2022 Code of Virginia Title 46.2 - Motor Vehicles Chapter 6 - Titling and Registration of Motor Vehicles § 46.2-651. Trip permits; regulations; fees

A. The Department may, on application on forms provided by the Department, issue a trip permit to any owner of a motor vehicle, trailer, or semitrailer which would otherwise be subject to registration plates but is not currently registered. If the vehicle operating under the permit is a vehicle designed as a property-carrying vehicle, it shall be unladen at the time of operation under the permit. The permit shall be valid for three days and shall show the registration or permit number, the date of issue, the date of expiration, the make of vehicle, the vehicle identification number, the beginning point and the point of destination. The fee for the permit shall be five dollars.

B. For vehicles to be purchased by a Virginia resident and registered in Virginia, the Department shall issue to the prospective purchaser, upon his application therefor, trip permits as provided in subsection A of this section, except that permits issued under this subsection shall not be valid unless and until the prospective purchaser receives an original bill of sale pertaining to the vehicle purchased. Permits issued under this subsection shall be valid for three days, beginning on the date of the original bill of sale, and shall be kept with the original bill of sale in the purchased vehicle at all times during the trip until the vehicle is properly registered with the Department. The Commissioner may charge a reasonable fee, adequate to recover the Department's costs, for the issuance of permits under this subsection, and may promulgate such regulations as he deems necessary or convenient in carrying out the provisions of this subsection.

Order Your Virginia Trip & Fuel Permits

Out-of-the ordinary service for your out-of-state trips.

If one of your vehicles is traveling interstate and isn’t registered under the International Registration Plan (IRP), you’ll need to order a temporary trip permit. 

A Virginia trip permit is needed if your vehicle is traveling out of state and any of these apply:

Fueling Your Company’s Compliance

If your vehicle doesn’t have an IFTA decal and license for the states or Canadian provinces it’ll be travelling in, you’ll likely need a fuel permit for that vehicle. 

You need a Virginia fuel permit if your vehicle is traveling out of state and any of these apply:

  • Your vehicle is not registered under IFTA
  • Your power unit has 3 or more axles
  • Your power unit has 2 axles and a gross vehicle or registered weight over 26,000 lbs.

Trip Permits

Fuel Permits

A temporary permit is needed if the following vehicles cross state lines without IFTA credentials and license for the states or Canadian provinces it'll be traveling in:

Vehicles with 2 axles and gross weights, combined gross weights, or registered weights over 26,000 pounds;

A power unit that has 3 or more axles regardless of weight

Specialty Permits

A mileage permit may be needed when operating in KY, NM, NY, OR, & CT. Highway Use Tax (HUT) permit may be needed when traveling in New York. Other specialty permits may include a Georgia amber light permit, a New Jersey alcohol permit, or a Florida loading zone permit.

Virginia IRP & IFTA (VA Trip & Fuel)

The Virginia DMV offers 10 day trip permits authorizing travel in Virginia for any vehicle that is subject to the International Registration Plan (IRP) or the International Fuel Tax Agreement (IFTA) but is not registered under these programs.

Virginia 10-Day International Registration Plan (IRP)

$54.50 for Virginia trip permit (plus service fees if you apply through a permit service).

$59.50 for Virginia trip permit (plus service fees if you apply through a permit service).

$74.50 for combination Virginia IRP and IFTA trip permit (plus service fees if you apply through a permit service).

Common Questions

If I have an IRP license plate do I also need to apply for IFTA?

You must also register for IFTA and file motor fuel road tax reports on a quarterly basis for the vehicles within your fleet if:

  • have two axles and a gross vehicle weight or registered gross vehicle weight of more than 26,000 pounds; OR
  • have three or more axles regardless of weight; OR
  • are used in combination, when the combined weight is more than 26,000 pounds gross or registered gross vehicle weight at any time.

My vehicle weight is less than 26,001 pounds and I deliver to several locations within another jurisdiction, do I need IRP plates?

You will be required to get IRP plates or a temporary trip permit for the other jurisdictions if you are doing intrastate movement within another jurisdiction regardless of the weight of your vehicle. Intrastate movement means operation point to point within a jurisdiction.

Penalties can range from $100 to $500. Are you planning to do business in, or travel through Virginia? If you have a vehicle registered outside the state of Virginia, regulations state that temporary trip (IFTA) and fuel-use permits must be purchased before you enter the state or else you will be subject to seizure of your vehicle. If seizure of your vehicle occurs your vehicle will not be released until all money is paid to the state.

Workers begin removing Dali ship’s containers at Baltimore bridge cleanup

Salvage crews on Sunday began removing containers from the deck of the Dali container ship, which has been trapped in the Patapsco River since it crashed into and collapsed the Francis Scott Key Bridge two weeks ago.

A spokesperson for Unified Command, a conglomerate of government agencies leading the bridge response efforts, said the containers were being moved from the bow of the ship by barge cranes.

The Dali and its hundreds of shipping containers had departed the Port of Baltimore on March 26 and were destined for Sri Lanka. But when the Dali toppled the Key Bridge, the roadway’s massive steel trusses fell onto the bow of the ship and trapped it.

Unified Command said that removing the containers from the front of the ship will allow authorities to safely access and remove the pieces of the Key Bridge that lie there, alleviating weight that will ultimately enable the ship to float and relocate.

Container removal will continue this week as long as weather permits, authorities said.

In the past week, cleanup crews have been slowly evaluating the mangled wreckage atop the ship and beneath the water’s surface, cutting it into chunks and carefully removing it one piece at a time.

Maryland Gov. Wes Moore (D) said Sunday on CBS’s “Face the Nation” that the cleanup crew had removed more than 250 tons of debris from the river — equivalent to the weight of the Statue of Liberty.

Moore has said that officials plan to tackle the recovery efforts in phases , by clearing the debris, moving the Dali to shore and, eventually, rebuilding the Key Bridge, all while prioritizing the victims of the tragedy by locating and removing the bodies of all of the construction workers who were killed in the collapse.

So far, the bodies of three victims — Alejandro Hernandez Fuentes , 35, Dorlian Ronial Castillo Cabrera , 26, and Maynor Suazo Sandoval , 38 — have been recovered from the river , authorities said. Three others are still missing.

“The state is still heartbroken,” Moore said on “Face the Nation.” “We lost six Marylanders.”

The governor said officials would “do everything in our power to make sure we’re bringing closure and comfort to these families.”

Moore reiterated the pledge President Biden made during a visit to Baltimore last week that the Port of Baltimore will be reopened by the end of May.

“It’s going to be a 24/7 operation,” Moore said. “It is an aggressive timeline, but we are going to work around-the-clock to make sure that we hit this timeline.”

In a separate interview Sunday on MSNBC, Transportation Secretary Pete Buttigieg talked about a plan the Army Corps of Engineers released last week to open a 35-foot deep channel to the Port of Baltimore by the end of April. The secretary said that would allow some vessels to pass from the bay to the port and some port employees to return to work.

“That’s not the same as having it totally clear,” Buttigieg said, “but it’s an important step on the road back to normal.”

The Transportation Department has already released $60 million to begin recovery and rebuilding efforts, but the secretary said that is “just a fraction of what it will take to replace that bridge.”

When asked about total cost Sunday on “Face the Nation,” Moore said: “We don’t yet know what the price tag is going to be.”

Biden, Buttigieg, Moore and the Maryland congressional delegation have called for bipartisanship as officials work to acquire the money necessary to clean up, rebuild and keep commerce and jobs alive at the Port of Baltimore.

The Biden administration sent a letter to Congress on Friday requesting funding for the entire cost of rebuilding a new span. Moore is scheduled to lobby federal lawmakers himself on Tuesday during a trip to Capitol Hill.

Moore said on “Face the Nation” that it’s critical the federal government front the initial money required to quickly and safely rebuild the bridge and the port’s economy, but that he wants accountability from the Dali’s owner and operator if the National Transportation Safety Board finds fault during its independent investigation of the crash.

“If they are deemed liable and responsible for what happened,” Moore said, “then they need to be responsible for helping with that cleanup.”
