He helped build out the internet connections for education, spearheaded the creation of UCLA Mobile, expanded high-performance computing for research, enhanced technology support for remote learning during the COVID-19 pandemic, developed and expanded inclusive digital access for students with disabilities, and enacted policies to safeguard information and protect privacy.

In June 2023, Davis stepped down from his campus leadership roles and returned to his faculty appointment as a professor of chemical and biomolecular engineering at UCLA Samueli, and as a special advisor on smart manufacturing and data science to the vice chancellor of research and creative activities. As a co-founder of the U.S. Smart Manufacturing initiative, Davis has been instrumental in establishing the national Clean Energy Smart Manufacturing Innovation Institute based at UCLA. "My people, any troubles and misfortunes have always united our country. They have made Russia tougher and stronger. It will not be possible to frighten and break us this time either," he said.

Below is a list of different reported incidents across Russia that Russian authorities say involved people connected to ISIS, according to RIA:

  • Reported on March 3: "The National Anti-Terrorism Committee reports that six criminals were neutralized during the counter-terrorist operation in the Ingush Karabulak. US warned Russia after steady stream of intelligence that ISIS-K was determined to attack, source says

From CNN’s Alex Marquardt, Natasha Bertrand and Jennifer Hansler

Ambulances and vehicles of Russian emergency services are seen parked outside the burning Crocus City Hall concert venue outside Moscow on Friday.

Starting in November, there has been a steady stream of intelligence that ISIS-K was determined to attack in Russia, according to two sources familiar with the intelligence.

It was “fairly specific” intelligence, rising to the level of a duty to warn and the US intelligence community did indeed warn Russia, one of the sources said. But it’s not clear if this is directly tied to the March 7 warning by the US embassy in Moscow.

Russian state media  reported  on March 7 that the FSB prevented an ISIS attack on a synagogue in Moscow, according to Reuters. The ISIS attackers were killed in a gunfight, the reports said.

A US official told CNN that the US is working to determine who is culpable for the attack at a Moscow concert venue.

Adrienne Watson, National Security Council spokesperson, issued a statement Friday on the US warning Russia about an attack.

"Earlier this month, the US government had information about a planned terrorist attack in Moscow – potentially targeting large gatherings, to include concerts – which prompted the State Department to issue a public advisory to Americans in Russia. The US Government also shared this information with Russian authorities in accordance with its longstanding ‘duty to warn’ policy."

Macron condemns Moscow terror attack and expresses solidarity with all Russians, Elysee Palace says

From CNN's Jonny Hallam

French President Emmanuel Macron said he "strongly condemns the terrorist attack claimed by the Islamic State" that left at least 40 people dead and more than 100 injured in a Moscow concert hall Friday, according to AFP and Reuters citing the Elysee Palace.

UN Security Council condemns "heinous" terrorist attack in Moscow

From CNN's Richard Roth and Mia Alberti

The United Nations Security Council condemned the "heinous and cowardly" attack at the Crocus concert hall in Krasnogorsk, in Moscow, on Friday, which left 40 dead and more than 140 people injured.

"The members of the Security Council expressed their deepest sympathy and condolences to the families of the victims and to the Russian people, and they wished a speedy and full recovery to those who were injured," the UNSC said in a statement.

The members of the UNSC urged all States to cooperate with the Russian government to "hold perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice."

"The members of the Security Council reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed," it said.

Moscow terror attack leaves 115 people hospitalized, 60 in "serious condition," Russian health minister says

From CNN's Darya Tarasova

Emergency services personnel and servicemen are seen outside the Crocus City Hall concert hall in Krasnogorsk, outside Moscow, on Friday.

Following the deadliest terror attack on Moscow in decades, 115 people have been hospitalized of which 60 are in a "serious condition," according to Russian Health Minister Mikhail Murashko.

“We hospitalized 115 people, five of them are children. One child is in serious condition,” Murashko said in an early morning statment on Saturday according to Russian state media TASS.

UN chief strongly condemns "terrorist attack" in Russia

United Nations Secretary-General Antonio Guterres has condemned "in the strongest possible terms today's terrorist attack at a concert hall outside Moscow," according to a statement released by deputy spokesperson for the Secretary-General, Farhan Haq.

"The Secretary-General conveys his deep condolences to the bereaved families and the people and the Government of the Russian Federation. He wishes those injured a speedy recovery," the statement said.

Moscow urgently calls for blood donors to help treat dozens of wounded

Moscow City Duma Chairman Alexey Shaposhnikov late Friday called on Muscovites to come forward and give blood to help treat the dozens of wounded following Russia's deadliest terror attack in decades.

“After today’s tragedy in Crocus, many victims need donor blood. I ask you to donate blood for the wounded! Now this is very important, this is a matter of life and death for dozens of people,” Shaposhnikov said on Telegram

Shaposhnikov listed several blood center facilities in the Moscow area that will accept donors throughout the weekend.

Russia calls on international community to condemn the 'monstrous crime'

Russia’s foreign ministry spokesperson, Maria Zakharova, has called on the international community to condemn the “monstrous crime” following the gun attacks at a concert hall near Moscow, Reuters reports.

Meanwhile, the Chechen leader, Ramzan Kadyrov, has issued a statement on the attacks, saying: “I strongly condemn such acts of violence, brutality and recklessness against civilians.”

Julian Borger

John Kirby, the White House national security spokesperson, told reporters:

There’s no indication at this time that Ukraine, or Ukrainians were involved in the shooting … We’re taking a look at it, but I would disabuse you at this early hour of any connection to Ukraine.”

In response to whether this is a sign of cracks in Vladimir Putin’s regime, Kirby said:

There are people in Moscow and in Russia that object to the way Mr Putin is governing the country, but I don’t think we, at this early hour, can make a link between the shopping mall attack and political motivations. I think … we just need more time and we need to learn more information.”

Moscow cancels all mass gatherings and strengthens security at airports and stations

Here are the latest updates coming through Reuters on the attacks:

A second blast was reported at Crocus City Hall near Moscow, IFX reports.

Moscow has cancelled all the weekend’s mass gatherings, according to its mayor.

The first wounded victims are already in hospitals across Moscow, IFX reports.

Security measures have been strengthened at Moscow railway stations, TASS reports.

Andrew Roth

At least a dozen people have been killed and many more wounded according to unofficial reports in the worst terror attack in Russia in years, as gunmen in combat fatigues opened fire and detonated explosives in a big concert hall in Moscow.

Photos showed the Crocus City Music Hall engulfed in flames as videos emerged from the concert hall attack, showing at least four gunmen opening fire from automatic weapons as panicked Russians fled for their lives.

A giant blaze is seen over the Crocus City Hall.

In one video, three men in fatigues carrying rifles fired at point blank range into bodies strewn about the lobby of the concert hall. The attackers also apparently detonated explosives, as the sounds of blasts could be heard in other videos from the attack.

The attacks come just days after the US embassy in Russia issued a security alert to US citizens.

The embassy also said that it is “monitoring reports that extremists have imminent plans to target large gatherings in Moscow, to include concerts”.

Actions that US citizens have been encouraged to take include avoiding large crowds, monitoring local media for updates and being aware of surroundings.

The embassy has also listed the following contact details for assistance:

US embassy Moscow, Russian Federation US citizens with emergencies, please call +7 (495) 728-5577 Outside of office hours, contact +7 (495) 728-5000 For routine American Citizen Services questions, please email: [email protected] U.S. Embassy Russia website

Opening summary

Moscow has suffered a major terrorist attack after several gunmen dressed in camouflage fired on people at the Crocus City Hall music venue on the outskirts of the city on Friday evening.

Here is what we know so far:

Between two and five gunmen were involved in the attack, Russian media reports. Footage showed people being shot in the foyer in a rampage-style atrocity.

The attackers also used explosives that started a large fire, state media reported. The fire has engulfed a third of the concert venue building and the roof of the building is almost completely engulfed in flames, Tass reported. Large plumes of smoke could be seen billowing into the sky.

Early reports put the death toll at 14.

Video footage published on Russian social media channels showed a large crowd of concertgoers attempting to flee the hall as numerous loud gunshots could be heard.

Special units of Russia’s national guard have arrived on the scene and more than 50 ambulance crews have been sent.
