Haryana Tourism Policy, 2008

With the view to speed-up development of Tourism in Haryana, the State Government announced a Tourism Policy. The new tourism policy envisages creation of an environment conducive to attracting increased private investment in the tourism sector, and a more meaningful role for the Government.

Strategy for Development

The focus shall be on the following areas :

  • To promote tourism as a major engine of economic growth and capitalize potential of sustainable tourism for economic and employment generation.
  • To promote Haryana as a tourist destination to take advantage of the global travel trade and to develop untapped potential of Haryana.
  • To acknowledge the critical role of private sector in development of tourism with government working as proactive facilitator and catalyst. The objective is to broaden and diversify the concept of tourism from only Highway Tourism to Eco Tourism, Adventure Tourism, Pilgrim Tourism, Farm Tourism, Golf Tourism, Medical Tourism and Heritage Tourism etc. in order to meet new market requirements.
  • To enhance the infrastructure particularly in the NCR region in view of the forthcoming Common Wealth Games 2010.
  • To enhance professional excellence in training human resources and providing infrastructure for Human Resource Development.
  • Developing sustained and effective marketing strategy and plan.
  • To use technology to achieve the above said goals.

Role of State Government

The State Government will confine its efforts to infrastructural development ensuring uninterrupted electricity, water supply and provision of basic medical facilities. It will also be responsible for dissemination of information, organisation of festivals and inter-departmental co-ordination to create conditions for attracting private sector investment for the tourism sector. For this it will provide fiscal incentives, assist in providing suitable sites and remove bottlenecks, especially those connected with infrastructural development.

Facilitating the Role of Private Sector

  • The Tourism Policy also provides that the concessions available to the industry in the industrially backward blocks will also be available to the hotels/tourism projects.
  • The Policy seeks to include Thanesar, Pehowa, Jagadhri, Panipat, Hisar, Bhiwani and Rewari blocks of the State as backward blocks from tourism point of view and the said incentives will also be available to the tourism/hotel projects in these blocks.
  • The eligibility norms and the details of incentives proposed to be given to hotel/tourism projects have been specifically mentioned in the policy in which the projects of hotels (3 star and above), amusement parks/recreational parks/theme parks, golf courses, adventure tourism, multiplexes and malls and heritage hotels will be eligible for the concessions/incentives, which are available to industry besides being treated as industry.

The Tourism Department Haryana was established in 1966. The department came into existence when the State of Haryana was outlined separately from Punjab.

The department was started long years ago and due to its extraordinary efforts it has able to provide Haryana tourism with exceedingly impressive position.

The Haryana Tourism Corporation Limited, also known as HTCL, is the leading government owned body that aims to promote tourism sector of the state to high celebrated levels. The head office of the Tourism Department Haryana is situated in sector 17 B, Chandigarh. Since its existence, the department is always finding innovative and feasible solutions that not only bring more gains to the tourism sector of the state but can provide entire region with unsurpassed reputation. It regularly outlines and carries a number of activities in order to bring elements that are more positive to the Haryana tourism.

The central function of the Department is to develop and promote tourism infrastructure in private as well as public sector. In order to carry development programme uninterruptedly in the public sector, the department receives regular monetary funds from the State Government in its five/annual year plans. Moreover, the tourism department also tries harder to get maximum possible advantage of Central Financial Assistance controlled by the Government of Indian for developing tourism infrastructure well. Once the task of developing and furnishing of complexes is completed, then they are passed on to the Haryana Tourism Corporation in order to meet their regular maintenance and operational requirements.

According to unplanned annual budget, the department of tourism Haryana is also offered with funds to bear the expenditure spent on the maintenance of horticulture and infrastructure of all tourist complexes. Similarly, there are sufficient funds also delivered to Tourism Department Haryana for advertising the tourism infrastructure of this prestigious state. Due to its long-run efforts, the Department has been successfully able to secure 44 tourist complexes that are spread throughout the state. These are very well maintained complexes, which provide fast food, lodging, and wonderful recreational activities. All these complexes are covered under public sector of Tourism Department.

Besides these, the Tourism Department also levies great focus on establishment of resorts and hotels by private entrepreneurs. It is always encouraging where private entities come forward and establish hotel projects or tourist spots in distinct parts of the state. For this, the department is even taking stringent steps at regular intervals in assisting the private entrepreneurs to secure clearance from the respective institutions of the State Government. This is done to make sure that there is maximum possible involvement of not only public but even private sector in tourism of the State. Concerning this, the Government has also announced an Industrial policy of 2005, according to which there are concessions offered to hotel or tourist projects that are outlined by the private sector.

The Tourism Department Haryana also holds great interest in the development of farm and adventure tourism of the State. There is a new concept introduced by the Department for promoting farm tourism of Haryana. Under this concept, some suitable farms are identified and offer with support, where tourists can enjoy and encouraged to see and visit the farms as well as rural lifestyle of villages. The farm owners act as guide and host to the tourist, thereby offering great support towards upliftment of the tourism sector of this state.

All major activities of the department are carried at the Head Quarter Position. The Director handles the entire department. The Director is the sole in charge of supervision and management activities carried in the tourism sector. In order to carry development functions more wisely and uninterruptedly, the Director is provided with full support from two Deputy Directors, two Joint Directors as well as support staff. It is due to the combined efforts of all these positions that the tourism of Haryana is able to secure excellent gains and hold excellent developmental means.

Chandigarh, March 3, 2022: Haryana Governor Shri Bandaru Dattatraya has said that there is an immense potential for tourism development in Haryana for which adventure sports, eco-tourism, religious and cultural tourism are being promoted in the state. Tourism hubs are also being established at different places in the state. This was stated by Governor Shri Dattatraya on Thursday. He was interacting with Principal Secretary, Tourism Department, Shri MD Sinha, who had made a courtesy call on Shri Dattatraya at Raj Bhavan. Shri Sinha was accompanied by Managing Director, Tourism Corporation, Dr Neeraj Kumar. Shri Dattatraya said that tourism will boost the economy of the country and the state along with promoting employment. In Haryana, the state government has prepared many schemes for tourism development in all the areas. While moulding the farm tourism in a new form, ‘Home Stay Scheme-2021’ has also been started in the state. Eco-tourism is also being promoted. The Governor said that adventure sports, tourism circuit routes, mountain trekking, biking and paragliding facilities have been developed in Morni to develop Panchkula as a tourism hub. Similarly, Brahma Sarovar and Jyotisar pilgrimage centres in Kurukshetra are to be developed in a modern way under Krishna circuit. A state-of-the-art centre will be established in Jyotisar related to events of the Mahabharata. Shri Dattatraya has asked the officials of Tourism, Sports, Forest and Environment and Cultural Departments to explore the possibilities of tourism at different places in Haryana and work on them effectively. As there is a lot of potential for herbal development on Dhosi hill and Morni hills, Haryana government is also working in this direction.

Haryana state is endowed with a rich and varied bio-diversity distributed over a mosaic of different habitats spreadover the Shivalik Hills of the northeast to the Aravalli Range in the south and over Yamuna-Ghaggar plain in the east to semi-desert sandy plain in the southwest.

These varied habitats have been supporting a variety of animal and plant species ranging from thorny deciduous forest to pine trees. The species of fauna in the state include Black Buck, Panther, Nilgai, Fox, Jackal, Dear, wild dog, Parrots, Peacock, Pheasants etc. More than 300 species of birds are found here.

Forest Deptt. has created the Eco tourism spots in the state at Thapli, Morni Hills, Kalesar, Adibadri, Chuharpur Herbal Parkand Ban Santor.Eco lodges with swiss cottage tents, watch towers, nature walks, herbal parks, outdoor camps and many more activities are being added at these spots.

The Department has adopted entirely a new approach in tourism. The programs are preserving travel to natural areas to appreciate the cultural and natural history of environment, taking care not to disturb the integrity of ecosystem, while creating economic opportunities that makes conservation and protection of natural resources adventageous to the local people.

These Eco loges have been equipped with eco-friendly furniture, roof hangings crafted from bamboos and natural flora which take you further close to local systems and traditions.The tents and tree houses at Thapli , Morni and chucharpur are well equipped with modern day amenities. These accommodations are surrounded by useful herbs/herbal gardens, water spots and also have workshop & seminar holding facilitates.

The Nature Camps in Haryana ( Thapli , Morni , Ban Santor , Chuharpur ) enable you to have an wholesomely satisfying natural view of all rich and healthy pollution free natural environment.Unlike the milieu you get at a luxury hotel, Eco lodges, Tents and tree huts let you dwell at a typical jungle ambience and give a feel of being in the lap of nature.These Eco lodges and tented lodges give you an exotic and natural view of several flora and fauna while feeling yourself to realize a unique and long lasting sweet experience.
