Travel for both business and pleasure is steadily increasing, along with a return to more regular commutes as the hybrid model of work becomes the norm. Through all the changes, risk never took a break – in fact, it’s on the rise.

Up to 10 physical threats can occur every minute, according to the 2023 Global Risk Impact Report . Travel volumes are at 124 percent of pre-pandemic levels according to our Passenger Name Record (PNR) data, and approximately 64 percent of CEOs believe there will be a full return to the office in three years. Not surprisingly, almost three out of four U.S. companies (71 percent) expect a complete recovery in travel spending by the end of 2024.

The challenge is protecting employees wherever they are. For security and travel professionals, the weight of this responsibility lessened after 2020, when travel went down significantly. That's no longer the case. Remote and hybrid roles have created a dispersed workforce, while the return to in-person conferences and other business events has resulted in more domestic and international travel.

As business travel rises beyond pre-pandemic levels, the line of sight into risk blurs. That makes it a must for organizations to implement and continuously refine a comprehensive travel risk management (TRM) program.   • Human Resources: In many organizations, the role of travel manager falls under HR.
  • Office Manager: In smaller organizations, the office manager is often responsible for travel.
  • Finance: Because travel is one of the largest categories of expense, sometimes travel and expense are merged under Finance.
  • Travel Manager: More common in larger organizations and often reporting to HR or Finance, the travel manager’s primary role is to manage travel costs while balancing savings, safety, satisfaction and sustainability.

It’s important to note that travel risk management is increasingly becoming a collaborative effort across departments. Responsibilities and accountability often overlap between multiple stakeholders, making clear communications a must.

Don’t Drown in Alphabet Soup

Travel risk management processes often involve a slew of terms and acronyms. Did you fulfill your DOC by issuing a PTA in case there’s a BTA? To help you get familiar, here’s a cheat sheet of some of the most common TRM acronyms:

  • BTA: Business Travel Accident – This is a type of insurance policy for travel risk. Make sure to determine whether or not your organization has one and what it does and does not cover.
  • DOC: Duty of Care – This is a term used to represent a company’s reasonable efforts to ensure the safety of their employees, including while they’re traveling.
  • GDS: Global Distribution System – This system is used by airlines, hotels, cars and trains to aggregate their bookings.
  • OBT: Online Booking Tool – This technology can be accessed in real time to make travel arrangements and is commonly called a booking engine.
  • PNR: Passenger Name Record – This is the specific format for airline information that comes from the GDS. It’s also known as a travel itinerary.
  • PTA: Pre-Travel Advisory – This notice gives a traveler information about risks related to their destination and/or their route, typically via email.
  • TMC: Travel Management Company – This is primarily a service-focused company that often serves in an advisory capacity to corporate customers.

With this list for reference, security and travel professionals can focus on the task at hand rather than trying to decipher the jargon.

Determine Your TRM Maturity Level

Once you understand the fundamentals of the inner workings of the travel industry, you can use that knowledge to build the right TRM program that supports where your organization is today and will allow you to grow and scale as needed. The travel risk management maturity level curve can help you identify where you are now and where you want to be in the future. There are five levels along this curve.

  • Level 0: New and/or focused on delivering services in a targeted location
  • Level 1 : Starting to expand and looking to international boundaries for new markets or new supply chain opportunities
  • Level 2: Multiple facilities and locations across a single geographic region
  • Level 3: Actively building a global presence
  • Level 4: Larger and/or with an established global footprint and dependencies across multiple regions

Perform an Organizational Self-Assessment

The events of recent years have taught us that risk is not confined to areas of existing conflict. With terrorist attacks, natural disasters and, more recently, the COVID-19 pandemic, companies have become increasingly aware of the growing risks their traveling personnel face.

In a way, the pandemic has helped open the eyes of many enterprises and travelers to the broader implications of travel and risk in general. For organizations, the understandable necessity for greater levels of due diligence before a trip is driving the need for greater levels of information and intelligence — and, likewise, for tools to enable travel risk management programs to be more scalable.

Business travelers themselves are also looking for more information and a deeper understanding of potential travel risks and the impact of COVID-19 in destination locations. Employees want to know about restrictions and any new limitations that may be in place. They also want to know how to keep themselves safe while traveling and in-country and what to do should they require help. They want to feel confident that their organization can, and will, fully prepare and support them with both their physical and mental wellbeing.

With travelers becoming more acutely aware of potential risks relating to travel, their understanding of the need for risk assessments and duty of care compliance is also greater, helping to drive a more positive attitude toward travel risk management in general.

So, as we navigate a return to travel, how can business leaders and organizations expand or develop their travel risk management programs?

Pandemic aside, a sound travel risk management program goes far beyond considering how to deal with an incident should it happen. To be truly effective, it needs to fully encompass proactive and reactive measures and be part of a company-wide approach to risk. It needs to involve numerous internal and external stakeholders working to the same end.

To assess whether a travel risk management program is truly fit for its purpose, organizations should start by asking themselves a few basic questions:

  • Do we have clearly defined policies and procedures relating to travel (from a health, safety and security perspective) that are not just documented, but communicated and adhered to by all concerned?
  • Do we have access to reliable, real-time health, safety and security information that can be used to support travel decisions and be easily communicated to travelers before they embark on any trip?
  • Are all of our travelers provided with the necessary pre-travel training and relevant briefings to empower them as individuals?
  • Do we have a process for controlling travel to higher-risk regions?
  • In the event of a safety, security or health incident, are we able to locate and communicate with travelers and advise/support them accordingly?
  • Do we have a robust incident/crisis management plan for dealing with emergencies? And is the plan this regularly tested?
  • Do we have total confidence in all parties in our chain (both internal and external)?

In addition, a new International Organization for Standardization (ISO) standard now provides a great framework for organizations to follow. Recently published, the standard sets out a structured approach to the development, implementation, evaluation and review of travel risk management policies and programs, as well as the assessment and treatment of travel risks. One of the aims of the standard is to promote a culture where travel-related risk is taken seriously, resourced adequately and managed effectively. ISO 31030 establishes clear guidelines for assessing risks related to travel and how to manage and benchmark those risks. It removes the guesswork and provides clarity in an area that has never been more critical.

The Future of Business Travel

When we look to the future, we need to consider both the long- and short-term view. In the long-term, travel will resume a sense of normalcy and eventually rebuild itself. However, in the short and medium term, organizations will need to think about travel very differently from how they have done in the past.

In the short-term, business leaders and organizations need to put far greater emphasis on the pre-trip due diligence process to understand the various elements of the trip and what risk mitigation looks like at each of the key stages. They will also need to look more closely at the destinations their travelers are visiting. Regions previously deemed ‘safe’ travel zones may now present a potential health risk in a way that they didn’t before, and organizations need to allow the time to understand the situation fully and undertake additional due diligence measures prior to any trip commencing.

With much attention understandably focused on the impact and implications of COVID-19 and how organizations can best navigate a safe return to travel, it would be easy to overlook the pre-existing risks that business travel can, and still does, pose. Organizations and travelers will still find themselves facing the same travel risks as before — from minor disruptions like travel delays to major threats such as conflict, terror attacks, weather events, natural disasters and violent protests and disorder. Those risks haven’t gone away, and it is important for organizations not to lose sight of those risks as they take the next steps to bring their travel risk management programs into the future.

Tell us about WorldAware and what makes you unique.

Celebrating our 20th year, WorldAware was founded in 1999 and defined TRM as a disciplined practice and methodology. We also developed the TRM Maturity Model (TRM3) and, in partnership with GBTA, made this the standard to measure and improve a TRM program.

We have been the leading provider of travel-risk and broad people-risk solutions since then. Our solutions deliver a full lifecycle of value-add services that protect travelers, from global threat monitoring to pre-trip information, and en route awareness as well as both medical and non-medical response.

Duty of Care

What are the essential elements of a robust duty of care program?

The fundamental elements of a duty of care program for any size organization is to have a TRM policy, travel insurance, and basic travel safety training. Travel insurance, typically a business travel accident (BTA) policy, needs to provide assistance and response to support a traveler in need. Building on this foundation, the organization needs to have a systematic process to perform a risk review and mitigation which is the pre-trip assessment and provide pre-travel information to the traveler.

In a more mature TRM program, the organization would keep travelers informed of any new information that could impact them or the trip and proactively reach out to provide assistance.

How can a business evaluate their TRM policy and trainings? What are the most common gaps you see in existing policies?​

As a best practice, a TRM policy should include the policy scope and aims, responsibilities, travel planning and approval, risk assessment, incident reporting and what insurance and assistance is provided.

The most common gap we see is organizations lacking a documented TRM policy. Often TRM-related policy statements are included in the general travel and expense policy and spread around other risk-related policies. Putting all the TRM-related information in one place enables policies to be communicated more seamlessly, making it easier to analyze for any gaps that need to be filled to enable greater success when unexpected issues occur.

We also see that most policies don’t spell out both the company and employee expectations around high risk travel. Organizations typically will have an approval process for business travel, but if high-risk travel occurs, the expectations are not outlined.

At what point should clients engage with you as they build their TRM policies?

Ideally, clients would engage with us as they are planning a new TRM program or looking to refresh a stagnant program. WorldAware has experience implementing hundreds of TRM programs and have a variety of proven tools and templates that can speed up the process. A famous quote by Rubin states, “Don’t let the perfect be the enemy of the good.”

Building a program is a constantly involving and adapting process. An organization should start with the foundation elements and ensure that their travelers have the help that they need if they get into trouble and then build from there. The risk profile of the organization will shape the TRM program. That is, does the organization travel to low-risk global business centers or send people to high-risk locations or is it in between? The answer and the details behind it will drive what the TRM program ultimately addresses.

How does implementing a duty of care program help a business save time and/or money?​

Standard policies and processes allow organizations to rapidly make consistent travel decisions. When guidelines and policies exist and are clearly communicated to employees, they know what to do and expect without a lot of organizational effort and friction. By applying risk management principles to travel, an organization can consistently avoid problems or when issues do occur, minimize the impact and any financial loss.

Should small, medium and large-sized businesses consider different services when implementing a duty of care program? If so, can you outline some of the different services to consider?

Yes, as mentioned before, the organization’s risk profile, more than its size, will dictate the complexity and services needed for the TRM program.

Every organization should have at least two things for their travelers: A hotline, a designated number for the employee to call if they are having issues and an insurance policy to cover the financial loss of an incident. Large businesses with a global footprint or smaller companies with business-critical travelers or with individuals traveling to high-risk locations should also provide additional services to mitigate those risks.

WorldAware can evaluate an organization’s risk profile, review a client’s current program and determine the best comprehensive plan moving forward. Depending on the volume of trips, even a modest-sized organization should acquire automation to ensure that each trip booked is systematically reviewed, pre-travel information is forwarded to the traveler, and any threat updates are automatically pushed to the traveler 24/7. Most travel management companies partner with providers like WorldAware to provide this type of support or if the company wants to cover all employees — traveling or not — can come directly to WorldAware.

How have you seen the partnership between WorldAware and Egencia benefit clients?​

Implementing any holistic TRM solution requires a strong partnership between the risk management provider and the travel management company. WorldAware and Egencia have had a long-standing partnership that goes far beyond the “sale.” The quality of travel data provided drives the quality of the TRM program.

We have developed and continue to build relationships across relevant departments in our respective businesses to ensure a high quality, holistic set of data is handed off from day one to power our shared clients’ TRM solutions. In addition, our account teams work hand-in-hand before, during, and after the sale to deliver proactive and continuous support. We don’t point fingers; we work together to get any issues resolved quickly.

What’s the most common challenge you've seen clients encounter that was able to be addressed by WorldAware and Egencia?​

Holistic data aggregation and data quality. Travel data aggregation and ensuring the quality of the data is not just a one-time event during implementation, it is an ongoing process throughout the life of the program. Most TRM service providers do not really understand travel data and don’t provide ongoing, 24/7 data quality monitoring and support.

Tell me about the most unusual situation addressed by duty of care coverage? 

We find that travel interruptions, even seemingly small, are amplified when the traveler is in the midst of travel. We often get feedback from travelers such as “thank you for notifying me of the transportation strike and helping me get to my destination” or “thank you for pushing my travel risk alert to my phone so I did not miss it.” Also, weather conditions can strand a traveler and we work diligently with Egencia to help the traveler work around these situations and more.

Unfortunately, there are high-risk situations that occur and we are experienced in helping, be it bringing in a helicopter to a remote area for evacuation or bringing medical assistance to a person in need. WorldAware is constantly looking over the traveler’s shoulder, not just where they currently are but also for where they are going. We communicate with the traveler so that they know that we are there for them the entire way should a risk scenario await them up ahead on their travels.

As a thought leader in this space, where do you see duty of care and risk management going next?

Duty of care is no longer focused solely on the traveler and the trip. Now it is focused on all people and travel becomes one modality of duty of care. Organizations are realizing that the asset that they are protecting is the person, not the trip. Regardless if they are in their home country, traveling, commuting, or on vacation, applying a holistic risk management structure around the person ensures that they are productive and safe. With this “all people” duty of care approach, organizations are taking wellness more seriously — both physical and mental.

Vaccines and Immunizations

Vaccines and immunizations can protect you where there is a risk of contracting illnesses and help prevent spread of the disease. If you’re traveling to part of Africa and South America, then a yellow fever vaccine may be required. Going to Saudi Arabia? Then you may need a meningococcal vaccine.

Epidemic, Endemic, Pandemic

What are the differences.

If you’re traveling for business or pleasure, then you need to know the difference between epidemics, pandemics and endemics. You also need to know where they are and what you can do to protect yourself including vaccines, medications and other forms of protection.

Epidemics are unexpected increases in the number of disease cases in a specific geographical area. Yellow fever, smallpox, measles and polio are prime examples.

Endemics are consistently present disease outbreaks limited to a particular region. Malaria is endemic in certain countries and regions.

Pandemics occur when a disease’s growth is exponential with daily cases growing more than the day prior and covering several countries.

Israel-Gaza latest: Aid charity told IDF of movements so deadly attack 'makes no sense'

Israel's military chief has said the bombing of a World Central Kitchen convoy, in which seven aid workers including three Britons were killed, was "a mistake that followed misidentification". Some of Israel's closest allies have condemned the strike.

A close friend of Damien Sobol says he immediately picked up his phone to text him when he heard about the Israeli strike on an aid convoy on Monday.

Mr Sobol, a Polish citizen, was one of seven World Central Kitchen workers killed.

Mikolaj Rykowski told Sky News that when he first heard of the attack, he prayed that his friend was not involved.

"I take my phone and write to Damien 'how are you, bro? Where are you? Everything is okay?'... but of course he did not answer," he said.

Mr Rykowski said Mr Sobol was "the best of all of us" and was "forever smiling".

He said he was not angry at Israel, but angry for everyone caught up in war zones across the world.

Israel's economy minister says suggestions that Israel knew it was targeting aid workers in Monday's strike are "nonsense".

It comes after celebrity chef and World Central Kitchen founder Jose Andres claimed the Israeli military targeted the workers "systematically, car by car" (see 19.10 post).

In response, Nir Barkat told the BBC there was "no way in the world" that Israel would target humanitarian workers.

"That's nonsense. I'm sorry, give us a bit of a respect that we care about those people," he said.

Mr Barkat insisted Israel would "interrogate" the incident and provide details to the aid workers' families.

Monday night's deadly strike reveals the "critical" need for a hostage deal in Gaza, the White House has said.

"If we get a hostage deal, it means that we can get more humanitarian aid... into Gaza," press secretary Karine Jean-Pierre said, adding: "That is what we're going to continue also to work on."

Ms Jean-Pierre said Joe Biden was "working 24/7" with his team to get a deal done.

She also reiterated that the president was "outraged and heartbroken" over the deaths of humanitarian workers.

James "Jim" Henderson was among the six foreign aid workers killed in Gaza earlier this week.

The 33-year-old former roofer from Cornwall served for six years in the Royal Marines. He was reportedly due to leave Gaza on the day of the attack.

He was remembered today in his home town of Falmouth:

Benjamin Netanyahu is almost at the point of no return amid a deepening rift in the Israeli government, a foreign policy expert has said.

There have been growing calls for Mr Netanyahu to be ousted, and war cabinet minister Benny Gantz earlier urged the Israeli prime minister to commit to new elections later this year (see 20.21 post).

Asked about the ramifications of instability in Israeli politics, Aliona Hlivco, managing director of the Henry Jackson Society, told Sky's The World programme that the country's political system "has been unstable for a couple of years now".

"That unfortunately is a given and perhaps has also driven the response to the Hamas attacks," she said.

"Netanyahu has almost no point of return," Ms Hlivco added, saying that it was "up to the people of Israel" to decide his future.

"One thing is certain - that Israelis do feel like this is an existential threat to them, that this is not just another flare up in the 100-year-old conflict."

The supreme leader of Iran says Israel will be "slapped" after a deadly air strike on its consulate in Syria, in which two of its senior military commanders were killed.

The Islamic Revolutionary Guard Corps blamed Israel for the strike on Monday, as did Iran's foreign ministry. Israel did not confirm the attack.

Ayatollah Ali Khamenei branded it a "desperate attempt" by Israel, and said it won't stop Israel's "defeat" in Gaza.

"The defeat will continue. Their desperate attempts, like what they did in Syria... they will be slapped for that of course," he said.

Spanish Prime Minister Pedro Sanchez has branded statements made by Benjamin Netanyahu after the airstrike that killed aid workers "unacceptable and insufficient".

Mr Sanchez said a "more determined and much more detailed clarification" of the incident was expected.

He told a news conference in Doha that the Israeli government "knew about the action and the itinerary of this NGO (non-governmental organisation) on the ground in Gaza".

Benjamin Netanyahu earlier said the seven aid workers were "unintentionally" killed in what he called a "tragic case".

It's "difficult to accept" Israel's assertion that the killing of aid workers in an airstrike was an unavoidable mistake, an Oxfam spokesperson has said.

A lot of coordination takes place between the Israeli authorities and humanitarian agencies in Gaza, Michelle Farrington told Sky's The UK Tonight programme.

But despite this, some 2,200 aid workers have been killed in the region during the conflict, she said.

"It's very difficult to kind of accept that this was just a mistake. 

"It makes the situation of being able provide additional assistance in Gaza extremely more complicated, extremely more difficult," she said.

On when humanitarian groups that have paused their work in the region would continue operations, Ms Farrington said there was hope aid delivery would resume soon.

But she added that an immediate ceasefire was needed in order to provide sufficient help to the people of Gaza.

Israeli war cabinet minister Benny Gantz is urging Benjamin Netanyahu to commit to national elections this year.

"We must agree on a date for elections in September, towards a year to the war if you will," he said during a briefing.

Mr Gantz said setting a date would allow Israel to continue its military operation "while signalling to the citizens of Israel that we will soon renew their trust in us".

Yair Lapid, leader of the opposition in Israel, appeared to support Mr Gantz's call in a post to X, where he called the current Israeli leadership "the worst, most dangerous and failed government in the country's history".

However, in a statement, Mr Netanyahu's Likud party said Mr Gantz was engaging in "petty politics" and said elections now would lead to "paralysis", "division" and "damage".

Mr Netanyahu's term is set to go through 2026, but thousands have protested against him in recent weeks and demanded that early elections be held. 

Last night, a group of anti-government protesters attempted to break through barricades at the Israeli prime minister's home during the fourth night of demonstrations.

As the pandemic has continued, the objective risks have changed, as well as how they are perceived. The medical risk is no longer as severe as it was at the beginning of the pandemic for individuals who are vaccinated. Further, travellers and travel managers are no longer willing to view destinations as either high- or extreme-risk. Covid policies and restrictions are increasingly seen by people and their employers as hurdles that must be overcome in order for travel to take place. Indeed, we’ve recently seen attention shift back towards destinations’ security and natural risks.

The pandemic has exposed two key but opposite biases in how we perceive destination risks. For some, they overestimate the likelihood of something going wrong, usually because media stories tend to focus on negative events. This makes them more likely to take extreme measures to avoid the risk. For others, they ignore or minimise higher likelihood or impact risks because they do not wish to engage in the behaviour required to minimise those risks.

To counter these biases, it’s critical to give people a comprehensive view of a destination that addresses the specific risks that may be encountered. By providing factual, considered information in context and at the right moments – when deciding whether to travel to the destination or when a risk event has taken place – it counteracts emotional or heuristic responses that result in misperceptions.

Geopolitical risk potential

When it comes to gauging political risk, it’s important to remember that conflict can erupt suddenly and without warning. When there have been weeks of media attention on a conflict and the world is looking, it’s normally due to the parties involved using the media to better posture themselves and achieve more at the negotiating table. There are three regions where we are increasingly concerned about the political risk:

The spectre of a war between Russia and a Western-backed Ukraine is currently the most significant issue. Particularly with the troop deployment that is occurring along the borders. A war across the Taiwan Strait remains a possible outcome of the geopolitical situation in Asia. Lastly, the pandemic itself has impacted political risk. In several Western European nations and in the US in particular, the pandemic has exposed deepening political polarisation and has led to greater distrust of institutions.

Intelligence and information dissemination

When it comes to managing a crisis, getting up-to-date information is of course vital. And so is the quality of that information. Especially at the beginning of a crisis, misinformation can be rampant as people scramble to understand and evaluate a situation. This is why it’s crucial to combine AI tools with human intelligence. We can gather data from hundreds of thousands of sources, but professional analysts with local understanding are key when it comes to evaluating the veracity of data, putting it into context and evaluating the impact.
