A big advantage of this game is that each player’s phone tracks their score, so you don’t need a network connection. This means there’s no danger of using up all your data before you arrive. 

Similar to the bluffing game ‘Fibbage’, the idea behind ‘Psych!’ is to answer trivia questions, but with an added twist. Among the multiple-choice answers, you’ll find incorrect (and often ridiculous) suggestions provided by other players, as well as the actual right answer.

And, to make things even more difficult, if you die, the next world your character finds themselves in is often different, with new enemies and methods to learn. 

It is a paid game and at $4.99, it’s a little more expensive than most, but it’s worth every cent and works well even without an internet connection. 

4. Heads Up

Based on the popular Post-it Note party game, ‘Heads Up’ requires one person to hold their phone up to their forehead while the rest of the car try to act out or describe the word on the screen. 

Once they get the answer right, the player tilts the phone to change the word. You can then take it in turns to see how many guesses you get right within a certain time. Or, you can play in teams and work together to give each other clues and make guesses. 

5. What If..

This free road trip game is perfect for getting the whole family involved. And, the beauty of it is that only one person needs to run it on their phone for everyone to play. 

The game poses inventive and often strange questions that ask you to consider what you’d do in a certain situation. To play as a group, you can either take it in turns to answer or take a majority poll to decide on your collective answer. 

Of course, the real fun is seeing whether other players using the app agreed with your answer or not. Sometimes the results can be very surprising!

As someone with limited data, I’m always astounded how few apps work well offline and without data. I’m often toying with a new phone app that I can play while on the road.  After far too many apps that I’ve burned through during a long bus ride, I’ve asked my fellow bloggers for their favorite travel game apps for iPhone and Android that work perfectly offline, so even if you’re on a long plane ride, you can still enjoy playing on your phone!  I’ve tried to focus this list on thought-provoking games for your phone that challenge your mind, rather than games that just keep you busy (as they’re addictive).

From the moment I discovered this game in House of Cards, I was addicted to this elegant game. Its beautiful Escher-like concept together with its clever puzzles make it a joy to play.  I’ve bought the sequels as well. It has the feel of a puzzle game without the strain of doing a puzzle.     (My husband is begging me for a turn!)

If you are looking for something to keep you occupied during an 8-hour flight, look no further than “Don’t Starve”. In its essence, Don’t Starve is a wilderness survival game. Your character is dropped in an unfamiliar wasteland and your task is, quite simply, not to die.

Unlike most other games today, Don’t Starve doesn’t come with a tutorial which means it’s 100% up to you to figure out how to play this game. It is challenging and engaging. You need to be strategic and creative.

You’ll need to figure out how to feed yourself, how to defend yourself against enemies, and how to find shelter. If you die, you will have to start over from scratch and the world you find may be entirely different from the previous.

Challenge yourself and see how long you can survive. With my best efforts, I haven’t made it past 8 days yet! It may be a paid game, but it is worth every cent and works perfectly without an internet connection! Just be warned, it’s almost impossible to put down 😉  – Jacky

I love this choose-your-own adventure game where you try to help your character get around the world.  Along the way, your character will get into all sorts of trouble (of course). 

Maybe it’s my love of travel, but I have an intense love for the Victorian steampunk world full of delight, splendor, and laughs.  It’s fun to play this with a friend sitting next to you–and you’ll not want to put this game down.

Ever dream of destroying the human race?  Want to destroy the human race without being labeled a mass murderer?  Try Plague Inc.  Plague Inc. is a strategy game where you become a small microbe and get to infect people around the world.  The goal is to spread quickly and kill of the humans before they notice and decide to start creating a cure.

This game is a major time killer.  The standard game has four different microbes you can become at 4 difficulty levels. Each microbe has different characteristics.  The different levels can make the game easy or hard.  Each game is different and that’s not just due to the microbe or difficulty level. 

You have to evolve your microbe.  How you chose to affect the humans can vary.  Do you go for the quick kill or a long drawn-out illness?  Should you start your illness in a populated country or one of the more remote islands of the world?   I love that each game takes less than 30 minutes and I am always experimenting new ways to destroy the world.  – Jennifer

This free app with a reasonable subscription to the New York Times Crossword is so worth it if you’re into crosswords. The Saturday and Sunday crosswords are my favorite although they’re generally the hardest. It’s especially fun to do it with a loved one as you can debate on who has the correct answer to the clue!

Before a plane ride, just remember to hit download on all the crosswords that you want to be downloaded for the flight–and you should be entertained for hours.  (This is even easier to use on a tablet.)

Heads Up was the perfect game to play as a group or pair when time was moving slower than a sloth getting out of bed on a Sunday. The premise is simple: one person holds their phone to their forehead while the rest of the group try to describe or act out the word on the screen. When they guess correctly, the player tilts the phone to get a new word described. While there doesn’t always need to be a “winner”, of course the person with the most correct guesses does the best!

There’s plenty to enjoy about the game; it doesn’t require much prior knowledge, involves everyone in a group, you can play as little or as long as you like, and often any language differences can add an element of hilarity to the game.

As a game that doesn’t invite too much serious competitiveness or over-challenging tasks, it’s a great way to have a laugh with new and old friends. I have extremely fond memories of this game from my travels, I associate it with meeting new people from all sorts of cultures, making great memories, and learning a thing or two about my acting and describing skills! – Suzy

Leo’s Fortune

Guide a green fluffball with a mustache through progressively more difficult levels of cliffs, forests, gears, levers, deserts, and more. Leo tells you his sad story as you try and help him recover his gold. His expressive eyes and fluffiness are so well-animated, it makes flinging him up on a branch that much more rewarding.

The developers spent some money on the voiceover for this game, and it shows, I genuinely missed Leo when I finished it! You will want headphones for this one to get the full experience. Lovers of platformers will particularly enjoy this game. – Erin

Alto’s Adventure

I’ve played this one off and on for years, as it’s a classic side-scrolling jumping game and perfect for killing time in short bursts. Alto is a snowboarder, and you’re attempting to get as far as you can while avoiding rocks, reindeer, posts and other obstacles.

There’s the added fun of trying to incorporate flips and tricks, and board sliding bunting. You eventually unlock other skiers with different skills too. It’s beautifully animated, with a minimalistic aesthetic, as you’re seeing pretty much everything in silhouette. I find it fun for short periods, but I don’t have a particularly obsessive gaming personality. Some people play this for hours! -Erin

I got sucked into this point-and-click puzzle game so quickly.  Despite the childish drawings that made me initially doubt if this was for adults, this story-based game with two different characters has an engaging plot line and interesting puzzles.

I found the story very beautiful and funny.  I didn’t want to stop playing this one, so consider buying this prior to a long international flight if you’re into puzzle games.

Old Man’s Journey is a thoughtful puzzle game where an old man looks back on his life and his memories. It’s subtle, beautifully drawn, and with dynamics that I haven’t seen in many games before this.  I found the whole experience very calming, even when I was frustrated with not getting to the next level.

Break your pixellated character out of prison! This game has won several awards, and for good reason. Incorporating an old-school gaming aesthetic with a bit of crafting and the occasional round of whacking people over the head with makeshift weapons, this game is more complicated than it first appears.

There are several ways to break out of any given prison level –– from causing full-scale riots to digging tunnels to making disguises. It’s compelling enough to entertain you during a long boring train ride, but quick enough to make a short wait entertaining. -Erin

Life Is Strange

Life is Strange is a choose-your-own adventure game that is closer to a movie that you get to direct yourself.  It’s emotionally gripping, cinematic, and with a poignant story.  It’s fairly long, so you’ll get a lot of use out of it for a low cost (think how much you’d pay for a movie).  My husband and I spent  days playing this game together.

Framed is an amazing concept of an app where you create and rearrange comic panels in an attempt to help your spy succeed.  The gameplay is a bit fast, but it’s a blast to play and you’ll lose track of time while playing Framed. 

The animation of Framed is hand drawn and the music just adds another piece.  I’d consider it the perfect travel game for a long wait at the airport–although you shouldn’t get too invested in it. 😉

Lumosity is an app featuring a variety of games that reportedly train your brain to become more agile in different ways. The free version of the app serves up three games from a collection each day for your brain workout. You can play each game as often as you want during the day. I love most of the games I have played so far, but my favorite by far is Train of Thought.

Train of Thought i s Lumosity’s most popular brain game. It has reportedly been played over half-a-billion times since it was launched in 2013. I am not surprised at all…Train of Thought is both addictive and aggravating like the best games always are!

So, how does it work? The game features a screen with a bunch of train stations in different colors, with tracks connecting each station to a starting point. When you are ready, trains are released onto the track from the start point one by one, and the goal is to throw switches correctly and in time for each train to head into its home station. 

It sounds simple…but it gets progressively more difficult with each level. On a recent ten-hour flight to Europe, I spent every waking minute playing it (and I barely slept!), but I still could not crack my current level of 11.  – Dhara

Who doesn’t enjoy a word game?! I love Wordescapes because it keeps my mind working especially when I’m on a long flight or connection and the internet is not available. Or simply when I’m working and need a break.

The app works this way, you have box tables like the ones in Scrabble, and you will get a set of letters where you need to create words that fit on the number of boxes. If you create a word that is not needed in the table box, it will go as a bonus word.

Hit the Lights is a fun Breakout style phone app that can be played offline or while you're on a plane!

This game is the millennial take on Breakout (Bueller?). This fun game with a sleek design is fun to better played offline as the ads are far less of a nuisance. That said, if you love to cheat, you can watch the ads for additional ways to break the lights. I’ve found it delightfully addictive and fun to play late at night due to the dark colors.

I need to add the honorable mention of Board Game Arena , which works only online. This free platform with premium options features 100+ favorite board games digitized. You need to be online and at the time of editing, the app is still in Beta mode (and is best on a tablet/laptop). Still, I absolutely loved playing King of Tokyo and Ticket to Ride against strangers on my last train ride.

Minesweeper

I recently found a new game that is totally addictive! It’s called MixedUp Max and is a magic squares type of game – you can select different pictures and different shuffle levels and then slide rows and columns to re-arrange back to the original picture! There’s a free version but I’m not a fan of ads so went for the paid for version, and best of all, it can be played without internet access so I’ve been using it on my plane and train trips!

When you are writing an entry, you'll get a word count, and a number of features to help customize your entries. Nobody wants the hassle of trying to figure out how to transfer their journal when they upgrade devices, and with Dropbox support you won't need to worry. Bottom line: Diaro gives you a decent experience that will let you focus on your journaling without bogging you down in many features. One more thing: The biggest perk of upgrading to Pro is the ability to link up with your Dropbox which allows you to backup and export your journal entries for better safe keeping.

The free version is a very bare-bone approach to journaling: you'll be able to write entries, add in photos, and make some tweaks to the format, but that's about it. Penzu Pro gives you access to unlimited journals, custom journal covers, custom fonts, 256-bit encryption security, reminders to journal at specific times of the day and even more.Penzu's golden feature, and the one that might really grab your attention, is it's security lock. A digital journal is harder to access than a normal one, and that lends itself to being more secure. Best Android navigation and route planner apps

Google Maps is an incredible service for traveling by car, train, bike or even walking. But there are many alternatives to it in the Play Store, some of which incorporate more advanced features or more accurate information. You're probably already familiar with Google Maps' array of features, but the best navigation and route planning apps we have below bring something different to the table in one way or another.

HERE WeGo

Formerly known as HERE Maps, HERE WeGo, is an excellent choice if you need a more robust offline mapping and navigation experience. It's far more like an all-singing, all-dancing navigation app like Google Maps, rather than a single-focus app like Citymapper or Waze. What it ends up offering is a great experience for people that sometimes need in-car navigation and at other times need transit directions.

Also like Google Maps, it'll let you book a taxi (or check out nearby car clubs) directly within the app - it's particularly handy for public transport as it shows the total cost of your chosen route before you depart and gives you notifications of each aspect of your journey as you progress.

Some users have reported that POI data can become out of date quickly, showing shops that have long-since closed down, for example, but the option to download maps for more than 100 different countries for offline use still makes HERE WeGo a solid choice for anyone that needs that as a priority. The UI is also pretty well thought out and easy to use, too.

MapFactor GPS Navigation

MapFactor is the first option in this list to present the ability to use maps provided by OpenStreetMap (OSM) rather than commercially available options, though it does also give you the option of using the map with TomTom data instead of the open-source version.

To do that, you'll need to pay for a map download though, and if you do that, there's not a lot of reason not to go for the more fully-featured options in this list. So, sticking with the free OSM mapping options, MapFactor provides more than the basic navigation and turn-by-turn functionality you'd expect of any mapping app and allows you to customize many aspects of the experience, such as the color theme for the map, which method of transport you're using and many more.

However, you'll need to pay for certain features, regardless of which map platform you choose while setting up. For example, if you want a heads-up display of your navigation on your windshield, that'll cost you, and if you want the ability to choose between three different pre-planned routes, that's also an added charge - the benefit with MapFactor, however, is that this then allows for offline routing options when you don't have data.

It's certainly nowhere near as well designed or easy to use as some of the alternatives, but if you're an OSM fan, it's a good option. You will have to put up with ads unless you pay to remove them though.

When you first launch Maps.Me, rather than make you select which map and region you want to download, it just starts downloading the map for your current location automatically. Once done, you can use the search and navigation functions without needing an active data or Wi-Fi connection, and it provides you with its wealth of functionality for free and without displaying ads, which is a major bonus.

The map itself, and rest of the app's UI is well-designed - certainly a leap above MapFactor - and clear to glance at for your next instruction, which is particularly welcomed in a busy urban environment. You can also bookmark routes for later, browse from a robust list of POIs and activate a 'Recent Tracks' mode that will show where you've been for the chosen period of time - between one hour and one day.

It's certainly not as fully-featured as something like CoPilot - there's a night mode, but you won't find the ability to change themes, for example. But again, it's free.

Waze is another Google-owned mapping and navigation app with some serious skills, but it takes an entirely different approach to the company's flagship map app, as it crowdsources all its data and relies on a community of users to keep it up to date with relevant information.

That info usually takes the form of giving you plenty of advance notice of delays to your route (and rerouting where necessary) caused by things like roadworks, heavy traffic, accidents and more. As a user, you can also report police speed checks along a route.

Naturally, there's a whole bunch of different POIs you can check out or search for along a particular route too, and there's a fun points-based gamification aspect to it that gives you points for reporting hazards and other delays for other users to be aware of - it encourages you not to do that while driving though, obviously. If you're stopped in traffic, it's less of a problem.

It also integrates with Facebook, allowing you to send easy ETA updates, or live route tracking, to any of your contacts. In our experience, Waze's real benefit lies in its crowdsourced data, which can result in some much quicker routes if you're driving around a densely packed town or city. It makes a little less sense in more rural locations, however.

One aspect where Waze falls down, however, is its offline abilities - you'll need to plan your trip while you have a data connection, and then stick to the route you're given. It's only for drivers too, really. It's not going to be anywhere near as useful as a pedestrian map.

If you're a driver, or out in the countryside, there are better options than Citymapper, but if you're living in a town or city that it operates in, it's an invaluable resource for public transit trips. It'll show you the approximate cost of an Uber to your destination within the app too. 

It'll show routes for any type of public transport available, indicating when the next train or bus is due, any delays along the planned route and how much the trip will cost. 

With a focus on a simple, easy to use design, Citymapper is highly recommended for when you just need an easy way to get from Point A to Point B.

We had the WeGo HERE installed but I was not happy because the map did NOT turn if I turned the phone too (in the filming presentation it rotates!). I also expect the interface to be more enjoyable and the maps are quite large as the size of the files. My favorite application is Waze. Or Google Maps, they use both in different situations.

While I use Google Maps (for Satellite and Streetview mainly) on wi-fi it's pretty limited offline in map size, functionality and detail. I like OSMAnd and after the very good user interface improvements in version 2, bought it for $8 to support the project. The main functional difference from the free version (I think is still) a limit to six full sized offline maps - which put Google's to shame - and to Wikipedia offline support. Both free and + supply large detailed or lightweight roadway maps, and have online support, and the interface is very configurable with a huge amount of functionality under the hood that I never use. I don't know why MapFactor rates recommendation above as the one and only OSM map interface.

Why is nobody mentioning Genius Maps (offline gps navigation)? It's free, professional maps are completely free also, all purchases can be restored on multiple devices, it has one of the fastest on board route calculation and tons of features (live traffic, 3D terrain, monitors speed, shows speed cameras..). It's number one app for me... all in one

I will never forget this "long journey".

Sometimes, I just want to get away from it all; far away from life's perpetual burdens. I let my imagination get the best of me, as I tap into the core where fantasy awaits, inventing secretive and magical places where I can wander around freely without any weight on my shoulders. This is that place. The artwork is breathtaking in every capacity. The illustrations are realistically rendered; and they evince in me a gentle sense of wanderlust, persuading me to gaze upon the exquisite landscapes that I visit, with each one demonstrating its own work of art. I love discovering and exploring the plethora of locations, as I unravel each one's enigmas by collecting cryptic clues to solve intriguing puzzles. The clues and puzzles suitably blend into the distinct environments, thus creating an effective balance between the captivating visuals and a profound sense of atmospheric stimulation. The level of difficulty is about average; if you consider yourself to be an expert player, then you might think that this game does not offer any significant challenge. You can choose to be guided by the Hint system; however, I chose to take my time, figuring out on my own how to progress. As I enter the final stretch of this majestic journey, I ponder over what brought me here. I reflect upon those concerns and just let them go. I am now ready to head home and wait for the next opportunity to take "The Long Journey."

Loved it but now cannot restore IAP full game

I tend to replay these types of games every so often. It’s been quite some time since I played this so I reinstalled it. Made it to the cave but now the game won’t restore my purchase of the full game all chapters. So… yeah, that remains my problem. It’s fun though. But some apps exhibit this problem every so often I run into that the App Store / the app will not restore an upgrade I purchased a long time ago.

Fun, although not the best of its kind

I enjoyed this game, the difficulty was average (and on the easy side) but I liked the graphics . It’s a little short and the experience is not worth $4.99 in my opinion. I also experienced a bug near the end of the game (In 92, I had found the viewmaster slide and handle but it wouldn't work) It’s is a little annoying because I can’t finish the game. Overall it was entertaining but it needs work to meet the standard of a $5 game.

Customers are spoilt for choice whether they’re looking for budget earbuds or feature-packed flagship options . Samsung is one of the manufacturers that inevitably features on either list, and Android users stand to benefit from integration with the brand’s product ecosystem. However, an update to the Samsung Music app reveals what we’ve been missing out on.

Best wireless earbuds in 2024

Samsung’s range of Galaxy buds come with convenient tap gesture support for music playback. All these gestures are configurable in the Samsung Music app available on the Galaxy Store and the Google Play Store. The brand’s earbuds support a tap-and-hold gesture as well, for an action that needs deliberate and infrequent activation, such as launching apps or a voice assistant like Bixby or Google Assistant.

However, Samsung recently updated the Samsung Music app pre-installed on all its devices. SamMobile reports this update allows you to quickly launch the app using the tap-and-hold gesture on your Galaxy-series earbuds.

A pairing that could’ve been the default gesture

The updated Samsung Music app doesn’t have its own streaming service, but you can link your Spotify account to it. To quickly launch the Music app, you need to open the Galaxy Wearable app on the device your earbuds are paired to. Then, enable Touch controls , enable Touch and hold , and assign either earbud to launch Samsung Music when the gesture is detected.

Integration between the Samsung Music app and the company’s connected earbuds should have been default behavior from the factory and we are honestly amazed we had to wait so long before the convenience was realized with the latest update. However, it is here now and you can use your earbuds to quick-launch the app when you don’t want to pull your phone out.

The House voted resoundingly on Saturday to approve $95 billion in foreign aid for Ukraine, Israel and Taiwan, as Speaker Mike Johnson put his job on the line to advance the long-stalled aid package by marshaling support from mainstream Republicans and Democrats.

In four back-to-back votes, overwhelming bipartisan coalitions of lawmakers approved fresh rounds of funding for the three U.S. allies, as well as another bill meant to sweeten the deal for conservatives that could result in a nationwide ban of TikTok.

The scene on the House floor reflected both the broad support in Congress for continuing to help the Ukrainian military beat back Russia, and the extraordinary political risk taken by Mr. Johnson to defy the anti-interventionist wing of his party who had sought to thwart the measure. Minutes before the vote on assistance for Kyiv, Democrats began to wave small Ukrainian flags on the House floor, as hard-right Republicans jeered.

How the House Voted on Foreign Aid to Ukraine, Israel and Taiwan

Here’s how each member of the House voted on the foreign aid bills.

The legislation includes $60 billion for Kyiv; $26 billion for Israel and humanitarian aid for civilians in conflict zones, including Gaza; and $8 billion for the Indo-Pacific region. It would direct the president to seek repayment from the Ukrainian government of $10 billion in economic assistance, a concept supported by former President Donald J. Trump, who had pushed for any aid to Kyiv to be in the form of a loan. But it also would allow the president to forgive those loans starting in 2026.

It also contained a measure to help pave the way to selling off frozen Russian sovereign assets to help fund the Ukrainian war effort, and a new round of sanctions on Iran. The Senate is expected to pass the legislation as early as Tuesday and send it to President Biden’s desk, capping its tortured journey through Congress.

“Our adversaries are working together to undermine our Western values and demean our democracy,” Representative Michael McCaul, Republican of Texas and the chairman of the Foreign Affairs Committee, said Saturday as the House debated the measure. “We cannot be afraid at this moment. We have to do what’s right. Evil is on the march. History is calling and now is the time to act.”

“History will judge us by our actions here today,” he continued. “As we deliberate on this vote, you have to ask yourself this question: ‘Am I Chamberlain or Churchill?’”

The vote was 311 to 112 in favor of the aid to Ukraine, with a majority of Republicans — 112 — voting against it and one, Representative Dan Meuser of Pennsylvania, voting “present.” The House approved assistance to Israel 366 to 58; and to Taiwan 385 to 34, with Representative Rashida Tlaib, Democrat of Michigan, voting “present.” The bill to impose sanctions on Iran and require the sale of TikTok by its Chinese owner or ban the app in the United States passed 360 to 58.

“Today, members of both parties in the House voted to advance our national security interests and send a clear message about the power of American leadership on the world stage,” Mr. Biden said. “At this critical inflection point, they came together to answer history’s call, passing urgently needed national security legislation that I have fought for months to secure.”

Minutes after the vote, President Volodymyr Zelensky of Ukraine thanked lawmakers, singling out Mr. Johnson by name “for the decision that keeps history on the right track.”

“Democracy and freedom will always have global significance and will never fail as long as America helps to protect it,” he wrote on social media. “The vital U.S. aid bill passed today by the House will keep the war from expanding, save thousands and thousands of lives, and help both of our nations to become stronger.”

Outside the Capitol, a jubilant crowd waved Ukrainian flags and chanted, “Thank you U.S.A.” as exiting lawmakers gave them a thumbs-up and waved smaller flags of their own.

For months, it had been uncertain whether Congress would approve new funding for Ukraine, even as momentum shifted in Moscow’s favor. That prompted a wave of anxiety in Kyiv and in Europe that the United States, the single biggest provider of military aid to Ukraine, would turn its back on the young democracy.

And it raised questions about whether the political turmoil that has roiled the United States had effectively destroyed what has long been a strong bipartisan consensus in favor of projecting American values around the world. The last time the Congress approved a major tranche of funding to Ukraine was in 2022, before Republicans took control of the House.

With an “America First” sentiment gripping the party’s voter base, led by Mr. Trump, Republicans dug in last year against another aid package for Kyiv, saying the matter should not even be considered unless Mr. Biden agreed to stringent anti-immigration measures. When Senate Democrats agreed earlier this year to legislation that paired the aid with stiffer border enforcement provisions, Mr. Trump denounced it and Republicans rejected it out of hand.

But after the Senate passed its own $95 billion emergency aid legislation for Ukraine, Israel and Taiwan without any immigration measures, Mr. Johnson began — first privately, then loudly — telling allies that he would ensure the U.S. would send aid to Kyiv.

In the end, even in the face of an ouster threat from ultraconservative members, he circumvented the hard-line contingent of lawmakers that once was his political home and relied on Democrats to push the measure through. It was a remarkable turnabout for a right-wing lawmaker who voted repeatedly against aid to Ukraine as a rank-and-file member, and as recently as a couple of months ago declared he would never allow the matter to come to a vote until his party’s border demands were met.

In the days leading up to the vote, Mr. Johnson began forcefully making the case that it was Congress’s role to help Ukraine fend off the advances of an authoritarian. Warning that Russian forces could march through the Baltics and Poland if Ukraine falls, Mr. Johnson said he had made the decision to advance aid to Kyiv because he “would rather send bullets to Ukraine than American boys.”

“I think this is an important moment and important opportunity to make that decision,” Mr. Johnson told reporters at the Capitol after the votes. “I think we did our work here and I think history will judge it well.”

Mr. Johnson structured the measures, which were sent to the Senate as one bill, to capture different coalitions of support without allowing opposition to any one element to defeat the whole thing.

“I’m going to allow an opportunity for every single member of the House to vote their conscience and their will,” he had said.

In a nod to right-wing demands, Mr. Johnson allowed a vote just before the foreign aid bills on a stringent border enforcement measure, but it was defeated after failing to reach the two-thirds majority needed for passage. And the speaker refused to link the immigration bill to the foreign aid package, knowing that would effectively kill the spending plan.

His decision to advance the package infuriated the ultraconservatives in his conference who accused Mr. Johnson of reneging on his promise not to allow a vote on foreign aid without first securing sweeping policy concessions on the southern border. It prompted two Republicans, Representatives Thomas Massie of Kentucky and Paul Gosar of Arizona to join a bid by Representative Marjorie Taylor Greene of Georgia to oust Mr. Johnson from the top job.

Ms. Greene claimed the Ukraine aid bill supported “a business model built on blood and murder and war in foreign countries.”

“We should be funding to build up our weapons and ammunition, not to send it over to foreign countries,” she said before her proposal to zero out the money for Kyiv failed on a vote of 351 to 71.

Much of the funding for Ukraine is earmarked to replenish U.S. stockpiles after shipping supplies to Kyiv.

Since Russia’s invasion in 2022, Congress has appropriated $113 billion in funding to support Ukraine’s war effort. $75 billion was directly allocated to the country for humanitarian, financial and military support, and another $38 billion in security assistance-related funding was spent largely in the United States, according to the Institute for Study of War , a Washington-based research group.

Hard-right Republican opposition to the legislation — both on the House floor and in the critical Rules panel — forced Mr. Johnson to rely on Democrats to push the legislation across the finish line.

“If Ukraine does not receive this support that it requires to defeat Russia’s outrageous assault on its sovereign territory, the legacy of this Congress will be the appeasement of a dictator, the destruction of an allied nation and a fractured Europe,” said Representative Rosa DeLauro of Connecticut, the top Democrat on the Appropriations Committee. “Gone will be our credibility, in the eyes of our allies and of our adversaries. And gone will be the America that promised to stand up for freedom, democracy, and human rights, wherever they are threatened or wherever they are under attack.”

Thirty-seven liberal Democrats opposed the $26 billion aid package for Israel because the legislation placed no conditions on how Israel could use American funding, as the death toll in Gaza has reached more than 33,000 and the threat of famine looms. That showed a notable dent in the longstanding ironclad bipartisan backing for Israel in Congress, but was a relatively small bloc of opposition given that left-wing lawmakers had pressed for a large “no” vote on the bill to send a message to Mr. Biden about the depth of opposition within his political coalition to his backing for Israel’s tactics in the war.

“Sending more weapons to the Netanyahu government will make the U.S. even more responsible for atrocities and the horrific humanitarian crisis in Gaza which is now in a season of famine,” said Representative Jonathan L. Jackson, Democrat of Illinois.
