Are you traveling to the Philippines? ALL incoming international travelers including Filipino citizens and foreigners, adults and children, must secure an eTravel QR code online 72 HOURS or THREE DAYS before your arrival.

Just like the old One Health Pass and eArrival Card, this new eTravel QR system serves as an all-in-one online platform for the arrival card, health declaration, and contact tracing.

But don’t worry, it’s easy to get one. In this article, we’ll walk you through the process one step at a time. Here’s how to do it.

WHAT'S COVERED IN THIS GUIDE?

1. Go to eTravel official website.

The official website is https://etravel.gov.ph .

Make sure it’s the legitimate website. Note that eTravel QR Code is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

2. Start your registration.

On the home page, you’ll see the registration section. For Filipino citizens, click the PHILIPPINE PASSPORT HOLDER box. Then, start entering the following details:

  • Transportation Type
  • Date of Arrival
  • Email Address

Tick the DATA PRIVACY AND AFFIDAVIT OF UNDERTAKING box. It’s easy to miss because the tick box is quite small, but you’ll find it before the CONTINUE button.

When you check that, a page will pop. Read first, then click the YES, I AGREE button.

Finally, hit the CONTINUE button.

3. Provide your Personal Information.

Enter the following details:

  • Passport Number
  • Citizenship
  • Country of Birth
  • Mobile Number

If the system detected that you belong to the (legal) working age group, it will require you to answer the OCCUPATION section. Choose your professional field. If you can’t find it in the choices, select OTHERS . When you are done, click NEXT .

4. Enter your address.

You will be asked to provide your specific address down to house number or unit number.

If you live in Metro Manila, choose National Capital Region or NCR.

5. Submit your travel details.

Enter the following travel information:

  • Arrival Date
  • Country of Origin
  • Purpose of Travel
  • Flight Number
  • Seat Number (optional)
  • Name of Airline
  • Airport of Arrival
  • Traveller Type (aircraft passenger or flight crew).

When you are done, click NEXT .

6. Accomplish the Health Declaration Form

This includes your Vaccination Details. If you are fully vaccinated, answer NO for the section asking if you have a negative Antigen Test result. After that are the usual ‘Yes or No’ questions about history of exposure and if you’ve been sick in the past 30 days. After answering all the items, click ‘NEXT’.

7. Review the information you encoded.

Read the summary of all the details you provided. If you need to change or correct something, just click the pencil symbol on the upper right portion of the category you want to edit. If you are good and you have nothing to correct, click SUBMIT .

8. Download your QR Code.

Congratulations! You will instantly receive your QR Code.

Don’t forget to download or screenshot it! You’ll be presenting it upon arrival in the Philippines.

  • If your QR Code page is GREEN , it means you met the travel requirements and you can directly go to express lane where you will have the BOQ officer scan your QR Code.
  • If your QR Code page is RED , you have to let the Quarantine Officer manually verify the required additional documents to determine if you are compliant with the entry protocols set by the Philippine government. Travelers who usually get RED-marked QR Code are the unvaccinated and the partially vaccinated. Again, check the entry guideline set by the Philippine Government first before traveling to the Philippines.

One QR Code is issued per transaction and per entry. You can only use it once and you need to register again and get a new QR Code the next time you travel to the Philippines.

Frequently Asked Questions (FAQs)

I want to change something after generating the qr code. how to correct it.

You can still edit your info if you noticed a typo error or you entered wrong data. However, note that you can only do this BEFORE it gets validated or verified by the BOQ officer upon your arrival sa Pilipinas. Ensure that you make your corrections before your flight to the Philippines.

To do this, just go to the main page or home page of eTravel, then click the UPDATE REGISTRATION button. Provide your reference number or transaction number and birth date.

At what point of the airport process should I present the QR code?

From the team’s experience, we were asked to present our QR Codes at these stations:

  • Check-in Counter, before departure abroad (at the country of origin)
  • Bureau of Quarantine Area, after deplaning and before the Immigration counters in the Philippines. The staff/officers will be scanning the QR code. It’s a very quick and smooth process if you have a green QR code.

The staff may also ask for it at the boarding gate (country of origin/abroad), so just ready your copy during these times.

ATTENTION! Travel requirements change from time to time, so it’s best to check with the government of the country you want to visit the updated travel restrictions and requirements before you travel. For the Philippine’s updated entry requirements, you can check the official eTravel website: https://etravel.gov.ph/entry-guidelines.

Do I still need to accomplish One Health Pass and eArrival Card?

No need. The eTravel has officially replaced the now obsolete One Health Pass and eArrival Card starting 2 December 2022.

To be honest, all these systems are very similar. The changes are not too drastic. Some items were removed such as the Philhealth Number, and then some required items are now optional. The noticeable difference is not really the content but the appearance or the user interface.

Do I have to pay for eTravel QR Code? How much is the charge?

No, you don’t need to pay anything for the eTravel QR Code. It is FREE of charge. If you landed on a website requiring you to pay for the service, it’s a scam.

Information US Citizens Need to Declare on the Philippines eTravel

When completing the eTravel Philippines application, you need to provide the following information :

What Are the Philippines Entry Requirements for US Citizens?

The Philippines is well-connected to the United States. Here are some of the main flight routes and their estimated journey times:

  • Los Angeles to Manila: Direct flights are available and typically take approximately 13-15 hours
  • San Francisco to Manila: Non-stop flights are an option, with an average travel time of around 15-17 hours
  • New York to Manila: While flights from the East Coast may have layovers, the total travel time is approximately 18-20 hours

Please note that the journey times mentioned are approximate and can vary based on factors such as flight availability , layovers, and specific flight routes.

It's advisable to check with airlines for the most current schedules and travel durations when planning your trip to the Philippines.

Philippine One-Stop Electronic Travel Declaration System

All passengers traveling to the Philippines must complete an electronic travel declaration both ahead of their journey and before departing the country.

The Philippine One-Stop Electronic Travel Declaration (previously called eTravel) replaces the eArrival Card ( originally the One Health Pass ) and the paper-based departure card.

The one-stop declaration requires less information and simplifies the process of authorizing your arrival in and departure from the Philippines and providing your health declaration.

Note that the eTravel declaration is not a visa or eTA . Passengers who require a visa or Philippines eTA must have both a visa/eTA and one-stop authorization. Visa-exempt travelers will still need to complete the One-Stop Electronic Travel Declaration .

What Is the One-Stop Electronic Travel Declaration for the Philippines?

Electronic travel registration includes providing a health declaration and information about the trip.

The data collected from eTravel enables Filipino authorities to perform contact tracing in the event that a traveler is found to have an infectious disease. In this way, it is an important measure to protect public health for both residents and visitors.

You must register with eTravel online before any trip to the Philippines , as well as before departure from the country . Once completed, you will receive a QR code or barcode to present on arrival or departure.

The declaration is the latest iteration of the Philippines’ digital health form. It has replaced the eArrival Card, which, in turn, replaced the One Health Pass. The original name for the form was the e-CIF. It also replaces the paper-based departure card.

The one-stop registration is now the only required health form . The eArrival Card, One Health Pass, and e-CIF are no longer in use.

How to Complete eTravel Declaration for the Philippines

Passengers register the Philippines eTravel declaration online. This is done through a web-based portal rather than a mobile app.

The registration involves completing a short online form with the requested information.

This can be done using a personal computer, laptop, smartphone, tablet, or other device connected to the internet.

The one-stop declaration form

The form asks for the following details:

There are fewer questions than on previous Filipino online health forms. The new form is more streamlined and quicker to complete .

Once the details are submitted, a QR code is generated .

Who Needs the Philippines eTravel Declaration?

All passengers entering or departing the Philippines must present a QR code or barcode from the one-stop declaration.

This includes:

  • Foreign residents of the Philippines
  • Filipino nationals

Travelers of all nationalities are required to complete a declaration for the Philippines. It is required for all purposes of travel, including transit through the country, and is also needed for departure.

Each traveler must complete a separate form . It is not possible to include multiple individuals on one form.

Do children need the one-stop declaration for the Philippines?

Yes, all travelers, including minors and infants , must have their own eTravel QR code/barcode on arrival/departure.

Parents or guardians may complete the online form on behalf of their dependents.

When Can I Complete the Philippines Electronic Travel Declaration?

The information will be submitted for processing a maximum of 72 hours before traveling to the Philippines or departing from the country.

Can I Use the Same One-Stop eTravel Declaration More than Once?

No, the eTravel declaration is valid for a single use only .

The QR code can only be used to board a flight to/from the Philippines within 72 hours of completing the online form. Once it is scanned by a border officer on arrival/departure, it cannot be reused .

Each time you travel to or from the Philippines, you will need to register with the Philippine One-Stop Electronic Travel Declaration System..

Traveling to the Philippines With the One-Stop Declaration

After completing the online form, print or take a screenshot of the QR code or barcode . This is required to board a flight to or from the Philippines and must be shown to a Bureau of Quarantine (BOQ) officer on arrival or departure.

Passengers may present their QR or barcode in one of the following ways:

  • Printed copy
  • Digital copy on a smartphone or device

eTravel QR code or barcode?

The passenger will be issued with a QR code as long as the information provided:

  • Is complete
  • Meets the entry protocols

Travelers with a QR code will be able to use the "Express Lane" on arrival or when departing. This means that all they need to do is scan the code on arrival/departure. There is usually no further interview or checking of health-related documents.

The individual will be issued with a barcode in the following circumstances:

  • The information provided during one-stop registration is incomplete
  • The individual’s details or health documents require further checks

Upon arrival in the Philippines, they will be interviewed by a BOQ officer . Here, the information and documents will be checked. It may be determined that the individual will need to quarantine or undergo other measures.

PH's e-Travel System begins full implementation on April 15. Here's how to register

Good news, byaheros: You can now expect to spend less time navigating Philippine airports as the Bureau of Immigration has begun the full implementation of the country's e-Travel System today, April 15.

The electronic travel system aims to streamline the country's immigration procedure by providing travelers and crew members entering and departing the country an option to fill out their departure cards, in addition to health declaration forms, online before arriving at the airport.

The e-Travel System was initially launched in December of last year as a replacement for the paper arrival card and One Health Pass travelers must accomplish for immigration clearance.

BI Commissioner Norman Tangsingco said that the inclusion of the departure form is part of the country's way to integrate border control, health surveillance, and economic data analysis in a single data collection platform.

"Not only does this speed up immigration clearance, this initiative also ensures. interoperability among border management agencies and saves government resources," the commissioner explained in a statement .

Since the new system moves toward a paperless procedure, travelers and crew members entering and leaving the Philippines must register their travel information at  https://etravel.gov.ph /  before leaving or arriving the country .

Here's a step-by-step guide on the process:

1. Once you're on the website, begin your registration by supplying the following details: t ype of passport, t ravel type, t ransportation type, d ate of departure, and e-mail address.

2. Proceed to create a personal profile  that contains the following:

  • Passport number
  • Citizenship
  • Country of birth
  • Mobile number

3. Provide the address of your permanent residence, including the country and municipality.

4. Proceed to register your travel information:

  • Date of departure
  • Country of destination and destination address
  • Purpose of travel
  • Traveler type
  • Name of airline and flight number
  • Airport of departure

5. Lastly, confirm the details specified on the summary of your registration then submit.

After you have submitted the necessary information, the system will generate a QR code, either in green or red, as proof of registration.  Take note that you must download, take a screenshot of it, or print it before presenting it  to the  attending staff upon boarding or arrival in the country.   

A green QR card says that you are safe to travel since you have registered and completed the necessary documents. Then, you will be guided to the express lane where your card will be scanned and the immigration officer will confirm your flight details. At this point, there is no need to undergo an interview or present physical copy of documents.   

On the other hand, a red QR card means that you have missed one or some documents. You will then be required to manually update your documents and undergo an interview at the airport to determine whether you are safe for travel.     

Also, the interview is a measure to determine if you will be quarantined or need to undergo a rapid Antigen test. 

Remember that the QR code can only be used once and not repeated times. This is to ensure that the system still complies with the Data Privacy Act. 

If you happen to input wrong information in the e-Travel platform, you may still change them as long as you are not processed, verified, and tagged by border health officers. Just click the “Edit Registration” on the website and change the wrong information and details.

Only Filipino passengers departing the country are required to register "72 hours but not less than three hours from their scheduled departure," the BI said.

Meanwhile, those who failed to register or update their e-Travel record may do so online before undergoing immigration inspection or may fill out paper departure cards at the immigration area.

Tangsingco noted, though, that   "the paper-based arrival and departure cards can only be used by passengers who are incapable of e-Travel registration and in the event that the e-Travel site is inaccessible."

Prior to the update on the e-Travel System, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) expanded its website to allow travelers to pay their travel tax online before their scheduled flights.

Step-by-step guide: How to use eTravel on web

The eTravel System is as a comprehensive digital platform for collecting data from passengers arriving in and departing from the Philippines. It is designed to facilitate border control, health surveillance, and economic data analysis efficiently. It is a prerequisite upon leaving or entering the Philippines.

There are two ways to open eTravel, it could be through the mobile application eGovPH or web. In this article, we will be teaching you step-by-step on how to navigate the website version of eTravel.

  • Open the website by typing https://etravel.gov.ph/ on the search bar or by simply clicking the link. Once you’re in, you will see “Sign In” in the upper right corner near the logo. Click on it.

2. If you have an account, you may fill in the log-in details and enter. If you already have an eGovPH account, then you may use that by clicking “Sign in to eTravel with eGovPH.” 

If you don’t have both, then click on “Create an account.” There is also an option to download eGovPH, an application where you can seamlessly register on eTravel.

3. For those who will be creating an account: 

  • Enter your e-mail address.
  • Enter the One-Time Pin (OTP) sent to the e-mail address that you provided.
  • Enter your password.
  • Take a selfie.
  • Fill in your personal details.
  • Fill in your permanent country of residence.
  • Proceed with travel registration.

4. Travel Registration

Note: Registrations can only be done within 72 hours prior to your arrival or departure in the Philippines. 

There are two options in the travel registration:

  • For me: This is for your personal use. If you are the owner of the account and you are the one travelling, then this is the right option for you.
  • For other: This is for other people like your family members who do not have the application yet or cannot access the website. You may do the travel registration for them.

Just click on AIR if you are travelling using an airplane or other air transportations and SEA if you are travelling through ship or other sea transportations.

Click ARRIVAL if you are travelling to the Philippines and DEPARTURE if you are travelling outside the Philippines.

You will be asked to input your personal details and travel declaration. After that, you will be able to get your QR code which will also be sent through e-mail.

There is no need to present your QR code upon travelling since the eTravel System is already integrated with the Philippine Immigration, Bureau of Quarantine, Health Department, Tourism Department, Transportation Department and the Bureau of Customs.

Gov‘t launches eTravel platform for travelers, returning residents to Philippines

The Office of the Press Secretary on Friday announced the launch of an online registration system for those travelling to the Philippines and returning residents, which aims to streamline entry and data collection processes.

The OPS said the Health Declaration Checklist of the Department of Health-Bureau of Quarantine may be accessed through the eTravel platform beginning Friday, December 2.

"The eTravel platform will host the electronic version of the paper Arrival Card that travelers must submit upon arrival in the Philippines for immigration clearance," the OPS said in its notice to the public.

"Starting 05 December 2022, the Bureau of Immigration will discontinue using the paper Arrival Card. All travelers will be required to provide their arrival information and health declaration through the eTravel portal," it added.

It said passengers using the former www.onehealthpass.com.ph would be redirected to the new eTravel domain as starting December 5, the old domain of the One Health Pass will no longer be accessible to the public.

The OPS reminded the public that registration on the eTravel platform is free.

"The public is warned against transacting with any entities or websites soliciting payments and fees of any kind as these are in no way related to the official eTravel platform of the Philippine government," the OPS said.

In a press briefing, Department of Health officer-in-charge Maria Rosario Vergeire said the eTravel will provide more convenience and accessibility to passengers which will encourage more travelers in the country.

“Ito pong eTravel registration, hindi na-compromise dito ang batas ng BOQ wherein kailangan may specific medical details na kailangan ibigay talaga ang bawat pasahero na pumapasok sa ating bansa (This eTravel registration did not compromise the BOQ law wherein the passengers entering the country must provide specific medical details),” Vergeire said.

“So this eTravel registration provides convenience, provides more accessibility and also provides convenience to arriving passengers. And therefore mas maeencourage ang travelers na pumasok sa ating bansa (it will encourage them more to visit the country),” she said.

“At ito na lang ang kailangan (This is the only thing you need). Prior to departure, you should have this para pagpasok sa bansa, seamless na, wala na masyadong pila, wala nang inconvenience (so that when you enter the country, it will be seamless, no more lines, no more inconvenience),” she added.

WHAT IS THE PURPOSE OF THE eTRAVEL REGISTRATION?

  • The eTravel platform now requires all visitors to register at least 72 hours before they arrive in the Philippines .
  • Travelers must register and submit basic personal data, travel information, and health declarations, including vaccination information.
  • Travelers who complete registration will be given a QR code, which must be presented to the proper authorities both before departure and upon arrival.

The following shall be required to register/update in the eTravel System, except foreign diplomats, and their dependents, foreign dignitaries, and members of their delegation, 9(e) visa holders, and holders of diplomatic and official/service passports: Arriving Filipino and foreign crewmembers; Arriving Filipino and foreign passengers; and Departing Filipino passengers.

Do I need to pay to update or register with the eTravel?

No. eTravel registration/update is free of charge, hence, it does not collect or require any form of online payment. Beware of fake, fraudulent, or scam websites/entities that require payment upon registration/updating. Do I need to download an application to use the eTravel?

No. eTravel is a web-based online platform that is mobile-responsive. You can open the eTravel through either a mobile or a computer internet browser using smartphones, tablets, laptops, or personal computers.

Do I need an internet connection to use the eTravel?

Yes. eTravel is an online platform and therefore can only be used when you have internet access. It is highly recommended to use eTravel with a good and stable internet connection.

Can I register in eTravel a few days before the flight (before I travel)?

Yes. You may register within 72 hours (3 days) before your arrival into or departure from the Philippines . Travelers are enjoined to present their proof of eTravel registration before boarding their flight.

Is the information required in eTravel also relevant in the Health Declaration Card/Checklist?

Yes, so you can be categorized and easily assisted/guided by health border authorities, when necessary.

What is eHDC?

It stands for “Electronic Health Declaration Card”. It is an essential part of the health surveillance of the Philippines to implement the mandate of the Bureau of Quarantine (BOQ) in ensuring security against the introduction and spread of infectious diseases, emerging diseases, and public health emergencies of international concern (PHEIC).

What do I need to do after I register in eTravel?

Take a screenshot or download your QR code before closing or exiting the eTravel website or application. You will be required to show said QR code to an airline representative before boarding your flight.

What happens if I have a QR code issued upon successful registration with eTravel?

Data submitted in the eTravel is reviewed and verified by BOQ, hence, if you receive a green QR code, you may directly proceed with immigration inspection upon arrival. However, if you receive a red QR code, you will be required to undergo further inspection by BOQ before immigration formalities.

What is the difference between green and red QR codes?

The green QR code is issued when your submission of the required information is proper and complete. On the other hand, the red QR code is issued when the data submitted is incomplete/incorrect, and/or if for the past 30 days, you have been sick or have a history of exposure to a person who is sick or known to have communicable/infectious disease before travel.

You may retrieve your QR code and view your data using the “Edit Registration” tab in the eTravel website. To open your profile, go to: https://etravel.gov.ph/search and enter your reference number and date of birth then press continue.

I made a mistake. Can I still edit my information after I have successfully registered?

As long as you have not been processed and verified by border control authorities (BOQ and Bureau of Immigration), you may still change some of your data through the “Edit Registration” tab in the eTravel website.

I have registered more than once on the eTravel website, which QR code should I use?

You may use either of the QR code but you should only choose one to present during inspection. Presenting different QR codes may cause delays or inconvenience.

I have already registered in the eTravel website before, do I still need to register every time I travel?

If you have already registered in the eTravel before then you may just update your details every time you travel (required categories stated under item 3). Passengers may update their status/e-Travel record under the “Edit Registration” tab of the e-travel, while crewmembers under the “Registered Crew”.

The top U.S. diplomat for East Asia will travel to China on Sunday, the State Department announced, just days after President Biden met with the leaders of Japan and the Philippines in Washington as part of a broad diplomatic outreach in the region to counter China’s aggression.

Daniel J. Kritenbrink, the assistant secretary of state for East Asian and Pacific Affairs, will travel with Sarah Beran, Mr. Biden’s top China adviser on the National Security Council. They will be in China until Tuesday, meeting with officials “as part of ongoing efforts to maintain open lines of communication and to responsibly manage competition,” according to a statement from the State Department.

China’s moves in the Indo-Pacific region were a focus at the White House this week during a three-day state visit by Prime Minister Fumio Kishida of Japan that ended with a first-ever three-way summit with President Ferdinand Marcos Jr. of the Philippines. That nation has borne the brunt of China’s intimidation campaign in the South China Sea.

Tensions between China and the United States have recently increased amid concern that China might begin a conflict over Taiwan, and because the United States is treaty-bound to defend the Philippines.

In a meeting at the State Department on Friday, Enrique Manalo, the foreign secretary of the Philippines, said that “China’s escalation of its harassment” continued to take a toll on the country, recently injuring four Filipino seamen. Also present at the meeting were Antony J. Blinken, the secretary of state; Lloyd J. Austin III, the secretary of defense; Jake Sullivan, the national security adviser; and their three counterparts from the Philippines.

In the past several years, Japan has moved closer to the United States on countering China by increasing military spending and siding with Washington in global diplomacy on the world stage. That has included standing with Ukraine in its war against Russia, while China reaffirms ties with Russia.

The last high-level U.S. official to make a trip to China was Janet L. Yellen, the treasury secretary, who returned from Beijing this month with little to show for four days of top-level economic meetings.

Mr. Biden concluded the Thursday meeting with his counterparts from Japan and the Philippines by saying that America’s commitment to their defense was not in question.

“When we stand as one,” he said, “we are able to forge a better peace for all.”

WASHINGTON (AP) — President Joe Biden said Thursday that U.S. defense commitment to Pacific allies was “ironclad” as he gathered Philippine President Ferdinand Marcos Jr. and Japanese Prime Minister Fumio Kishida at the White House in the midst of growing concern about provocative Chinese military action in the Indo-Pacific.

The U.S. and the Philippines have had a mutual treaty in place for more than 70 years. Biden’s forceful reinforcement of the American commitment comes in the midst of persistent skirmishes between the Philippine and Chinese coast guards in the disputed South China Sea.

“The United States defense commitments to Japan and to the Philippines are ironclad. They’re ironclad,” Biden said as he began three-way talks at the White House with Kishida and Marcos. “As I said before, any attack on Philippine aircraft, vessels or armed forces in the South China Sea would invoke our mutual defense treaty.”

Relations between China and the Philippines have been repeatedly tested by confrontations involving the two nations’ coast guard vessels in the disputed South China Sea. Chinese coast guard ships also regularly approach disputed Japanese-controlled East China Sea islands near Taiwan .

The so-called “gray-zone” harassment by China has included shining military-grade lasers at the Philippine Coast Guard, firing water cannons at vessels and ramming into Philippine ships near the Second Thomas Shoal, which both Manila and Beijing claim. In 1999, Manila intentionally ran a World War II–era ship aground on the shoal, establishing a permanent military presence there.

Biden, in a wide-ranging phone call with Chinese President Xi Jinping last week, raised concerns about China’s operations in the South China Sea , including efforts to impede the Philippines from resupplying its forces on the Second Thomas Shoal.

Chinese officials have bristled at criticism over their action in the South China Sea and blamed the U.S. for exacerbating tensions.

“No one should violate China’s territorial sovereignty and maritime rights and interests, and China remains steadfast in safeguarding our lawful rights,” Chinese Foreign Ministry spokeswoman Mao Ning said Thursday.

The White House billed the first-ever trilateral summit with Japan and the Philippines as a potent response to China’s attempts at “intimidation” and said it would send a message that China is “the outlier in the neighborhood,” according to an administration official. The White House said in a statement that Biden and Marcos during the talks “underscored their commitment to international law in the South China Sea” and reaffirmed their countries’ treaty obligations to defend each other.

The leaders also announced joint patrols in the Indo-Pacific this year, a follow-up on law enforcement drills carried out last year by the allies in waters near the South China Sea. The U.S. Coast Guard will welcome Philippine and Japanese coast guard members onto a U.S. Coast Guard vessel during the patrol for training, according to White House.

The summit followed Biden’s one-on-one talks and glitzy state dinner Wednesday at the White House for the Japanese premier, a diplomatic honor meant to recognize Tokyo’s growing clout on the global stage. White House officials said they were aiming to send a clear signal that the Democratic administration remains determined to build what it calls a “latticework” of alliances in the Indo-Pacific even as it grapples with the Israel-Hamas war and Russia’s ongoing invasion of Ukraine. Biden also hosted Marcos for a private meeting at the White House ahead of the three-way talks.

“Today’s summit is an opportunity to define the future that we want, and how we intend to achieve it together,” Marcos said.

Biden also announced that the three nations were launching a a new economic corridor in the Philippines as part of the G7 Partnership for Global Infrastructure Investment that would help develop clean energy, port, agriculture and other projects in the country. Biden said the leaders were forging a “new era” and predicted “a great deal of history in our world will be written in the Indo-Pacific in the coming years.”

The United States, the United Kingdom and Japan on Wednesday announced joint military exercises in the Indo-Pacific in 2025. That followed the Pentagon revealing earlier this week that the U.S., the U.K. and Australia were considering including Japan in the AUKUS partnership, a grouping launched in 2021 that aims to equip Australia with nuclear-powered and conventionally armed submarines.

Kishida visited Capitol Hill on Thursday for an address to U.S. lawmakers that focused on the need to strengthen the partnership between the U.S. and Japan at a time of tension in the Asia-Pacific and skepticism in Congress about U.S. involvement abroad. He offered concern about “the undercurrent of self-doubt among some Americans about what your role in the world should be.”

Biden has made improving relations with the Philippines a priority since Marcos became the country’s president in June 2022. The relationship has had ups and downs over the years and was in a difficult place when Marcos took office. Human rights groups said Marcos’ predecessor Rodrigo Duterte’s “war on drugs” resulted in thousands of extrajudicial killings.

Marcos, the son and namesake of the country’s former dictator, said as a candidate he would look to pursue closer ties with China. But he has increasingly drifted toward Washington amid concerns about China’s coercive action.

Biden hosted him for talks at the White House last year, the first Washington visit by a Philippine president in more than a decade. Biden also met him on the sidelines of the U.N. General Assembly soon after Marcos took office, and dispatched Vice President Kamala Harris to Manila in 2022 to meet him.

Last year, the Philippines agreed to give the U.S. access to four more bases on the islands .
