All Inspections

During a routine inspection.

We carried out this inspection under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. This inspection was planned to check whether the service was meeting the legal requirements and regulations associated with the Health and Social Care Act 2008.

MASTA Travel Clinic Harrogate provides pre-travel assessments, travel vaccinations and travel health advice. In addition, the service holds a licence to administer yellow fever vaccines. They provide services both for private patients and NHS patients who are registered with a local federation of 12 GP practices, known as the Yorkshire Health Network.

This service is registered with the Care Quality Commission (CQC) under the Health and Social Care Act 2008 in respect of some, but not all, of the services it provides. There are some general exemptions from regulation by CQC which relate to particular types of service and these are set out in of The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. At MASTA Travel Clinic Harrogate some services are provided to clients under a contractual arrangement through their employer or government department. These types of arrangements are exempt by law from CQC regulation. Therefore, they did not fall into the scope of our inspection.

The lead nurse is the registered manager. A registered manager is a person who is registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

On the day of inspection, we had received 23 completed CQC comment cards, all of which were overwhelmingly positive. They described the service as being very good and efficient and staff as being professional, friendly, caring and informative.

During the inspection we reviewed a range of systems and processes relating to governance, service delivery and customer care.

Our key findings were:

  • There were clear systems in place to manage risk so that safety incidents were less likely to happen. When incidents did happen, the provider learned from them and improved their processes across all their clinic locations.
  • The effectiveness and appropriateness of care provided by the service, was routinely reviewed. It ensured that care and treatment was delivered according to evidence based guidance and up-to-date travel health information and advice.
  • Clients received a personalised travel plan, known as a travel health brief, which contained a risk assessment, health information, including any additional health risks relating to their destinations, and an immunisation plan specific to them.
  • Staff involved clients in decisions about their care and treatment. They treated clients with kindness, compassion, dignity and respect.
  • There was a leadership and managerial structure in place with clear responsibilities, roles and accountability to support good governance.
  • The provider was aware of the requirements of the duty of candour.
  • Staff were aware of their own roles and responsibilities. They said they felt supported by leaders and managers who were accessible when appropriate.

The areas where the provider should make improvements are:

  • Consider photographic identification checks for adults who have parental responsibility for children, in order to ascertain the correct identity.
  • Review policies in line with their renewal dates.

Dr Rosie Benneyworth BM BS BMedSci MRCGP Chief Inspector of Primary Medical Services and Integrated Care

17 October 2017

We carried out an announced comprehensive inspection on 17 October 2017 to ask the service the following key questions: are services safe, effective, caring, responsive and well-led?

Our findings were:

Are services safe?

We found that this service was providing safe care in accordance with the relevant regulations.

Are services effective?

We found that this service was providing effective care in accordance with the relevant regulations.

Are services caring?

We found that this service was providing caring services in accordance with the relevant regulations.

Are services responsive?

We found that this service was providing responsive care in accordance with the relevant regulations.

Are services well-led?

We found that this service was providing well-led care in accordance with the relevant regulations.

The provider MASTA Limited (Medical Advisory Services for Travellers Abroad) head office is based in Leeds. They operate several pharmacy and nurse-led travel clinics located throughout the United Kingdom.

For this inspection we visited the location at MASTA Travel Clinic Harrogate; based at Mowbray Square Medical Centre, Myrtle Square, Harrogate HG1 5AR. It is situated on the edge of Harrogate town centre and has good access to public transport and road links. There are car parking facilities outside the premises. Opening hours of the MASTA clinic are 8am to 4pm Monday, Tuesday, Wednesday, Friday and Saturday. Thursday opening hours are 11am to 7pm.

MASTA Travel Clinic Harrogate is located on the ground floor of a purpose-built health centre. They have access to one consulting room and a reception/client waiting area. Disabled access to the building and toilet facilities are available for clients.

The service provides pre-travel assessments, travel vaccinations and travel health advice. Consultations are charged either direct to the client or through the Yorkshire Health Network, as appropriate. Treatment and intervention charges vary, dependent upon what is provided. The clinic is also a registered Yellow Fever vaccination centre. MASTA Travel Clinic Harrogate has a service level agreement with a local federation of 12 GP practices (Yorkshire Health Network). This is to provide travel health services to the patients of those GP practices on their behalf. Some free of charge NHS travel vaccinations are available to Yorkshire Health Network patients if applicable; after risk assessment and subject to availability. At the time of our inspection approximately 80% of clients seen at the Harrogate clinic were referred via the Yorkshire Health Network of GP practices.

This service is registered with Care Quality Commission (CQC) under the Health and Social Care Act 2008 in respect of some, but not all, of the services it provides. There are some exemptions from regulation by CQC which relate to particular types of service and these are set out in Schedule 2 of The Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. Occupational health related services, which MASTA Travel Clinic Harrogate may provide to clients under a contractual arrangement through their employer or government department, are exempt by law from CQC regulation. Therefore, they did not fall into the scope of our inspection.

The clinical team consists of five part-time travel health nurse advisors; all of whom are female. There is a receptionist, who is employed by the Yorkshire Health Network. The clinicians are supported by a range of departmental staff who are based at the head office in Leeds. This includes access to the general manager, medical lead and pharmacy staff.

A travel health nurse advisor at the location is the CQC registered manager. A registered manager is a person who is registered with the Care Quality Commission to manage the service. Like registered providers they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

  • There was an open and transparent approach to safety.
  • There was analysis of reported incidents and complaints which supported improvements in service delivery and customer satisfaction.
  • Governance and risk management processes were comprehensive and supported the delivery of quality care. All staff had access to policies.
  • There was an infection prevention and control policy and procedures were in place to reduce the risk and spread of infection. Comprehensive cleaning checklists were completed on a monthly, quarterly and annual basis.
  • Vaccines, medicines and emergency equipment were safely managed. There were clear auditable trails relating to stock control.
  • Staff had the relevant skills, knowledge and experience to deliver the care and treatment offered by the service.
  • Consultations were comprehensive and undertaken in a professional manner.
  • The service encouraged and valued feedback from patients and staff.
  • There was a clear leadership structure. Members of the management and clinical teams were accessible and supportive.
  • They had good links with local GP practices known as the Yorkshire Health Network.

There was an area where the provider should make improvements:

  • Reassure themselves that the defibrillator they have access to is checked and in good working order.

Questions about Masta

MASTA (Medical Advisory Service for Travellers Abroad), was established 30 years ago and we now operate one of the largest network of private travel clinics in the UK. This extensive number of clinic locations combined with a variety of appointment times, ensures that our customers receive the vaccinations and antimalarials required, at times and locations convenient for them.

MASTA has an award winning medical team who constantly review global resources to ensure that our intelligence on travel health is second to none. Our customers can receive their travel health risk assessment via telephone first or attend the clinic for this followed immediately by the vaccinations or antimalarials.

MASTA are a private vaccination service, this means that all of our vaccinations, antimalarials and travel related retail products are chargeable. The only exception would be where our clinic is supporting a federated GP model, where a partnership exists, and we provide the travel health service on behalf of a group of participating GP surgeries, such as in Harrogate. In that particular scenario, where vaccines are available on the NHS, they continue to be made available on the NHS, where booked at least a minimum of 6-8 weeks in advance of the travel date. All other non NHS travel health vaccines, antimalarials or retail products will continue to be charged privately.

Questions about MASTA clinics and partners

We have well established partnerships with Independent Pharmacies and Lloyds Pharmacy amongst others. Combined with our clinics based in NHS and Occupational Health establishments; we are growing faster than ever before.

Whilst the clinic you attend for an appointment may not be branded as MASTA, you can be reassured that the service is underpinned by MASTA exemplary clinical standards and the nurse or pharmacist that provides the service to you will have undergone stringent and comprehensive MASTA training in order to provide the service to you. The advice provided, and pricing applicable are consistent across the network too.

Questions about consultations

A telephone consultation is a risk assessment completed over the phone with one of our specialist travel health nurses. They will create a Travel Health Plan for you showing any vaccines or antimalarial tablets that may be recommended for your trip and if there are any recommendations, our specialist travel health nurse will book a follow-up appointment at your chosen Travel Clinic.

A clinic consultation is a risk assessment, completed face to face with one of our specialist travel health nurses in a MASTA Travel Clinic convenient for you. If there any recommendations made and vaccinations are required then they are administered during the same appointment.

Yes. Our nurses need to complete a risk assessment with you, so that we can ensure we are ok to go ahead with your vaccinations. It will also give you the opportunity to ask any questions you may have about the vaccinations/malaria tablet recommendations.

Our nurse can book your pharmacy appointment from 48 hours after your phone consultation depending on the availability of your chosen pharmacy.

Yes. You can contact MASTA on the email address below or call us on the telephone number provided on your Travel Health Plan email, and one of our nurses will speak to you regarding the changes you wish to make.

Children aged 5 to 15 years must have a parent/guardian present who is able to complete the consultation on the childs behalf.

For ages 16 and above, our nurse must speak directly to the person that is travelling. We cannot complete a consultation with a third party.

Those who are unable to complete a telephone consultation will be advised to visit a MASTA Travel Clinic for a face to face consultation. This includes those who are hearing impaired, those who do not understand English well enough to communicate with an English speaking nurse over the telephone and/or those who are located outside of the UK.

Questions about our services

Did you know that in addition to our Travel Service, we offer private wellness vaccinations such as Chicken Pox, Flu, HPV, Meningitis ACWY, Meningitis B, MMR, Pneumonia and Shingles? We can also offer blood tests for those who need proof of immunity.

You can, however, if you have attended a face to face clinic and wish to switch to a pharmacy clinic, you must complete a telephone consultation first.

At a face to face clinic, we provide the vaccinations in the first appointment. In a pharmacy partnership, your initial appointment will be a phone consultation with the nurse; if vaccines/antimalarials are recommended, our nurse will book an appointment for you at a pharmacy clinic.

No, the vaccines are priced as on our price list. This is available by selecting ‘Services’ on the main menu and then downloading the price list.

Yes. We are often able to offer last minute appointments, including Saturdays, early mornings and evenings across the network.

For family/group bookings, you will need to register the appropriate number of individual family/group members either online or via the telephone. Please note, each traveller will need their own consultation.

TRAVEL ADVISORY; New Clinic Serves Visitors to Moscow

A new private clinic has opened in Moscow to serve travelers as well as residents. The service is provided by U.S. Global Health, a members-only joint venture of Columbia-Presbyterian Health Services; the Fund for Large Enterprises in Russia, a private investment company, and Pepsico World Trading, which helps develop businesses for its parent company, Pepsico.

Four American-trained, board-certified doctors and their assistants prescribe medications and provide diagnostic outpatient services and lab work. Doctors are on 24-hour call and in emergencies will make house calls, according to Sherrie Dulworth, Global's director of sales and marketing. The clinic will also arrange for emergency hospitalization at the Kuntsevo Central Clinical Hospital.

A 10-day "tourist" membership is $39, with separate charges for medical services, which are comparable to those charged in the United States. Global honors most major American insurance policies. A one-year family membership is $950, $475 for an individual and $90 for business travelers. A trial 30-day membership costs $90 for individuals and $150 for families. Egor's Blog

A travel blog, travel guide to moscow.

To begin my travel blog, I thought I’d write about my home town of Moscow, Russia. Although I have never truly lived in Russia having moved to the United States when I was just one year old, I have visited the country multiple times as much of my family still lives there.

Undoubtedly, you have all heard of the outrageous myths and stereotypes of Russia and its people. If you believe such myths, you probably think that Russia is a place full of corruption, mafia, bombings, cold winters, depressed people, and of course, vodka. While some of these myths are quite true, many of them are extremely exaggerated.

First of all, Russia has become very corrupt throughout the last few years. Vladimir Putin has now been in office for twelve years and over those twelve years he has eliminated most elections, monopolized major media, and destroyed the democratic political system. Everyday people are brutally arrested for starting and participating in anti-Putin protests, while some are even detained simply for being nearby. Clearly, Putin’s actions are those of a dictator, and he plans to stay in power as long as possible.

ap_putin_singleuse_24dec11

However, the political system alone should not scare you away from visiting the unique, beautiful city of Moscow and Russia overall. Contrary to common belief, Moscow has exceptional food and drinks, welcoming people, and a unique and enriching history.

The cuisine in Russia is unlike any other. An abundance of delicious soups, meats, pastries, and desserts are sure to make you fall in love with Russian foods (which are not so popular in the United States yet). First off, Russians love to eat soup with nearly every meal, with the common soup being Borscht, a mix of beets, vegetables, beef, and sour cream. Caviar and dried fish are two other common foods that Russians often eat alongside their main dishes, which include an array of meats, fish, vegetables and garnishes. However, my favorite part of the Russian cuisine is the desserts. Their cakes, candies, and pastries are certainly unlike any dessert found here in America. A common favorite is “blini”, which are very similar to the French crepes and can be filled with anything from sour cream to jam to fruits.

download

Even though the foods are quite unusual, Russians primarily differ from Americans in their drinking habits. Whereas Americans drink soda or water along with every meal, Russians tend to withhold until they are finished with their meal to drink anything, unless its a few shots of vodka or cognac. As you know, vodka is very popular in Russia and you will often see people drinking with lunch or even breakfast (this is one myth that actually holds true). Other common drinks that can always be found on a restaurant menu include tea, mineral water, and beer.

RUSSIA ECONOMY

Now, while the vodka myth may be true, most other Russian stereotypes are quite false. For example, the people of Russia are actually very kind and welcoming to tourists and as long as you stay away from dangerous areas and illegal activity, Russia can be a very safe place.  Just like in New York, Philadelphia, or any other big city, you will always encounter gangs and violence, but a majority of Moscow is calm, clean, and beautiful. Much of this beauty comes from Russia’s unique history full of strong religious belief, Tsarism, and Communism. You must travel to Russia merely to see the extraordinary cathedrals and other memoirs left behind from Russia’s Communist and Tsarist eras. Today, you can even still visit the tomb of Vladimir Lenin and the beautiful KGB headquarters.

So as you can see, Russia is not a place to fear. It is a place full of enlightening culture and history and even if you make the trek out to Russia during the middle of the winter, it can’t get much colder than State College has been for the past few weeks! But, if you go at the right time, you will see a world that looks as if it is straight out of a winter fairytale.

I really enjoyed reading this. You forgot to mention the stereotype that all Russians have dashboard cameras though. They are a source of great entertainment for most of the internet. I really like how you were able to talk about both the good and the bad parts of Russia, instead of just glorifying it like some people would. This post helped me better understand a lot about Russia and the political situation in Russia. I didn’t realize Putin was as corrupt as he actually is. I thought he had only started to corrupt things after the last election, not that he’s done it over his decade of rule.

On a brighter note, Russian food sounds really good and I will have to try it sometime.

I love that you started with Moscow! For the longest time, Moscow has been a place on my list that I feel as though I must visit (and you have definitely convinced me to make the trip). I don’t know if I have been living under a rock or what, but I really didn’t know that Russia was going through such a political uprising (if that is even the right thing to call it)? Aside from that, all of the cuisine and attractions look incredible! Can’t wait to see your next post!

Awesome description of Russian. I found it very interesting because I am Russian too, but I know nothing of my own heritage honestly. The vodka myth being actually true is so funny. I don’t know how Russians drink vodka so easily! Russia’s political situation with Putin seems very dreary, and I think I smell a revolt coming if what you say about his harsh treatments is true. It’s clear to see you love your home country. Interesting post, i enjoyed reading it!

The R&K Guide To Moscow

The World Cup is upon us, but you could argue that it’s already a relic from another era, a time when Putin was looking for peaceable engagement with the West, before he annexed Crimea and unleashed his trolls on the world. But if ordinary Russians are supposed to play the part of pariah, they haven’t been told. It has been a long time since Moscow was this pleasant to visit. The city center is safe, sanitized, ready for your visit. Yes, the calm is a sign of an increasingly efficient autocracy. But we’ve known Moscow through many iterations, and for the casual visitor, this is one of the best yet. (Visit our St. Petersburg guide here.)
