• In 2021, Italy received 81,000 ( 28% ) fewer Schengen Visa applications than in 2020.
• In 2021, Italy’s Schengen Visa approval rate was 90.2% . 
• In 2021, Italy recorded 289,178 million overnight stays in travel accommodation establishments ( +80,731 million or 28% compared with 2020).

Tourism in Italy in 2021: First Signs of Recovery after the Covid-19 Pandemic

In 2020, the COVID-19 pandemic outbreak caused unprecedented disruption to the tourism sector in Italy. 

Lockdowns, curfews, and other restrictions on travel and daily life have caused tourist arrivals to drop to near-zero levels at the end of the first quarter of 2020.

In 2021, vaccination and an easing of travel restrictions led to an increment in tourist arrivals of 32.6% (6.9% more than the EU average).

However, while there was some improvement in 2021, figures remained far from pre-pandemic levels. 

In addition, staff shortages have put the tourism sector in Italy under great pressure. Thousands of vacancies remained unfilled in 2021 after the pandemic-related restrictions led to the loss of more than 200,000 jobs (source: World Travel and Tourism Council – WTTC ). 

Julia Simpson, WTTC President & CEO said that if vacant jobs remain unfilled, it will further jeopardise the chances of the tourism sector to recover from the Covid-19 pandemic. 

The recovery of the travel and tourism industry in Italy could have been more significant if it weren’t for the impact of the Omicron variant which reinstated new travel restrictions.

• In 2021, Italy received 212,806 Schengen Visa applications, 28% or 81,000 fewer than in 2021.
• In 2021, Italy received 1,841,000 ( 90% ) fewer Schengen Visa applications than in 2019.
• Italy issued 190,451 Schengen Visas in 2021, 68,589 or 26% fewer than in 2020 and 1,702,197 or 90% fewer than in 2019.

Cape Verde topped the list with the highest number of Schengen visa application rejections in 2022, registering a staggering 844 rejections per 100,000 people. Among Cape Verdean nationals, a total of 17,572 visa applications were submitted. 

However, a significant portion of these applications, specifically 5,055, faced denials. This resulted in a rejection rate of 28.7% of all applications filed by Cape Verdeans. In practical terms, nearly every third person in the country experienced a visa application rejection during that year, highlighting the substantial challenges faced by Cape Verdean travellers in obtaining Schengen visas.

Kosovo and Suriname: Second and Third Highest Rejection Rates

Qatar, Morocco, and Armenia: Also Facing High Rejection Rates

Italy announces decreto flussi for 2023, 2024, and 2025. new 452,000 visas..

The Italian government goes big by announcing the first-ever immigration flow (Decreto Flussi) three years in advance. Normally, the Italian government announces an annual quota for seasonal and non-seasonal immigration.

On 3 October 2023, the decree was published in the Official Journal. For this reason, the first applications must be sent starting from 2 December 2023. (waiting for official confirmation from the Ministry).

In the implementation of this provision, on 3 October 2023, the Prime Ministerial Decree of 27 September 2023 (so-called Flow Decree 2023-2025) was published in the Official Journal, which provides for a total quota of 452,000 foreign citizens for the years 2023, 2024 and 2025 and defines the entry flow criteria.

Among the common criteria, the reduction of the gap between the size of entry flows and the needs of the labor market stands out, based on incremental planning over the three-year period, consistent with the capacity to welcome and integrate foreign workers into local communities, the extension of economic sectors and the encouragement of the entry of highly qualified workers. Furthermore, further specific criteria are envisaged for entries within and outside the quotas. The quota yearly is as follows:

• 136,000 foreigners for the year 2023,
• 151,000 units for the year 2024,
• 165,000 foreigners for the year 2025.

Decreto Flussi 2023 Application submission dates

Applications can be submitted with the following details:

• for subordinate permit applications for subordinate work reserved to citizens of countries that have cooperation agreements with Italy can be submitted starting from 9 a.m. December 2nd, 2023.
• the rest of the subordinate permit applications can be submitted starting from 9 a.m. December 4th, 2023
• seasonal work permit applications can be submitted starting from 9 a.m. December 12th, 2023.

Applications can be submitted until 31 December 2023. However, for the purposes of acceptance of the application, it is essential to send it within a short time.

For the years 2024 and 2025, requests can be forwarded on 5, 7, and 12 February of each year and up to the respective quotas or, in any case, by 31 December of the reference year.

The implementation methods of the Prime Ministerial Decree in question will be the subject of a specific inter-ministerial circular which will also indicate the documentation useful for the employer’s proof of having verified, at the competent Employment Centre, the unavailability of a worker present on the national territory to fill the job for the requested profile. In this regard, the Decree identifies the following alternative hypotheses of “unavailability”:

• lack of response from the Employment Center within 15 days of the employer’s request;
• the unsuitability of the worker sent by the Employment Center ascertained by the employer;
• failure to present, without justified reason, the workers identified by the Employment Center within 20 days following the request.

Decreto Flussi 2023 Eligible Countries

For the 2023, Decreto Flussi program, the following countries are eligible:

• Bangladesh,
• Bosnia-Herzegovina,
• Korea (Republic of Korea),
• Ivory Coast,
• El Salvador,
• Philippines,
• Kyrgyzstan,
• Montenegro,
• Republic of North Macedonia,

Decreto Flussi 2023 Eligible Job Sectors

The following job sectors have been set aside as eligible for the immigration program:

• freight transportation on behalf of third parties, 
• building, 
• hospitality and tourism, 
• mechanics, 
• telecommunications, 
• food, 
• shipbuilding, 
• transportation of passengers by bus, 
• fishing, 
• hairdressing, 
• electricians, 
• plumbers, 
• family care and support services.

Non-seasonal subordinate work and self-employment

For reasons of non-seasonal subordinate work in certain sectors (e.g. transport, construction, tourism-hotel, and telecommunications) and self-employment, 53,450 units are admitted in Italy for 2023, 61,950 units for 2024, and 71,450 units for 2025. Within these quotas, admissions are distributed as follows:

Furthermore, entry into Italy for seasonal subordinate work in the agricultural and tourism-hotel sectors is permitted for citizens of the above-mentioned countries within the limit of 82,550 units for 2023, 89,050 units for 2024, and 93,550 units for 2025. Within these quotas, entries are distributed as follows:

France is the most popular destination for Indian travellers among Schengen states, a report by the Schengen Visa Statistics 2022 showed. But France also had the largest visa rejections in 2022, the report added. The country- one of the five most popular Schengen destinations for Indians- saw 1.38 lakh visa applications in 2022, followed by Switzerland at 1.06 lakh applications, Spain at 80,098 applications, Germany at 76,352 applications and the Netherlands at 52,616 applications, the report showed.

France's visa rejection rate was 20.12 per cent, Spain's 18.5 per cent and Switzerland’s was as low as 13.2 per cent, data showed.

The Schengen area is EU passport-free zone that covers most European countries. It is the largest free travel area in the world and can be visited using a short stay visa- Schengen visa. A person with a Schengen visa- the most common visa used for travelling in Europe- can stay up to 90 days in the Schengen area.

The visa allows its holder to enter the country and travel freely in the Schengen zone from any of the Schengen member countries. There are no border controls within the zone.

Germany saw the lowest rate of visa rejection in 2022 at 11.33 per cent with 8,615 visas being rejected, the report claimed while Iceland saw 1,861 applications rejected. Hungary refused 9,046 applications, Belgium 4,824 visa applications and Norway 18,016 application.

Currently, there are 27 European countries in the Schengen Area. These include Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Spain, Sweden, Switzerland, and Croatia.

Italy's battle against mass tourism

As Italy prepares to welcome a record number of tourists in 2023, cities and regions such as Venice and Sardinia are introducing bans, controls and fees to try to manage the crowds. Will they work?

Tourists in Venice are expected to be on their best behavior. For years, the northern Italian city has been fighting the negative aspects of mass tourism — and as a result, strict rules for vacationers are being enforced this summer.

It's now forbidden to walk around the city naked or to jump into the canals for a swim. Tourists had also better watch where they take a seat — sitting and lying down is prohibited on sidewalks and bridges and on the sides of fountains and stairs. Violators will be fined.

Entrance fee postponed until 2024

The city's government also aims to limit the number of people entering Venice. In 2019, Venice counted 5.5 million visitors, which is 100 times the population of the city. The introduction of an  entrance fee for travelers not staying the night, which was announced several years ago by the Venice city council, has yet to be put in place. It has now been postponed until 2024.

The entry fee will then be tested on a trial basis during 20 days when crowds in the city are particularly heavy, according to a city government spokesperson. "However, the matter is very complex," he added. "The city of Venice is the first in Italy to implement this measure. We want to be sure that everything is done properly." There is no model to follow, he pointed out.

Access to beaches strictly regulated

Venice, however, is not the only place in Italy that is implementing measures in order to  manage crowds of tourists.

This summer in the municipality of Baunei on Sardinia, access to some of the most sought-after beaches is being strictly regulated, as the newspaper Il Messaggero  reports. There are a limited number of places per day on such beaches, which must be reserved and paid for in advance.

Italy is experiencing unprecedented numbers of vacationers this summer. According to the market research institute Demoskopika, the country will set a new  tourist record in 2023. The number of visitors is expected to reach 68 million people — almost 3 million more than before the pandemic in 2019. The rush is causing problems in many places, including on the country's smaller islands, where rental car traffic clogs streets in the summer months.

Tourists can't have cars

As a result, tourists are now banned from bringing their own vehicles to the islands of Lampedusa and Linosa, located between Sicily and North Africa. The same applies on the island of Procida in the Gulf of Naples.

"This is the only measure that works," Procida mayor Raimondo Ambrosino told newspaper Il Messaggero . "We are the most densely populated island in Europe, and for us mobility is a problem."

Every year, he said, 600,000 tourists come to the 4-square-kilometer (1.5-square-mile) island, and they mostly want to walk anyway. Cars and mopeds only cause unnecessary chaos.

This summer, access to the Pragser Wildsee lake in the Fanes-Sennes-Prags Nature Park in the northern Italian province of South Tyrol is also being controlled. You can only go there if you book a ticket online in advance, use public transport, travel by bike or walk. This is intended to limit the steadily increasing number of visitors. In addition, South Tyrol has also imposed a limit on the number of beds in tourist accommodation facilities.

Portofino gets strict

In the coastal town of Portofino on the Italian Riviera, not far from Genoa, the city's mayor has taken measures to combat overtourism.

On summer days,  thousands of vacationers crowd the narrow streets around the harbor.

To prevent complete chaos from breaking out in the picturesque town, a new regulation in force this summer allows police officers to fine tourists up to €275 ($303) for "lingering" to take selfies in certain Instagram-famous areas, which are now marked as red zones or "no waiting" areas.

"The ordinance prohibits gatherings in certain areas of the borough where getting around is so difficult that police must be called in to control pedestrians," Portofino Mayor Matteo Viacava told news portal Leggo . "This is a commonsense safety measure." Tour operators and guides, in particular, are urged to make sure that groups of tourists do not gather in certain areas, he said.

Rules of etiquette for vacationers

There's something else that's a thorn in Mayor Viacava's side: badly behaved tourists. For this reason, Portofino put another ordinance in effect this May, which details a series of rules of etiquette for tourists, as reported by Il Secolo XIX . In the town center, it is now forbidden to walk barefoot, in a bikini or with one's upper body unclothed.

It's also forbidden to sit on the stairs or on the ground. "Our goal is not to drive tourists away or discourage them from visiting," mayor Viacava told Il Secolo XIX . "Everyone must do their part to contribute to the beauty of Portofino by behaving properly."

These 3 countries rejected nearly 50% of Schengen Visa requests from India

The  Schengen visa statistics for 2022 are out. Indian travellers filed over 6 lakh visa applications in 2022–the third highest in the world, but also faced a steep rejection rate of 18%.  Estonia ,  Malta and  Slovenia rejected the highest percentage of Schengen visa applications from India last year, while Germany, Italy and Hungary were most accommodating. Here are the details:

How did Schengen visa applications from India perform?

As per data by  Schengen Visa Info ,  a website that reports on the matter,  Estonia rejected the highest share of visas from India in 2022, canning 56% of 1,986 applications.  Malta declined 506 of 1,220 visas at a 45% rejection rate.  Slovenia rejected 44.5% of 2,732 visas. Going by volume, a different set of countries end up rejecting a higher number of visas. In 2022:  Switzerland rejected 13,984 of 1,06,025 visas, though the country’s overall rejection rate was significantly lower than the average at 13%.  France rejected 19.9% or 27,681 of 1,38,643 visas and  Spain declined 14,852 or 18.5% of 80,098 visas.  Austria rejected 5,945 of 24,791 visas at a 24% rejection rate, while  Greece rejected 34.7% or 9,118 of 27,457 and  Portugal turned down 1,593 of 5,326 visas (29.9%).  Sweden got 27,775 applications, and rejected 5,110 or 18.7% of them.

It might also help to know that  Germany ( check flights ) had the lowest rejection rate for Indians, having rejected only eight out of 6,345 Schengen visas at the Bengaluru consulate, one application in Kolkata and two in Chennai.  Italy ( check flights ) and  Hungary ( check flights ) were next in line, with rejection rates of 11.5% (794 of 6,909 visas rejected) and 12.1% (1,098 of 9,046 visas rejected) respectively.

Where does India stand in the Schengen visa market?

Consulates around the world recorded 75,72,755 short-term Schengen visa applications last year.  Türkiye has taken the first spot with the most number of requests (7,78,409) and  Russia comes second (6,87,239).  India stood at number three–with Indians making 6,71,928 uniform visa applications to the Schengen region in 2022. Out of these, 1,21,188 were declined at the rejection rate of 18%. This is higher than the average rejection rate across the world, which stands at 17.9%. Only  Algeria fared worse than India in terms of numbers, with 1,79,409 of total Schengen visa applications being rejected.

Is there a trend?

Visa patterns may change over years. The world saw a significantly larger volume of applications in 2022 as compared to the year before that. In 2021, only 29,26,104 applications were filed all over. And yet, the numbers still haven’t matched up to pre-covid years. That’s not the only thing–average visa rejection rates too have gone up in 2022 from 13.4% in 2021. But the bright spots were Sweden, which declined only 18.7% of visa requests from India last year, against 42.26% in 2021, and Switzerland, which also granted a lot more visas to Indians in 2022, with the rejection rate dropping to 13% last year from 21% in 2021. France too issued more Schengen visas to Indian travellers last year than in 2021, with its rejection rate dipping from 30.8% to 19.9%.

Remote workers with dreams of working from the rolling hills of Tuscany or the cliffs of Positano are now one step closer to making that reality. Italy launched a new digital nomad visa.

Two years after its announcement, the highly anticipated digital nomad visa officially became available for those eligible on April 4.  

“Italian-style, everything happens slowly,” said Nick Metta, a lawyer for the law firm Studio Legale Metta , which has helped Americans relocate to Italy for decades. “Now there is a pipeline of people waiting just to file the application. It's been a long-awaited visa.” 

Most of Metta’s clients would previously apply for a student visa, which allowed them to work part time in Italy. 

Under the new visa, people will be able to work from Italy for one year, with the option to renew once their visa is due for expiration. Without a visa, U.S. travelers could only stay in Italy for up to 90 days without the ability to work.

The launch makes Italy the latest European country to offer a digital nomad visa , which has already been available in Greece and Hungary.

Who can apply for a digital nomad visa in Italy?

According to the official decree , the visa is meant for those who “carry out a highly qualified work activity through the use of technological tools that allow you to work remotely.” 

The regulations define eligible applicants as “digital nomads,” self-employed freelancers, “remote workers,” or those employed by a company outside of Italy and can work from anywhere, according to Studio Legale Metta.

To qualify for the visa, the applicant has to meet certain requirements:

◾ A university or college degree or an accredited professional license.

◾ Six months of work experience in the industry, or five years for applicants without a university degree.

◾ An existing employment contract.

◾ A criminal record check.

◾ Proof of an annual income of 28,000 euros (about $29,880.06).

◾ Evidence of housing in Italy.

◾ Evidence of health insurance coverage.

Applicants can also apply to have family members join them on their Italian move, but the government has to give the final approval. 

How do I apply for the digital nomad visa in Italy?

Thankfully, Metta said the paperwork for the digital nomad visa isn’t “too complicated.” 

The first stop for interested applicants will be the Italian Consulate for their area. “Consulates are basically the front of the government to receive the applications,” Metta said. Interested applicants can book an appointment with the consulate and start gathering their necessary documents. People can also apply by mailing in their application. (However, Metta did mention consulate websites are often confusing and outdated, so working with a relocation service can make things easier.)

To apply, applicants will also need a passport with an expiration date at least three months after the end of the visa period and two passport-sized photos.

Relocation services can also help people navigate the sometimes complicated process of applying for a visa, such as negotiating early termination penalties with landlords in Italy. 

These services also help people with state and tax planning, especially if people own assets in the U.S., like a house. Once in Italy, people need to register their residency with the town hall, which will determine what sort of taxes they’ll pay. People can speak to an international tax specialist to figure out their future taxes as well. 

How much will the visa cost?

According to Studio Legale Metta, the application fee is 116 euros (about $123.78) per person.

How long will the application process take?

Not too long, actually. Metta estimates the process could take just three weeks if applicants are “well-organized and have all your tax documents filed.”
