U.S. Travelers Will Soon Have to Pay to Enter the U.K.

U.S. visitors—as well as visitors from Europe , Australia and Canada —will soon be required to apply for permission to enter the U.K. through a new scheme known as Electronic Travel Authorisation (ETA).

The U.K. government is in the process of fully digitizing U.K. borders by the end of 2025—and the ETA scheme will play its part, allowing “individuals, and carriers, with more assurance at an earlier point in time about their ability to travel to the U.K.,” the government said.

The scheme will be in place by the end of this year (2023), and visitors will be required to fill out an online application granting them permission to travel. There will be a small fee included in the application—similar to how the U.S.'s own ESTA (Electronic System for Travel Authorization) system works for U.K. travelers.

Will I need a visa to enter the U.K.?

This isn't technically a visa—the ETA system will grant travelers permission to enter the country. You will need to apply for an ETA prior to arrival. If you haven't received permission to travel before arrival, you may get fined.

How long will it take to get an ETA?

Travelers will be advised to apply for an ETA at least a few days before their journey. Approval should be granted within 72 hours of application.

How long will an ETA last?

After your ETA has been approved, visitors will be granted permission to stay in the U.K. for six months, whether for business or tourism reasons.

The U.K. government is yet to confirm how often visitors will need to apply for a new ETA, but it's likely to be valid for two years—meaning there's no need to apply for a new one every time you visit within the valid time period.

Visitors with valid ETAs can stay—and travel—in U.K. for up to six months.

How much will an ETA cost?

We don't know yet—but the government has said that the cost will be small. The EU implemented a similar system in 2022, which costs €7. A U.S. ESTA, meanwhile, costs $21.

Who will need to apply for an ETA?

The full list of nations included hasn't been announced yet. We do know that U.S. citizens who don't hold a visa will need to apply for an ETA, as will other visa-exempt nations such as Canada and Australia. European countries are likely to be included, too.  Those traveling from nationalities without a visa-free agreement with the UK will still need to apply for another applicable type of UK visa.

What will I need to apply for an ETA?

You'll need a valid passport , an email address to register with, and to supply the details of your travel, as well as a valid debit or credit card to pay any fees to apply.

Traveling between England , Scotland , Wales and Northern Ireland reveals both the shared culture and distinct local flavors that contribute to the UK . Save for the occasional inconvenience of long lines at passport control and security, entering and leaving the UK was fairly straightforward in the past. Now, due to Brexit, information on visa requirements has changed for EU citizens and immigration restrictions are often on the news in the UK. It's essential to check with your local British embassy, high commission or consulate before leaving home.

What you need to know about visas in the UK

The UK government has a handy online guide to help you check if you need a UK visa . Britain is not a member of the Schengen Zone, so you will need to show your passport when arriving and leaving from a UK border point.

Visas are generally not needed for stays of up to six months for tourism or visiting friends and family. This applies to citizens of the EEA (European Economic Area) nations, Switzerland, Australia, Canada, New Zealand, Japan, Israel, and the USA.

Following Brexit, the EU Settlement Scheme is the system that EU citizens who are already living in the UK need to follow, but there is also a family permit you can apply for if you’re a family member of someone from the EU, Switzerland, Norway, Iceland or Liechtenstein. ​​It lets you come to the UK for up to 6 months. You can work and study, and come and go as many times as you want before the permit expires.

Anyone wishing to work, do business or academic research in the UK will need to apply for a visa, as will students wishing to study for longer than six months. The Youth Mobility Scheme , for Australian, Canadian, Japanese, Hong Kong, Monégasque, New Zealand, Sammarinese and Icelandic citizens aged 18 to 30, allows working visits of up to two years, but must be applied for in advance. Those coming from Hong Kong (if you have a SAR passport), Japan, South Korea and Taiwan must be selected in the Youth Mobility Scheme ballot before they can apply.

Tourists from China, India, Kenya, Nigeria, South Africa and many other destinations , will need to apply for the Standard Visitor visa . It lasts six months, costs £100 and must be applied for online in advance of travel. A decision is usually provided within three weeks. Applications to extend your stay must be made before your visa runs out, but there are strict limitations. If you know you want to be in the UK beyond six months, it's best to apply for the more costly long-term Standard Visitor visa, which lasts for two (£376), five (£670) or ten (£837) years.

Commonwealth citizens with a UK-born parent may be eligible for Right of Abode , which entitles them to live and work in the UK. You can only get the right to abode through marriage if you’re a female Commonwealth citizen. Commonwealth citizens with a UK-born grandparent could qualify for a UK Ancestry visa, allowing them to work full-time for up to five years in the UK. You should get a decision on your visa within three weeks when applying from outside the UK and the fee is £531.

British immigration authorities have always been tough; you may be required to demonstrate proof of onward travel or an outbound departure date (for example, a flight booking home), and possibly evidence that you have sufficient funds to support yourself while in Britain.

There are many non-UK nationals that travel in and out of the UK each year using their passports. However, in certain circumstances, a valid passport from their native country may be unattainable. If so, travellers can apply to the Home Office for a UK Travel Document and if successful, use it as an alternative.

The application process to gain UK travel documents can often be complex and daunting. Different travel documents are available for people in various circumstances, and knowing which one to apply for can sometimes cause anxiety and stress.

What is a UK Travel Document?

UK travel documents from the Home Office allow non-UK nationals to travel in and out of the UK without a valid passport providing certain criteria can be met. There are 4 different types of travel documents available and the applicant should apply for the one that best fits their circumstances.

Am I Eligible to Apply?

To be eligible to apply for a travel document from the Home Office, applicants must meet certain criteria. Firstly, applicants must be living in the UK for one of the following reasons:

  • They have been granted indefinite leave to remain (permanent residency).
  • They have been granted permission to stay in the UK as a refugee or stateless person.
  • They have been granted humanitarian protection or discretionary leave for a limited time following a failed asylum application.

In addition, applicants must be able to show that they have applied for a passport that has been unreasonably refused by their country’s national authorities. (Unless they have permission to be in the UK as a refugee or stateless person).

Types of UK Travel Documents

There are 4 types of travel documents available for those in different circumstances.

Convention Document (Refugee)

This document is for refugees who are unable to obtain a passport from their own country. The convention travel document allows the holder to travel from the UK and re-enter without issue upon returning. However, it does not allow the applicant to travel back to their home country or any country in which they sought asylum from.

The document is usually valid for ten years if the applicant has settled status (indefinite leave to remain) in the UK, or 5 years if they have permission to stay (leave to remain) or are under 15 years of age.

It costs £75 to apply as an adult or £49 for children aged 15 and under. However, the fee is waived if the applicant was born before 1 September 1929.

Stateless Person Document

This document is for people who are classed as stateless by the UK authorities and therefore cannot obtain a passport. It allows holders to travel to most countries in the world and return to the UK without restriction.

The document is valid for up to ten years if the applicant is settled in the UK and has indefinite leave to remain or 5 years for those that have permission to stay or leave to remain or are under the age of 15.

The fee for this document is £75 for adults (over 15) and £49 for children (15 or under). However, applicants born on or before 1 September 1929 do not have to pay the fee at all.

One-way Document

One-way documents (or IS137) are for non-UK citizens that wish to leave the UK permanently. The document allows them the right to leave the UK but not return. Applicants do not need to have settled status in order to apply. However, there are certain criteria that must be met in order to be considered for this document.

For example, the applicant must not be a British citizen, they must not be able to obtain a passport from their native country, they must not be facing deportation or have any pending criminal proceedings against them in the UK and they must want to leave the UK for good.

The document is valid for 12 months from the date it is issued and cannot be used to return to the UK under any circumstances. The fee for adults or those over 15 is £75, for those 15 and under it is £49 or it is free to apply if the applicant was born on or before 1 September 1929.

Certificate of Travel Document

This document is for those that have been refused a passport by their own nation’s authorities. It allows the holder to leave and re-enter the UK in replace of a traditional passport. To apply one of the following must be true:

  • Has settled status or permission to stay in the UK and has been refused a passport by their native country’s authorities.
  • In the UK under humanitarian protection and it’s been officially accepted that they are in fear of their native country’s authorities.
  • In the UK on a family visa as a dependent of someone with humanitarian protection.
  • Born in the UK as a child of a refugee and has permission to stay in the UK but does not have refugee status.
  • Has an important reason to travel but the native country’s authorities are unable to process travel documents quickly enough.

If the applicant has an important reason to travel, this and the fact that their native country’s authorities are unable to help must be proven as part of the application. This document is valid for up to 5 years if the applicant has settled status or until the permission to stay in the UK ends. Applicants can travel to most countries using this document except any of those from which they claimed asylum.

The fee for adults is currently £210 for those over the age of 15 and £141 for children aged 15 and under.

Applying For a Home Office Travel Document

All applicants need to complete an online form on the UK government’s website and then send their supporting documentation to the Home Office through the post. However, if there are exceptional or compassionate circumstances involved, evidence can be sent for consideration via email.

Can i get help with my online application form.

There are options available to those that may struggle to complete the online application form if, for example, they do not have internet access or do not feel comfortable whilst using a computer. Applicants are able to access ‘Assisted Digital’ support which can provide advice over the telephone or via face-to-face interviews.

Can my family travel with me?

It is not possible to list dependents on a travel document like it is on a visa. Each travelling family member (including children) must have their own travel document to travel in and out of the UK. If the child was born in the UK, they may be able to become a British citizen and get a traditional passport.

Country Summary:  Terrorist groups continue plotting possible attacks in the United Kingdom. Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets/shopping malls, local government facilities, hotels, clubs, restaurants, places of worship, parks, major sporting and cultural events, educational institutions, airports, and other public areas.

There is also a risk of isolated violence by dissident groups in Northern Ireland, focused primarily on police and military targets.

Entry, Exit and Visa Requirements

  • To enter the United Kingdom, your passport must be valid for the entire duration of your planned stay.
  • Starting June 2019, U.S. passport holders will be able to use the ePassport Gates upon arrival in the United Kingdom. U.S. citizens who had previously registered for the UK’s Registered Traveller Service (RTS) should now also use the ePassport Gates on arrival in the UK.
  • If you are planning onward travel after departing the UK, note that many other countries require at least six months’ remaining validity on your passport to enter. If you are bound for Continental Europe, please see our  U.S. travelers in Europe page for additional details.
  • Visas for specific categories of visitors must be obtained prior to travel. Visit the  UK Visas and Immigration (UKVI) website to determine if you need a visa to enter the United Kingdom. We cannot intervene on your behalf when you apply for a UK visa, nor can we advocate for your admission into the UK if you are denied entry.
  • Students and prospective students should visit the  UKVI website  to determine if they need a visa.
  • For some U.S. travelers, especially students, an entry stamp is required.  Please consult this website  for more information.
  • Unpaid and paid workers, interns, volunteers, charity workers, and temporary workers can find information about obtaining a visa on the  UKVI website .
  • Visitors traveling to the United Kingdom to get married, even if they do not plan to reside there, must obtain a visa in advance. See the  UKVI website  for visa information.
  • Surcharges apply to certain categories of visas, generally those involving work, study, or residency for more than six months. More information is available on the  UKVI website  and in our Health section below.

The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to or foreign residents of the United Kingdom.

Safety and Security

Terrorist groups continue plotting possible near-term attacks in Europe. The UK Security Service publishes specific reasons for any changes in the threat level and recommended actions for the public via its  UK threat levels website .

There is the potential for  isolated violence  related to the political situation in Northern Ireland. The Police Service of Northern Ireland assesses there is a continued threat of violence from dissident groups in Northern Ireland, focused primarily on police and military targets, and may involve the use of  firearms  and  explosives . Tensions may be heightened during the summer marching season (April to August), particularly on and around the July 12 public holiday.

Avoid areas of demonstrations  if possible, and be careful within the vicinity of demonstrations. Demonstrations occur frequently in and around city centers and areas where tourists frequent. Even demonstrations intended to be peaceful can turn confrontational and possibly escalate to violence.

The phone number for  police/fire/ambulance emergency services  is  999  in the United Kingdom and  112  in Gibraltar. You should also use these numbers to report security threats or suspicious packages. Also see information for  contacting police from abroad .

  • Be cautious and aware of your surroundings.
  • Be vigilant, as  pickpocketing ,  mugging,  and “snatch and grab” theft of mobile phones, watches and jewelry can occur.
  • Do not leave bags unattended in restaurants, pubs, hotel lobbies, and parked cars.
  • Be alert to other criminal schemes, such as  impostors  posing as undercover police officers and “fining” tourists for bogus minor offenses. A legitimate Metropolitan Police Services officer will never demand an immediate cash payment.
  • Use only licensed Black Cabs or pre-ordered car services (minicabs) . Unlicensed taxis or private cars posing as taxis may offer low fares, but in some instances, travelers have been  robbed  or  sexually assaulted  while using these cars.   • Avoid using ATMs that look temporary in structure or location  or are located in isolated areas – they may not be legitimate. Use ATMs located inside a bank branch.

Victims of Crime : Report crimes to the local police at 999 (United Kingdom) or 112 (Gibraltar) and contact the U.S. Embassy at +(44) (20) 7499-9000.

  • Local authorities are responsible for investigating and prosecuting crimes.

  • The Victim Support website  is maintained by an independent UK charity to help people cope with the effects of crime

  • provide an emergency loan for repatriation to the United States and/or limited medical support if you are destitute
  • help you find accommodation and arrange flights home
  • replace a stolen or lost passport

Domestic Violence:  U.S. citizen victims of domestic violence may contact the Embassy for assistance.

Tourism:  The tourism industry is generally regulated and rules are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. 

Furthermore, some laws are also prosecutable in the United States, regardless of local law. For examples, see our website on  crimes against minors abroad  and the  Department of Justice  website.

  • You will be arrested if you bring pocket knives, blades, mace or pepper spray canisters, or any part of a gun into the United Kingdom . Please refer to the UK government publication  Travelling to the UK , which details the items visitors are prohibited from bringing into the United Kingdom.
  • Penalties against  alcohol-related  and other  in-flight  crimes committed aboard aircraft to and from the United Kingdom are stiff and are enforced with  prison sentences . Please also see  our information on U.S. customs regulations  covering your return to the United States.
  • Controlled Substances: UK law prohibits possession and trafficking of controlled substances and narcotics, including some substances that may be legal to possess under the law of certain U.S. states. More information on controlled substances is available here . Individuals who violate UK drug laws may face penalties including fines or prison sentences.

Special Circumstances:

  • The legal drinking age in the United Kingdom is 18. Parents and organizers of school trips should read our  Students Abroad website  to help plan a safe and enjoyable experience.
  • Scotland’s “drink drive limit” law was amended to a lower level (roughly .05 BAC) and is stricter than the rest of the United Kingdom (roughly .08 BAC). This means that  driving after even one drink  can result in a charge of driving under the influence.
  • The United Kingdom has very strict gun control laws, and importing firearms is extremely complicated.  Information on applying for a firearm and/or shotgun certificate can be found on the  London Metropolitan Police Firearms licensing webpage .  Licenses from England or Wales may not be valid in Scotland; please check with the appropriate authorities.  For firearms certificates for Scotland, please check with  Police Scotland .

Travelers Who Require Accessibility Assistance:

  • UK law requires that all public service providers (except in the transportation sector) make “reasonable adjustments” to ensure their services are available to persons with disabilities.  Nevertheless, code exemptions permit many older buildings to have steps up from the street.
  • Getting around in cities may be difficult at times because sidewalks can be narrow and uneven.

While medical services are widely available,  free medical care  under the National Health System (NHS) is allowed only for UK residents, certain EU nationals, and some visa holders.

An NHS surcharge is assessed on certain visa applicants at the time of application.  Tourists and short-term visitors will not be assessed the surcharge, but will be charged 150 percent of the cost of any medical treatment they receive from the NHS. Unpaid balances of £1,000 or more can result in being barred from return to the United Kingdom.

Certain prescriptions available in the United States are classified as a "controlled drug"  in the United Kingdom and cannot be brought into the country without applying for and obtaining a prior license. Road Conditions and Safety:  Road conditions in the United Kingdom can differ significantly from those in the United States.

  • In contrast to the United States, UK traffic drives on the left.  Read the  Highway Code  before driving.
  • Emergency call boxes  (orange telephone booths with “SOS” printed on them) are found at half-mile intervals along motorways. White and blue poles point in the direction of the nearest call box. Call boxes dial directly to a motorway center. Use these phones rather than a personal cell phone, because motorway center personnel will immediately know your exact location.
  • Generally,  pedestrians do not have the right of way  and should not expect vehicles to stop for them.

Many U.S. citizen pedestrians are injured, some fatally, every year in the United Kingdom, because they forget that oncoming  traffic approaches from the opposite direction  than in the United States.  Exercise extra care when crossing streets; remain alert and look both ways before stepping into the street.

Traffic Laws: 

  • UK penalties for driving under the influence of  alcohol  or  drugs  are strict and often  result in prison sentences .
  • Using a  hand-held cell phone  or similar device while driving is  illegal  in the United Kingdom. Only hands-free phones may be used. You will be  fined , or in the case of an accident,  arrested  and serve time in  prison .
  • The speed limit on highways/motorways in the United Kingdom is 70 mph, or lower when posted.
  • You will be  detained  and  arrested  if you cannot provide a UK address to receive a subpoena or are about to depart the United Kingdom and have to be brought to court quickly for a motoring offense.

Starting next year, travelers heading to the United Kingdom will need to take a few extra planning steps before hopping the pond. The U.K. is in the process of introducing a new Electronic Travel Authorization (ETA) system that will require travelers, including those from visa-free countries such as the United States, to obtain permission to travel to the U.K. ahead of arrival.

“We are introducing a universal ‘permission to travel’ requirement, which will require everyone wishing to travel to the U.K. (except British and Irish citizens) to seek permission in advance of travel,” the British government explains in a fact sheet about the forthcoming ETA system .

Similar to the European Travel Information and Authorization System (ETIAS) that will be required for travel into the European Schengen Zone starting in November 2023, the U.K.’s ETA system will be in place by the end of 2024 as part of a plan to fully digitize the borders by 2025, according to the government.

Travelers will need to provide basic personal information, their travel details, passport data, a valid email address, and some security information via an online ETA application form. According to the U.K. government, there will be a fee associated with the application, though it hasn’t yet divulged what the fee will be. (A credit or debit card will also be needed to complete the application and pay the fee.)

To be clear, the ETA is not a visa, rather it is digital permission to enter the United Kingdom.

“The scheme will give the U.K. more control of our borders, allowing us to block threats from entering the U.K., whilst also providing individuals, and carriers, with more assurance at an earlier point in time about their ability to travel to the U.K.,” the government stated.

The ETA will be required for anyone traveling the U.K. for leisure travel, business, short-term study, or for a medical procedure. Those planning to work or reside in Britain long-term will need to obtain the appropriate visa, according to ETA UK , which will ultimately be the online resource for completing ETA requests once the system is up and running.

ETA UK estimates that applications will be processed within 48 to 72 hours and that visitors will generally be allowed to spend up to 180 days (6 months) in the U.K. and visit any part of the country once the ETA is obtained.

Travelers to the United Kingdom will soon have to apply in advance and pay to enter the country when the Electronic Travel Authorisation visa waiver goes into effect later this year.

The UK’s ETA system, which will be fully rolled out by the end of 2023, will require all non-visa foreign visitors (including those from the United States) to apply online in advance of coming, according to the government’s ETA website . 

The rollout of the ETA is part of the UK’s effort to fully digitize its borders by 2025.

“Our number one priority is the security of the UK border and by launching ETAs we can ensure that everyone wishing to travel to the UK has permission to do so in advance of travel and refuse those who pose a threat,” the UK’s Home Secretary Priti Patel said in a statement .

To apply, travelers will need to provide personal details, passport information, and security information. Applications will then be processed automatically and travelers should expect a response typically within 48 to 72 hours.

The cost for the application was not immediately clear and was expected to be announced at a later date.

The ETA will first be rolled out to several Gulf countries, including the United Arab Emirates , Qatar , Bahrain, and more.

The rollout of the ETA comes as Europe plans to implement its new European Travel Information and Authorisation System (or ETIAS) in November. That authorization will include a €7 fee and apply to foreign visitors 18 to 70 years old.

In the U.S., visitors must also apply for a similar authorization before coming: the Electronic System for Travel Authorization (or ESTA), which is available to travelers from countries granted a Visa Waiver Program. Last year, the fee for ESTA increased from $14 to $21, according to the U.S. Customs and Border Protection .

Why do I need the UK ETA?

A UK electronic travel authorisation is a necessary requirement for eligible passport holders travelling to the UK for the following purposes :

For all other reasons of travel, such as working or residing long term in Britain, an appropriate visa will need to be obtained instead. Regular UK visas can be acquired from any British embassy or consulate located in the applicant’s home or resident country.

When will I need to apply for an ETA UK?

Citizens of Qatar were the first to become eligible on 15 November 2023 .

Citizens of the other Gulf Cooperation Council (GCC) countries and Jordan can apply as of 1 February 2024 .

You will need your ETA for the UK if you are travelling after 22 February 2024 .

There is currently no date for when all other visa-exempt nationalities should apply for the ETA UK. Travellers should stay up to date with UK immigration changes to ensure they apply at the right time.

Obtaining an Electronic Travel Authorisation online is a quick and easy process. It only takes a few minutes to complete an online application. This can be done anytime up to a few days before departure to the UK.

ETIAS, or the European Travel Information and Authorisation System is designed for the non-EU visitors wishing to travel to the European Union and the Schengen Area states. Although valid for all the countries of the Schengen Zone as well as for Bulgaria, Croatia, Norway, Switzerland, and Romania, the entry approval lies upon the first state to be visited.

The new European Travel Information and Authorisation System will affect the non-EU travellers who currently do not need a visa to enter the Schengen Zone. Those travellers will undergo an online security check to determine their threat status in terms of security, illegal migration, and threat to the public health to the EU countries. In order to get to the Schengen Zone border, as of 2022, travellers will be asked to present a valid travel document and an ETIAS permit.

The reason behind the new EU travel authorisation

The introduction of ETIAS comes after years of insufficient information provided among the European border authorities on the visa-free tourists allowed to visit the region. This new security pre-check will assemble the missing information and therefore strengthen the security of the EU and the Schengen Area.

Just like Canada’s eTA and USA’s ESTA, the EU’s ETIAS will act as both electronic visa and pre-travel security check.

When will the EU travel Authorization be available?

Passed by the European Parliament and approved by the European Council in 2018, the ETIAS Regulation came into force the same year and will become operational in 2022.

Until then, its framework will be subjected to ongoing completion by the EU responsible bodies.

Which citizens will be eligible for traveling with the new European online travel permit?

Citizens of nearly 60 countries that are now travelling to the Schengen Area without a visa will have the opportunity to visit the EU with the new ETIAS authorisation. Here is a list of the visa-exempt countries.

With little less than 1,900 border points, the EU has accepted around 565 million visitors in 2014 alone. In 2025, their number will reach 887 million. This will represent one-third of the border crossing being from citizens coming from a visa-exempt state.

As the EU is in constant talks with countries wishing to be part of the visa-exempt nations, the number of visitors applying for the ETIAS authorisation will increase.

The European Travel Information and Authorisation System will operate under the management and the regulation of the ETIAS Central Unit, the National Units, and the ETIAS Information System. The ETIAS Central Unit together with a helpdesk for travelers and the Carriers Assistance Center will be under the management of FRONTEX – the EU Border and Coast Guard Agency. The IT support – software development and technical support will be conducted by EU-LISA – the EU Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security, and Justice. This technical support and management will include: – a centralized system for the ETIAS applications; – an interface with each Member State’s symbols (national uniform interfaces) and attributes connected to the national infrastructures as well as to the centralized system; – a secure and verified connection between the national uniform interfaces and the centralized system; – website and mobile application for both desktop and mobile devices; – email service; – an application form with all necessary tools like account setting, a verification tool for the provided information, as well as a tool to provide or withdraw consent for retention beyond the general period of the data; – carrier gateway to check the validity of the travelers’ ETIAS authorizations. Every Member State will prepare ETIAS National Units. These Units will be in charge of: – risk assessments for all the European Travel and Authorisation System applications sent by the ETIAS Central Unit. The risk assessment will be conducted upon matching information from the ETIAS application and all databases verified during the application process to meet the online screening; – final say on accepting or refusing the European travel permit; – providing appealing procedures information to the applicants; – close liaison with Europol to manage the ETIAS watch list.   The role of Europol – consulting the EU States on the European Travel and Authorisation System applications when needed; – close cooperation with the EU States on the ETIAS Watch List management. How is EU-LISA involved? The European Agency for Operational Management of Large-Scale IT Information Systems in the Area of Freedom, Security and Justice, also known as EU-LISA, will develop and operate the ETIAS Information System. The Agency will also develop the website and the mobile devices’ application where travelers will be able to apply for their ETIAS Authorisations or to check the validity of their electronic travel permits.

The role of ETIAS is to compare applicants’ data with various databases. When needed, in case of raised concern over the ID data, the verification process will go deeper and will be conducted manually.   Databases the European Travel Information and Authorisation System will consult with: The EU information systems: – Europol; – VIS – Visa Information System; – SIS – Schengen Information System;   Systems in process of implementation: – EES – Entry/Exit System; – Eurodac;   Interpol: – SLTD – Interpol Stolen and Lost Travel Document database; – TDAWN – Interpol Travel Documents Associated with Notices database;   as well as the ETIAS watchlist and risk indicators.

The aim of the European Travel Information and Authorisation System is to provide a simple and easy way to apply for a travel permit. Therefore, the process of applying for the ETIAS Authorization should take around 10 minutes, and the approval of the application, most of the time should take no more than 24 hours unless additional verification is needed. In the case of manual verification, the time for approval will be prolonged to 96 hours. In this case, the data provided will be verified by the ETIAS Central Unit. After, it will be checked by the National Units. It is possible for the applicant to be contacted and asked to provide additional information, again within 96 hours.

When the traveller gets to one of the EU border crossing points, the border guards will scan the passport and check if a valid ETIAS document is available. Then, if all entry conditions are respected, the traveller will be permitted to pass. If, however, the traveller is not in possession of a valid ETIAS document, he or her will not be allowed to proceed and the entry refusal will be recorded on the Entry/Exit System.

FRONTEX is expected to hire some 250 new dedicated staff, while eu-LISA plans to employ 40 new staff members. In addition to this, each Member State Unit is free to hire as much as people is necessary to operate these National Units.

The European Travel Information and Authorisation System Authorisation will be valid for three years as of the date of its approval. One document allows travelers multiple visits to the EU Member States, including to the Schengen Area during the time of its validity. However, if at some point, the issuing conditions are not respected, this document will be canceled automatically.

The ETIAS National Units together with the EU Information System and the European Travel Information and Authorisation System Central Unit will self-finance from the application fees.

– Citizens that come from Schengen Zone visa-exempt countries will be eligible to apply for the new ETIAS Authorisation: EU citizens and those living in the Schengen Area, do not need to apply for an ETIAS. For example, although Norway is not a member of the EU, it is a member of the Schengen Zone. If a Norwegian citizen travels from Brazil through Portugal to his or her home country, he or she do not need to apply for an ETIAS. – Citizens of EU & Schengen Zone visa-exempt countries wishing to cross the Zone’s external borders: Australian citizens can travel visa-free to both the EU and the Schengen Area. They will however need an ETIAS authorization to enter Switzerland which is in the Schengen Zone but is not an EU Member State. If an Australian citizen wants to travel to Ireland, he or she can do so visa-free, and therefore no need to obtain a European travel permit as Ireland is in the EU but not in the Schengen Zone.

The information required to obtain an ETIAS authorisation is based on applicants’ ID, passport or other travel document, occupation and employment, and education. A series of additional questions on visits to conflict zones or applicants’ police records and convictions will also be present on the application form.

First to introduce an online travel permit was Australia with ETA – the Electronic Travel Authority. Later, the USA established the well-known ESTA – the Electronic System for Travel Authorization, and then Canada created eTA – the Electronic Travel Authorisation.

The transportation sector should pay attention to the following: – all carriers, airliners, cruisers, bus companies, etc. will have to make sure their passengers, coming from visa-exempt countries are holding a valid, up to date ETIAS document before they board; – carriers are liable for their passengers and if the border control refuses entry to one of them, the respective carrier will have to repatriate him or her on their cost and may even be charged with a fine; – as soon as ETIAS becomes available, all carriers will be held responsible for those passengers travelling without a valid travel permit.

When an ETIAS document is denied, it is up to the ETIAS National Unit to let the applicant know and provide him or her with all the options to follow among which – the authorities to be contacted and the steps to follow if the applicant wants to appeal against the refusal. What is important to know is that previous refusals do not necessarily lead to a new refusal when the applicant applies again.

All safeguards for the processing of applicants’ and travelers’ personal data is taken by the ETIAS Regulation. The data stored will be on the disposition of EUROPOL and the EU members’ law enforcement authorities under strict, limited conditions to detect and prevent a potential terrorist or other criminal threat. The data stored by the EU Travel Permit System will be guarded until the ETIAS document expires or up to five years in case of a refusal, revoke on cancellation of the ETIAS Authorization starting with the date of the annul. An independent advisory body – the EU Travel Permit Fundamental Rights Guidance Board will be set. This Board will monitor the impact of the screening process on fundamental rights. It will provide assistance and guidance to the ETIAS Screening Board. The ETIAS Fundamental Rights Guidance Board will be presented by members of the EU Agency for Fundamental Rights, the European Data Protection Board, and the European Data Protection Supervisor, as well as of FRONTEX’ Consultative Forum on Fundamental Rights.

The databases the European Travel and Authorisation System will consult with each application are: – ETIAS Central System; – ETIAS Watchlist; – SIS (Schengen Information System); – SLTD (Europol data and Interpol Stolen and Lost Travel Documents Database); – EES (the Entry/Exit System); – TDAWN (the Travel Documents Associated with Notices; – VIS (Visa Information System); – EURODAC In case there is a match between the applicant’s data and one of the databases above, the screening will turn to manual. The aim is to remove all ambiguity within 12 hours. If the claims are false, the ETIAS Central Unit will go back to an automated screening of the application. But if such match is confirmed, the application will be forwarded to the respective EU Member State and it will be up to it to decide upon whether the applicant will be approved or not to travel under an ETIAS authorization.

  • On 28 March 2023, the terrorism threat level for  Northern Ireland  was raised from 'substantial' to 'severe', meaning an attack is highly likely.
  • International terrorists have staged attacks in the UK. The  UK Government's national terrorism threat level  is 'substantial', meaning it assesses an attack is likely. 
  • Islamic extremism, extreme right-wing ideology and the status of Northern Ireland contribute to the threat. Always be alert to terrorism. Take official warnings seriously. 
  • Avoid areas where protests are occurring due to the potential for disruption and violence. Monitor the media for information and updates. Follow the instructions of local authorities.

  • Make sure your vaccinations are up-to-date before you travel, and ensure you have comprehensive travel insurance.

Full advice

The overall UK terrorism threat level is currently 'substantial' (level 3 of 5), meaning an attack is likely. The 3 key sources of this threat are groups or individuals motivated by:

  • Islamic extremism  
  • extreme right-wing ideology
  • the status of Northern Ireland.

UK authorities have installed security barriers on London's major bridges.

Remain vigilant and:

  • be alert to the danger of terrorism
  • be aware of your surroundings
  • report suspicious behaviour or bags left alone on public transport and in other public places to the police
  • monitor official warnings
  • follow the advice of local authorities.

Northern Ireland

On 28 March 2023, the terrorism threat level for  Northern Ireland  was raised from 'substantial' to 'severe', meaning an attack is highly likely.

In the past, terrorist groups have used firearms and bombs to target security forces. They have attacked or have attempted attacks in public places. Civilians have been at risk.

There's also a risk of isolated violence by dissident groups in Northern Ireland, focused primarily on police and military targets.

Northern Ireland has previously experienced street violence and rioting, including attacks on police with stones, fireworks and petrol bombs. The violence has mainly occurred in loyalist areas in west and south Belfast, Londonderry, and parts of County Antrim. 

Avoid areas where violence is occurring and follow the advice of authorities.

International terrorism

Terrorists have attacked other European cities.

Targets have included:

  • public transport and transport hubs
  • sporting venues and mass gatherings, including places popular with foreigners.
  • Terrorism and national emergencies

Civil unrest and political tension

Public protests and events that draw large groups of people can turn violent.

To stay safe:

  • avoid all protests
  • monitor the media for the latest information
  • follow instructions of local authorities.

Tensions can rise in Northern Ireland from April to August. This worsens in the weeks leading up to 12 July, also known as the 'Twelfth' or 'Orangemen's Day'.

Be alert and aware of your surroundings and safeguard your belongings. Petty crime, including muggings, pickpocketing and mobile phone theft, occurs across the UK. It happens more often in summer.

Be alert to other criminal activities, including drink spiking and fraud.

Violent crimes such as muggings, knife crime and sexual assaults occur across the UK.

  • be alert in crowded and tourist areas, airports, restaurants, pubs and bars, and on public transport
  • when using ATMs and credit cards, keep your card in sight, conceal your PIN and check your bank statements
  • don't accept drinks from strangers or leave drinks unattended in public places, such as bars and nightclubs
  • be alert to suspicious behaviour.

Cyber security 

You may be at risk of cyber-based threats during overseas travel to any country. Digital identity theft is a growing concern. Your devices and personal data can be compromised, especially if you’re connecting to Wi-Fi, using or connecting to shared or public computers, or to Bluetooth. 

Social media can also be risky in destinations where there are social or political tensions, or laws that may seem unreasonable by Australian standards. Travellers have been arrested for things they have said on social media. Don't comment on local or political events on your social media.

Climate and natural disasters

The UK experiences  severe weather , including:

  • strong winds

Expect transport disruptions.

Monitor  local weather reports . Follow the advice of local authorities.

Register with the  Global Disaster Alert and Coordination System  to receive alerts on major disasters.

  • Travel insurance

Get comprehensive  travel insurance  before you leave.

Your policy needs to cover all overseas medical costs, including medical evacuation. The Australian Government won't pay for these costs.

If you can't afford travel insurance, you can't afford to travel. This applies to everyone, no matter how healthy and fit you are.

If you're not insured, you may have to pay many thousands of dollars up-front for medical care.

  • what activities and care your policy covers
  • that your insurance covers you for the whole time you'll be away (including if stopovers on the way to your destination are covered).

Physical and mental health

Consider your physical and  mental health  before you travel, especially if you have an existing medical condition. 

See your doctor or travel clinic to:

  • have a basic health check-up   
  • ask if your travel plans may affect your health
  • plan any vaccinations you need.

Do this at least 8 weeks before you leave.

If you need counselling, the Samaritans provide private phone support. You can call 24 hours a day,  365 days a year on 116 123 (UK free call).

If you have immediate concerns for your welfare or the welfare of another Australian, call the 24-hour Consular Emergency Centre on +61 2 6261 3305 or contact your  nearest Australian Embassy, High Commission or Consulate  to discuss counselling hotlines and services available in your location.

Medications

Not all medication available over the counter or by prescription in Australia is available in other countries. Some may even be illegal or controlled substances, even if prescribed by an Australian doctor.

If you plan to bring  medication , check if it's legal in the UK. Take enough legal medication for your trip.

Carry a copy of your prescription and a dated letter from your doctor stating the following:

  • what the medication is
  • your required dosage
  • that it's for personal use.

Medical care

Medical facilities.

The standard of medical facilities is similar to those in Australia.

Call the  National Health Service (NHS)  on 111 to find your nearest GP surgery or hospital.

If you need urgent medical care, go to your nearest hospital.

Accessing NHS medical services

There's a reciprocal healthcare agreement between Australia and the UK.

Some GP and hospital treatments are free if you're in the UK for a short visit.

Check the  Department of Human Services  to find out what's covered. You'll need to prove you're eligible.

This agreement doesn't cover other countries in the EU.

If you stay for over 6 months, you'll pay an  Immigration Health Surcharge . This will be charged when you apply for your visa.

Your details will be shared with the NHS when your visa is granted, allowing you access to medical care. Under this scheme, you must produce your  biometric residence permit  at the doctor's or hospital.

There may be delays in accessing medical treatment through the NHS.

The NHS won't cover the cost if you need a medical evacuation. Medical evacuation can be very expensive. Get comprehensive  travel insurance  before you leave Australia.

You're subject to local laws and penalties, including those that appear harsh by Australian standards. Research local laws before travelling, especially for an extended stay.

If you're arrested or jailed, the Australian Government will do what it can to help you under our  Consular Services Charter . But we can't get you out of trouble or out of jail.

Penalties for possessing, using or trafficking illegal drugs are severe. They include imprisonment and fines.

Some Australian criminal laws still apply when you're overseas. If you break these laws, you may face prosecution in Australia.

Visas and border measures

Every country or territory decides who can enter or leave through its borders. For specific information about the evidence you'll need to enter a foreign destination, check with the nearest embassy, consulate or immigration department of the destination you're entering. 

Make sure you meet all entry and exit conditions. If you don't, the Australian Government can't help you.

If you're travelling to the UK as a tourist for less than 6 months, you usually won't need a visa.

If you're travelling to the UK for other purposes, seek guidance from the  UK's Visa and Immigration Service  on obtaining a visa.

The UK can refuse entry without a visa if they think you're trying to enter for something other than tourism. You'll need a visa if you plan to do  paid or unpaid work ,  volunteer  or  get married . Arrange this before you travel.

Australian Government officials can't help you change your UK visa status.

Entry and exit conditions can change at short notice. Contact the  UK High Commission  for details about visas, currency and customs. 

Departure from the UK

Stay in touch with your airline for the latest information on disruptions which can occur at short notice.

Check your route carefully with your travel provider, travel agent, and  Smartraveller  to confirm transit or entry requirements.

Other formalities

If you’re travelling on an Australian ePassport, you can use eGates on arrival in the UK, free of charge. You don't need to complete a landing card.

You can use eGates if you're:

  • over the age of 12 years with an Australian ePassport
  • a member of the registered traveller service

You need a stamp in your passport if you're:

  • travelling on an emergency passport or Document of Identity travel document
  • visiting for short-term study (less than six months)
  • visiting for other specific reasons or certain types of work (such as Permitted Paid Engagements or with a Tier 5 Creative and Sporting certificate of sponsorship)

UK airports have extensive security screening. If you're flying to or transiting through the UK, allow extra time. Check  UK Department of Transport  for details.

The UK and the EU provide updated guidance on the implications of Brexit for issues such as travel, residency, education and employment. You can check for the latest information on the websites of the  UK Government  and the  European Commission .

Some countries won't let you enter unless your passport is valid for 6 months after you plan to leave that country. This can apply even if you're just transiting or stopping over.

Some foreign governments and airlines apply the rule inconsistently. You can receive conflicting advice from different sources.

You can end up stranded if your passport is not valid for more than 6 months.

The Australian Government does not set these rules. Check your passport's expiry date before you travel. If you're not sure it'll be valid for long enough, consider getting  a new passport .

Lost or stolen passport

Your passport is a valuable document. It's attractive to people who may try to use your identity to commit crimes.

Some people may try to trick you into giving them your passport. Always keep it in a safe place.

If your passport is lost or stolen, tell the Australian Government as soon as possible:

  • In Australia, contact the  Australian Passport Information Service .
  • If you're overseas, contact the nearest  Australian embassy or consulate .

Passport with 'X' gender identifier 

Although Australian passports comply with international standards for sex and gender, we can't guarantee that a passport showing an 'X' in the sex field will be accepted for entry or transit by another country. Contact the nearest  embassy, high commission or consulate of your destination  before you arrive at the border to confirm if authorities will accept passports with 'X' gender markers.

The official currency is the Pound Sterling (GBP).

ATMs are available and credit cards are widely used.  Contactless payment is widely accepted.

If you're travelling to or from a non-European Union (EU) country, declare cash of more than 10,000 euros or equivalent. This covers all forms of currency, not only cash.

You may have to pay a penalty if you don't declare this cash.

Local travel

Severe weather can affect airline, bus and train services. Check with local transport providers for up-to-date details.

Driving permit

You can drive a car or motorbike for up to 12 months. You need a full Australian licence for the relevant vehicle. After 12 months, you'll need to get a UK driver's licence. An International Driving Permit isn't required.

If riding a motorcycle, always wear a helmet.

Road travel

Road and safety conditions in the UK are comparable to those in Australia. Follow the advice from local authorities.

  • Driving or riding

Some people have reported  sexual assaults  and  robberies  in unlicensed taxis. Only use officially marked taxis.

Rail travel

Rail services are extensive. They can be affected by industrial action, weather, or engineering work.

Check  National Rail  or the  Transport for London  websites for the latest service updates.

  • Transport and getting around safely

The Australian Government doesn't provide information on the safety of individual commercial airlines or flight paths.

Check the  UK's air safety air profile  with the Aviation Safety Network.

  • travel agent
  • insurance provider

Always get a police report when reporting a crime.

Your insurer should have a 24-hour emergency number.

For criminal issues that aren't an emergency:

  • call 101 for the local police
