for Disease Control and Prevention would provide further details. The new policy applies only to air travel and not land border crossings, which have been closed to nonessential travel between Canada and Mexico.

Coronavirus disease 2019 (COVID-19) is a respiratory illness caused by the virus SARS-CoV-2. The virus spreads mainly from person to person through respiratory droplets and small particles produced when an infected person coughs, sneezes, or talks. The virus spreads easily in crowded or poorly ventilated indoor settings.

People with COVID-19 have reported a wide range of symptoms   – ranging from no or mild symptoms to severe illness. Symptoms may appear 2–14 days after exposure to the virus. Possible symptoms include fever, chills, cough, shortness of breath, fatigue, muscle aches, headache, new loss of taste and smell, sore throat, runny nose, nausea, vomiting, or diarrhea.

Anyone can get COVID-19. However, some people are more likely than others to get very sick if they get COVID-19. These include people who are older, are  immunocompromised , or have certain  disabilities , or have  underlying health conditions .  Vaccination, past infection, and timely access to testing and treatment can help protect you from getting very sick from COVID-19.

Yes, you can travel once you have ended isolation . Check CDC guidance for additional precautions, including testing and wearing a mask around others. If you recently had COVID-19 and are recommended to wear a mask, do not travel on public transportation such as airplanes, buses, and trains if you are unable to wear a mask whenever around others.

Get  up to date  with your COVID-19 vaccines before you travel and take steps to protect yourself and others . Consider wearing a mask in crowded or poorly ventilated indoor areas, including on public transportation and in transportation hubs. Take additional precautions if you were recently exposed to a person with COVID-19. Don’t travel while sick.

If you have a  weakened immune system  or  are at increased risk for severe disease talk to a healthcare professional before you decide to travel.  If you travel, take multiple prevention steps to provide additional layers of protection from COVID-19, even if you are up to date with your COVID-19 vaccines. These include improving ventilation and spending more time outdoors, avoiding sick people, getting tested for COVID-19 if you develop symptoms, staying home if you have or think you have COVID-19, and seeking treatment if you have COVID-19.

Consider getting travel insurance in case you need medical care abroad .

Consider getting a COVID-19 test if you:

  • Develop COVID-19 symptoms before, during, or after travel.
  • Will be traveling to visit someone who is at higher risk of getting very sick from COVID-19.
  • Were in a situation with a greater risk of exposure during travel (e.g., in an indoor, crowded space like an airport terminal while not wearing a mask).

If you traveled and feel sick, particularly if you have a fever, talk to a healthcare professional, and tell them about your recent travel.

Presidential Proclamation Lifts Travel Bans and Establishes Vaccine/Testing Requirements For Air Travel to U.S., Effective November 8

UPDATE 12/03/2021 : U.S. Updates Travel Requirements – Negative COVID-19 Test within 1 Day of Travel to U.S., effective December 6, 2021 ; vaccination requirements remain unchanged from Presidential Proclamation effective November 8, 2021.

On October 25, 2021 President Biden issued a Proclamation , effective November 8, 2021, removing most  travel restrictions on entry to the U.S. by nonimmigrant air travelers. The Proclamation eliminates four restrictions now in place (“travel bans”), replacing them with a requirement that all air travelers to the U.S., from all regions of the world , show proof of COVID vaccination and negative COVID test results before being able to board a flight to the U.S.

The Proclamation only addresses air travel.  Beginning sometime in November (date to be determined soon), fully vaccinated travelers from Canada and Mexico will be allowed to enter the U.S. visa land border and ferry crossings. See details here . Until an official effective date is announced, restrictions on land border entry to the U.S. from Canada and Mexico remain in place.

UPDATE ON LAND BORDER CROSSINGS FROM CANADA AND MEXICO TO THE U.S. USDHS Announces Fully Vaccinated Travelers Permitted to Enter U.S. at Land and Ferry Border Crossings, Effective November 8, 2021  On October 29, 2021 the U.S. Department of Homeland Security announced that travelers providing documentation confirming they are fully vaccinated for COVID will be able to enter the U.S. for non-essential reasons (e.g. tourism) via land ports of entry and ferry terminals, effective November 8, 2021.  U.S. Customs and Border Protection (USCBP) will release guidance on eligibility and entry protocols implementing the new rules soon.  A summary of the October 29, 2021 USDHS announcement can be viewed here . A detailed Fact Sheet from USDHS can be viewed here . 

The travel restrictions listed below will be lifted at 12:01 am on November 8, 2021. Until that time, they remain in effect   [See links to travel ban information available here , and links to National Interest Exemptions (NIE) to the travel restrictions available here .]

  • Proclamation 9984 of January 31, 2020 ( China ), which restricted the “entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the People’s Republic of China, excluding the Special Administrative Regions of Hong Kong and Macau, during the 14-day period preceding their entry or attempted entry into the United States,” unless exempted or otherwise excepted.  Proclamation 10043 is not included in or suspended by the October 25, 2021 Proclamation.
  • Proclamation 9992 of February 29, 2020 ( Iran ), which restricted the “entry into the United States, as immigrants or nonimmigrants, of all aliens who were physically present within the Islamic Republic of Iran, during the 14-day period preceding their entry or attempted entry into the United States,” unless exempted or otherwise excepted.
  • Proclamation 10143 of January 25, 2021 which restricted entry into the United States, as immigrants or nonimmigrants, “of all aliens who were physically present within” South Africa, the European Schengen Area, the United Kingdom, the Republic of Ireland, and Brazil , unless exempted or otherwise excepted.
  • Proclamation of 10199 of April 30, 2021 ( India ), which restricted “the entry into the United States, as nonimmigrants, of noncitizens of the United States (“noncitizens”) who were physically present within the Republic of India during the 14‑day period preceding their entry or attempted entry into the United States” unless exempted or otherwise excepted.

T he global vaccination and testing requirement will take effect at 12:01am on November 8, 2021. There are limited exceptions to the vaccine requirement for citizens of countries where availability of vaccines is limited, individuals for whom the vaccine is medically contraindicated or inappropriate, children under 18 years of age, diplomats, and others.

*The website of the Centers for Disease Control (CDC) been updated with information about travel, precautions, COVID testing requirements, exemptions from the vaccine requirement, and a link to the list of vaccines that will be accepted by U.S. authorities for air travel to the U.S. They include vaccines that are FDA approved or authorized, and vaccines with an emergency use listing (EUL) from the World Health Organization (WHO).  Especially helpful is the detailed CDC  “Frequently Asked Questions” section. *The  U.S. Department of State website includes updated travel requirements, as well as a detailed “ Frequently Asked Questions ” including information about acceptable proof of vaccination, pre-flight COVID testing, the vaccine exemption and testing requirements for children, and more.

Please note:

  • U.S. Consulates abroad may still issue visas to individuals who are not yet fully vaccinated. However, Section 2 of the Proclamation suspends entry to the U.S. by air travelers who are not fully vaccinated.

IMPORTANT NOTE: International students currently on-campus and not vaccinated, with either a religious or medical exemption, are advised to meet with their ISO Advisor before planning travel abroad, as this Proclamation does NOT provide a religious exemption or most medical exemptions for entry to the U.S. Under these terms, travel may not be recommended at this time.

  • There is NO religious exemption to vaccination under this new travel policy – students who are not vaccinated should be aware they should not travel outside the U.S. unless they plan to get vaccinated prior to departure or prior to returning to the U.S. from abroad.
  • are citizens of a foreign country with limited vaccine availability; and
  • who cannot be fully vaccinated with vaccines deemed “acceptable” for U.S. entry purposes prior to travel

These foreign nationals unable to get fully vaccinated before entry to the U.S., due to limited vaccine access in their country of citizenship (see CDC List of Foreign Countries with Limited COVID-19 Vaccine Availability ) must comply with testing and quarantine requirements, including providing “proof of pre-departure testing for COVID-19”, “proof of having arranged for post-arrival testing for COVID-19”, and “proof of having arranged to self-quarantine or self-isolate after arriving in the United States”, and “must agree to become fully vaccinated against COVID-19 within 60 days of arriving in the United States”.  Details are listed in Section 2 of the Proclamation, and on the Centers for Disease Control (CDC) website referenced below.

  • The Proclamation does not apply to U.S. citizens, U.S. lawful permanent residents (green card holders), or individuals entering on immigrant visas.

The Biden administration will lift the COVID-19 vaccine requirement for inbound international air travelers on Friday.

"As we continue to monitor the evolving state of COVID-19 and the emergence of virus variants, we have the tools to detect and respond to the potential emergence of a variant of high consequence," President Joe Biden said in a proclamation Tuesday. "Considering the progress that we have made, and based on the latest guidance from our public health experts, I have determined that we no longer need the international air travel restrictions that I imposed in October 2021."

Biden announced the change last week , along with the end of vaccine requirements for federal employees and contractors, foreign nationals at the land border and others. The requirement for air travelers will lift at midnight Thursday as the coronavirus public health emergency ends. Biden previously  signed a bill ending the COVID national emergency  in April.

Is there still a vaccine requirement for international travelers coming to the US?

Not as of later this week.

Currently, all "non-U.S. citizen, non-U.S. immigrants traveling to the United States by air" must show proof of vaccination with limited exceptions, according to the Centers for Disease Control and Prevention's  website .

Industry group the U.S. Travel Association, which had called on the Biden administration to  end the vaccine requirement  for inbound international visitors and argued the rule was an impediment to tourism, applauded the change when it was announced last week.

“Today’s action to lift the vaccine requirement eases a significant entry barrier for many global travelers, moving our industry and country forward," Geoff Freeman, the organization's President and CEO, said in a statement last week. He also called on the federal government to "ensure U.S. airports and other ports of entry are appropriately staffed with Customs and Border Protection officers to meet the growing demand for entry."

The U.S.  lifted a requirement  that air travelers coming from China show proof of a negative COVID test in March. The policy took effect in January amid a surge of cases in China.

The U.S.  dropped its COVID testing rule  for international flyers in June.

Do travelers need a vaccine to cross the Mexico or Canada borders to the US?

The Department of Homeland Security also said in a news release that it will no longer require non-U.S. travelers coming into the country by land or at ferry terminals to be fully vaccinated or show proof of their vaccination status.

Do US travelers need to be vaccinated against COVID to travel internationally?

That depends. Many destinations have dropped their vaccination and testing requirements for travel, though some still have rules in place. The Philippines, for example, still requires travelers to be fully vaccinated or show proof of a negative COVID test in order to visit, according to the  U.S. Embassy in the Philippines .

The CDC also recommends travelers be up to date on their COVID vaccinations before leaving the country. The agency defines up to date as having one updated Pfizer-BioNTech or Moderna vaccine for people age 6 and up, which "protect against both the original virus that causes COVID-19 and the Omicron variant BA.4 and BA.5," according to its  website .

Biden-Harris Administration Announces Final Rule Requiring Automatic Refunds of Airline Tickets and Ancillary Service Fees

Rule makes it easy to get money back for cancelled or significantly changed flights, significantly delayed checked bags, and additional services not provided  

WASHINGTON – The Biden-Harris Administration today announced that the U.S. Department of Transportation (DOT) has issued a final rule that requires airlines to promptly provide passengers with automatic cash refunds when owed. The new rule makes it easy for passengers to obtain refunds when airlines cancel or significantly change their flights, significantly delay their checked bags, or fail to provide the extra services they purchased.

“Passengers deserve to get their money back when an airline owes them - without headaches or haggling,” said U.S. Transportation Secretary Pete Buttigieg . “Our new rule sets a new standard to require airlines to promptly provide cash refunds to their passengers.”  

The final rule creates certainty for consumers by defining the specific circumstances in which airlines must provide refunds. Prior to this rule, airlines were permitted to set their own standards for what kind of flight changes warranted a refund. As a result, refund policies differed from airline to airline, which made it difficult for passengers to know or assert their refund rights. DOT also received complaints of some airlines revising and applying less consumer-friendly refund policies during spikes in flight cancellations and changes. 

Under the rule, passengers are entitled to a refund for:

  • Canceled or significantly changed flights: Passengers will be entitled to a refund if their flight is canceled or significantly changed, and they do not accept alternative transportation or travel credits offered. For the first time, the rule defines “significant change.” Significant changes to a flight include departure or arrival times that are more than 3 hours domestically and 6 hours internationally; departures or arrivals from a different airport; increases in the number of connections; instances where passengers are downgraded to a lower class of service; or connections at different airports or flights on different planes that are less accessible or accommodating to a person with a disability.  
  • Significantly delayed baggage return: Passengers who file a mishandled baggage report will be entitled to a refund of their checked bag fee if it is not delivered within 12 hours of their domestic flight arriving at the gate, or 15-30 hours of their international flight arriving at the gate, depending on the length of the flight.  
  • Extra services not provided: Passengers will be entitled to a refund for the fee they paid for an extra service — such as Wi-Fi, seat selection, or inflight entertainment — if an airline fails to provide this service.

DOT’s final rule also makes it simple and straightforward for passengers to receive the money they are owed. Without this rule, consumers have to navigate a patchwork of cumbersome processes to request and receive a refund — searching through airline websites to figure out how make the request, filling out extra “digital paperwork,” or at times waiting for hours on the phone. In addition, passengers would receive a travel credit or voucher by default from some airlines instead of getting their money back, so they could not use their refund to rebook on another airline when their flight was changed or cancelled without navigating a cumbersome request process.  

The final rule improves the passenger experience by requiring refunds to be:

  • Automatic: Airlines must automatically issue refunds without passengers having to explicitly request them or jump through hoops.   
  • Prompt: Airlines and ticket agents must issue refunds within seven business days of refunds becoming due for credit card purchases and 20 calendar days for other payment methods.  
  • Cash or original form of payment: Airlines and ticket agents must provide refunds in cash or whatever original payment method the individual used to make the purchase, such as credit card or airline miles. Airlines may not substitute vouchers, travel credits, or other forms of compensation unless the passenger affirmatively chooses to accept alternative compensation.    
  • Full amount: Airlines and ticket agents must provide full refunds of the ticket purchase price, minus the value of any portion of transportation already used. The refunds must include all government-imposed taxes and fees and airline-imposed fees, regardless of whether the taxes or fees are refundable to airlines.

The final rule also requires airlines to provide prompt notifications to consumers affected by a cancelled or significantly changed flight of their right to a refund of the ticket and extra service fees, as well as any related policies.

In addition, in instances where consumers are restricted by a government or advised by a medical professional not to travel to, from, or within the United States due to a serious communicable disease, the final rule requires that airlines must provide travel credits or vouchers. Consumers may be required to provide documentary evidence to support their request. Travel vouchers or credits provided by airlines must be transferrable and valid for at least five years from the date of issuance.

The Department received a significant number of complaints against airlines and ticket agents for refusing to provide a refund or for delaying processing of refunds during and after the COVID-19 pandemic. At the height of the pandemic in 2020, refund complaints peaked at 87 percent of all air travel service complaints received by DOT. Refund problems continue to make up a substantial share of the complaints that DOT receives.

DOT’s Historic Record of Consumer Protection Under the Biden-Harris Administration

Under the Biden-Harris Administration and Secretary Buttigieg, DOT has advanced the largest expansion of airline passenger rights, issued the biggest fines against airlines for failing consumers, and returned more money to passengers in refunds and reimbursements than ever before in the Department’s history.

  • Thanks to pressure from Secretary Buttigieg and DOT’s flightrights.gov dashboard, all 10 major U.S. airlines guarantee free rebooking and meals, and nine guarantee hotel accommodations when an airline issue causes a significant delay or cancellation. These are new commitments the airlines added to their customer service plans that DOT can legally ensure they adhere to and are displayed on flightrights.gov .  
  • Since President Biden took office, DOT has helped return more than $3 billion in refunds and reimbursements owed to airline passengers – including over $600 million to passengers affected by the Southwest Airlines holiday meltdown in 2022.   
  • Under Secretary Buttigieg, DOT has issued over $164 million in penalties against airlines for consumer protection violations. Between 1996 and 2020, DOT collectively issued less than $71 million in penalties against airlines for consumer protection violations.  
  • DOT recently launched a new partnership with a bipartisan group of state attorneys general to fast-track the review of consumer complaints, hold airlines accountable, and protect the rights of the traveling public.  
  • In 2023, the flight cancellation rate in the U.S. was a record low at under 1.2% — the lowest rate of flight cancellations in over 10 years despite a record amount of air travel.  
  • DOT is undertaking its first ever industry-wide review of airline privacy practices and its first review of airline loyalty programs.

In addition to finalizing the rules to require automatic refunds and protect against surprise fees, DOT is also pursuing rulemakings that would:

  • Propose to ban family seating junk fees and guarantee that parents can sit with their children for no extra charge when they fly. Before President Biden and Secretary Buttigieg pressed airlines last year, no airline committed to guaranteeing fee-free family seating. Now, four airlines guarantee fee-free family seating, and the Department is working on its family seating junk fee ban proposal.  
  • Propose to make passenger compensation and amenities mandatory so that travelers are taken care of when airlines cause flight delays or cancellations.   
  • Expand the rights for passengers who use wheelchairs and ensure that they can travel safely and with dignity . The comment period on this proposed rule closes on May 13, 2024.

There are different implementation periods in this final rule ranging from six months for airlines to provide automatic refunds when owed to 12 months for airlines to provide transferable travel vouchers or credits when consumers are unable to travel for reasons related to a serious communicable disease.

Automatic Refunds and No More Hidden Fees: D.O.T. Sets New Rules for Airlines

The Transportation Department issued new requirements on refunds when flights are canceled or delayed and on revealing “junk” fees before booking. Here’s what passengers can expect.

The Transportation Department on Wednesday announced new rules taking aim at two of the most difficult and annoying issues in air travel: obtaining refunds and encountering surprise fees late in the booking process.

“Passengers deserve to know upfront what costs they are facing and should get their money back when an airline owes them — without having to ask,” said U.S. Transportation Secretary Pete Buttigieg in a statement, adding that the changes would not only save passengers “time and money,” but also prevent headaches.

The department’s new rules, Mr. Buttigieg said, will hold airlines to clear and consistent standards when they cancel, delay or substantially change flights, and require automatic refunds to be issued within weeks. They will also require them to reveal all fees before a ticket is purchased.

Airlines for America , a trade group representing the country’s largest air carriers, said in a statement that its airlines “abide by and frequently exceed” D.O.T. consumer protection regulations.

Passenger advocates welcomed the new steps.

Tomasz Pawliszyn, the chief executive of AirHelp, a Berlin-based company that assists passengers with airline claims, called it a “massive step forward and huge improvement in consumer rights and protection” that brings the United States closer to global standards in passenger rights.

Here’s what we know about the D.O.T.’s new rules, which will begin to go into effect in October.

There’s now one definition for a “significant” delay.

Until now, airlines have been allowed to set their own definition for a “significant” delay and compensation has varied by carrier . Now, according to the D.O.T., there will be one standard: when departure or arrival is delayed by three hours for domestic flights and six hours for international flights.

Passengers will get prompt refunds for cancellations or significant changes for flights and delayed bags, for any reason.

When things go wrong, getting compensation from an airline has often required establishing a cumbersome paper trail or spending untold hours on the phone. Under the new rules, refunds will be automatic, without passengers having to request them. Refunds will be made in full, excepting the value of any transportation already used. Airlines and ticket agents must provide refunds in the original form of payment, whether by cash, credit card or airline miles. Refunds are due within seven days for credit card purchases and within 20 days for other payments.

Passengers with other flight disruptions, such as being downgraded to a lower service class, are also entitled to refunds.

The list of significant changes for which passengers can get their money back also includes: departure or arrival from an airport different from the one booked; connections at different airports or flights on planes that are less accessible to a person with a disability; an increase in the number of scheduled connections. Also, passengers who pay for services like Wi-Fi or seat selection that are then unavailable will be refunded any fees.

Airlines must give travel vouchers or credits to ticketed passengers unable to fly because of government restrictions or a doctor’s orders.

The vouchers or credits will be transferable and can be used for at least five years after the date they were issued.

Fees for checked baggage and modifying a reservation must be disclosed upfront.

Airlines and ticket agents are now required to display any extra fees for things like checking bags or seat selection clearly and individually before a ticket purchase. They will also need to outline the airline’s policies on baggage, cancellations and changing flights before a customer purchases a ticket.

The rules, which apply to all flights on domestic airlines and flights to and from the United States operated by foreign airlines, have varying start dates.

For example, automatic refunds must be instituted by the airlines within six months. But carriers have a year before they’re required to issue travel vouchers and credits for passengers advised by a medical professional not to fly.

Saudi Arabia: Here are the updated rules for Hajj 2024 that prioritise pilgrims' health and safety

Dubai: Saudi Arabia has announced updated conditions for performing Hajj in 2024, which include several new requirements aimed at ensuring the health and safety of pilgrims.

The Ministries of Hajj and Umrah, along with the Ministry of Health, specified that all pilgrims must obtain a Hajj permit through the Nusk platform, which is crucial for the legitimacy of their pilgrimage.

Additionally, registration through the Sehaty application is required to verify vaccination status.

Key conditions set forth for the 2024 Hajj include:

• Mandatory registration in the Sehaty app to confirm necessary vaccinations.

• Residents within Saudi Arabia must have received the COVID-19 vaccine, influenza vaccine, and meningitis vaccine within the last five years.

• International pilgrims are required to have the Neisseria meningitidis vaccine administered at least 10 days but not more than five years prior to their arrival, verified by a certificate from their home country. They must also be vaccinated against polio.

Further general conditions for all pilgrims:

• A valid passport through at least the end of Dhu Al Hijjah 1445 (June 7, 2024).

• A minimum age requirement of 12 years.

• Vaccinations against COVID-19, seasonal flu, and meningitis.

• A health certification confirming the pilgrim is free from any infectious diseases.

The announcement follows a recent statement by the Council of Senior Scholars, emphasizing that performing Hajj without an official permit is considered sinful. The measures aim to facilitate the smooth conduct of Hajj rituals and to enhance the quality of services provided to pilgrims, ensuring a safe and spiritually fulfilling experience for all attendees.

USDA Actions to Protect Livestock Health From Highly Pathogenic H5N1 Avian Influenza

Federal Order to assist with developing a baseline of critical information and limiting the spread of H5N1 in dairy cattle

WASHINGTON, April 24, 2024 – To further protect the U.S. livestock industry from the threat posed by highly pathogenic H5N1 avian influenza, USDA is sharing a number of actions that we are taking with our federal partners to help us get ahead of this disease and limit its spread.

Today, USDA’s Animal and Plant Health Inspection Service (APHIS) announced a Federal Order requiring the following measures, effective Monday, April 29, 2024:

Mandatory Testing for Interstate Movement of Dairy Cattle

  • Prior to interstate movement, dairy cattle are required to receive a negative test for Influenza A virus at an approved National Animal Health Laboratory Network (NAHLN) laboratory.
  • Owners of herds in which dairy cattle test positive for interstate movement will be required to provide epidemiological information, including animal movement tracing.
  • Dairy cattle moving interstate must adhere to conditions specified by APHIS.
  • As will be described in forthcoming guidance, these steps will be immediately required for lactating dairy cattle, while these requirements for other classes of dairy cattle will be based on scientific factors concerning the virus and its evolving risk profile.

Mandatory Reporting

  • Laboratories and state veterinarians must report positive Influenza A nucleic acid detection diagnostic results (e.g. PCR or genetic sequencing) in livestock to USDA APHIS.
  • Laboratories and state veterinarians must report positive Influenza A serology diagnostic results in livestock to USDA APHIS.

USDA has identified spread between cows within the same herd, spread from cows to poultry, spread between dairies associated with cattle movements, and cows without clinical signs that have tested positive. On April 16, APHIS microbiologists identified a shift in an H5N1 sample from a cow in Kansas that could indicate that the virus has an adaptation to mammals. Centers for Disease Control and Prevention (CDC) conducted further analysis of the specimen sequence, which did not change their overall risk assessment for the general public, because the substitution has been seen previously in other mammalian infections and does not impact viral transmission. Additionally, APHIS’ National Veterinary Services Laboratories found H5N1 in a lung tissue sample from an asymptomatic cull dairy cow that originated from an affected herd and did not enter the food supply.

The novel movement of H5N1 between wild birds and dairy cows requires further testing and time to develop a critical understanding to support any future courses of action. This Federal Order is critical to increasing the information available for USDA. Requiring positive test reporting will help USDA better under this disease and testing before interstate movement will limit its spread.

While we are taking this action today, it is important to remember that thus far, we have not found changes to the virus that would make it more transmissible to humans and between people. While cases among humans in direct contact with infected animals are possible, our partners at the U.S. Centers for Disease Control and Prevention (CDC) believe that the current risk to the public remains low.

Additionally, we continue to see affected cows recover after supported care with little to no associated mortality. We also continue to work with our partners in the states and industry to emphasize the critical importance biosecurity plays in limiting disease spread for all livestock and poultry.

Further, in an effort to maximize understanding and research on H5N1 in dairy cattle, on April 21, APHIS made publicly available 239 genetic sequences from the U.S. H5N1 clade 2.3.4.4b influenza virus recently found in samples associated with the ongoing HPAI outbreak in poultry and wild birds, and the recent H5N1 event in dairy cattle. APHIS has also offered virus samples to interested researchers to facilitate epidemiological study. Increasing our understanding of this disease and how it spreads is critical to stopping it. This is why APHIS is urging dairy cattle producers and those who work in or with the industry to share epidemiological information from affected farms, even if they are not planning to move cattle interstate. APHIS further urges producer participation in public health assessments to continue to confirm worker safety and monitor for any potential changes in the virus that could impact transmissibility.

In addition, our partners in the U.S. Food and Drug Administration released an update on the ongoing work to ensure continued effectiveness of the federal-state milk safety system. It is important to emphasize that, based on the information and research available to us at this time, the U.S. Food and Drug Administration and USDA believe that our commercial milk supply is safe because of both the pasteurization process and the required diversion or destruction of milk from sick cows. Pasteurization has continuously proven to inactivate bacteria and viruses in milk. The FDA and USDA continue to work closely to collect and evaluate additional data and information specific to avian influenza in dairy cattle and to support state counterparts as this emerging disease in dairy cattle is managed.

As USDA continues to take steps to protect the health of livestock, the Department continues to work closely with federal partners at the CDC on protecting the health of people and FDA on protecting the safety of the food supply. The U.S. government is committed to addressing this situation with urgency.
